I would expect that all these procedures would have taken place, or are going to take place before taking bids from investors. Public assets are not expected to be sold like bags of tomatoes.

Of course that is the rational expectation, but alas, we all know the depth of incompetence of this current government.

Rather than yielding revenue, most of these industries have been propped up year after year. Let private owners run them profitably and pay royalties and tax to government coffers. As long as they are public entities, they are not likely to make real money. Public enterprises rarely ever make profit, anywhere not just in Nigeria.

In that case there should a template proposed. I mean accountability even at the stage of planning. That is, what is the state of these asset; what is the level of performance of these enterprise from inception to date; level of performance for the last 5 years; operating challenges that currently hinder them not to be viable; proposed solution; profile of preferred buyers. All these are basic Public Enterprise Procurement procedure.

We should have all these, even at this stage and not just the information dumped on the websites of these enterprises. The data and information should be audited and owned by reputable firms of Auditors. That is the international best practice.
