Councillors, LG chairman or even local LP Secretariat can do borehole. Or he can do it without any publicity!
At his level, conversations should be around what [/b]process/institution can we implement to ensure that nobody in that district or similar district will lack pipe-borne water sustainably. If he doesn't have money for that no problem, make a policy statement and advise the state governor. Thats more effective.
