He doesn't need court order, it's not a case of scam, he should report to both banks, they will confirm from the recipient and it will be returned but I don't want him getting his money back for being foolish posting the innocent person's information online, he should be penalized.

Yes they do depending on the plan, according to them, All requests for content such as a list of categories, topics, or posts, count as page views, whether by a human or a web crawler. Any request that reaches their servers and incurs significant work will be counted as a page view.

So your plan might have 100k page views and would be limited for that month, if you don't have much subscribers, you can ignore it but a site like nairaland would need to pay as much as 2000 dollars monthly or more to cope with their crazy limits.
