Scolari, 65, won the tournament in 2002 but the hosts could only finish fourth at this year's event.
Brazil were thrashed 7-1 by Germany in the semi-finals, their joint-heaviest loss ever and first home competitive defeat for 39 years.
They then lost 3-0 to the Netherlands in the play-off for third place.
Scolari's contract was set to expire after the tournament but Globo TV says his resignation will be confirmed on Monday by the CBF, Brazil's football federation.
UOL News, a Brazilian website, is also reporting that Scolari has quit, quoting two CBF sources.

Fifa has announced the shortlist for the 2014 Golden Ball, the prize awarded to the best player at the World Cup.
Argentina have three nominees in Angel Di Maria, Javier Mascherano and Lionel Messi, while their opponents in Sunday's final Germany, have four.
Mats Hummels, Toni Kroos, Phillip Lahm and Thomas Muller are the players nominated from Joachim Low's side.
Colombia's James Rodriguez, Brazil's Neymar and Arjen Robben of Netherlands complete the 10-man shortlist.
Fifa has also announced the nominees for the Golden Glove competition, awarded to the best goalkeeper at the World Cup.
Costa Rica's Keylor Navas, Germany's Manuel Neuer and Argentina's Sergio Romero will compete for the prize.

Recuperating Super Eagles midfielder, Babatunde Michael, has revealed that the greatest takeaway of his participation in the ongoing Brazil FIFA World Cup was playing against the likes of Argentina and FC Barcelona sensation, Lionel Messi and his teammate, Angel Di Marria.

While describing it as a dream come through and fulfillment of his football carrier, Babatunde also commended the President, Goodluck Jonathan, the Minister of Sports and the leadership of the Nigeria Football Federation (NFF) for the tremendous support given to him while passing through the injury challenges.

“Doctors told me that it will take me one month to recover from this injury. I have already undergone a successful surgery to correct the fracture in my hand. My club knows everything about the injury and we have being in constant touch. They have wished me well and they are ready to receive me whenever I get well and return to the team.

“Playing at the World Cup was a fulfilled dream to me because I have always believed that the day I play against the like of Lionel Messi, Angel Di Maria would be the highest point of my football carrier.

“Everything was okay for me because at my age, playing as the youngest player in the Nigerian team was a very big life achievement, which I would rely on to do well in my future career for both my club and the national team. It was so amazing, I prayed for this and God answered me.”

Barclays English Premier League club, Chelsea is set to offload Nigerian midfielder, John Obi Mikel.

Chelsea are keen on adding highly-rated French midfielder, Paul Pogba to their ranks despite manager Jose Mourinho already spending £60 million this summer on Cesc Fabregas and Diego Costa.

Mourinho is believed to want more strength in Chelsea’s midfield following the club’s underwhelming 2013/14 campaign.

Mikel who lost his place in the Chelsea first-team to Nemanja Matic is likely to make way at the club this summer according to British newspaper, the Standard.

The Standard reports that Chelsea can raise revenue for what would be a club-record signing of Pogba by selling fringe members in the squad and are also prepared to listen to offers for Mikel and Ramires.

Pogba’s agent, Mino Raiola, has consistently stated the France international is staying with Juventus but the Italian champions may be tempted to sell in order to fund summer bids for their top targets.

Juventus will demand a minimum of £60 million for Pogba and Chelsea face stiff competition from Paris St-Germain and Manchester City for the former Manchester United midfielder.

Pogba, who has two years left on his contract, impressed for France during their run to the World Cup quarter-finals.

Beyond the element of luck,officiating has equally been a big factor. Referees here have literally given some teams victory with their whistle, no thanks to their mistakes. Some un­pardonable.

FIFA has always insisted in picking the very best of referees for the World Cup, given how high the stakes are. But the truth is that the men in black are human and liable to make mistakes. Brazil 2014 has had its own fair share of referee’s mistakes.

Just as the strikers throw away begging chances in front of goal, so also the referees sometimes make or mar a match.

Below, we bring you the list of referees who ought to have been given the marching order “red card” for not living up to expec­tation in the games they handled. They made ques­tionable calls which saw the coaches and players crying to the high heavens.

Yuichi Nishimura (Ja­pan): Nishimura did not get thumbs up when he took charge of the Brazil ver­sus Croatia opener which ended 3-1 in favor of the hosts. Nishimura awarded a controversial 71st minute penalty to Brazil.

As a fan puts it, Nishimura gave Brazil a penalty gift, disallowed Croatia’s goal. Beyond that Brazil was allowed to play on after a Croatian player was fouled. That gave Bra­zil the third goal. Brazilian and Croatian players gave a good account of them­selves in the opener, but the referee did a poor job.

Eduardo Diaz (Colom­bia): Outright poor job, that was what centre ref­eree Diaz and his assistant Humberto Clavijo did in the Mexico versus Camer­oon group A match. Two Mexican goals were disal­lowed by the referee who judged the scorers as being off side. But replays should that they were good goals that should have counted. Little wonder FIFA decided to send Clavijo home after that poor outing.

Carlos Vera (Ecuador): Vera is one referee that Ivo­riens won’t forgrt in a hur­ry for ruining their World Cup second round dream. The referee awarded what could pass for an outright dubious penalty to Greece with only 10 seconds left of play. Greece scored from the spot to pick the group’s second round tick­et ahead of the Africans. African footballer of the year Yaya Toure described it as nothing but a fraud in­sisting that it is one of the plots against Africa.

Peter O Leary (New Zea­land): Bosnia striker Edin Dzeko was disappointed with the officiating after seeing his goal being disal­lowed. The Bosnians also protested the goal scored by Nigeria. They felt the referee should have spot­ted an infringement against Emenike who pushed down a Bosnian defender be­fore laying the pass which Osaze Odemwingie uti­lized to score the only goal of the match. As the Bos­nians were going home, they urged FIFA to equally send O Leary home. “That referee should leave just as we are leaving,” the Bosnia camp demanded. O Leary did not actually live up to expectation.

Mark Geiger (USA): Al­pha and Omega! That was what Nigeria’s coach Ste­phen Keshi dubbed Geiger after the Nigeria versus France encounter. Keshi blamed Nigeria’s exit on the referee describing his performance as nothing but a shame. Keshi felt Emenike’s goal was a good one, even as he tongue lashed the referee for not protecting Nigerian play­ers when the French team became too rough. One of such tackles by France saw Ogenyi Onazi being stretchered out. The referee didn’t even flash a card.

Many agreed with Keshi that Geiger did not do a good job.

Milorad Mazic (Serbia): The Serbian referee was obviously too lenient to the Argentines by not award­ing a penalty to Iran when Dejagah was brought down inside the Argentine’s box with only few minutes left of play. Iran could prob­ably have recorded the biggest upset of the World Cup if the referee was more professional. Even in defeat, the Iranians were applauded while Mazic got thumbs down.

Part of the measures was an increase in the minimum capital requirement of N25 million for Bureau De Change operation in the country. The increase represents 250 percent, from the previous N10 million. In addition, the new guidelines stipulate a mandatory cautional deposit which has been reviewed upward to N35m,for each Bureau de change, expected to be deposited in a non-interest yielding account in the CBN upon the grant of an approval-in-principal. Hitherto, anyone with the $20,000 deposit with the CBN can operate a BDC, hence the massive number of BDCs across the country.

Besides, the new rules demand that application for Bureaux de Change licence will henceforth attract a fee of N1 million and annual renewal fee of N250,000.Also,the CBN has warned that the ownership of multiple BDCs would no longer be tolerated and violators of the rule would be strictly sanctioned. Altogether, the apex bank said it has observed that an avalanche of rent-seeking operators were in the forex market only for profit margins, regardless of prevailing official and inter-bank rates.

However, the House of Representatives on Thursday ordered the CBN to suspend the new policy. It also summoned the CBN Governor, Mr. Godwin Emefiele, for full briefing on the matter.

We support the new guidelines if it will help to weed out unserious and unscrupulous elements in the  subsector. Activities in the subsector point to grave inefficiency and sharp practices, as some BDCs operators are reportedly using foreign exchange purchased from its window to fund unauthorised transactions. If the new rules are strictly enforced, genuine and competent BDCs are likely to dominate the forex market and this will check the depletion of the nation’s foreign reserves.

For instance, the foreign reserves which early this year was $40bn have fallen to $35bn last month, a development that may have put undue pressure on the exchange rate of the naira to the U.S. dollar. In that
regard, proper regulation of BDC operations will provide the much-needed access to forex to small-scale end users, as well as provide a veritable window for the management of exchange rate , while assisting in the fight against untoward financial outflows as well as provide economic data for policy decisions which are currently in short supply in our country.

On the surface, the 250 percent increase in the capital requirement for the operators of BDCs seems rather drastic but the ultimate goal is to sanitize the forex market and minimize the role of parrarel market which major effect has always been the worrisome devaluation of the naira.

All in all, reviewing the operations of BDCs has become imperative. Figures from the CBN show that there are about 3,208 BDCs officially registered by the apex bank, and additional 1,417 said to be waiting approval. This would bring the total number of BDCs  to 4,625 if they are granted approval, all of which is entitled to $50,0000 by CBN every week. This means that  about $12bn forex per annum, undoubtedly a huge drain on the nation’s foreign reserves.

Beyond this, there is strong indication that the operation of BDCs has encouraged the dollarisation of the economy and money laundering. We, therefore, urge the new leadership of CBN to periodically review the structure of BDCs in line with current exigencies. We do not think that the continued funding of BDCs by CBN is helping our economy much. The contrary seems to be the case. Nigeria and Kenya remain the only countries in the world where their Central Banks have continued to fund the parallel markets. This encourages multiple exchange rates and puts pressure on inter-bank rate. This is  unhealthy for the economy.

ASenate on Wednesday con­firmed Presi­dent Goodluck Jonathan’s nomination of former Kano State governor, Mallam Ibra­him Shekarau, Mr. Ade­dayo Adeyeye (Ekiti), Dr. Stephen Oru (Delta) and Dr. Abdul Bulama (Yobe) as ministers.

The chamber grilled the ministers-designate on various topics on the state of the nation, defections, Nigeria’s educational pol­icies as well as the revit­alisation of the power sec­tor. Shekarau and the new ministers agreed that an urgent review of the coun­try’s education curriculum remained the best way to tackle unemployment, poverty and insurgency.

Shekarau,  a two-term governor of Kano State, lamented the high level of unemployment in the country which he linked to the disruption of the Uni­versal Primary Education policy by the successive military administrations in the country.

He maintained that the issue of skills acquisi­tion for Nigerian students at the first three years of secondary education as envisioned in the 6-3-3-4 curriculum should be revisited by government and effectively imple­mented.

Asked by Senator Ad­amu Gumba on his views about politicians defect­ing from one political party to another, Shekarau justified the development as a normal practice, say­ing there had been some inconsistencies in the pol­ity. “The issue of chang­ing political parties, if you read the history of the Americans too, they did worse than what we are doing at the stage at which we are. Ideologies are not imposed, it is an ongoing process.

“Education is the pro­gressive discovery of ig­norance. Gradually, we are learning, we are try­ing to develop. Ideolo­gies will become institu­tionalised by themselves. These movements (de­fections), I don’t totally agree that all the time they are for personal in­terests. They are dictated by circumstances of the political development around the environment you are in. I am sure with time, ideologies will be institutionalised,” he said.

He also identified the immediate fixing of the power sector by the gov­ernment as a critical fac­tor that could assist in solving the problem of unemployment.

Some policemen and their families escaped being crushed on Monday night when a two-storey building in the Pedro Police Barracks, Somolu, Lagos, collapsed.

Media  learnt that the building, which served as the kitchen, bathroom and toilet extension, collapsed at about 8.30pm when most of the residents were in their sitting rooms and bedrooms.

A resident, who identified herself simply as Faith, explained that the collapse was not surprising considering the dilapidated state of the barracks.

Faith, wife of a sergeant in the barracks, said, “It was around 8.30pm Monday evening. We just heard a rumble as if an earthquake had occurred. When we rushed out, we saw that a two-storey building, which is an extension of the main building, had collapsed with the staircases. We were using the collapsed building as our bathrooms and toilets, while a two-bedroom apartment on the ground floor was occupied by two families. What saved us was that many people were already in their sitting rooms and bedrooms. Otherwise, there would have certainly been casualties.

“The noise was so loud that the people living outside the police barracks came in to see whether an explosion had taken place. For now, some of us have started packing because we do not know which building is the next. As you can see, the state of the buildings are not different from one another.”

Our correspondent, who was at the site of the collapse on Tuesday , gathered that no fewer than 27 families were affected by the incident. According to the residents, each family has at least four members.

About 25 residents from different families were seen bringing out their property down through some ropes since the staircases had collapsed. While this went on, others were seen trying to recover lost property in the debris.

Another resident, who identified himself as Charles Averikson, urged the Federal Government to renovate the buildings in the barracks.

He said, “We want the government to come to our rescue. This building is the first victim of government’s negligence, we do not know which is the next. You can see that people are already packing out because we suspect another collapse. I was born and brought up here. You know collapses are common, especially as we enter the rainy season. We thank God the building did not collapse in the morning during our bath.

“Unfortunately, it is not that we do not pay. About N20,000 is being deducted from my dad’s salary every month. We also pay electricity and water bills. Why then should government neglect and fail to maintain the buildings here?”

When an eye witness left the area by 1.30pm, a rescue van belonging to the National Emergency Management Agency came into the barracks. Three officials of the agency then proceeded to the collapsed structure to evaluate the extent of damage.

The Nigeria Police Force Police Public Relations Officer, Frank Mba, could not be reached on the telephone and a text message sent to the phone had yet to be replied as of press time.

The NEMA spokesperson, South-west Zone, Ibrahim Farinloye, said efforts were on to evacuate the residents.

He said, “A building collapsed at the Pedro Police Station Barracks. No one was trapped and there was no casualty. The occupants of a block of 27 units, who are families of serving police officers, have been evacuated. The building collapsed due to its weak structure.”
