War ended but crude oil was so big and had to be moved gradually over decades so they cemented the sharing structure we have used to this day. That's a summary. The structure is the issue. The civil war left such a huge war booty, it couldn't be moved across territories in a year or two so they cemented a structure that guarantees the steady flow of the booty towards the victor. To conceal the status of the victor as the beneficiary of the booty, they declared no victor, no vanquish thing. That booty, though not fully exhausted yet, has been over-depended upon so much that it can't support the indolent and unproductive victors anymore.
