The dreaded Islamist sect, Boko Haram, has placed N50 million reward for any member who kills Ms Marilyn Ogar, spokesperson of the Department of State Security (DSS).

Ms Ogar is an Assistant Director of the Service even as the Presidency is set to probe the release from detention of Mr. Ali Tishau, a self-acclaimed kingpin of Boko Haram.

The planned investigation is coming on the heels of alleged claims by the Defence Intelligence Agency (DIA) that it had indeed, returned the suspect to the Police for custody and that it was denied the opportunity of having him back on a second request.

The request, dead or alive, was intercepted in a coded high-tech website of the dreaded . Boko Haram was successfully hacked into by the international intelligence community and accessed by their local counterparts. The demand for Ogar’s head, it was further learnt, was part of a robust action plan said to have been mapped out by the sect, including public infrastructure and other areas as well as individuals targeted for attack. However, attempts by Daily Sun to confirm if the report on the N50 million reward was from the authentic Boko Haram were futile by Press time.

Daily Sun reveals that the sect may have indeed made the monetary offer to get Ms. Ogar, before the SSS announced N25million reward for anyone with useful information that could lead to the arrest of Mamman Nur, the alleged mastermind of the United Nations (UN) House bombing in Abuja on August 26, 2011.
Though the circumstances could not be ascertained by Press time, repeated calls to Ogar’s mobile telephone line were not successful for about a week as it was said to be switched off until yesterday when Daily Sun was able to speak with her at about 10.38am.

However, Ms. Ogar feigned ignorance of the development when contacted. “How did you get the information? Well, I am just hearing about it from you, but I am neither the DG, SSS nor the DG, NIA, for anyone to place money on my head,” she told Daily Sun on Saturday, in a telephone chat.
But a top police officer who does not want his name in print, confirmed the report that Boko Haram placed monetary reward for the head of the SSS senior officer.

He was, however, quick to add that it was not peculiar to her, as several other top security officers and politicians had been threatened by Boko Haram.“Yes, it is true that they placed about N50million ransom on the woman’s head. We were contacted for assistance over the matter, as the woman was running from pillar to post. But I think there is nothing unusual about it. Boko Haram has threatened the Chief of Defence Staff; Boko Haram has threatened the Chief of Army Staff, attacked the Police headquarters in Abuja. The thing with them is that they threaten you when you talk about them, and the moment you stop, they leave you alone. We’ve been reading their website, and we see a lot of things they write about. But there is no cause for alarm”, he said.

On the planned probe of Tishau’s release, the Police authorities had announced on Friday, that it officially handed over Tishau to a sister security agency via a memo by the Inspector-General of Police (IGP), Alhaji Hafiz Ringim, dated July 7, 2011. Police said the action was based on a formal letter from the unnamed sister agency dated June 27, 2011, which requested the release of the suspect to it.
Police spokesman, DCP Olusola Amore, had said that the IGP acceded to the request in the spirit of sharing intelligence as it is customary in security circles. He was quick to add that the identity of the sister agency concerned would not be given for national interest.

Fingers were, however, unofficially pointed at the direction of the DIA, whose erstwhile chief, Major-General Babagana Munguno, allegedly made the request and eventually took over the custody of Tishau from the Police. But in a swift reaction, all the military intelligence chiefs denied having anything to do with the suspect. However, in a curious twist of events, fresh reports indicated that the DIA had admitted taking custody of the suspect from the Police after writing a formal request, but claimed it encountered several obstacles in the process, which were eventually surmounted with the intervention of a top security chief, who prevailed on the IGP to release Tishau to the former Chief of Defence Intelligence.

Following his release to the DIA, the suspect was said to have opened up on the activities of Boko Haram and allegedly claimed to have intimated the police authorities. Reports further said that topshots of security agencies were notified by the DIA on its encounter with Tishau, before he was returned to police custody.
But the bubble burst when the DIA reportedly asked for the suspect to be released to it a second time for further investigation, a request that was allegedly turned down by the Police whose spokesman, Amore, denied that Tishau was ever returned to their custody, talk less of the authorities receiving a second request for his release to the DIA

Sources told Daily Sun yesterday that the flurry of claims and denials amongst the security agencies, which had been further compounded by reports of the DIA’s eventual admission of taking custody of the suspect at a point in time from the police, has become a source of concern and embarrassment to the Presidency, which has resolved to diligently investigate the incident with a view to taking appropriate actions.

President Goodluck Ebele Jonathan has said Nigeria will help in the reconstruction of the United Nations’ building destroyed by a bomb blast last Friday.

President Jonathan was speaking to the United Nations’ Deputy Secretary-General, Dr. Asha-Rose Migiro, at State House, Sunday.

He said the Nigeria Government would offer temporary accommodation to the United Nations to enable them “continue doing the good humanitarian work you have been doing”.

President Jonathan once again expressed condolence to the United Nations’ family for the sad loss of lives and pledged assistance to enable the immediate evacuation of the dead to their countries and the wounded for medical treatment.

He commended Nigerians and foreign nationals who helped in the rescue operations and all efforts to bring relief to those affected by this condemnable act of destruction of lives and property.

Earlier, Dr. Asha-Rose Migiro, Deputy Secretary-General of the UN had said she came to observe and assess the situation after the bombing of the UN House, adding that this condemnable act would not deter them from doing their work.



She requested for assistance to enable the quick evacuation of the dead and injured, and thanked President Jonathan for offering to assist in the reconstruction of the UN House, as well as the temporary accommodation to enable the UN continue its work in Nigeria.

The UN Deputy Secretary-General said other top-level officials would remain in Nigeria to carry out a thorough assessment and examination of the whole building and advice the Secretary-General accordingly.

The Action Congress of Nigeria and the Congress for Progressive Change have expressed their support for the decision of the Independent National Electoral Commission to allow voters witness the counting of votes at polling centres.



But the ruling Peoples Democratic Party faulted the decision, saying it was not only dangerous, but that it contradicted Section 62 (2) of the amended Electoral Act 2011.



The Chairman of INEC, Prof. Attahiru Jega, had a week ago told civil society groups in Abuja that voters would be allowed to stay till the end of voting to witness the counting of votes.




Jega explained that under the new system, accreditation of voters would start at 8am and end at 12noon. He added that before voting, the actual number of accredited voters would be determined.



He stated that the result of a polling unit would be annulled, if the number of votes cast exceeded the number of accredited voters.



But last Friday, the Inspector-General of Police, Mr. Hafiz Ringim, said voters would only be allowed to “stay at a reasonable distance from the voting centres.”



“I want to assure all Nigerians that every vote will count. But we will not allow a situation where people will vote, stay around and cause problems,” Ringim said during his meeting with assistant inspectors- general of police and commissioners of police in Abuja.



In the elections conducted since 1999, voters were asked to leave the polling units after casting their votes.



Reacting to the development, the CPC, through its National Publicity Secretary, Mr. Yinka Fashakin, said INEC had the final say on the procedure for the 2011 elections. The party said that it would abide by INEC’s instructions and direct its supporters to act accordingly. voters during the elections.



Also, the National Publicity Secretary of the ACN, Alhaji Lai Mohammed, said INEC’s latest directive was the best under the present circumstance.



He argued that with the decision, the electorate would be able to police votes and reduce electoral fraud.



Mohammed said, “This is a welcome decision. Let voters stay and protect their votes. This is the best for the system at the moment. You see, the electorate must know the results and go home with the knowledge of how the result went in their respective polling units.



“This again, too should make the Police be on the alert to protect the people. If everybody is waiting to hear the results of the units where they have voted there will be little room for violence. Since voting will start and end at the same time, I think it will create room for better policing of the peoples votes cast.”



However, the Director of Media and Publicity, PDP Presidential Campaign Council, Mallam Abba Dabo, accused Jega of pandering to the wish of the CPC.



He said, “Jega should tell us what Paragraph 62 (2) of the amended Electoral Act 2011 says. What is the provision of that section? Does it say that voters should wait after casting their votes?”



Quoting the section, Dabo said, “After the declaration of the close of polls, no voter already inside the polling unit shall be permitted to remain in the polling unit unless otherwise authorised under this Act.”



“Clearly, those who vote are supposed to leave the polling unit. Jega is attempting to legalise the slogan of the CPC. That is a very dangerous development .



“The CPC has adopted a slogan. It has been asking people to remain at polling units after voting and even cause some actions to be taken. Even the leader of the party has been saying that people should lynch or kill whoever they think is tampering with votes.



“If Jega decides to ignore section 62 (2) what he is doing in effect is attempting to adopt the slogan of the CPC as that of INEC. It is quite unfortunate. We are interested in following the rules as agreed to by all. These rules as agreed to by all are in the amended electoral act 2011.”



He said that Jega’s position was a recipe for chaos, adding that the PDP was uncomfortable with it.



ACN youths had converged on Abuja on Wednesday to map out strategies to prevent rigging during the general elections which commence on April 2.



At the meeting, the party said it would not tolerate “incidents of massive vote theft, snatching of ballot boxes and falsification and alteration of election results right from the polling units.”



The ACN added that it would not allow what happened in 2007 to repeat itself.



The party’s National Youth Leader, Mr. Miriki Ebikibina, explained that the meeting was to strategise ahead of the challenges of the general elections.



Ebikibina said it was part of the preparation and demonstration of the ACN’s readiness for the election.



“We are going to strategise on how to enthrone a strict compliance for free, fair and credible polls at all levels,” he said.



He said the ACN was concerned about the deteriorating political situation ahead of the elections.



“With the April elections just by the corner, it is worrisome and disheartening to note the unacceptable level of political violence, killings and unnecessary intimidation of opposition parties by the ruling Peoples Democratic Party, especially candidates and members of the ACN across the country. It is condemnable and speaks volume of a failed government.” Ebikibina said.



Also at the meeting, the ACN’s Director of Finance and Administration, Mr. Wale Oshin, said, “You must know that no candidate, whether councillor or governor, would allow his own children or member of his family to be used as thugs.”



The party said it would take the crusade for change to all the nooks and crannies of the country to sensitise and galvanise the support of the people through young people.



In a related development, the CPC said it had established voter vigilance groups to protect votes at the all levels of the elections.



Spokesman for the CPC presidential candidate, Maj.-Gen. Buhari, Mr. Yinka Odumakin, said the idea behind the voter vigilance groups was to ensure that voters were galvanised to defend their votes the way neighborhoods protected their communities against armed robbers.



“The voter vigilance is to monitor every stage of voting in every booth, every polling unit up to INEC office, to the national secretariat,” he said.



The CPC said it had introduced vote canvassers at the ward level to assist the party build the consciousness that would protect the party’s votes.
