On Thursday December 1, the Minister of Finance, Ngozi Okonjo-Iweala, cringed when the senate joint committee investigating the management of funds set aside for petroleum subsidy handed her a seven-day ultimatum to produce a secret forensic report on the Nigerian National Petroleum Corporation in her custody.

The audit, done for her ministry by renowned audit and advisory consultancy, KPMG, which exposed the massive financial malfeasance and monumental corruption in the NNPC, is one document the federal government, the petroleum ministry and the NNPC have worked hard to conceal for a little over a year now.
The report, which could trigger a fierce face-off between the federal and state governments, is one of the most closely guarded secrets in Nigeria today. It contains shocking details of how the NNPC, and by implication, the federal government has been swindling the states.

So when the committee requested Mrs. Okonjo-Iweala to produce it, she became a bit uneasy, knowing that doing so might embarrass the administration and spark some troubles for the NNPC, a source close to her told the Times. Initially the minister didn’t make any commitment, but when pressed by committee members, she reluctantly acceded to the request.

It is not known at press time whether she has sent the document to the committee. Contacted yesterday, her spokesperson, Paul Nwabuikwu, said he had no information on the matter. Calls to the chairman of the senate joint committee, Magnus Abe (PDP, Rivers), were unanswered. But as at noon today, long after the ultimatum given to Mrs. Okonjo-iweala expired, a source close to the committee said the minister was yet to make the report available. He said there was high-powered lobby by the NNPC not to make the document public.

The damning report
But the Times has scooped the report for you in case the minister fails to produce it or does so to the committee in camera.
As far as the 41-page report is concerned, the NNPC is a cesspool of monumental corruption and fraud. The report detailed the corporation’s sharp business practices, violation of laid down rules and regulations, illegal deductions of funds belonging to the state, and failure to account for several billions of naira that should go to the federation account.
The agency, the report says, has also severely defrauded our country in subsidy claims. Auditors found that between 2007 and 2009 alone, the NNPC over-deducted funds in subsidy claims to the tune of N28.5bn. It has not been able to account for the sum ever since.
The over-deduction from its remittance to the federation account for 2010 and 2011, believed to be in several billions of naira, is not captured in the report.
The Federal Government, through the Federal Ministry of Finance, hired KPMG and another Nigerian auditing firm, S.S. Afemikhe & Co., in July 2010, to look into the books of the corporation following allegations of “wrongful deductions at source by the NNPC to fund its operations” by the 36 state governors.
There were also concerns at the time that “the procedures for managing and reporting the country’s crude oil and gas revenues are opaque and characterized by gaps, overlaps and inconsistencies in the role of key parties responsible for the assessment, collection and reporting on these revenue streams.”
Officials of the petroleum ministry and the NNPC, a source at the finance ministry disclosed, developed cold feet after the auditors were sent in, and indeed tried hard to frustrate the representatives of the two audit firms by failing to supply evaluation criteria for commercial bids submitted in respect of petroleum products importation.
Believing that would turn the auditors away, our source further explained, the corporation also failed to provide them with other relevant documents such as the criteria for allocation of products and product volumes to importers/suppliers and periodic prequalification lists of approved products importers/suppliers.
But in spite of the difficulty they faced, the auditors were able to determine that the NNPC had been anything but transparent in the management of our country’s oil resources.
The report that emerged from the audit was just too damning that the leadership of the petroleum ministry, the NNPC and some few other elements in the Federal Government have worked hard to keep it away from the 36 state governors and federal lawmakers in particular and Nigerians in general.

Stealing the states blind
In what is likely to anger state governors, the audit established that the corporation was in the habit of arbitrarily estimating subsidy claims and then over-deducting funds from proceeds of domestic crude sales.
“For example,” the report said, N25bn was deducted as subsidy estimate for September 2009 from domestic crude sales proceeds while PPPRA approved a subsidy of N23.8bn. N35bn was also deducted as subsidy estimate from November 2009 but PPPRA approved of N21.3bn.”
The auditors’ analysis indicates “over-deduction for these two months amounted to N14.9bn. However, only N4.2.bn was swept into the Federation Account by the NNPC as adjustment for subsidy claimable in the two months.” That is beside the N11.8bn subsidy claim the NNPC claimed it paid for imported products that didn’t reach consumers.
State governors have always complained that the NNPC was shortchanging them through illegal deductions from revenues payable to the federation account.

Fraudulent underhand tactics
Over-deduction is however not the only way the corporation is defrauding the federal and state governments. According to laid down regulations, the NNPC is invoiced in dollars for domestic crude allocations but is expected to remit the equivalent naira value to the Federation Account. But auditors found to their chagrin that in doing that, the corporation used exchange rates far lower than those published by the Central Bank of Nigeria.
Using this “fraudulent underhand tactics”, the NNPC succeeded in cheating the three levels of government of a whooping N85.2bn in three years – N25.7bn in 2007, N33.8bn in 2008 and N26.7bn in 2009.
When the auditors requested explanations for these exchange rate disparities, the NNPC claimed it obtained the exchange rates it used from the CBN via telephone.
The report also severely indicted the NNPC over the shoddy and non-transparent manner it renews crude sale contracts every year. The auditors noted that “evaluation criteria for renewal of contracts are not clearly stated in the contract document”, and that the selection exercises were based on individual discretion and wrong assumptions and criteria.”
The NNPC claimed that renewal of contract was based on performance of off-takers (buyers). But the auditors observed that the basis and process for determining performance were not clearly defined.
The auditors wondered why in 2007 and 2008, some companies not on the approved list of buyers for that year were allocated crude, a practice the examiners believe led to crude being sold to non-credible buyers, even with relevant guarantees and safeguards not implemented.
Specifically the auditors queried the allocation of crude to Ovlas Trading (2, 852,316 barrels in 2007 and 906, 269 barrels in 2008) Petrojam (2,818,914 in 2007), Oil Fields (950,166 barrels in 2007) and Zenon (906,000 barrels in 2008) even when they were not on the list of authorized buyers for that year.
Contracts for the importation of products, the auditors wrote, were also routinely awarded without regard for approved guidelines and procedures. “We observed that contracts for the importation of petroleum products were awarded to companies and suppliers not listed in the approved prequalification list used for the fourth quarter 2008 importation,” the report noted.
The auditors specifically queried the award of contracts in that manner to Astana Oil Corporation Limited, Natural Energy and Oando, when they were not prequalified for patronage that year.
Among other forms of misdemeanour, ranging from poor accounting to shoddy record keeping, the auditors also indicted the corporation for leaving its own storage facilities, unused, and then proceeding to incur additional cost from leasing of third party storage facilities.
The auditors reported that DPK tanks (with storage capacity of 18,000 cubic metres) at the PPMC depots within the Mosimi Area had not been used for three years even though there were in good condition. Yet the corporation, the examiners added, had been leasing storage facilities from third parties.
The spokesperson of the NNPC, Levi Ajuonuma, declined to comment on the report, saying he had nothing to say until the government releases it officially.

Cant help but marvel @ the display of ignorance here. If the video is indeed true, how can anyone is his/her right senses regard protestin police as 'commendable'?

Even more suprisin is to see comments asking the army to join the protest!! Do you know what mutiny is?

Dont get me wrong, i'm as ripped of as you guys over the subsidy issue, but this protest by uniformed men is not the way to in about it. Its an invitation to real anarchy ie TOTAL breakdown of law and order. Pray we never experience it.

Some officers of the Nigeria Police Force in Lagos have joined in the protest following the sudden removal of fuel subsidy.

An eyewitness saw about 300 policemen marching in Oregun and heading towards Alausa, the seat of government in Lagos. The policemen were chanting anti-government slogans.

In a related development, pockets of protesters have successfully staged protests in various parts of Lagos State. Angry protesters took over major roads like Ikorodu Road, various roads around Ojuelegba in Sululere, Mushin and Idioro amongst others.


There are also protests in Kano, Ilorin, Zamfara and Abuja.

A citizen reporter sent us this footage shot using a cell phone as the policemen marched through Oregun road.

It was muted yesterday that government could talk to the terrorist group. Reuters news agency reported that “Nigerian security services are considering making contact with moderate members of shadowy Islamist sect Boko Haram via ‘back channels,’ even though explicit talks are officially ruled out, the national security adviser said yesterday.”

The agency said that following the emergency meetings with President Goodluck Jonathan and top security officials in response to a spate of deadly Christmas Day bombings by the sect, National Security Adviser (NSA) General Owoye Andrew Azazi told its reporter “that officials were looking at broadening efforts beyond pure security measures — including addressing northern economic grievances.”

According to the NSA, “Even if government has a policy saying that there’s no negotiation, that you can’t reach out to Boko Haram, intelligence must find a way.
“I don’t think it’s everybody (in Boko Haram) who believes in the level of violence , That’s why you could have other channels for discussion , It’s something we could pursue.”

Azazi declined to comment on whether contact with moderate members of Boko Haram had already been made.
“From our perspective, you try back channels. And when you are trying back channels, that’s not when the president will come and announce to the whole of Nigeria that ‘I’m talking to mister A or mister B,’” he said.

As Aregbesola Urges FG To Stop Tolerating Boko Haram

Despite myriads of reactions trailing the continued insurgency on the Nigeria state, particularly in the Northern parts of the country by the Boko Haram Islamist sect

, the Sultan of Sokoto, Alhaji Abubakar Sa’ad III has assured that the country would soon witness peace and stability.



The Sultan, while condemning the spate of recent bombings across the country shortly after attending a Stakeholders’ security meeting, revealed that leaders across the country have resolved to ensure permanent solution to the worrisome crises.



“We condemned these activities and we just had an excellent meeting with Mr. President on the state of the nation and the way forward. I’m sure things will be back to normal Insha Allahu soon in this country. We are doing our best. We should have fear of God in whatever we do, move closer to God and fear God.”



Also, the Christian Association of Nigeria (CAN), while urging security agencies to wake up to their constitutional responsibilities, which include protecting innocent Nigerians from attacks orchestrated by terrorist groups like Boko Haram, had on Monday charged Christians to defend themselves against violent attacks by the Boko Haram terrorist group.



The association, in a statement captioned: “Can Nigeria Survive A Religious War,” signed by its Secretary-General, Elder Saidu Dogo and made available to Huhuonline.com in Kaduna said “We shall henceforth in the midst of these provocation and wanton destruction of innocent lives and property be compelled to make our own efforts and arrangements to protect the lives of innocent Christians and peace loving citizens of this country. We are therefore calling on all Christians to be law abiding but defend themselves whenever the need arises.”



“The Nigerian nation and indeed the Christian community in Nigeria and particularly those of us in the Northern part of the country witnessed yet another dark Sunday when Islamic fundamentalist in the North rained terror on innocent, peace-loving and harmless Christian worshippers on Christmas day at St Theresa’s Catholic Church, Madalla , Niger State, and Mountain of fire and Miracle Church in Jos.



"Reports reaching us also indicate similar attacks in Damaturu the Yobe State capital. In these attacks, over hundred innocent souls were killed. We appreciate the efforts of the Federal Government and its security agents in trying to curtail these attacks. However we are piqued that the efforts of Government are being undermined by the sponsors of the Islamic Fundamentalists in the North. We are particularly disturbed that the perpetrators of these dastardly acts and their sponsors are well known to government and no serious or decisive actions have been taken to stem their nefarious activities.



Meanwhile, fresh facts have emerged that Boko Haram had unleashed terror attacks on Christians during Sunday’s Christmas, to spark off a Muslims/Christians war nationwide as well as to avenge Muslim killings in Jos during the last Eid El Kabir.



President of the Civil Rights Congress (CRC) and former Boko Haram peace mediator under the President Olusegun Obasanjo administration, Malam Shehu Sani revealed that “The Boko Haram Christmas bomb attack on the Church in Madalla was meant to achieve three things. First is to lure the Muslims in the North is to believe that it’s a deadly action to avenge the killings of Muslims in Jos during the last Eid El Kabir festivities. Secondly is to spark off a nationwide Muslim and Christian civil war and thirdly to send a message in the most despicable way that the security onslaught against them in the North East can’t diminish their ability to strike.”



“Bombing of worship centres and gruesome killing of innocent lives will lead to either the Somali or the Sudanese situation. Nigeria is truly being faced with serious and deadly Islamic guerrilla insurgency. Nigeria’s security forces lack the intelligence and training to handle such issues. Decades of petty corruption in the police force has made the force docile and complacent to handle such modern challenges of insurgency.



“Northern leaders and clerics could have been at the best position to intercede and end the menace but most of them have lost the moral high ground and respect because of their silence or complicity in the mass extra judicial killing of the Boko Haram group leader in 2009. The Boko Haram violence is not insurmountable. It is simply continuing because the federal government and defence and security entrepreneurs feel they can do it alone, “he disclosed.



However, Osun State Governor Rauf Aregbesola has called on the federal government to stop tolerating the Boko Haram sect, saying that “The Christmas day bombing in Madalla, Niger State by the Boko Haram sect is a sad, irresponsible and condemnable act which had no justification of any type in the name of Islam.”



Aregbesola, the first annual conference of the Nasrul-lahi-l- Fatih Society of Nigeria (NASFAT), in Osogbo, Osun state said, “no genuine, honest and sincere Moslems should accept the activities of Boko Haram in the name of Islam”, adding that “even under a state of war time, women children and even corpses were protected by combatants.”



"Time has come for Moslems and indeed NASFAT as the most educated and organised Islamic organization to urgently convene a national summit where the meaning and implications of Jihad in a modern state like Nigeria will be spelt out.



“This national summit, should involve Islamic scholars, leaders and groups drawn across the country and NASFAT is the most appropriate body to carry out this task in view of its large followership that cuts across Nigeria.”



He therefore warned that if NASFAT and other Islamic groups failed to carry out this task to urgently address the issue, the outrageous acts of the Boko Haram sect would rub off negatively on Islam and Muslims.

The Institute for Peace and Conflict Resolution, Abuja, a parastatal established by a government Gazette in 2007 was on Wednesday sacked by the office of the First Lady to give way for her pet project.

It was gathered that three-quarters of the office complex has been re-allocated to the African First Lady Peace Initiative, a non Governmental Organization of the First Lady, Dame Patience Jonathan.

It was authoritatively gathered that the Director-General of the Institute, Dr. Joseph H.P Golwa was summoned to the Presidential Villa, Aso Rocks, Abuja and given matching others to evacuate two-third of the Institute’s staff from its operational base.

Shortly after the Aso Rocks meeting, it was gathered that some officials of the office of the First Lady visited the Central Area office of the Institute in company of a white man suspected to be the contractor contracted to rehabilitate the Institute’s building.

The contractor, it was gathered, was told to create a separate gate, reception and other conveniences for the First Lady for a contract sum of N5 billion. Presidential sources, however, claim that the renovation of the building was awarded for N500million.

The contract, Saturday Life learnt, was not captured in this year’s budget, besides, the office of the First Lady is not known to the First and Second Amended 1999 Constitution of the Federal Republic of Nigeria.

We were reliably informed that the ejection order served staffers of the Institute dislocated four Directors, the whole of the accounts department and more than half of the Institute’s researchers.

The affected directors include the Director of Research and Policy analysis, Director of Democracy, Director of Defence and Security and the Chief Accountant of the Institute.

“Right now, one wing of the Institute has been taken over. They took over the main gate, the parking spaces and the reception area. You will be sorry for our staff as the white man came and gave us 24 hours to pack our office equipment. The Directors were so helpless but they could not say a word for fear of being victimized”, the source stressed.

Attempts to speak with the Chief Press secretary to the First Lady, Mr. Ayo Oshinlu on his Glo mobile number that ends with 806 were unsuccessful. He refused to pick his calls since Wednesday but a Presidential source informed Saturday Life that the issue was a closed one adding that the attention of the First Lady is being channeled towards an International engagement in the first quarter of next year.

Some civil servants in Abuja wondered why the First Lady did not consider buying a property with the money budgeted for the renovation. They argued that Late Mrs. Maryam Babangida used the money she realized from her NGO to build the Women Development Centre located adjacent the Central Bank of Nigeria, CBN.

Wife of the late maximum dictator, General Sani Abacha, Mariam, through her NGO build the now popular National Hospital, Abuja, it is located near the bombed United Nations House, Abuja. Late wife of Former President, Stella Obasanjo built a structure and began operation at Bwari, Abuja for her NGO, Child Care.

The pattern was, however, altered in the case of Hadjia Turai Yar’adua as several billions realized during the launch of her pet project, and meant to address health challenges of cancer patients allegedly went to her private purse. She is currently hibernating in Dubai.
Dame Jonathan’s NGO had early last year attempted to forcefully take over part of the land allocated to the National Judicial Institute, NJI, along Jabi- Airport road, Abuja.

THE Federal Government, on Monday, said that it had developed new tactics to effectively deal with the problem of sporadic bomb blasts by the Boko Haram sect.

This followed the Christmas day bomb blasts at Saint Theresa’s Catholic Church in Madalla, Niger State, that left many worshipers dead and others sustaining various degrees of injuries.

Minister of Interior, Mr Patrick Abba Moro, revealed the new plans of the government to stop the activities of the Islamic fundamentalists in Abuja, while on inspection visit to the scene of the blast at Madalla. He also visited some of the hospitals to commiserate with some of the blasts victims receiving treatment.

Moro, however, failed to disclose a detail of the new tactics the government wants to employ because of security implication.

He said that the government had acknowledged the high-level intelligence employed consistently by the sect as well as the constant change in its operational tactics after every successful or failed attack.

Accordingly, the minister said since the government’s attempts to tackle the situation in the recent time seemed ineffective, the only option left to it now was to employ the planned new tactics to stop the sect from continuing to wreck havoc in the country.

He said: “This is a problem that is a little foreign to Nigeria. It’s a security problem that Nigeria as a government has attempted to tackle in the recent time. Again, it leaves a lot of room for improvement because from the repetition of the incidence of bomb blasts, it means that the government has to do more.

“The government has to also change tactics. This, definitely, with a determined effort to curb the excesses of these sectarian groups, the government will tackle.

“As it is with terrorism all over the world, they change their tactics, they change their modus operandi with every successful or unsuccessful attempt at bomb blast.”

Vice President Muhammad Namadi Sambo plans to spend N1.7 billion on trips in 2012 and N1.3 billion on office stationeries, Daily Trust findings reveal.


The office of the vice president, according to the 2012 budget estimates, would spend N1, 674, 811, 793 on local and foreign travels.


The documents revealed that the State House would spend N723 million on the number two citizen’s local travels and transports and another N951 million on his international travels and transports.

Of the N18.35 billion budgeted for the State House, Sambo would spend another N1.3 billion on office stationeries. The estimates indicate that the vice president’s office would gulp N343 million on computer consumables; N12 million on books; N45 million on newspapers; N9 million on magazines and periodicals.

Also, the vice president is planning to spend N314 million on drugs and medical supplies; N477 million on foodstuff and catering material supplies; N121 million on printing of non-security documents; N11 million on teaching aids and instructional materials.

Similarly, the State House would expend N2.4 billion for the maintenance services at the vice president’s office. Of this amount budgeted for maintenance, N382 million is for vehicles; N53 million for office furniture; N1.7 billion for office building and residential quarters; N137 million for office IT equipment; N15 million on plants and generators and N133 on maintenance services.


The same budget estimates also indicate that President Goodluck Jonathan and his deputy will together enjoy N1 billion worth of food and general catering services in 2012.

According to the budget details, the cost of purchasing foodstuffs, catering supplies, kitchen equipment for the president and his vice, and their offices, will cost the nation N992.57 million.
