The Palliative which was federal government approach towards cushioning the effects of subsidy removal, is meant for the poorest of the poor in the society, is supposed to be free, but is being shared to the poor in exchange for their voters Card Identification number, obviously to clone their voters and use same to rig the November state Guber election.
