Anu Stacy: What happens when one is not granted admission? A friend of mine applied for a masters and he the portal told him he did not meet the requirements even after he had filled in all necessary details or could it be registration is closed?

Planning to apply for a post graduate in education but as of now I would like you to help me and clarify cos some one told me after I go to the bank and get the form,I also need to go to a study centre and collect A confirmation pin that I wud use before I log on. The study centres at apapa are they for the military only cos that's the closet location for me.also would they need transcript for the first degree? Thanks
