They decided to go to the nearest cemetery to share the loot, But they had to scale a big gate to enter the cemetery. As they were scaling the gate two oranges fell out of the bag and were left behind by the fence. In view of increasing number of Nigerians being arrested for violating Chinese laws, and with available statistics showing that about 732 Nigerians are in different Chinese prisons for various offences, discussions on the consular problems have become inevitable. Permanent Secretary, Ministry of Foreign Affairs, Ambassador Joe Keshi, made this clear at the weekend in Beijing, China at the ‘Nigeria-China Strategic Dialogue’. The aim of the interactive session is an avenue for both countries to find ways in upgrading, improving and consolidating relations. In a statement issued in Abuja by the Ministry of Foreign Affairs, Keshi stressed the importance of the collaboration of the Nigerian embassy and Chinese authorities, to hold seminars in order to enlighten Nigerian in China on Chinese immigration laws/regulations. He disclosed that out of the 732 Nigerians in Chinese prisons for violating Chinese immigration laws, existing statistics show that about 322 out of the number are in detention and another 304 are awaiting deportation, while the remaining 106 are in prison for trafficking, robbery and fraud. “Over the years, increasing number of Nigerians arrived in China mostly as traders, and later find it difficult to leave the country,” he added. The Nigerian envoy said: “By Chinese penal code, foreigners who overstay their visas’ period will face severe penalties including arrest, detention and payment of fines before they could leave the country.” He stated that, to address the issues, both sides would consider two agreements proposed by Nigeria, namely: Agreement on Immigration Matters and Prisoner Transfer. With the Chinese delegation, led by the Chinese Deputy Foreign Minister, Mr. Wang Zhuanyu, Ambassador Keshi revealed that the Strategic Dialogue was established in 2008, which provides both countries the opportunity to assess and review the state of relationships between the two countries, as well as to reach agreements or harmonize their positions on a number of global issues, in particular on some of the issues before the United Nations General Assembly and the forthcoming Conference on Climate Change.” |

Mixed reactions trail CBN's agenda on banks' ownership, reforms MIXED reactions yesterday trailed plans by the Central Bank of Nigeria (CBN) to curtail sole proprietorship of banks in its ongoing reforms in the sector. Specifically, two shareholders groups that spoke with The Guardian argued that the CBN should restrict its functions to that of regulations, rather than attempting to dictate to existing board members. The CBN governor had on Wednesday in Lagos said: "We have not offered any of these banks to any investor and do not intend to force the banks on any investor. However, the Central Bank of Nigeria (CBN), would not allow these banks to go back into the same one-man structure that they were in before now. We will look for and advise the banks to look for appropriate core investors, local or foreign, that will bring in the governance and status that would ensure we preserve the long term value of shareholders by building an institution. Shareholders of five banks lose N180bn in two weeks, Stock price could collapse to 50 kobo by November Shareholders of the embattled five banks have lost about N180 billion in two weeks, an indication that they are in for hard times, according to Renaissance Capital. The analysts declared yesterday that going by the continued fall in the share prices of the banks since the lifting of the suspension, their shareholders may be in for more troubles. Renaissance Capital observed that in the last two weeks, the shares of Afribank, Finbank, Intercontinental Bank, Oceanic Bank and Union Bank slumped by 26 percent, 32 percent, 36 percent, 36 percent and 40 percent respectively, being the equivalent of 61 percent of the total market lost by the Nigerian Stock Exchange (NSE) within the same period. CBN begins audit of micro finance banks THE Central Bank of Nigeria (CBN) has beamed its searchlight on the operations of Micro Finance Banks (MFB) in the country with a view to ascertaining if their conduct is in tandem with the ethics of the banking profession. The Guardian learnt that to achieve this, the apex bank has sent in teams of examiners to look into the books of all the micro finance banks in the country. Currently, there are 898 licensed MFBs operating in Nigeira. The distinguishing features between MFBs and money deposit banks are that micro finance is about providing financial services to the poor, who are traditionally not served by the conventional financial institutions. SSS Alleges Plot to Kidnap 2 MinistersThe face-off between the Federal Government and the Academic Staff Union of Universities (ASUU) may have taken a new turn as it was alleged yesterday that some students had planned to kidnap the Education Minister, Dr. Sam Egwu, and his Labour and Productivity counterpart, Prince Adetokunbo Kayode. The Assistant Director, Public Relations of the State Security Service (SSS), Marilyn Ogar, told journalists in Abuja that a report of preliminary investigation indicated that both ministers were to be kidnapped by a gang of four men operating as students protesting the lingering strike by lecturers. But the plot was foiled by the SSS before it was carried out. The four suspects were said to have confessed upon interrogation.
