Nigeria’s upper chamber of parliament on Tuesday said it would invite the central bank governor and the ministers of finance and defence to explain the release of $462 million to buy helicopters, a lawmaker said.
The Senate yesterday summoned the Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele; the Minister of Finance, Kemi Adeosun; and the Minister of Defence, Mansur Dan-Ali to explain the alleged withdrawal of $462 million from the Federation Account for the purchase of two American helicopters without Senate approval.
Anyanwu said the money was paid to an American firm named Helicopter Techno Flight Helicopters

61mech: I fully agree that Nigeria should build a local defence industry. Too much money flowing out of the continent for things we could build here. Offshore deals also create a environment ideal for corruption to thrive. Take the SA def. deal in the 90's for example. It much easier for law enforcement to investigate shady transactions through local banks that they can subpoena for evidence. Local procurement can be done with much more transparency.
The product has to be good enough though. Competition is a good thing and should be embraced not avoided. I don't see any reason that Nigeria couldn't develop a world class MRAP that could beat foreign products on it own merits. I just dont think it would help your industry or the soldiers that are going to go into contact with these vehicles if you force a "buy Nigerian" policy on the military. If it meets clear performance metrics using the competition as a baseline, then it shouldn't have a problem. This can only be done with side by side testing in a evaluation setting with the military involved.
The problems with some of the vehicles you procured in the past was that ,for whatever reasons, there were no proper evaluation and that some of these system were just bought off-the-shelf.
You can force local products without compromising standards. As someone new in the product,what will be needed is technical know-how for areas where they lack expertise.
The Chinese are doing it pretty well. Local products.
We just seriously with security in Nigeria. A suspended Senator just walked into the Senate chambers to seize the maze and he calmly strolled back, even with all the security men stationed around the complex. What if it was a suicide bomber that strolled into the chamber??

It is operating at around 30% of its capability.
Active private sector participation can only jack it up to 80 % of the capability.

Proforce has international offices. That's the international operation manager.
Operating at 30% and still producing such high tech military gadgets is a whole lot. Here in Nigeria, I doubt we're operating at 2%. Just look at the almighty DICON. The Nigerian airforce out of all the Armed forces in Nigeria has the best military - civilian partnership/ relationship in defence manufacturing.
Our research and development is very weak here hence why I don't find partnership with our higher nstitutions to be interesting as they only offer basic technological capabilities. Maybe my expectation is extremely high but I'm not satisfied. Nevertheless, I blame it all On the government.
Universities in the west spend millions on facilities and R& while we're still struggling here. Alot of students are just book smart but can offer nothing interms of real world experience.
I'll be glad if government here can commit into technology. Watching of technogical expo and touring the products shows alot about our extremely weak capability.

Yes, the military engineering program over there is great. You have almost all sector covered and I think I'll give that to the government commitment. It's very impressive.
Abagworo: Impressive. Nowhere in Southeast or South-south or North Central or North East or Southwest(besides Lagos) is up to this standard in road infrastructure courtesy State government. Kano is rich and has been producing ambitious Governors.
What road infrastructure? Remove lagos island and Ibadan has a better road network and infrastructure when compared to Lagos.

The large numbers shot down was because the US didnt mess with the Syrian air-defense systems.
Usually you take out the AD-net before you start hitting ground targets.
Just look at the first Iraq war to see NATO doctrine -

Begin SEAD +EW operations (once the enemy has turned on all their radars, and you can start intercepting transmissions from command-posts) C. Degrade command-and-control D. Finish off their AA batteries. E. Commence ground-and-pound
The idea that you can instantly win tactical air-superiority in a strategic operation is a meme born from GW 2, when the Iraqi's had basically no AA left. And even then, the Republican guard managed to ground the US's entire A-10 fleet within the first 48 hours of operations.
In short: Without SEAD/EW its simply a question of whom has more missiles - does the US have more Tomahawks than the Syrians have AA missiles.

Not a war so I guess that is why such happened. I doubt russia will allow SEAD in syria as America will end up targeting Russia's ADS over there too.
Plus, I am sure the syrians are on high alert for a possible SEAD mission. This is not the first time US will be targeting their ADS.

Nope. The UAV design won't allow for it and plus maintaining the VLO characteristics, we are able to achieve a very perfect result aerodynamically while also considering desired results in terms of stealth.
I am aware some designs paramenters will end up changing when the aircraft is done with production. Those will also be addressed.

Well in a couple of years , ie if the present government comes to power again we might get to see the formation of an Ind... Version of DARPA.
It might surprise u to know that DARPA outsources /sponsors research projects to Ind..... education institutions via multiple third parties eg Boeing LM Qualcomm etc etc
Yes DARPA projects are light ahead hence why I said the focus may be different. I am just curious with the amount of DRDO projects I see here.
