In a ceremony deserving of his rank, Russian Major General Vladimir Frolov was laid to rest in St. Petersburg’s Serafimovskoe Cemetery, where tens of thousands of victims of World War II are buried.

“Today we say goodbye to a true hero. Vladimir Petrovich Frolov died a heroic death in battle with Ukrainian nationalists. He sacrificed his life so that children, women and the elderly in the Donbas would no longer have to hear the explosions of bombs,” St. Petersburg Governor Alexander Beglov told attendees at the funeral last month.

Photos later showed Frolov’s grave piled high with roses and carnations.

It was the second time in less than a week that Beglov was obliged to pay his respects to a high-ranking Russian officer killed in Ukraine.

Just four days later, Lieutenant Colonel Miras Basakov was laid to rest in Russia’s second-largest city.

A startling number of senior Russian officers are reported to have perished since President Vladimir Putin ordered Russia’s invasion of Ukraine on Feb. 24.

Analysts who spoke to The Moscow Times said the rate of attrition has reduced Russia’s capacity to plan and execute military operations and delivered a blow to morale on the frontline.

“Every death of a general makes the Russian Armed Forces less effective,” independent military analyst Pavel Luzhin told The Moscow Times.

Frolov is one of a total of 12 Russian generals to be killed in Ukraine in just over two months of fighting, according to a report Thursday by The New York Times. That is twice the number of generals killed in the Soviet Union’s 10-year military campaign in Afghanistan.

It usually takes over 15 years of service in the military to be made a general – a designation that encompasses the five highest ranks in the Russian army – and those holding the rank can be in charge of tens of thousands of men.

Other Russian losses include Major General Andrei Sukhovetsky, whose death was reported by Russian media last month, and two lieutenant generals – Yakov Rezantsev and Andrei Mordvichev – who Ukrainian officials claimed to have killed in attacks on the Chornobaivka airbase near the Russian-occupied city of Kherson.

Moscow has disputed some of these claims, with Russian state-owned Channel One calling reports of Mordvichev’s death “another fake” and broadcasting a meeting between Mordvichev and Chechen leader Ramzan Kadyrov in the besieged port city of Mariupol.


Whatever the real death toll, any casualties among Russia’s top brass in wartime have the potential to cause disruption to management of the fighting, according to analysts.

The consequences for the Kremlin could be even more serious as Russia appears to be struggling to make any serious advances in eastern Ukraine following an apparently bungled attempt to seize the Ukrainian capital.

“It can take days or even weeks to replace them,” said Luzhin of what happens when a general is killed, with new commanders needing to be readied for the front lines, establish relations with subordinates and understand the details of the military situation.

Western officials on Tuesday described Russia’s fighting in Ukraine as “cautious” and “uneven.”

One of the reasons for the higher death toll is that Russian officers are obliged to make more frequent trips to the frontlines than their Western counterparts, according to experts.

“If he doesn't get information, and officers are not feeding back information, this draws generals closer to the fighting,” said Sam Cranny-Evans, a military analyst at the Royal United Services Institute, a British think tank.

“Some generals will be friends of Putin, or associates of [Defense Minister Sergei] Shoigu and [army chief Valery] Gerasimov, to a degree in which generals in Western armies are not, so there’ll be a personal responsibility to check everything is going well,” he said.

Gerasimov, Russia’s chief of the general staff and the third-highest ranking officer in the Russian military, came close to being killed in a Ukrainian attack during just such a fact-finding mission to the strategic Ukrainian city of Izyum last weekend, according to U.S. and Ukrainian officials.

Locating Russian generals to conduct such strikes has allegedly been aided by Western intelligence fed to Ukrainian forces, The New York Times reported Thursday.

New customers are buying Russian crude, the government says

Production of crude oil is on the rise again in Russia in May, after having fallen last month due to Western sanctions, Deputy Prime Minister and former Energy Minister Alexander Novak said on Monday.

“The situation is stable. Production has increased compared to April. We expect that the figures will partially recover in May and will be better,” Novak told journalists.

A number of new customers have started buying oil from Russia, Novak added, saying that exports have actually risen to some destinations, especially in the Asia-Pacific region. Moscow is currently looking at developing new infrastructure projects to diversify its oil deliveries, such as an expansion of a pipeline to China and construction of new ports.


TASS earlier reported that crude oil production dropped by 9% last month compared to March, as international sanctions imposed against Russia over its military operation in Ukraine prohibited Western companies from energy cooperation with the country. The US banned imports of Russian crude and the EU has been pushing for an embargo of its oil. Russia’s Finance Ministry estimates that oil output could drop by up to 17% this year.

Launching the offensive was “the only right decision,” Russian President insisted at the annual Victory Day parade

Russia’s military operation in Ukraine was a preemptive move against future aggression, President Vladimir Putin has outlined during his address at the Victory Day parade in Red Square in Moscow on Monday.

Putin not only praised the achievement of the Soviet people during World War II, but also addressed the Kremlin's reasons for the ongoing conflict between Moscow and Kiev. Russia had to act because a large-scale offensive against the breakaway republics in the eastern Donbass region was being planned, he claimed.

“We saw the military infrastructure unfolding [in Ukraine]; hundreds of foreign advisers starting their work; there were regular deliveries of the most modern weapons from NATO countries. The danger grew every day,” the president explained.

“Russia gave a preemptive rebuff to aggression – this was a forced, timely and the only right decision by a sovereign, strong and independent country,” he added, referring to the launch of the military operation.


Despite all the disagreements in international relations, Russia has always advocated the creation of a system of equal and indivisible security,” Putin continued.

He cited Moscow’s attempts to engage in dialogue on security guarantees with Washington late last year, which failed to yield results.

“NATO countries didn’t want to hear us, which means that, in fact, they harbored completely different plans, and we saw it,” he elaborated. There were open preparations for a punitive operation in the Donbass and “an invasion of our historical lands, including Crimea,” Putin insisted, adding that Kiev also announced plans to restore its nuclear capabilities.

“We know that American veterans, who wanted to come to the parade in Moscow, were basically banned from doing so,” Putin added. But he pointed out that Russia remembered the feats of the US servicemen and their contribution to victory in World War II.

Returning to the military operation in Ukraine, the president illustrated that “the self-defense forces of the Donbass Republics together with the Russian military are fighting on their land… for the Motherland, for its future, to make sure that no one forgets the lessons of World War II, so that there would be no place in the world for butchers, punishers, and Nazis.”

Announcing the “special military operation” on February 24, Putin said that Moscow should not repeat the mistakes of the Soviet leadership of 1940-1941. Back then, he explained, the USSR tried not to provoke Nazi Germany by “refraining or postponing the most urgent and obvious preparations it had to make to defend itself from an imminent attack.” As a result, the president continued, the moment was lost and the country was not prepared to counter the invasion.

“The attempt to appease the aggressor ahead of the Great Patriotic War proved to be a mistake which came at a high cost for our people…We will not make this mistake the second time. We have no right to do so,” Putin said.

India has abstained for numerous UN General Assembly resolutions on the conflict

India's Permanent Representative to the United Nations, TS Tirumurti, has accused the Netherlands of “patronizing” his country after the Dutch ambassador to the UK publicly scolded New Delhi for abstaining on UN General Assembly resolutions on the war in Ukraine.

"Kindly don't patronise us, Ambassador. We know what to do," Tirumurti wrote in a tweet to Dutch envoy Karel van Oosterom on Thursday.

Tirumurti’s tweet came in response to van Oosterom’s (now-deleted) warning that India “should not have abstained” from votes pertaining to Russia and the war in Ukraine and that it should “respect the UN Charter.”

Despite repeated calls and pressure to join the West in helping to isolate Russia over the Ukraine war, New Delhi has been reluctant to cut ties with Moscow.


India has abstained on multiple votes and resolutions at the UN General Assembly this year, including a vote moved by the US in April to suspend Russia from the UN Human Rights Council over accusations of the killing of civilians.

The Asian giant also abstained from a vote brought by Ukraine and its backers in March, condemning Russia over the humanitarian situation in the country, saying then that the focus should be on the cessation of hostilities.

In a statement delivered Wednesday at the UN Security Council meeting on Ukraine, Tirumurti reiterated India's position that "pursuing the path of dialogue and diplomacy" is the "only way out" of the crisis.

"India remains on the side of peace and therefore believes that there will be no winning side in this conflict[i] and, while those impacted by this conflict will continue to suffer, diplomacy will be a lasting casualty[/i],” he said.

The South Asian nation has a strong trading relationship with Russia, receiving arms from Moscow in previous agreements between the two sides. It even deemed the current situation an opportunity to broaden cooperation. The country boosted oil purchases from Russia recently, despite pressure from Washington.
