Around 8,000 Ukrainian prisoners of war are being held in the Russian-backed separatist Luhansk and Donetsk People's Republics, it is claimed. Luhansk official Rodion Miroshnik was quoted by TASS news agency as saying: "There are a lot of prisoners. Of course, there are more of them on the territory of Donetsk People's Republic, but we also have enough, and now the total number is somewhere in the region of 8,000. Prime Minister Viktor Orban cites the conflict in Ukraine to invoke extraordinary powers Hungarian Prime Minister Viktor Orban declared a state of emergency on Tuesday, citing the conflict in Ukraine, just hours after parliament approved the measure as a way for Budapest to respond to crisis situations. Orban announced the emergency in a video address on his Facebook page. The emergency regime takes effect at midnight, and the first measures will be revealed on Wednesday. “To safeguard Hungary’s national security interests, to make sure we stay out of the war and to protect Hungarian families, the government needs room to maneuver and the ability to act immediately,” Orban said in the announcement. The conflict with Russia must end in two months or it will spiral out of control, the realpolitik veteran warned There is a small window of opportunity to wind down the armed conflict in Ukraine and find a peace settlement, former US secretary of state Henry Kissinger has told a gathering of Western elites in Davos, Switzerland. Beyond that, Russia may break from Europe for good and become a permanent ally of China, he said on Monday during a speech at the World Economic Forum. “Negotiations on peace need to begin in the next two months or so, [before the war] creates upheavals and tensions that will not be easily overcome,” the 98-year-old veteran diplomat said of the crisis. The outcome will determine Europe’s relationships with Russia and Ukraine alike, he said. “Ideally, the dividing line should return to the status quo ante,” he said. “I believe pursuing the war beyond that point would turn it not into a war about the freedom of Ukraine, which had been undertaken with great cohesion by NATO, but into a war against Russia itself,” he added. Kissinger is a prominent practitioner of the realpolitik approach to international relations – which puts the practical interests of nations before their ideological stances. He recalled that, eight years ago, when the Ukrainian crisis was launched with an armed coup in Kiev, he advocated for Ukraine to become a neutral state and a “bridge between Russia and Europe rather than… a frontline of groupings within Europe.” Kiev instead pursued membership of NATO as a strategic goal, paving the way for the current hostilities. The opportunity that he promoted then no longer exists, Kissinger said, but “it could still be conceived as an ultimate objective.” European nations should keep in mind the bigger picture and remember that “Russia has for 400 years been an essential part of Europe,” the diplomat said. He warned that the continent should be careful “so that Russia is not driven into a permanent alliance with China.” Kissinger addressed the escalating confrontation between China and the US, saying the two nations now perceive each other as the only viable strategic competitor on the world stage. Denmark will give Kiev US-made Harpoon missiles, the Pentagon has confirmed Denmark will provide an unspecified number of Harpoon anti-ship missiles and launchers to Ukraine, US Defense Secretary Lloyd Austin announced on Monday. Last week’s rumors about the transaction prompted Kiev to declare the US would help Ukraine “destroy” the Russian fleet, which the outgoing Pentagon spokesman denied. Officially, the missiles are intended to help “defend the Ukrainian coastline,” according to Austin and Joint Chiefs Chairman General Mark Milley, who spoke with reporters after Monday’s virtual meeting of the Ukraine Defense Contact Group. The panel – composed of 47 countries willing to supply Kiev with weapons – had a “highly constructive” meeting and got “a sharper sense” of Ukrainian needs from Defense Minister Alexey Reznikov and other Kiev officials, Austin said. In addition to the Danish missiles, Czechia has pledged attack helicopters, tanks, and multiple rocket launcher systems (MLRS). Kiev has been asking for long-range artillery, tanks and armored vehicles, as well as drones, according to Austin. Boeing’s A/U/RGM-84 Harpoon is the US Navy’s standard anti-ship missile, with an estimated range of about 300 kilometers. It has active radar guidance and skims the surface until it reaches the target, at which point it can execute a “pop-up” maneuver and strike from above. Harpoons are normally launched from either surface vessels or attack aircraft, but launchers can be removed from ships for use ashore – which appears to be what Denmark intends to do. Last week, Reuters reported that the Pentagon was considering sending Ukraine either Harpoons or Naval Strike Missiles (NSM), directly or through a “European ally.” The agency cited “three US officials and two congressional sources,” all of them anonymous. They expressed hope that once the first country commits to sending Harpoons, others would follow. According to Reuters, the NSM was regarded as “less logistically difficult” because NATO countries could send Ukraine the launchers and it only took 14 days to train operators how to use them – but it had a somewhat shorter range of 250 kilometers. The story generated some controversy, however, when Ukrainian Internal Affairs Ministry adviser Anton Gerashchenko tweeted that the US was “preparing a plan to destroy the Black Sea Fleet,” referring to Russia’s naval force currently off the Ukrainian coast. Asked about this, Pentagon spokesman John Kirby told reporters he could “tell you definitively that that’s not true.” However, he did not deny that the US was considering sending Harpoons to Kiev. Viktor Medvedchuk has outlined alleged corruption schemes perpetrated by former Ukrainian president Petro Poroshenko The Ukrainian Security Service (SBU) has published a video in which captured Ukrainian opposition leader Viktor Medvedchuk testifies against former president Petro Poroshenko, accusing him of privatizing a fuel pipeline and conducting business with the breakaway regions of Donetsk and Lugansk during his time in office. Medvedchuk, a lawmaker and leader of Ukraine’s second-largest party, ‘Opposition Platform – For Life’, was detained by the SBU on April 12 after being charged with treason, as his party, along with all opposition parties in Ukraine, have been banned by Ukrainian President Volodymyr Zelensky for “collaborating with Russia” and engaging in “anti-Ukrainian” activities, such as opposing Kiev’s policies on Western integration. In the video, published by the SBU on Monday, Medvedchuk states that he was personally asked by Poroshenko to establish a backchannel to the Russian leadership, which was required to push decisions through various institutions and agencies in order to privatize the Ukrainian section of the Samara-Western Direction fuel pipeline, which stretches from Russia and Belarus to Ukraine and westward to the EU. It was at one point dubbed the ‘Medvedchuk pipeline’. “ I started to work on the pipeline at the request of Poroshenko. If someone had said this was ‘Poroshenko’s pipeline’, that would have been more suitable. And it’s not because I now want to justify myself. In 2016, then-president Poroshenko turned to me with a request, taking into account my contacts and relationship with the leadership of the Russian Federation, asking to assist in the purchase of the pipeline or its owner PrykarpatZapadTrans,” Medvedchuk said. He explained that, in order to privatize the pipeline and essentially make it Poroshenko’s property, a number of steps had to be taken. “Courts, prosecutors, the Antitrust Committee, State property Funds – all these ruled in favor of president Poroshenko’s private interests,” stated the opposition leader, adding that the deal allegedly cost the former president $23 million, which he paid through fictitious contracts, but earned its owners twice that amount in one year, as much as $42 million. As one piece of evidence that the pipeline actually belonged to Poroshenko, Medvedchuk points to the fact that all diesel transfers through the pipeline ceased in May 2019, right after Poroshenko’s term ended. Medvedchuk also told the SBU that, in the period between 2014 and 2015, essentially all of Ukraine’s top leadership was involved in a scheme to supply Ukraine with coal purchased from the breakaway Donetsk and Lugansk People’s Republics (DNR and LNR), which authorities in Kiev now consider to have been state treason, the defrauding of the state and financing of terrorism. “The entire senior leadership of the state was involved in this (scheme): from the president and cabinet ministers, to law enforcement and the people, who were directly involved in making it all work,” the arrested MP said. According to the SBU, Medvedchuk provided all the names of senior officials who were involved in the scheme and the list reportedly includes former bureaucrats, central bankers, MPs, and law enforcement officials. Poroshenko’s lawyers have responded to these accusations by stating that the testimony of Medvedchuk has nothing in common with reality and accused the SBU of engaging in PR. “In our opinion, in general, what the SBU does is exclusively PR. Firstly, this is not their business, this should be done by the SBI (State Bureau of Investigations). And the fact that this is being reported by the SBU confirms that there is nothing here to do with truth or law,” Poroshenko’s attorney stressed. Authorities in Kiev charged Poroshenko with treason back in December 2021 for allegedly illegally buying coal from the Donbass and thus funding terrorism. After having previously left the country, the former president returned to Ukraine in January to face the treason charges, which he claimed were politically motivated, and accused Zelensky of using them to distract the country from his administration’s failing policies.
