The federal government has increased the tax on tobacco products including shisha and cigarettes from 20 percent to 30 percent



Minister of State for Health, Olorunnimbe Mamora, disclosed this on Tuesday while delivering his remark at the launch of the Tobacco Control Data Initiative Dashboard in Abuja.




A 2012 Global Adult Tobacco Survey (GATS), states that 5.6 per cent (4.5 million) Nigerians of 15 years and older currently use tobacco products.


Mamora said about 3.9 per cent (3.1 million) of this figure are smokers in Nigeria today.

“With effect from 1st June 2022, the federal government of Nigeria has commenced implementation of a new three-year tobacco tax regime, which will end in 2024,” Mamora said. “This new regime increased the Ad-Valorem tax rate from 20% to 30%.”

Mamora also stated that as part of its pro-health tax, the price for a pack of 20 cigarettes will be increased from N58 to N8 while shisha will be taxed ₦3,000 per litre.

“In addition to the 30% ad-valorem, a specific excise rate has been increased from ₦58 to ₦84 per pack of 20 sticks of cigarette, and this will further be increased to ₦94 per pack in 2023; and then ₦104 per pack in 2024,” Mamora said.

“Also, Shisha is now taxed at the rate of ₦3,000 per litre and ₦1,000 per kilogram and this will be increased yearly by ₦500,”

“This pro-health tax is an effective public health control measure against behavioural risk factors.”

The minister said the result also found high and significant exposure to second-hand smoke (SHS) during visits to public places with the prevalence of 82 per cent in bars or nightclubs, 36.3 per cent in coffee shops, 22.3 per cent in universities and 29.3 per cent in restaurants.

“The Tobacco Atlas 6th edition estimates that more than 26,800 annual deaths occur from tobacco-related diseases in Nigeria,” Mamora said.

The Senate on Wednesday proceeded on the Salah break thereby adjourning plenary.

The Senate President, Ahmad Lawan, accordingly, announced July 19, 2022, as the resumption date.

The Senate, before embarking on the three weeks recess, forwarded President Muhammadu Buhari’s request for the confirmation of Mohammed Bello as Chairman of the Revenue Mobilization Allocation and Fiscal Commission to the Committee on National Planning.


It also passed the Federal Medical Centres (Establishment) Bill, 2022, after re-committal to the Committee of the Whole for consideration and passage.

The Deputy Senate Leader, Ajayi Boroffice (APC, Ondo North), who sponsored the motion for re-committal, recalled that the bill was passed by the National Assembly and forwarded to President Buhari for assent.

According to him, some fundamental issues which required fresh legislative action by both houses of the National Assembly emerged after a critical analysis of the bill.

He added that a Technical Committee of the Senate and House of Representatives and Directorate of Legal Services met and worked on the bill.

The Senate, while relying on order 1(b) and order 52(6) of the Senate Standing Order, 2022 as amended, rescinded its decision on the bill as passed and re-committed same to the Committee of the Whole for reconsideration and passage.

The Nigerian National Petroleum Company (NNPC) Limited, has raised an alarm that over 200 illegal refineries are operating across the country, with no government-owned refinery working at the moment.

Group Managing Director (GMD) of NNPC, Mele Kyari raised this alarm when he appeared before the House of Representatives Joint Committee on Petroleum Resources (Downstream), investigating the increase in prices of diesel and cooking gas.

Kyari acknowledged that the situation was quite unfortunate in his address to the committee chaired by Hon. Abdullahi Gaya, while pointing out that NNPC was doing something to make sure the refineries work again.

While noting that a good number of illegal refineries had been destroyed, he said the NNPC was in the process of doing a quick fix on the Warri refinery.

On petroleum supply, the GMD stated that no one could guarantee the security of petroleum supply, as countries are preserving excess volume that they have in their kitty.

Solutions to the current energy crisis, high prices of petroleum products Kyari attributed the current energy crisis to the Ukraine and Russia war which resulted in the increase in petroleum products.

He said the solution to the current energy challenges includes restoration of crude oil production, provision of more foreign exchange by the Central Bank of Nigeria (CBN) to oil marketers with massive intervention currently ongoing to see if the issue would be resolved by the end of July and deliver more supply of petroleum products.

The NNPC boss explained, “Community members are not the thieves, absolutely not. Everything we are doing is to incorporate the communities into the process of protecting these assets.

“The National Assembly in its wisdom also included Trust Fund for the communities in the Petroleum Industry Act (PIA) so that they become parts and parcel of the system. Criminals in the Niger Delta come from all parts of the country. At these illegal refineries, there are people from all works of life there.

“Many of these people are completely armed and the community members cannot even report them, they are helpless because if they report them, they will come after them.

“My suggestion this moment is delivered supply, make sure oil marketers are also able to import, and there’s need to engage the CBN to create more dollars, once we do these, dollars will be allocated for the import of AGO, the will also dampen the effects of going to buy the dollar in the open market.

“So, you can have a cheaper dollar and definitely it will affect the price. Secondly, the regulatory institutions, the authority, Consumer Protection Council and NNPC, I suggest we need to sit jointly to see how arbitrage can be managed so that the end-user is not completely exploited.”

Speaking further, Kyari ruled out the possibility of returning to the regime of subsidising diesel and LPG.

He said, “Today countries are toying with subsidy because prices are so high because they don’t think they can manage inflation associated with it.’’

Gov. Bello Matawalle of Zamfara has said that the State Government relied on an extanct legislation to direct residents to acquire weapons to defend themselves.

This is contained in a statement issued by Jamilu Magaji, the Chief Press Secretary to the Governor, and made available to newsmen on Tuesday.

Magaji stated that the governor made the remark while inaugurating some security committees in Gusau.

The statement explained that the governor’s directive was part of the administration’s efforts to tackle protracted security challenges in the state.

It added that the State Government was aware of the misgivings expressed in some quarters regarding the new measure.

It noted that the measure was meant “to encourage the communities suffering almost daily from the inhuman aggressions from the bandits to acquire firearms to defend their communities.

“Self-defence is a natural instinct and has always been part of human survival strategy.

“As those entrusted with the safety of lives and property of the people, we will do everything possible to uphold this responsibility within the ambit of the law.

“We are also aware that the security forces are doing their best to combat this formidable challenge.

“Their efforts are, however, hampered by the lack of adequate modern warfare equipment and the dearth of personnel.

“Our decision to mobilise people to secure their communities is, therefore, for the people to complement the efforts of the conventional security forces in dealing with banditry and fishing out informants

“The acquisition and usage of firearms by the public, who desire to do so, would be governed by the Nigeria Firearms Act,” he further stated.

The statement added that the state government had explored all options to address the issue to no avail.

It explained that apart from dialogue, reconciliation and disarmament, the government also had regular engagement with Federal Government and neighbouring states, including the Nigerien authorities.

“We also shut down mobile telecommunication networks to give security forces the leeway to take the battle directly to the bandits,” the statement added.

The governor further said that his administration had provided modern RUGA settlement for nomads and logistics support to security agencies, including vehicles and drones.

He said that in recent weeks, the state witnessed increased attacks in some parts of Gusau, Bukkuyum and Gummi Local Government Areas.

Matawalle said that government had provided 20 new Hilux Vans and 1,500 motorcycles to the committee on security to commence operation.

Former Nigerian President Goodluck Jonathan has stated that the short time span between the submission of the 2014 National Conference (CONFAB) Report to him and the 2015 election was a major factor in his inability to implement the report.

Jonathan also claimed that the defection of the then-Speaker of the House of Representatives, now Sokoto State governor, Aminu Tambuwal, contributed to the report’s failure to be implemented.

He also stated that he believed he would win the presidential election in 2015, giving him enough time to execute the CONFAB’s recommendations.

And with some segments of the population already suspicious of all his government’s actions, Jonathan claimed that his intentions could have been misread “especially against the ECOWAS protocol on constitutional reforms which states that no substantial modification shall be made to the electoral laws of member states in the last six months before elections”.


Jonathan, who made the disclosures on Tuesday at the presentation of a book on the CONFAB titled ‘The National Conversation’ and authored by two journalists who played vital roles at the conference, Akpandem James and Sam Akpe, said he expected his failure to implement the report to continue to generate interest and debates with people approaching the discourse from the viewpoints of their beliefs, sectional sentiments, political orientation and ideological persuasion.


“Whenever people say that I should have implemented its recommendations, my feeling is either those people did not understand the political environment at that time, the length of time it would take to implement the report of a conference like that or probably were just playing politics with such an important matter,” said Jonathan, whose speech was read by former Secretary to the Government of the Federation and one-time President of the Senate, Senator Anyim Pius Anyim.


“Those knowledgeable about the processes of constitutional reforms will know that to implement the CONFAB report, a number of alterations will be made to the Constitution, which would require the involvement of the National Assembly and state assemblies.


“Such elaborate review couldn’t have been possible at that time because by the time the report was submitted in August 2014, we were already on the verge of a general election.


“It is also important to point out that at that time, the Speaker of the House of Representatives, Rt Hon Aminu Waziri Tambuwal, who was a member of my party, the Peoples Democratic Party (PDP), had already moved out, with some members, to the opposition party.


“When you know that your parliament is under that kind of situation, it would have been imprudent on my own part to take such a precious document, which I consider as crucial to our development yearnings, to a parliament that would not give it due consideration.”

Jonathan, who boasted of giving the conference participants complete autonomy to make the best judgments for the country, claimed that the socio-political atmosphere in the country at the time made it difficult for him to implement the findings quickly.


He asked residents to refrain from playing politics with matters of national importance in order to ensure the country’s progress, stability, and peace.


According to the former President, his administration aided the CONFAB in promoting a sense of belonging among ethnicities and putting a stop to agitations that could destabilize the country.

The National Directorate of Employment (NDE) has begun the training of rural unemployed youths in goat production as an employment strategy in 18 states of the federation.

Mr Abubakar Fikpo, the Director General of the NDE, announced on Tuesday at the Orientation Ceremony of Small Stock (Goat) Production Training Scheme (SSPTS) held in Jalingo.

Fikpo said that the programme was an employment strategy through a revolving employment scheme targeted at generating employment for rural youths.

The director general, who was representated by Hajia Hauwa Ibrahim, said that 50 unemployed youths in each of the 18 states, including Taraba, were selected for the training in phase one of the programme.

He also announced that the federal government would give loans to the graduates of the programme after the exercise as an empowerment strategy to tackle unemployment.

He said that there had been increase in the rate of unemployment in the country, explaining the motive behind the programme which, he said, was aimed at reducing joblessness especially among youths in rural areas.

He, therefore, urged the beneficiaries to make good use of the opportunity as many more rural youths would equally benefit from the programme in due course.

According to Fikpo, after this training, trainees are expected to become self employed and job creators in our labour industry”.

Earlier, Alhaji Shehu Danjuma, Taraba State Coordinator of the NDE, said that the training in goat production value chain had great employment potentials capable of boosting local economies of the benefiting communities.

Danjuma said that goat production was one of the commonest small stock found within local communities.

The state coordinator also noted that there was available markets for goats as increase in its demand had remained constant.

He added that goats were raw materials for shoes, bags, belt among many other things in the turning industry.

“We wish you accord this programme with all sense of commitment as it has the potential to provide livelihood or employment and reduce poverty in the country,” Danjuma said.

In his remark, Mr Benard Ishaya, the Head of Rural Employment Promotion Department, explained that the training which would last for one week had already assembled resource persons in the goat husbandry.

Ishaya said that the participants would be provided with modern skills in goat production that would enhance production in goats and attract income to the beneficiaries.

He said that the participants would be trained in modern feeds formulation, medical treatment, breeding process and types and sources of goats, among many other relevant topics.

Mr David Zango, one of the participants who spoke to NAN commended the federal government for identifying with the rural unemployed youths.

Zango said that the training would go a long way in generating employment among the rural youths.

Also, Miss Hanatu Ibrahim, one of the participants, noted that it was the first time that the rural unemployed youths would be remembered.

Ibrahim appealed to the NDE to monitor investment of beneficiaries into the goat production to ensure the success of the programme.

NAN recalls that the pilot programme for the Small Stock Production Training Scheme was demonstrated in Katsina.

The council of the Aare Onakakanfo of Yorubaland has hailed the decision of the Zamfara State Government to approve gun licenses.

The government gave the approval to enable individuals to carry a firearm for defence against terrorists.

There have been countless attacks in Zamfara in recent years, with hundreds killed, kidnapped or wounded.

In a statement on Monday, the Gbonka Aare-Onakakanfo, Gboyega Adejumo urged South-West governors to take a cue from Zamfara.

The Yoruba chiefs warned them to stop tolerating the activities of terrorists “masquerading as bandits and kidnappers, killing innocent people at will”.

They noted that Zamfara Governor, Bello Matawalle has “literally opened the eyes of other governors across the country”.

“Taking up arms in self-defence is a global practice that should be encouraged, once it is backed by the law.”

“There’s nothing bad if citizens take up arms to defend themselves”, the statement read.

The council however lauded the Lagos government on the ban on commercial (Okada) riders in some parts of the state.

The chiefs urged South-West governors to ensure the South West Security Stakeholders Group (SSSG) and the Western Nigeria Security Network (Amotekun) close ties to further secure the region.

One of the suspected killers of a chieftain of the All-Progressives Congress (APC), Ahmed Gulak has been arrested, Police authorities in Imo State have announced.

This development was announced by Mr Mike Abattam, the Public Relations Officer of the Imo State Police Command while briefing reporters on Monday in Owerri, the state capital.
The suspect identified as Anosike Chimobi from Ahiazu Mbaise Local Government Area (LGA) of the state was apprehended one year after Gulak’s death.

Gulak, a former aide to former President Goodluck Jonathan, was murdered by a group of armed men on May 30, 2021, during a visit to Imo State.

He was reportedly trailed from his hotel room to the spot where he was killed around Umueze Obiangwu in Ngor-Okpala LGA, close to the Sam Mbakwe Airport Road in Owerri.

Parading the suspects alongside others, Abattam said Chimobi had been in the sight of the command since the killing of Gulak last year.

He stated that the suspect escaped during a gun battle between police personnel and his gang members at Aboh Mbaise shortly after the murder of the APC chieftain where five of the suspects were killed.

Chimobi, who also spoke with reporters, claimed to be a commercial bus driver and not a member of the criminal gang.

He said Gulak’s killers approached him to convey them in his vehicle and he attempted to resist, but later gave in after they threatened to kill him.

The suspect admitted that he drove the criminals to the spot and blocked Gulak’s vehicle which was on its way to the airport.

According to him, they shot the APC chieftain after he resisted the demand by the gunmen that he should come down from the vehicle.

Chimobi explained that the assailants later ran into a team of security operatives who shot repeatedly at the other vehicle conveying them until it somersaulted and caught fire.

The command’s spokesman said that the police have also arrested other suspected criminals who have been terrorising communities in Imo.
He explained that among those paraded were members of the gang who burnt the home of the President-General of Ohanaeze Ndigbo, Professor George Obiozor.

Some of the items recovered from the suspects paraded by the police include guns of different calibre, assorted charms, and a live snake, among others.

A member of Lagos House of Assembly, Mr Gholahan Yishawu, has provided free eye care for no fewer than 3,000 residents of Eti-Osa Constituency II.

Speaking at the GOY Free Healthcare Services in Lagos on Monday, Yishawu, the Chairman, House Committee on Budget, noted that the programme was the eighth edition in the series.

The lawmaker noted that the programme, which started at Federal Civil Service Centre, Awolowo Road, Ikoyi, would end on June 24.


He said: “A total of 3,000 constituents of Eti-Osa II will enjoy the free eye care and cataract surgery for the first 10 cases from June 13 to June 24.


“The beneficiaries will enjoy free consultations, eye glasses, eye pressure check and acuity test and cataract surgery for the first 10 cases, and free blood pressure tests.”

Yishawu noted that the 3,000 beneficiaries were selected from the five wards that made up the constituency.

A beneficiary, Mr Taiwo Afinnih, described the lawmaker as ‘a fantastic man’ who had been doing well for his constituents since he became a lawmaker.

Afinnih, a former Executive Secretary, Ajeromi Ifelodun Local Government, said that this was not his first time of attending the programme.


Another beneficiary, Alhaja Tawakalitu Ramon, also commended Yishawu for having the heart of giving and taking care of people’s health.

“I don’t think we can have anybody who can match his record in terms of prioritising people’s welfare.

“It was because of him that I went to collect my permanent voter card (PVC),” she said.

Mrs. Ify Okogwu, who also benefited from the eye test, commended Yishawu for his kind gesture.



She said: “I remember the programme he organised at Falomo during the period of COVID-19 pandemic; it was awesome. He is trying to perform his roles as our representative.



Another beneficiary, Mr Julius Abhulimen, noted that the current economic reality had prevented many people from checking their health status, saying that the programme had helped some to know the state of their health.



“This is commendable,” Abhulimen said, even as he commended the lawmaker for the initiative.

Nigeria, renowned for its erratic power supply is missing from the list of top ten African countries with the best electricity access.

According to report by Business Insider, four northern African countries Egypt, Algeria, Morocco, and Tunisia all have 100 percent access to electricity to hold on to the top four positions.

They are closely followed by Gabon with 91% energy access; South Africa: 85%; Ghana, 84%; Botswana, 70%, Kenya, 70% and Senegal with 70% energy access makes the top ten.

Nigeria, came in at 15th position with 55 percent energy access below the likes of Libya, 69%; Ivory Coast, 69%; Equatorial Guinea, 67% and Cameroon at 63% energy access.

The list is courtesy of Tracking SDG7: The Energy Progress Report, a global dashboard dedicated to registering progress on energy access. The dashboard is a collaborative initiative of the International Energy Agency (IEA), the United Nations Statistics Division (UNSD), the World Bank and other partners.

However, the dashboard was last updated in 2019 which indicates that the statistics might have changed.

Electricity access simply entails the percentage of people, within a given location or country, who have stable access to electricity.

According to Business Insider, the African continent currently has the worst electricity access in the world. The continent's electricity challenge is mainly due to decades-long failure by African leaders to adequately invest in their respective countries' electricity sectors so as to build much needed capacity.

In order to considerably improve on Africa's electricity access problem, about $350 billion needs to be invested between now and 2030, according to a recent report by Wood Mackenzie Ltd. The amount would specifically be invested towards improving capacity for electricity generation and distribution.

Reason Why Nigeria Export Electricity Unveiled

One area that has remain confusing to many Nigerians is why the country keep exporting power to neighboring countries like Benin Republic, Niger Republic, Togo and others amid high debt rate while Nigerians are yet to enjoy stable and meaningful supply of electricity.

Expectedly, this development has attracted criticism, especially as these countries don’t usually pay promptly for the supply. Consequently, stakeholders and many Nigerians are wondering why the government has continued to engage in this unfruitful venture, when the country’s power sector is facing serious financial crisis.

It would be recalled that the Nigerian Electricity Regulatory Commission (NERC) recently disclosed that the Republic of Benin, Niger Republic and Togo made no payment for the electricity supplied to them from Nigeria in the second quarter of 2021.

In its just released Second Quarter Report 2021, the NERC stated that the power firms of the three nations and some other special customers were issued a total bill of N770m by the Nigerian Bulk Electricity Trading company and the Market Operator of the Transmission Company of Nigeria.

It, however, noted that nothing was paid by the neighbouring countries and other special customers for the power supplied to them from Nigeria during the period.

The neighbouring countries’ power firms include Societe Nigerienne d’electricite – NIGELEC, in Niger Republic; Societe Beninoise d’Energie Electrique – SBEE, in Benin Republic; and Compagnie Energie Electrique du Togo– CEET, in Togo Republic.

The commission said, “During the quarter under review, NBET and MO issued a total of N0.77bn in respect of energy sold by NBET and services rendered by MO to the special (Ajaokuta Steel Co. Ltd and other bilateral customers) and international customers (Societe Nigerienne d’electricite – NIGELEC, Societe Beninoise d’Energie Electrique – SBEE and Compagnie Energie Electrique du Togo– CEET).

“No payment was made by these customers during the quarter under review. It is hoped that as the economy of these customers improves post-COVID-19 lockdown so that they will resume the settlement of their bills in full.”

On the performance of distribution companies in Nigeria with respect to the payment of electricity sold to them by the NBET, the power sector regulator stated that the firms did not pay up all their bills.

“During the second quarter of 2021, a total invoice of N259.7bn was issued to the eleven Discos for energy received from the Nigerian Bulk Electricity Trading Plc and for service charge by MO, out of which a sum of N130.11bn was settled, representing remittance performance of 50.11 per cent.

“This represents a 1.78 percentage point decrease from the final settlement rate recorded in the first quarter of 2021.”

The NERC stated that apart from Eko Disco, none of the other Discos met their expected minimum remittance thresholds to NBET in the quarter under review.

It stated that overall, the total Disco remittance to NBET was 76 per cent of expected total for the quarter, as the average aggregate remittance performances to MO and NBET decreased by 1.78 percentage points from 51.88 per cent in first quarter 2021 to 50.1 per cent in the second quarter.

“DisCos remittance performance level ranged from 10.51 per cent (Yola) to 63.69 per cent (Eko) for NBET and 28.76 per cent (Yola) to 99.88 per cent (Eko) for MO,” the NERC stated.

It added, “Ikeja recorded zero remittance to MO in the months of May and June 2021 as they wait to resolve Service Level Agreement dispute.”

On commercial performance, the report stated that the total billing to and collection from electricity consumers by all the 11 Discos stood at N268.97bn and N185.29bn respectively during the quarter under review, implying a collection efficiency of 68.89 per cent.

 It said the level of collection efficiency indicated that as much as N3.11 out of every N10 worth of energy sold during the second quarter of 2021 remained uncollected from consumers.

“Thus, only a marginal improvement in the collection efficiency is noticeable over the 68.55 per cent recorded in the first quarter 2021,” the NERC stated.

Over the years, it has become obvious that the motive behind Nigeria’s supply of electricity to these countries is more of international agreement or diplomatic treaties than business consideration. It is noteworthy that the current sources of electricity in the country are mainly hydro and gas. The hydro power plants derive their sources from River Niger.

Considered the river of West Africa, River Niger is about 4,180km, with drainage basin of 2,117,700 km2. And aside the natural resources in it, River Niger also services the power and agricultural sectors. Starting from the Guinea Highlands in southeastern Guinea, River Niger runs in a crescent through Mali, Niger, on the border with Benin and then through Nigeria, discharging through a massive delta, (the Niger Delta or the Oil Rivers) into the Gulf of Guinea in the Atlantic Ocean. The Niger is the third-longest river in Africa, exceeded only by the Nile and the Congo River (also known as the Zaire River).

As reported by Wikipedia, the water in the Niger River basin is partially regulated through dams. In Mali, the Sélingué Dam on Sankarani River is mainly used for hydropower, though it also permits irrigation. Two diversion dams, one at Sotuba just downstream of Bamako, and one at Markala, downstream of Ségou, are used to irrigate about 54,000 hectares. In Nigeria, the Kainji Dam, Shiroro Dam, newly built Zungeru Dam and Jebba Dam are used to generate hydropower.

The de-mining of River Niger by Nigeria reportedly prevented other countries in West Africa from generating power through the river and ensuring the development in Nile River among Ethiopia, Sudan and Egypt. The power exported to Niger, Benin and Togo is, therefore, based on Multilateral Energy Sales Agreement with Nigerian government.

The development had led to an initiative midwifed by the world between Nigeria and some of the countries, which compelled Nigeria to supply power to some international customers, since they were unable to dam the River Niger, where they would have generated electricity. The countries are, however, expected to pay accurately for the energy supplied.

This much was confirmed by the Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu.

“Power exported to Niger, Benin and Togo are based on Multilateral Energy Sales Agreement with the Government of Nigeria is on the basis that they would not dam the waters that feed our major power plants in Kainji, Shiroro and Jebba” he disclosed in a statement reacting to the amount owed by these countries to Nigeria.

Meanwhile, Edo State Attorney-General and Commissioner for Justice, Professor Yinka Omorogbe, who is also the President of Nigerian Association for Energy Economics (NAEE) questions the rationale behind this.

She stated that though Nigeria has to honour the international agreement on supply of electricity, priority export of electricity in a country that is deficient in power supply leaves much to desire. To her, the country needs to look for ways to dispatch the stranded electricity, and that there was need to use the excess power in serving the economy.

Omorogbe said: “We have a huge energy deficit. It makes no sense to put our energy together and now supply some countries around us, unless the stranded power is right at the border and it is not economical. We should have declared an energy emergency long ago, and we should be working to ensure that every of our generated electricity is utilitised for our good.”

In a 2021 interview with Business Insider Africa, the CEO of Zola Electric, Bill Lenihan, was asked if Africa's energy access problem can ever be solved. This is what he had to say:

"What I do know is that it can definitely be improved upon. I believe we can also solve the affordability problem with the right energy ecosystem. And the right energy ecosystem is not a centralized ecosystem. It’s not the grid kind of ecosystem. The grid has had its chance to solve this problem for a hundred years and it has not; will not. In my opinion, distributed, digital and renewable energy will solve that affordability problem."

A recent report by Wood Mackenzie Ltd said Sub-Saharan African countries would need to invest as much as $350 billion between now and 2030, to be able to considerably improve electricity generation/distribution in the region.

In the meantime, it may interest you to know that the electricity access problem in Africa is not completely hopeless. As a matter of fact, some countries (especially those in North Africa) are doing fairly well. Others in Sub Saharan Africa, such as South Africa and Gabon, have also shown prospects.

“We need one or two days but we will rise, we will come up,” Guardiola said, in a slow almost hushed tone, his look saying as much as his words could. “We will have do so, with our people. We did everything we could. We were really, really close but in the end we could not do it.”

Asked if this was his hardest European night as a coach, Guardiola replied: “I have had bad defeats in the Champions League before. [Such as] Barcelona against Chelsea when we played two exceptional games and couldn’t make the final. But, yeah, it’s tough. We can’t deny it.

“We were so close to reaching a Champions League final. We didn’t play that good in the first half but we were much better in the second half, we controlled the game and we found the goal. Unfortunately, we could not finish [it] when we were close.”

Emails have been released that appear to show the state of Abu Dhabi facilitating payments to Manchester City, reigniting the controversy that led to the club receiving a ban from European competition that was ultimately overturned at the court of arbitration for sport (Cas).

According to documents published by Der Spiegel, City liaised with a government agency in the Gulf State to fulfil payments to the club owed by a private company under the control of Sheikh Mansour bin Zayed al-Nahyan, a member of the Abu Dhabi royal family and City’s owner since 2008.

It comes alongside further claims that the Premier League is investigating the possibility City paid transfer fees for underage players and supplemented the wages of their former manager, Roberto Mancini, by means of a secret consultancy contract.

City would not comment on the allegations but sources close to the club said the new reports were a continuation of an “orchestrated campaign” and part of “an endless attempt to damage us”.

Previous allegations made by Der Spiegel which suggested City were the beneficiaries of inflated sponsorship deals directly funded by Sheikh Mansour led to the club receiving a two-year ban from the Champions League.

That ban was subsequently cancelled on appeal by Cas.
The new reports are based in part on a further tranche of documents released by the Football Leaks group.

They show a number of communications between Simon Pearce, a member of the City board and vice-chairman of sister club Melbourne City FC, and Omar Awad, the finance director of the Executive Affairs Authority, an Abu Dhabi government agency.

In one email from 2013, Pearce is shown to ask Awad to forward a payment of £31.7m to City from a bank account belonging to the Abu Dhabi Investment and Development Group (ADUG).

This is a fund owned by Sheikh Mansour but which United Arab Emirates officials have consistently said is a private fund and unconnected to the state.

Further club communications published by Der Spiegel but previously reported on by Reuters show Pearce communicating from an EEA.gov.ae email address. One such mail is sent to Pearce from City’s then head of finance Andrew Widdowson on 7 December 2012 and asks for Pearce to “help in facilitating the amounts due via the Abu Dhabi partners”.

Widdowson then goes on to specify sums of money to be directed through sponsors Etihad and Etisalat, two Abu Dhabi businesses. “I want to ensure that they come through the correct channels and are not picked up as separate sources of funding,” Widdowson writes.

Der Spiegel also reports that the Premier League is continuing to investigate City after nearly three years, in what the magazine claims is a three-pronged pursuit.

Alongside questions over the involvement of the Abu Dhabi state in making payments to City, the Premier League are also reported to be looking into claims City recruited the then 14-year-old player Brahim Díaz, contrary to Fifa’s rules over the movement of minors.

Der Spiegel claims that ADUG also paid €360,000 in compensation to Díaz’s youth team, indirectly via Spanish intermediaries.

Huesca "completely deny and disagree with the player's accusations" and say they will defend themselves in court if required.

"The club has acted at all times with the utmost respect for the player," a Huesca statement said.
"Given the seriousness of some of the statements made, the club reserves the exercise of any actions it deems appropriate in defence of its legitimate rights and interests."

The second-tier outfit announced it had terminated Nwakali's deal, which was due to expire at the end of this season, on Tuesday but did not give a reason for the decision.

Conor Gallagher delivered a neat free-kick inside the box, which Joachim Andersen cleverly flicked in Mateta’s path. The striker made no mistake heading home from close range.

Eight minutes later, pandemonium ensued at Selhurst Park as Jordan Ayew put the hosts two goals to the good. Andersen produced an impeccable throughball that dissected the Gunners’ defense with unfathomable ease to find Ayew.

“Alex [Iwobi] played really well and I hope people don't focus too much on the negative and the mistake because if you focus on that you have to remind yourself that he scored us the winning goal against Newcastle in our last game,” Lampard told reporters as quoted by allnigeriasoccer.com.

“He’s got attributes to be able to play in different positions. I thought his work rate was brilliant, his play against a very strong midfield West Ham, he gave us a lot by coming into midfield and I thought he did well.”

Meanwhile, Lampard believes the outcome of the game did not reflect the fighting spirit put up by his charges.

“We deserved more, at 1-1 I fancied us to be the stronger team and push to score the second,” Lampard said as quoted by Everton's official website.


“There were so many positives, in terms of how we approached the game against a good team. We certainly deserved a point.

After Sir Matt Busby retired in 1971, Frank O'Farrell took over as manager; the Irishman finished seventh in the Debut Division with Manchester United in his first season, won the Second Division with Leicester in 1970, and played as a wing-half for West Ham and Preston.
Between July 1971 to December 1972, the Irishman led the Red Devils, succeeding Sir Matt Busby, who had returned to manager after his initial successor Wilf McGuiness was dismissed.

During the 1971/72 season, O'Farrell led United to a First Division title, losing only once in his first 14 league matches in charge, but they gradually faded from contention and ended last.

He was eventually sacked as United manager in late 1972 after a 5-0 defeat to Crystal Palace left the club languishing third from bottom in England's top flight. His overall Manchester United record saw him win 30 out of his 81 games in charge.

O'Farrell was born in Cork in 1927 and worked as a railway worker and a firefighter before joining Cork United in 1947. The left-back joined West Ham for £3,000 a year later and made his debut for the Hammers in 1950. He joined Preston in 1956 after making over 200 appearances for the east London club, where he played alongside club hero Sir Tom Finney.

Between 1952 and 1959, O'Farrell was a member of the Republic of Ireland national team nine times, scoring twice.

He played for Weymouth until retiring from the game in 1961 due to injury. He went on to manage the club where he retired. He played for Weymouth for four years before going to Torquay United, where he was promoted to the Third Division.

Before moving to Manchester United, O'Farrell had a spell at Leicester City, where he managed them to the 1969 FA Cup final, losing to Manchester City, and he could not prevent them from relegation from the First Division, but earned them promotion back to the top flight in 1971.

Old Trafford offered him a five-year contract of £15,000 per year after club legend Busby recommended him for the position. Bobby Charlton and Denis Law were among the players he managed, although he had a falling out with star player George Best. He had brief periods with Cardiff City, the Iranian national team, and Al-Shaab after being ousted as manager of the Red Devils, and he also returned to Torquay on two occasions.


Having achieved so much at Torquay United AFC, and having laid the foundations for many of the club's later successes, Frank O'Farrell's status as a club legend is unquestionable, and although his passing leaves a void that will never be filled, we remain privileged that such a large and successful club has left us, Torquay said in a statement on Monday.

PSG is one of the most scariest teams for the champions league out there. They have Neymar, Mbappe and Messi now and that’s gonna be a pain in the as$ for other teams and their defenders. PSG also enforced their defense, midfield and even the goalkeeper. They now have top players like Wijnaldum, Sergio Ramos, Hakimi and Donnarumma. There are other teams that also have very good teams and let’s remember that this is football and anything can happen in football and that’s the beauty of it, but I really don’t see how psg could not win the champions league and every single trophy this year”

In my own word
This could be their possible starting squad if they included the new signings. And if you think that this team is looking dangerous… Remember that there’s players like Paredes, Navas, Di Maria, and more on the bench.

One reason why they might not win it this year, could be cuz Pep’s city is also looking dangerous and he knows his players. PSG have 5 new players and when there are new signings and to new leagues… players sometimes take about a season to adapt to the way of playing and how the team plays overall. We’ll just have to see who wins the next champions league, but I’m sure it’s gonna be between PSG, Man City, Chelsea with Lukaku and maybe Man United.

On Monday Evening, Everton and Arsenal will both aim to bounce back from disappointing midweek defeats during Monday's Premier League battle at Goodison Park.

The Toffees suffered a dampening 4-1 Merseyside derby defeat to Liverpool, while Mikel Arteta's side went down 3-2 to Manchester United.

Rafael Benitez's reunion with Liverpool on the blue half of Merseyside was never expected to be a joyous occasion, with the Reds in rampant goalscoring form and the Toffees losing their golden touch from the early stages of the season.

Mohamed Salah struck twice on the day after Jordan Henderson's curling effort broke the deadlock early doors, and even though Demarai Gray threatened the unlikeliest of comebacks, Diogo Jota killed any hopes of an Everton revival late on.

With their dismal winless streak in the Premier League now standing at eight matches, Everton find themselves down in 14th in the table before Saturday's games kick off, so they could very well drop closer to danger before Monday's battle commences.

Six of Everton's last eight top-flight matches have now ended in defeat - a truly alarming fall from grace given their bright start to life under Benitez - whose side have conceded eight goals and scored just one in their last three successive defeats.

The less said about Arsenal's defence versus the 'Big Six' sides the better, but Arteta's men have done well to shut up shop against most other teams and should take advantage of Everton's downward slump to get back on track.

It is difficult to back Arteta's men to produce a goal-laden showing given their struggles to score from open play - not helped by Aubameyang missing sitters two weeks in a row - so this contest could be decided by just the one goal.
