There is only one universe and he is the king ruling in both the heavens and the earth. he is referred to as the lugal dimmer Ankia, which means, the divine king of heaven and earth. different Cultures have different name for the creator.

So the Psalmist is talking about servants of God who are under the watch of His angels 24/7 not just everyone!

The scripture is just saying metaphorically that NOTHING is hidden from God's sight because He is Omnipresent.
