If the president refuse to assent to a bill, the law say they wait 60 0r so days and get 2/3 vote to make it an act and if the president fights even further they can technically impeach him by refusing to work on the 2016 budget until middle of the year like July when the 'spend 50% of the preceeding year budget ceases to exist.

That said; This is the first time bombs have gone off in Abuja under the current administration. The harsh truth is that there is very little the security agencies can do to stop a bombing attack if they don't have any intelligence information pre - warning them of an impending attack.

What now would make the world of difference is in the reaction. I expect the President to react better than the former President did.
