[/b]Tinubu, Osinbajo to feature as inaugural Africa climate summit kicks off in Kenya[b]


As the inaugural Africa Climate Summit kicks off on Monday in Nairobi, Kenya, President Bola Tinubu, and former Vice President Yemi Osinbajo are some of the African leaders expected to grace the event to address key issues around climate change including green growth, carbon pricing, climate financing, climate adaptation, renewable and clean energy, among others.

Hosted by Kenyan President William Ruto, who doubles as the Chairman of the Committee of Heads of State of the African Union on Climate Change, the summit is themed: “Driving Green Growth and Climate Finance Solutions for Africa and the World,” the inaugural Africa Climate Summit (ACS) 2023, kicks off on Monday, in Nairobi, Kenya, “with the crucial objective of delivering green growth and climate finance solutions, for Africa.”

Throughout the event, heads of state are expected to join forces to develop a united “stance on vital issues such as adaptation and resilience, renewable energy, sustainable development, food and water security, and financing for climate action on the African continent,” the organisers said.

The discussions are expected to serve as vital preparations leading to the United Nations Climate Change Conference COP 28, scheduled for November in the United Arab Emirates.

Ruto’s speech raises hope
Welcoming the delegates and every participant to the summit, the Kenyan President, William Ruto, acknowledged that the challenges posed by climate change are real but he insisted that they are not insurmountable.

He said though Africa’s carbon footprint is small, the human toll of climate change is disproportionately high. “The urgency to address loss and damage, and to configure appropriate financial mechanisms for resilience grows with each extreme weather event and each bout of climate-induced insecurity. A complex interplay of needs and responsibilities is a daily challenge, but it should not lead to a deadlock.”

He urged the participants to see the challenges as windows of opportunity to grow and lead the world into prosperity.

He said; “Delivering prosperity and well-being for Africa’s growing population without pushing the world deeper into climate disaster is not an abstract proposition or mere wishful thinking, it is a real possibility proven by science and affirmed by emerging experience. An opportunity-oriented focus on climate action is the engine for propelling Africa into a realm of stability and prosperity, elevating us to middle-income status and beyond.


“This context is precisely what sets this Climate Summit apart from others. It aims to unite us– across neighbourhoods, across sectors and institutions, across country borders, across continents and generations. It is because we all have a shared stake in the Earth’s ability to sustain life, that we must envision together a future that embraces the values of equality, human security, and shared prosperity.”

Mr Ruto said Africa possesses all the necessary conditions to realise the future so much desired, describing its vast population of young and growing workforce as the continent’s biggest asset.


He said the workforce is not only young but also educated, skilled, and motivated to pursue industry, innovation, and enterprise.

He added; “We have ample renewable energy potential, and the natural assets and resources to green our own consumption, and meaningfully contribute to decarbonisation of the global economy. We must see in green growth not just a climate imperative, but also a fountain of multi-billion-dollar economic opportunities that Africa and the World are primed to capitalise on.


“We are brought together by a clear understanding and deep concern about the inadequacy of our present means, in terms of institutions and available finances, to deal effectively with the magnitude of our collective threats and challenges. But we will not shy away from the difficult conversations and uncomfortable realities that must be faced to achieve meaningful change. Policy, regulation, taxation, trade, and climate justice will all be scrutinised, in national, regional and global contexts. Yet the way we frame these discussions matters. I invite all to adopt an “opportunity lens” as we navigate these complex dialogues.”

Nigeria’s representatives
Though it is not clear if Nigeria’s President will be available for the summit, he is expected on Tuesday to feature alongside other African leaders at a plenary session tagged; “Chatting a Vision: Investment Opportunities for Green Growth.”

The session, which is expected to be moderated by another Nigerian, United Nations Representative of the Secretary-General/CEO of the Energy for All, Damilola Ogunbiyi, is expected to feature other panellists including the host President of Kenya, William Ruto; Abiy Ahmed, Ethiopian Prime Minister, and the President of Senegal, Macky Sall.


[/b]Meanwhile, on his part, Mr Osinbajo is expected on Monday to be part of a panel discussion on the topic: “Carbon Markets in the Global South.”[b]

Meanwhile, during the opening session, representatives of various organisations including the African Union Commission, the United Nations Framework Convention on Climate Change, and the Indigenous People of Africa, among other groups.

APPLICATIONS NOW OPEN FOR OSINBAJO’S FUTURE PERSPECTIVES & UNESCO’S INNOVATION TO TRANSFORM EDUCATION TRAINING PROGRAMME

Applications are now open for the Future Perspectives and UNESCO IESALC Innovation to Transform Education Training (ITET), with the aim to train the first cohort, selecting 50 young education innovators from Nigeria to attend a five-day on-site training in November 2023.

It would be recalled that in July, there was an announcement concerning the collaboration between Prof. Yemi Osinbajo’s newly formed Organisation, Future Perspectives, and UNESCO IESALC to launch the Innovation to Transform Education Training (ITET) in Nigeria.

A background to the training came from seven regional youth consultations that took place in 2022, across the globe which culminated in the Youth Declaration, a collaborative document shaped by half a million young voices from 170 countries demanding that youth are recognized as co-creators of the educational transformation required in our times. To put forward the recommendations and requests in the Declaration, the United Nations launched the Global Youth Initiative (GYI), a ground-breaking, multi-stakeholder global effort that aims to ensure meaningful youth engagement and leadership in education policymaking.

Future Perspectives in partnership with UNESCO IESALC, which leads one of the capacity-building components of the Global Youth Initiative (GYI), will ensure the capacity of youth and students, especially the most marginalized, is strengthened to enable them to become agents of change in transforming education in their specific national contexts through ITET.


Building onto consultations with young Nigerian education innovators and other key educational stakeholders, ITET seeks to provide evidence-based training in three key areas:

*APPLIED POLICY SKILLS*
Youth participants acquire applied policy skills, enabling them to understand the national policy ecosystem and meaningfully engage in decision-making processes in the field of education.

*PROJECT MANAGEMENT SKILLS*
Youth participants develop project management skills while reflecting on their contextual situation, enabling them to effectively plan, design and implement.

*INNOVATION SKILLS*
Youth participants are empowered to discover their own innovative perspectives on educational change, by training on creative problem-solving techniques, critical thinking, and entrepreneurial approaches to address challenges in education.


By the end of ITET, all trainees will have experienced the complete six skillset trainings which include: Pluralism Assessment, Evidence-Based Skills, Technical & Methodological Skills, Digital Skills, Project Cycle & Project Planning, Social & Inter-Cultural Skills.

The training is an on-site, five-day program in Lagos, which will consist of lectures, workshops and practical activities across different skill sets with a focus on transforming education. Training costs will be covered for all selected applicants. All applicants must submit an initiative or current project that can transform education in Nigeria/Africa with a focus on EdTech. All participants will pitch their innovation or project to the ITET Judging Panel at the end of the workshop using the skills acquired during the training. A certificate of completion will be awarded to those who complete the workshop.

*PROGRAM ELIGIBILITY*
50 applicants will be selected for the capacity-building training, targeting young representatives recommended by key education institutions and other key educational stakeholders in the country.

To be eligible, the candidate must:
• Be a Nigerian Citizen.
• Be aged 18 – 35 years.
• Submit an idea or initial project on EdTech Innovation to Transform Education.
• Fall under one of the following categories:
Pre-service or in-service education stakeholder who is currently studying at higher education institutions with education-focused programs, OR;
Interdisciplinary university student or practitioner who has a crossover interest or projects on education, OR Education practitioner at national, provincial, and local levels, OR;
Youth leader from major youth organizations in Nigeria based in higher education.

*At the end of the training programme, 10 Outstanding Participants qualify for EdTech Incubation to accelerate Innovation, and the Top 5 Winners get Financial Prizes.*

Minister of Interior, Hon. Dr Olubunmi Tunji-Ojo, on Tuesday charged agency heads on the need to walk their talks as the country is in a critical point and in dire need of transformation.

Speaking at the brief with the Comptroller General of Immigration, Adepoju Carol Wura-Ola, and Controller General of the Nigerian Correctional Service, Haliru Nababa, the Minister reiterated the order of His Excellency, President Bola Ahmad Tinubu, on getting all hands on deck.

“I am just returning from a meeting with the president. He is not interested in excuses. We must work and deliver. Anyone who cannot help Nigeria to record progress must be kicked out because we can actually be great,” he said.

“Let me know your challenges. I am here to help you solve it. When you solve it and record success, I am also successful. The time of talks is gone. So, keep your talk. Let’s discuss solutions.

“Nigerians should not have to queue endlessly to get passports. No, this must stop. This is not the Nigeria of our dream. I need to know the challenges the agency is facing.

“We must all come together to deploy and invest our expertise to resolve them. Nigerians will take us up on our promises. If we have officers who are not ready for this rigorous process, we will excuse them.”

He reminded the agency heads that the new administration was not interested in usual talks and essay presentations, but actions to deliver value and growth.

He said: “Talks have not taken us anywhere as a nation. We must get it right. The Ministry of Interior is the heart of any nation. I want you to return to your tables and bring up action plans. It is my job to ensure the ministry is working.”

The Minister also underscored the importance of leveraging technology as a means to enhance efficiency and accuracy within the immigration and correctional services.

The minister highlighted that the implementation of advanced technological solutions could significantly reduce delays and streamline the handling of critical challenges.

“Technology has the potential to revolutionize our immigration and correctional systems, making them more agile and responsive. All I care, we need to embrace innovation and find ways to overcome the current challenges that often lead to bottlenecks in our processes. Our country is a great and important country. Let’s live up to expectations.”

Nigeria’s Interior Minister, Hon Olubunmi Tunji-Ojo has earned applause from Nigerians over his highlighted seven promises that would transform the Ministry of Interior and its agencies.
Highlighting the promises, a prominent blog, Instablog listed the minister’s agenda with many reacting to his proactive agenda.

The seven key promises are, “a.) Development of technology to enhance border security; b.) Removal of bottlenecks in the acquisition of passports and other immigration documents; c.) Tackling insecurity and effective protection of critical national assets and infrastructures; and d.) Ensuring the timely passage of the New Fire Act.

Other promises are, e.) Correctional service reforms (Reformation and re-integration of inmates and decongestion of correctional centers in line with AGJS and so on); f.) Improved emergency and fire response time and g.) Provision of quality leadership for the timely actualization of the mandates of the Ministry of Interior in line with the Renewed Hope agenda.”

Explaining his thinking behind the promises, the minister talked about the harmonisation of national identity using the SPOC mechanism, “We will ensure there is a single point of contact (SPOC), which is complete integration, harmonisation and management of national identity as a major means of crime mitigation, control, and national development,” Tunji-Ojo said.

Reacting to the promises, Bifixit technology_ng said, “We know him (Tunji-Ojo), he is Mr. less talk, more action. He is tech savvy and he’s bringing on board a rich background in tech that will drive innovation in the Ministry of Interior, the renewed hope is here” he concludes.

Chronicle NG reports that Tunji-Ojo is one of the 45 ministers appointed by President Bola Tinubu and approved by the senate.

I know when I say his work speak for him as a two time federal lawmaker.... In his constituency, before 2019, no lawmaker has been elected twice but he broke the jinx. Then in his re election, he work more than 90% of the total votes. That also says alot.

He was the brain behind execution of NDDC HQ in PH, thereby put to stop such commission renting apartment for office

New ministries share buildings, directors.
Ministry of Marine and Blue Economy, which is currently headed by Gboyega Oyetola, emerged from the Ministry of Transportation currently headed by Said Alkali.

Two ministers were sworn in on Monday, Oyetola resumed at the Ministry of Transportation immediately while Alkali resumed at the same ministry on Tuesday.

“When some directors introduced themselves to the Minister of Marine and Blue Economy, they did not know whether they should introduce themselves as directors under the Ministry of Transport or Ministry of Marine and Blue Economy,” one of the sources at the ministry said.

At the former Ministry of Information and Culture, from which the Ministry of Information and National Orientation, led by Muhammed Idris; the Ministry of Arts, Culture and Creative Economy, led by Hannatu Musawa; and the Ministry of Tourism, headed by Lola Ade-John, were created, the three ministers visited the ministry at the same time on Monday and addressed journalists together.

It was also gathered that as of Friday, civil servants in the ministry were still confused about the minister to report to.

the Minister of Solid Minerals, Dele Alake and his steel development counterpart, Shuaibu Audu, will continue to work with the same set of civil servants until a full restructure is carried out.

Former Senior Special Assistant to the President on Media and Publicity, Mr. Laolu Akande, has urged President Bola Tinubu to urgently address duplication in some portfolios assigned to recently appointed Ministers.

According to the seasoned journalist, it was important for the President to clarify portfolios like Innovation and Social Development which could cause friction among the ministers if they are not urgently addressed.

He said this on Channels TV’s Sunrise Daily breakfast show on Friday.

“We have the Minister of Science, Technology and Innovation and we also have the Minister of Communication, Innovation, and Digital Economy. That has to be sorted out,” Akande counselled.

He also noted that it was important for the president to make that important clarification to prevent the possibility of clashes between the ministers.

The former presidential spokesperson then advised President Tinubu to make comprehensive civil service reforms as a priority agenda item in his government, stating “it’s a big deal.”

Akande also emphasized the significance of a performance-based evaluation system in government. He encouraged President Tinubu to develop clear measures for assessing civil servant performance and relating it to career advancement.

He said further “These Ministers serve st the pleasure of the president. He is the one that sets the Key Performance Indicators (KPIs); he’s the one that determines, within the law, who should be in place” in the cabinet.

He emphasized that an effective and accountable civil service is the foundation of every successful administration. He claims that without public civil servants, ministries will have tremendous hurdles in carrying out their missions in the next administration.

On the tensions among Ministers in the Cabinet, Akande said “People come into the cabinet with pedigrees, some as former Governors, commissioners, or Ministers. That does have something to do. But what we must understand is that the Federal Executive Council is the President’s Court. It’s what the President wants in terms of the setting, arrangements that’s going to prevail.”

On the relationship between Ministers and Civil Servants, he said, “Everything rises and falls on the Civil Servants. There is no better way to say it because these are the people that will be there even after the minister is long gone. The president can hire and fire ministers at his whims and caprices, but the issue of the Civil Servants are a little bit more complicated. It’s not as easy as that if you are going to fire.

“It’s important that we pay attention to Civil Service Reforms. It is a big deal. This is where the work of people like Mr Aig-Imoukhuede should be commended.” The former banker and his Foundation has been collaborating with the Head of the Civil Service on reforms of the Federal Civil Service in the country.

Drawing on his experience in the previous administration, Akande emphasized the significance of a modernized civil service capable of efficiently implementing the government’s objectives and projects. He emphasized the need for such reforms in providing effective public services, encouraging openness, and combating corruption. President Tinubu’s lofty goals for the nation, according to Akande, can only be accomplished with the assistance of a dynamic and proactive civil service.

The Presidential Committee on Fiscal Reforms and Tax Policy disclosed the information in Abuja Former Vice President Osinbajo initiated the Voluntary and Income Declaration Scheme (VAIDS) as acting President

The Nigerian government plans to reintroduce the national amnesty programme operated by the administration of Muhammadu Buhari. The director of Press and Public Relations of the Federal Ministry of Finance, Stephen Kilebi, signed the press statement announcing the decision on Thursday.

Taiwo Oloyede, the chairman of the Presidential Committee on Fiscal Policy and Tax Reforms, confirmed the development at a two-day retreat in Abuja. Oloyede said that the Committee expected some tax deliverables, which include optimum taxes, harmonised revenue collection functions, revised national tax policy, national fiscal framework, bills preparation for a constitutional amendment, revenue optimisation, production of a model template for sub-nationals and establishment of the federal tax amnesty scheme.

[/b]Osinbajo introduced the scheme as acting President[b]

Former Vice President Yemi Osinbajo, who served as Acting President in 2017, signed Executive Order No. 004 to implement the Voluntary and Income Declaration Scheme (VAIDS). The tax amnesty scheme provides a limited timeframe for taxpayers to regularise their tax status concerning previous tax periods and pay taxes due with certain benefits.

The programme started on July 1, 2027, and lasted until March 31, 2018. Punch reports that Going by the pronouncements of the Tax Reform Committee Chairman, Oloyede, Tinubu’s administration may adopt the scheme to accelerate tax payments among Nigerians and corporate bodies.

The Minister of Finance and the Co-ordinating Minister of the Economy, Wale Edun, told Nigerians that better days are coming with implementing the Renewed Hope Agenda. The Central Bank of Nigeria (CBN) says currency issue expenses gulped N96.46 billion in 2022.

This is contained in the apex bank’s recently released audited financial statement for the year ended December 31, 2022.

In the report, the CBN said: “Currency issue expenses relates to expenses incurred in relation to the printing, processing, distribution, and disposal of currency notes. This is recognised at cost when incurred.”

Checks by TheCable Index showed that the N96.46 billion recorded for currency issue expenses in 2022 is 32.9 percent higher from the N72.58 billion the apex bank spent in 2021.

In October 2022, Godwin Emefiele, the suspended CBN governor, announced plans to redesign the N200, N500, and N1,000 naira bills.

People were initially given a deadline of January 31, 2023 to hand in all their old notes but it was later extended to February 10.

However, not enough of the new notes were released.

The shortage of the new naira notes made it extremely hard for many Nigerians to engage in many forms of commercial transactions including transportation costs. At the time, the charges of point of sale (PoS) merchants also rose astronomically

The situation prompted citizens across the country to take to the streets to protest the harship caused by the naira scarcity.

But in March 2023, the supreme court invalidated the naira redesign policy introduced by the central bank, ruling that the old N200, N500, and N1,000 notes would remain as legal tender until December 31, 2023.

The housing allowances for the newly appointed ministers may cost the country about N343.25m yearly, according to findings from The PUNCH.

With that annual allocation, in four years, the Federal Government will spend N1.37bn on the 45 ministers-designate’s accommodation.

The allowances are based on data collated from a document obtained from the website of the Revenue Mobilisation and Fiscal Allocation Commission.

It covers allowances for accommodation (200 per cent of basic salary), domestic staff (75 per cent of basic salary), utilities (30 per cent of basic salary), and furniture (300 per cent of basic salary).

Unlike other allowances paid monthly, furniture allowance is usually paid once in four years.

The President, Bola Tinubu, recently unveiled the portfolios of his ministers.

In the list obtained by our correspondent in Abuja, it was noted that the names of a former Governor of Kaduna state, Nasir El-Rufai, a former National Women Leader of the All Progressives Congress, Stella Okotete, and a ministerial nominee from Taraba State, Danladi Abubakar were missing.

Earlier, the Senate had withheld the confirmation of the three owing to security checks.

In the list obtained by our correspondent, it was observed that 13 of the nominees were appointed Ministers of State while some new ministries were also created.

The ministers and their designations are as follows Minister of Communications, Innovation, and Digital Economy: Bosun Tijani; Minister of State, Environment and Ecological Management: Ishak Salako; Minister of Finance and Coordinating Minister of the Economy: Wale Edun; Minister of Marine and Blue Economy: Bunmi Tunji-Ojo; Minister of Power: Adebayo Adelabu; Minister of State, Health and Social Welfare: Tunji Alausa; Minister of Solid Minerals Development: Dele Alake; Minister of Tourism: Lola Ade-John; Minister of Transportation: Adegboyega Oyetola.

Tinubu set the record for the highest number of ministerial nominees in Nigeria’s Fourth Republic (1999 to date) with 48, which experts said would likely worsen the high governance costs.

The President’s nominees topped the 42 appointed by his predecessor, Muhammadu Buhari, in 2019 by five more persons.

Tinubu first nominated 28 persons to be cleared by the Senate as ministers. The President also sent another list of 19 nominees, making a total of 47 potential cabinet members.

However, Tinubu withdrew the nomination of Maryam Shetty as a ministerial nominee from Kano State and replaced her with Dr Mariya Mahmoud Bunkure, also from Kano State. He also added the name of Festus Keyamo, a Senior Advocate of Nigeria from Delta State, as a nominee for screening.

In his first term, Buhari named 36 ministers, while the number increased to 42 during his second term.

Former President Goodluck Jonathan in 2011 named 33 nominees to be ministers in his cabinet, including nine from the Umar Yar’Adua administration.

In 2007, Yar’Adua named a 39-member cabinet made up of 32 men and seven women.

Former President Olusegun Obasanjo initially named 42 ministers in 1999 but reviewed his cabinet to reduce the number of ministries and ministers to 27 and 40, respectively, before he left office in 2007.

Despite calls to reduce the cost of governance, Tinubu has now surpassed Obasanjo, Yar’Adua, Jonathan and Buhari to nominate 48 would-be ministers, setting a new record since the country returned to democracy 24 years ago.

However, with the three yet to be approved, the total number of ministers has dropped to 45, which still exceeds previous administrations.

Sunday PUNCH learnt that each minister is entitled to an accommodation allowance of N4.05m, domestic staff allowance of N1.52m, and utilities allowance of N0.61, alongside furniture allowance of N6.08m, which is paid once in four years.

Each minister of state is entitled to an accommodation allowance of N3.92m, domestic staff allowance of N1.47m, and utilities allowance of N0.59, alongside furniture allowance of N5.87m, which is paid once in four years.

An analysis of the figures showed that each minister is expected to get annually a total of N7.7m while each minister of state is expected to get a total of N7.45m annually.

In four years, each minister gets N30.8m while each minister of state gets N29.8m.

In total, the 32 ministers will cost the country about N985.6m while the 13 ministers of state will gulp about N387.4m in four years.

This further means that the 45 ministers would cost the country a total of N1.37bn in four years.

The figure is expected to increase after the approval of the three pending ministerial nominees, amid calls for a reduction in the cost of governance.

An economist, Prof Akpakpan Edet, earlier stated that the increase in the number of ministers was unnecessary and would escalate the cost of governance.

He said, “What they have done is dangerous. For a long time, we have been complaining about the cost of governance. We looked at the number of institutions that they had and then said the government should reduce them. And they did, but there were so many overlaps. To now talk of 48 ministers doesn’t make sense.

“The implication is that they will further increase the cost of governance. At this level of our democracy, we don’t need this number of ministers; you can merge the ministries and still get the functions delivered. We need a leaner but very effective government.”

An economist, Deborah Oluwagbenga, also said that Nigeria was not in a financial state to employ the services of many ministers.

She stated, “Let’s not forget that this country is in huge debt and the best way to go is to reduce the cost of governance. If the President is appointing this huge number of aides, he’s already laying a foundation for governors to do the same.

“This is not developmental and can crush the economy of the country. What we should be looking at this time is to ensure that we reduce our expenses and try to make good use of what we have in areas that need adjustments. We cannot continue like this.”

Others on the list include Kenyan President, William Ruto, President of the African Development Bank, Akinwumi Adeshina; Chairman of United Bank of Africa Group, Tony Elumelu; Chairman Geregu Power PLC, Mr. Femi Otedola; President of LoveWorld Incorporated, Pastor Chris Oyakhilome; and the Sultan of Sokoto, Mohammadu Abubakar, among others.

Speaking at a press conference on Friday in Abuja during the unveiling of 100 personalities as “100 Most Notable Peace Icons In Africa,” the Project Director of the group, Ambassador Kingsley Amafibe, said the peace icons were being recognised due to their dedication to promoting peace and calm in the continent.

He said the beneficiaries have laboured continuously to reduce conflicts, advance social bonds, and establish connections amidst diverse communities in Africa.

Amafibe explained that among the notable peace icons in Africa, are economists, financial experts, sports personalities, religious leaders, industrialists, entertainment entrepreneurs, traditional rulers, activists, thinkers, and creators who have transcended boundaries and overcome challenges to leave in-erasable legacies.

“By sharing their narratives, we intend to amplify the ripples of their endeavours, and produce a collective resolve to foster a more calm and prosperous Africa,” Amafibe stated.

He added, “Within this illustrious roster of 100 Most Notable Peace Icons in Africa, we encounter a rich shade of leaders, economists, financial experts, sports personalities, religious leaders, industrialists, entertainment entrepreneurs, traditional rulers, activists, thinkers, and creators who have transcended boundaries and overcome challenges to leave in-erasable legacies.

President Bola Ahmed Tinubu has said the task of keeping Nigeria one remains his priority, stressing that the current challenges bedeviling the nation are temporary. Speaking during the public presentation of a book, “Brutally Frank”, authored by a former Minister of Information, Edwin Clark, on Thursday in Abuja, Tinubu said Nigeria is complex, but not too difficult to manage.

The president who was represented by the Secretary to the Government of the Federation (SGF), Senator George Akume, said, “To keep Nigeria one is a task that must be done.

This country is complex, but can never be too difficult to manage. Our diverse cultures and religion constitute a source of our strength.”

The president said the current pain caused by the removal of fuel subsidy is temporary, stressing that the pain would soon go with the rolling out of the palliatives.

The Emir of Kano, Ado Bayero, said, “We have a lot of challenges; a lot of ups and downs. Our leaders should use their wisdom to keep the country united so that we can get relieved of the challenges we are facing.”

Former President Goodluck Jonathan, in his remarks, eulogised Clark, saying he has written his name in gold because of his contributions and struggles for the oneness and peaceful coexistence of the country.

Chairman of the occasion and former Head of State, Gen.
