There is no question at all that the subject of climate change and the many ramifications around it are very high on the critical priorities of our time. More importantly for many in Africa and the developing world, the narrative might well mean a new international understanding that deprives the global south of a fair chance at industrialisation, sustainable growth and development


It is becoming clearer what Africa and the developing countries need to explain as this global dialogue is shaping, namely that the crisis is not just an issue of climate change alone, but also a clear urgent danger of outright developmental freeze in the ugly muddiness of poverty.

This is where Prof. Yemi Osinbajo, SAN, has now become the Apostle of billions of people in Africa and other developing countries having made significant contributions to Africa’s climate and energy transition, influencing leaders to create sustainable energy policies, while promoting renewable energy potential in Africa.

He has also worked on integrating climate change adaptation strategies into national plans, especially in Nigeria, where he anchored the country’s energy transition plans. His commitment to growth has seen him being actively engaged by international climate change organizations, where he has advocated for Africa’s interests in global climate negotiations, the latest being at the recently concluded 10th anniversary of the Financial Times (FT) Africa Summit held in London, on Tuesday, October 17, 2023.

There, making his speech as a Special Guest and Keynote Speaker, he posited that Africa can be the world’s first green industrial hub because of its vast potential for renewable energy, the youngest and fastest growing workforce and an abundance of critical minerals. He affirmed that Africa is set on the path of achieving the climate positive growth plan if given fair and equitable access to markets, investments with the right tenor, and suitably structured patient and blended capital


Speaking on the topic: “How Africa is Navigating the Energy Transition,” to an audience of international business leaders, policymakers, and speakers from Africa and around the world at the well-attended summit, Prof. Osinbajo said, “Take for example, converting our (Africa’s) bauxite to aluminium, we have 25% of the world’s bauxite if that is done using renewable energy, we will save the world about 335 million tons of CO2e, and actually create 280,000 jobs and earn about $37 billion, just by keeping that production within Africa and using renewable energy. This is how far he pushes for Africa’s liberation, showcasing its potential, even to salvage the global economy


Similarly, he advanced the need for Western Powers to support Africa in making gas as a transition fuel, especially in funding — he has always put this forward, noting that Africa struggled with energy poverty, with millions lacking access to power, and 1 in 4 deaths of women in rural areas caused by pollution from the use of firewood.

He argues that “Every passing day, the pathway out of fossil fuel dependency seems clearer. Renewable energy is becoming consistently cheaper than fossil-fuel-generated energy, and grid-level storage is rapidly improving and becoming cheaper. Consequently, the point he is emphasising is that “In the short to medium term, it is not one or the other, gas as a transition fuel, but its replacement with renewable energy given the climate positive growth plan and global net zero targets is now both an economic and climate imperative.”

As Nigeria’s Vice President from 2015 to 2023, Prof. Osinbajo was a prominent figure driving the much-needed climate and energy transition in the country, and through his leadership, investment in renewable energy was increased, leading to economic opportunities as well as environmental benefits. With his influence and expertise, Prof. Osinbajo led awareness and education, driving the push for clean and sustainable energy. He was instrumental to Nigeria’s adoption of the Paris Agreement as a key signatory, with which the country became committed to reducing its carbon emissions, enhancing climate resilience, and promoting sustainable development


This landmark decision has set the stage for other African nations to follow suit, creating a collective effort to combat climate change and its adverse impacts. He has also spearheaded campaigns to attract private sector investments in clean energy projects to drive economic growth, job creation, and environmental sustainability with investment in Nigeria’s vast renewable energy potential — solar, wind, and hydroelectric power.

No wonder, not long after he left office, he was engaged by key organisations driving and powering energy initiatives globally such as the Global Energy Alliance for People and Planet (GEAPP), who appointed him as its Global Advisor to assist GEAPP’s mission of accelerating clean energy deployment in developing countries. Only recently, he was appointed the chairman of the Board of Directors of Climate Action Platform for Africa (CAP-A), a public benefit organisation working to unlock Africa’s potential as a global hub for climate action


Overall, Prof Yemi Osinbajo’s impact in driving climate and energy transition in Africa is profound and far-reaching. His visionary leadership, unwavering commitment, and proactive approach have positioned Africa as a key player in the global fight against climate change. Through his efforts, the continent is poised to embrace sustainable development practices, promote clean energy solutions, and create a more prosperous and resilient future for its people.

One of the key aspects of Prof. Osinbajo’s impact on Africa is his emphasis on renewable energy sources. Under the leadership of Prof Yemi Osinbajo, Africa has witnessed remarkable progress in driving climate and energy transition. Several successful projects and achievements stand as shining examples of his impactful initiatives, one of which is the Renewable Energy Micro-Utility (REMU) project, a groundbreaking project aimed at providing clean and sustainable energy to rural communities across Africa.

Nigeria’s Minister of Interior, Dr. Olubunmi Tunji Ojo, has said, concerning the issue of prison decongestion, that the ministry of Interior is going to pay the fines of over 4,000 inmates- which altogether come to the tune of over five hundred million naira- to ensure their release as they have been in correctional facilities due to their inability to pay fines.

He also said that he has set up an inter-agency committee to ensure that Nigeria’s borders are properly mapped out and adequately protected to ensure the security of the nation.

In an interview with ARISE NEWS on Thursday, the minister discussed the problem of the congestion of correctional centres with ARISE NEWS anchors, where he revealed that he has already set up committees to figure out the reasons for the congestion in Nigeria’s correctional centres and how to reduce the numbers.

Tunji-Ojo said, “Immediately I assumed office, the first thing I did was to set up a small committee to be able to review the situation of our correctional centres, vis-à-vis the inmates as they are, and we discovered that over 4,000 of these inmates, as I’ve said before, are still in custody due to inability to pay fines. We looked at how much they owe, total fine is about total of five hundred and something million, and I can tell you we’ve gone very far dealing with the private sector in terms of CSR and etcetera, putting this money together.

“And I’m sure that in the next three weeks or one month, four weeks maximum, because I like to be held responsible for what I say, so let me say in the next four weeks, even though we are looking at doing it before then, but I’m giving myself a buffer. So, in the next four weeks, by the grace of God, we will have been able to pay those fines of over 4,000 people which will reduce us from the present almost 79,000 inmates to about 75,000 inmates.”

The minister went on to explain that the work of decongesting prisons wasn’t solely the work of the Ministry of Interior, but other agencies as well, saying, “We must also understand that when it comes to decongestion of prison, it’s not an entirely ministry of interior thing. Yes, ministry of interior must play the lead, but obviously we know the office of the Attorney General, Prince Lateef Fagbemi, we have spoken about it, and we are going to work very well together because you cannot just open your gate and say people should go. We must look at setting up that sort of inter-ministerial relationship, which we are already working on to be able to expedite cases based on Administration of Criminal Justice System, ACJS. So, we are already looking in that particular direction.”

He went on to say, “Also, to further decongest, one thing that is within our purview as ministry of interior is to be able to activate what makes our correctional centres correctional centres, which is the non-custodial responsibility of the correctional service. And what is that? It’s obviously to decongest our correctional centres. For instance, I will give you an example, The situation of the correctional service is very worrisome, for instance, in the Lagos command, of all the correctional centres, in total, the correctional centres were built for like 4,800 if I get my statistics right, but today, we have over 9,000 inmates, so that’s over a 100% in Lagos alone. So, it means that we have to look at the short-term solution, activate that part of the law that gives the Nigerian correctional service the powers to engage in non-custodial services. So, those are parts of the things that we are already doing, and yes, a committee is already in place.”

The minister then said that once all these plans are executed, the ministry will be able to reduce the congestion in correctional centres by around 60%-70%.

Tunji-Ojo then mentioned that beyond decongesting the prisons, the ministry of Interior had a major task of securing Nigeria’s borders, saying to this effect, “If you can’t protect your borders, you can’t protect your country.”

Sharing his process on how he will secure the borders of the country, he said, “I have been able to set up a committee now, an inter-agency committee, because it’s not what an agency can do. For instance, I will give you an example, NIMC is very key, and that’s why I’m so grateful to this particular government for bringing NIMC back to interior because I cannot defend who I don’t know. NIMC is the custodian of our identity, NIMC tells me who you are, so, that’s the foundation of our security. It’s the foundation of our internal security.

“So, NIMC’s role in terms of our peaceful coexistence cannot be overestimated. Having said that, what we have been able to do, I called a meeting last week, and I have inaugurated a committee headed by the Director, joint services, in the ministry of Interior, we have the Nigeria Immigration Service, we have the Nigerian Security and Civil Defence Corps, we have the boundary Commission because we need to define our boundaries, you cannot go an defend another man’s land, and your border is where your right stops. So, we brought boundary commission because there are so many issues.”

He further explained, saying, “By the time the committee comes up, we will look at how to use both human intelligence and of course, technology, to be able to, it has to be a cocktail of solutions. One solution cannot secure our border. It has to be a cocktail of approach, both the human intelligence, both the technological issues, and of course, the getting loyalty from these border communities, because if your border communities are not with you, the simple truth is that terrorists will come, hide in those communities, attack, and through their safe passage, they go.

“So we have to look at how to secure all our loopholes, it has to be a wholistic thing. We must now make sure that the solutions we are throwing to problems are not just fire brigade solutions. Let us have a solution that will stand the test of time so that it becomes Nigeria border control policy, it becomes our roadmap, it becomes our route, something we work with. Even if tomorrow, Dr. Tunji-Ojo is no longer minister of interior, we have a framework that will be able to sustain the security of our system.”

The Minister of Interior, Dr Olubunmi Tunji-Ojo, has set up a 13-man committee to conduct a needs assessment on the nation’s borders.

The members of the committee are drawn from the ministry, Nigeria Immigration Service, Nigeria Security and Civil Defence Corps, Federal Fire Service, Border Community Development Agency, Community Boundary Commission, and a consultant.

The committee named, “Integrated Border Governance Committee,” was advised by the minister to develop a plan to adequately secure Nigeria’s borders.

The committee was given 18 weeks to deliver on its mandates.


A statement on Saturday by the ministry’s Director of Press, Afonja Ajibola, said the minister set up the committee during a presentation on border management and control by a consultant in his office.

It partly read, “Tunji-Ojo instructed that the committee should endeavour to have a robust deliberation and create a border management plan that is implementable to secure the country.

“The minister said what is of importance to him about border management is the aspect of internal security which he said is a massive task which requires the synergy of all critical stakeholders.”

…Nigerians heave sigh of relief as delayed passports are released

While some of the newly appointed ministers have yielded themselves to unnecessary controversies over their modus operandi, Dele Alake, minister of Solid Minerals Development, and Olubunmi Tunji-Ojo, minister of Interior, are already showing the right feet on their beats.

When last Thursday Tunji-Ojo paid a visit to Alake, many Nigerians had lauded the move, particularly pointing out that the two ministers had already begun to show mastery of what their jobs entail.

During the visit, Alake had commended Tunji-Ojo for the giant strides he has so far made in repositioning the Interior Ministry since his assumption of office. He emphasised the need for collaboration to address the concerns of insecurity plaguing the mining sector.


If we are to achieve our aim of developing solid minerals in the country, we have to address the challenges of insecurity, the menace of illegal miners and the activities of immigrants that are not properly documented but mining our resources and illegally carting away funds that should accrue to our nation. We cannot achieve this without synergy with the Interior Ministry,” the Minister said.

The request by Alake for synergy with the Interior Ministry on security, illegal mining, and the decision of the ministers to set up a joint task team, could not have come at a better time.

Before their arrival on the scene, the nation’s solid minerals had been a bazaar for privileged few, whose tentacles run deep into the seat of power in Abuja.

Illegal mining has been going on across the country and government’s reaction over the years has been feeble.

Many concerned citizens had questioned why mineral deposits in certain parts of the country were appropriated by the state governments where they are domiciled, but government holds onto some other deposits in certain other parts of the country.

For instance, the appropriation of gold deposits in Zamfara State by the state government has not gone down well with many Nigerians, who question why it should be so.

In some states, private individuals are said to be colluding with government at different levels to exploit the solid minerals without accounting for it.

It is not yet public how much is paid into the government coffers by private individuals exploiting the solid minerals. Many worry that the appropriate revenues are not being captured and they are asking why.

Speaking on Channels Television’s Sunrise Daily programme on Thursday, Dennis Agbo, a member of the Labour Party (LP), described as “free-for-all” the wanton exploitation of the solid minerals, which ordinarily should be squarely under the control of the Federal Government.

“It is a free-for-all; nobody is in charge. But government should take charge. Non-state actors are seizing those areas, exploiting the resources; we hear that make-shift airports are created in those places and they mine gold and fly away and nothing happens. Government must begin to check such illegal mining and exploitation,” Agbo said.


He also noted that there was confusion in the exploitation of solid minerals in the country and urged the Federal Government to stop it. According to him, illegal mining of gold and other precious minerals by non-state actors was capable of sending a negative signal to prospective foreign investors.

Perhaps, it was against the backdrop of such concerns that the Minister of Solid Minerals is making efforts to restore sanity in the sector.


Alake’s courageous steps

Shortly after assumption of office late August, Alake gave a 30-day ultimatum to illegal miners to join artisanal cooperatives.

He also unveiled what he called, ‘Agenda for the Transformation of the Solid Minerals for International Competitiveness and Domestic Prosperity,’ saying that the full weight of the law would be brought against those who willfully contravene the warning.


Alake, who was trained as a media personality and practised for several years as journalist, equally expressed concern over what has been happening in the sector. But he was determined to clean the Augean stable.

He announced that security tax force and mines police would be introduced to help the country combat illegal mining and smuggling, adding that there would be a comprehensive review of all mining licenses and the creation of six (6) Mineral Processing Centres to focus on Value-Added products.

He also said that the ministry would focus on a seven-point agenda, including the creation of the Nigerian Solid Minerals Corporation, Joint Ventures with Mining Multinationals, Big Data on specific seven priority minerals and their deposits.

“For the last time, let me declare that the Ministry is giving such persons 30 days grace to join a miners’ co-operative or find another vocation to do. On the expiration of the period, the full weight of the law will fall on anyone seen on a mining site without a determinable status. This message will be interpreted into Nigerian languages and broadcast on the radio to ensure no one is ignorant of this directive.

“From October, a rejuvenated security regime will become active in the solid minerals sector. This will include the Mine Police, sourced from the Nigeria Police and specially trained to detect illegal mining and apprehend offenders. The new Mines Surveillance Security Task Force will coordinate the Mines Police and proactively address high risk incidences of breach of Mining Laws. The Federal and State governments will also be encouraged to allocate the prosecution of cases against illegal miners to competent courts,” the minister said.


It is his hope that the ministry would add at least 50percent to the Nigerian economy, and that the Ministry was determined to attract Foreign Direct Investment (FDI) to the country.

Speaking particularly on the creation of the Nigerian Solid Minerals Corporation, Alake had said: “Mining is big business. Nigeria must assert its presence in this environment by replicating its strategic positioning in the petroleum sector by setting up a corporate body that plays in this field. Consequently, the Ministry shall work towards the incorporation of the Nigerian Solid Minerals Corporation.”

While addressing the press to mark the 8th edition of the Nigeria Mining Week, last Wednesday, Alake reiterated his commitment to unlocking Nigeria’s mining potential, creating a brighter future for the country and citizens.

He rightly noted that the mining industry plays a huge role in the economic development of Nigeria.

“Beneath our soil lie vast mineral resources that harbor tremendous potential for growth and prosperity. This potential extends not only to our nation but also to the wider African Continent,” he said.


[/b]Tunji-Ojo’s Midas touch[b]

Delays in the processing and enrolment of passports in Nigeria had been a source of frustration for citizens, causing significant delays in obtaining crucial travel documents.

Before his arrival as the minister of Interior, many Nigerians had languished in pain over the non-release of their International Passports after several months of applying for the document.

But today, Nigerians have begun to collect the said documents without further waste of time.

“My colleague in the office nearly suffered a heart attack over the non-release of the document. Hers was just renewing not fresh application. Within this period, she got an opportunity to travel outside the country, and she missed it because she could not collect her passport.


But she has picked it up now, and you begin to wonder what was the matter. A lot of things can be done rightly in this country, only if the right person with the right political will is there,” a female journalist told BusinessDay on condition of anonymity.

The accelerated activity at passport offices across the country at the moment was made possible following the marching order to the Nigeria Immigration Service (NIS), demanding the swift clearance of over 200,000 international passports pending applications, in two weeks.

He said: “As far as I am concerned, the issue of passport is a national emergency. I keep getting emails daily from Nigerians complaining. We cannot continue like that.

“It has become an embarrassment to His Excellency, President Bola Ahmed Tinubu. I represent him here as your minister. That embarrassment is mine now. I am not changing my words. I need the backlog cleared in two weeks.”

Within four days after the marching orders, Immigration reportedly cleared 60,000 passport applications backlog!


The NIS had claimed that the delay being experienced in the last two years was a result of the Coronavirus (COVID-19) pandemic which it said caused a major setback in the production and processing of the travelling document.

The spokesperson of the NIS, Amos Okpu, had given the explanation early September, saying: “The COVID-19 affected operations; we didn’t shut down, and people still had access to make payments. When the space got open, we had surplus applications. We have to treat them but no real production was going (on) across industries and passport production was not an exception.

“We don’t have the technology. No time frame. We apologise and bear a little with us. It is not a hopeless situation. It’s a work in progress.”

The Minister had also assured the European Union (EU) Ambassador to Nigeria, Samuela Isopi, that the government would ensure that the Nigeria passport regains its pride and integrity by reducing identity thefts.

According to him, plans are underway to decongest Nigeria’s prisons by 40 percent through non-custodial alternatives.

He said, “We have commenced the process to unbottle the bottlenecks in our international passport application and collection process. Today, we have made a huge progress. We are also working on ways to reduce identity theft. We want to make sure the green passport regains its pride and integrity.

“If we can solve crime and migration problems in Nigeria, Africa will be better for it.”

His eyes set on immigration, fire service reform

Not just giving marching orders for the release of passports, Tunji-Ojo’s eyes are also set on reforming the NIS, Fire Service and the Correctional Service.

“We will do all that we can, all that is within our capacity, to ensure that we do not disappoint him (President Bola Tinubu), in terms of the implementation of the Renewed Hope Agenda.



I assure Nigerians of our desire to proceed with reforms in our immigration service, such that Nigerians can be treated with respect, and that we get to unbuckle all bottlenecks of passport collections —and see other issues associated with immigration services in general, are under control,” he said.

He further promised that his administration would work towards decongesting the custodial centres as well as providing inmates with the opportunity for rehabilitation and reintegration into society.

“I also would like to give assurance that under the leadership of President Bola Ahmed Tinubu, we would do everything humanly possible to reform our custodial centres, such as the decongestion of those centres, of course, with beaming life, and hope we’d groom inmates and help inmates to ensure proper re-integration into the society.”

Speaking with BusinessDay on the enthusiasm so far shown in their work at their ministries, Albert Oke, a part-time teacher with one of the private institutions in the country, said that Nigeria’s problem was not really dearth of quality individuals to man important public offices but the willingness to do what is right.


Out of the 50 or so ministers, I only read about the activities of the Solid Minerals Development minister; Interior minister and one or two others that are already making serious marks. At least, they are showing understanding of what they should be doing in office. Who is not happy today with what the Interior minister is doing about the passports, and even promising home delivery of passports in the nearest future?

“We have people with brain, but the problem is that they are not just making good use of the brain. Some of the ministers think that being combative is the way to achieve result; no Sir. Result comes with humility and team spirit. You don’t go about fighting people and at the same time expecting them to cooperate with you. Life is give and take,” Oke said.

He added that some of the ministers were predictive.

“There are some of the ministers that before they resumed, Nigerians knew what they were going to do, negatively. We heard about some of them that people were already alleging that they were going to be vindictive. Look at that! What quality of work do you expect from such ministers? Well, it is too early in the day to draw conclusions,” he said.

The Minister of Interior, Olubunmi Tunji-Ojo, has said personnel of the paramilitary services under the ministry will no longer be promoted just for passing promotion examinations soon

The paramilitary services under the ministry are the Nigeria Security and Civil Defence Corps (NSCDC), Nigeria Immigration Service (NIS), Federal Fire Service (FFS), and Nigerian Correctional Service (NCoS).
He disclosed this while speaking at the book presentation by the Commandant General of the NSCDC, Dr Ahmed Audi and Prof Tyoor Terhemba at the Corps headquarters in Abuja on Thursday.

The Minister who commended the academic prowess of the NSCDC Commandant General (CG), declared that personnel must upgrade their knowledge to qualify for promotions henceforth.
While harping on the need to invest in the education of personnel, Tunji-Ojo said: “The best of people you find in the FBI, the best of the people you find in the MI6, all over the world in CIA, they are alumni of some of the best Institutions in the world.


“Knowledge is directly proportional to performance. You can not give what you don’t have. The battle ahead of us is more ideological than physical and you can only defeat an ideology with your ideology and your ideology is nothing but superior knowledge and knowledge comes from the place of learning.
“I will personally ensure all our agencies have a functional library for research. The era of promotion just by writing exams will soon be over. Your promotion has to be a product of a cocktail of evaluation parameters based on experience, practicability of excellence, base on theory and ability to proffer solutions.
“If you want to be a DCG for example, you must let us know that you have the idea of the challenges of the moment and you are able to forecast problems that are not yet there and proffer solutions. The ability to solve a problem before it comes is what leadership is all about.


“Security is like science and that is why we talk about trends, we talk about occurrences. The ability to forecast prospective incidences would determine the level of security,” he said.
The Minister announced the establishment of a team tagged: Paramilitary Brain Trust (PBT), which would be made up of public officers and professionals with the task of providing technical advice to the government through research and other academic endeavours.
While commending the CG for his achievements, he said Audi had shown capacity in leading the Corps to tackle criminal elements in the country.
Speaking earlier, the CG said five of the books were completely written by him while the other seven were co-authored by associates.
He said he started writing the books five years ago.
The books discussed the insecurity in Nigeria, terrorism, peace and conflict resolution among other subjects around security

Minister of Interior, Dr Olubunmi Tunji-Ojo disclosed this on Wednesday in Abuja while commissioning 15 Ford Built Rapid Response Vehicles and six Firefighting trucks.

Charging the Service to go beyond firefighting to disaster forecasting and prevention, the minister ordered the Nigeria Security and Civil Defence Corps NSCDC to provide armed cover for firefighters who had often come under increasing attacks by hoodlums during operations.

He said; “The Federal Fire Service, very soon when the bill on fire and rescue service is assented to, will play major role in our national development.

“For any country to attain its potentials, fire service cannot be relegated. I say this to the FFS, the time to wake up is now

“There is a direct correlation between sophistication, industrialization and fire service because the more you grow as an economy, the more you need to expand the coast of your fire service. Fire service is directly related to development in any nation.

“For us as a people, we cannot continue to pay lip service or nonchalant attitude to the issue of fire. As an individual, I believe that the FFS should be the major employer of labour in Nigeria. All we need to do is put on our thinking caps. It is time for the FFS to rise up to her responsibility which is not just about combating fires. It has to do even with forecasting dangers. We have to migrate from the era of corrective activities to the era of being proactive which will lead us to preventive measures that can save us billions of Naira.

“Your strength lies in the decline of fire outbreaks and not in the number of fires you fought within a period. Yes, extinguishing fires, saving lives and property, rescuing people during accidents and protecting people in the event of other emergencies remained part of your responsibilities


“I need to have the full range of foreseeable fires, the areas and what we have to combat them. It is very important that this becomes your next line of action. As government agencies, we put in more efforts in solving problems rather than planning to prevent them.

“The FFS must work very closely with NSCDC for security cover. I understand the issues that our FFS men have come under attacks when they go out on their legitimate duties but with the NSCDC providing a cover, such attacks will be reduced.

“Also, we want your training centres not just for your officials but we want all buildings with more than 10 workers to have fire rescue and safety officers among them. Timely intervention can save lives and billions of Naira”, he added.

Earlier, Controller General of Fire, Engr. Abudulganiyu Jaji said fire statistics in the first and second quarters of 2023 is a testimony to a truly re-engineered Service as records at the Data Repository Centre puts fire calls for the period at 1, 096, lives saved -111, successful rescues at 91 and total property saved at over N300 billion


“The Fire Statistics reeled out will be better in the coming days, as today marks yet another important milestone in our country’s history as we are here to witness the commissioning of the state-of-the-art firefighting trucks and ford Rapid Response Vehicles (RRV). This is an incredible achievement and I am proud of the hard work and dedication of the team that made this possible.

“The Firefighting trucks and Rapid Response Vehicles will provide firemen ample opportunities for time-saving, professional and efficient firefighting and rescue operations across the country.

“The manoeuvrability and tractive force coupled with the modern-tech -firefighting tools built into the automotive frame of the Ford RRV brings enhanced productivity to the field of efficient firefighting, search and rescue and robust Global Positioning System(GPS)/mapping and navigation.

“Speed and stability being assured, the RRV reduces response time significantly during fire calls as difficult terranes could be run much faster. Conventionally, the firefighting trucks are heavy duty in nature, used for large scale fire as the case may be. Rapid Response Vehicles on the other hand will be used in our economic and social hubs to meet the exigencies of time, given that it is easier to manoeuvre. For example, our markets and public spaces today do not have access routes for firefighting trucks, hence the need for Rapid Response Vehicles cannot be overemphasized”, he explained.

According to him, a lot of the resources needed to develop along a climate-conducive trajectory are located in the developing world, and with the rise of several nations to world power status, these host nations of resources now have a wider choice than before in choosing their preferred partners.

The inaugural Future Resilience Forum event opened on Monday evening, 9th October, with Prime Minister of the UK, Rishi Sunak, and President of Senegal, Macky Sall, giving keynote addresses on the theme: “Resilience of the Global South and Why it Matters.”

Other discussions at the Forum covered subject matters such as Resilient Systems, Democratic Resilience, Resilient Information Ecosystems, Technology and Accountability, as well as Resilient Food and Health Systems.

FRF, founded by Fiona Hill, is the world’s first security conference focused on promoting global resilience. The Forum aims to foster pragmatic depoliticized and long-term cooperation, and believes that democracies must push the definition of success to go beyond election cycles; helping governments, businesses and society understand the challenges they face from electorates navigating a divisive information age.

Later on in the month, Prof. Osinbajo will lead a panel discussion on “Navigating the Energy Transition” at the 10th Anniversary of the Financial Times Africa Summit coming up on the 17th of October, 2023, in the United Kingdom.

The Minister of Interior, Dr Olubunmi Tunji-Ojo, has said Nigerians will have their passport delivered to their homes, offices, and other locations of their choice from February 2024.

Speaking on Monday at the opening ceremony of the International Week of the University Of Lagos, titled, ‘Breaking the Borders of Partnership,’ Tunji-Ojo said that by January next year, Nigerians would be able to complete the application process online.

He said, “We have commenced the automation of our end-to-end passport application process, and we have given a timeline from which Nigerians will begin to experience the “sweet experience.”

“By implication, Nigerians will not need to wait longer than two weeks before they get their passport. By January next year, Nigerians will be able to complete this application process online, and by February next year, with collaboration and partnership with other relevant stakeholders, Nigerians will have their passports delivered to their homes, offices, and other locations of their choice.


This, of course, would be extended to our visa application process. We are deploying technology throughout the entire process to make it as seamless as possible. To achieve this, we have set everything into motion to open 12 more visa application centres across the world. In this regard, we are also working on strengthening our visa-on-arrival policy. We are working with the Ministry of Foreign Affairs to enforce the principle of reciprocity, and a committee has been set up in the ministry to achieve this.”

He lamented that there was a duplication of registration of identity numbers country including the BVN in the bank, the international passport, the NIN, and SIM card registration by telecos.

Tunji-Ojo revealed that President Bola Ahmed Tinubu had given the directive for the harmonisation of the various identity numbers in the country

He added that the integrity of travel documents would be restored through the harmonisation of data.

“Identity is who we are, what we are, and what we live for. But today, what we have is a duplication of our registration. We have the BVN in the bank, the international passport, the NIN, SIM card registration by telecos, and so on, all of which request your data. The integrity of our travel documents must be restored through the harmonisation of our data.

“We have the directive of President Bola Ahmed Tinubu, under the Renewed Hope Agenda, to harmonise the country’s database. When we harmonise our data, there will be an exchange amongst agencies such that when our people need data for passport and visa applications, or BVN, with their NIN, their data can be pulled out. This will not only save us stress, cost, and energy but also help us optimise our processes and the country’s security architecture.”

Command Secondary School, Ipaja, Lagos State celebrated its 35th anniversary in grand style during a six-day event[b][/b]

The six-day event that kicked off on September 23 through to October 1 was designed to capture a wide range of events.

The 1988 set dubbed the ‘Class of Eagles’ noted that the reunion was for celebration of each other and to make new memories. “Let’s rekindle friendships, celebrate one another and create beautiful memories,” it said.

On September 23, a health day, fitness walk, wellness check and virtual health seminar were held to kick off what would become a memorable set of events.

This was followed by a visit to the orphanage, team building activity and Founders Day visit which is a joint visit by all sets of the institution every 29th September

A gala Night of Elegance was held on September 30 and the reunion culminated with a virtual Thanksgiving Service on October 1 as Nigeria marked its 63rd anniversary.

Speaking at the gala night, President of the Class Eagles Mr Kayode Ogunsola, “This is a long journey in the making. Many of us first knew ourselves in Class 1 as it was during our time and we have been friends ever since.

The President said, “This celebration has brought back a flurry of memories and has rekindled emotions of the past. Some classmates of mine have not seen each other since we graduated in 1988, it is so much fun.”

On the need for the health day and fitness walk, “As you can, most of us are in our 50s and we need to be mindful of our bodies and mind especially with the economic reality of today. We did not only use these activities to rekindle relationships but we used it to whip our bodies into shape.”

We visited the orphanage to give back to society. Those were some of the things we learned as students in Command Ipaja and we have carried this training with us.”

The Founders Day was a day that the 1988 set and all other sets of Command Ipaja paid tribute to past and present leaders, commandants, and other members of the COMLAG family as the school is fondly called.

“It was a flood of emotions. We had an opportunity to reflect on how impactful those who founded the school have helped shape our lives. These were our formative years and our story is not complete with it.

Speaking on the sets project during the gala nite, Ogunsola said, “We are launching a microfinance project today to raise N30m, which we will use to fund enterprises and small businesses within the C88 family to ensure that all our colleagues can grow together

In his comments, the school’s commandant Lt-Col. Christopher Obida “commended the 88 set leadership and members for the awards presented to various categories of ex-staff and promised that the school during his time would continue to engage with the 1988 set, saying the Class of Eagles had accomplished men and women due to the excellent education they received from the school”.

The Class of Eagles promised to continue their yearly tradition of celebrating Command Secondary School Ipaja as they seek to inspire the younger generations of Commandos.

The Federal Government has declared as illegal, the N5,000 “Compliance Fee” charged by some personnel of the Nigeria Immigration Service NIS in some Passport Offices to help applicants process their passports.

Minister of Interior, Dr Olubunmi Tunji-Ojo made the declaration while responding to questions by Vanguard.

“Compliance fee? I am hearing it for the first time. We will plead with Nigerians to assist us to succeed. Do not pay compliance fee, if there is anything like that. Do not pay for your rights. There is nothing in the books that is compliance fee. Please, let us educate our people to know”, he stated.

Passport to Heaven?

On assumption of office, the minister had queried the long queues at the immigration passport offices, lamenting that the situation had become as if Nigerians were queuing for passports to heaven.

While he stressed the need to reduce the waiting period to get an international passport, the minister said even as a federal lawmaker and Chairman of the Committee on Niger Delta Development Commission NDDC, her own daughter waited for six months to get her passport, wondering what the fate of the average Nigerian would be.

His predecessor, Rauf Aregbesola had instituted a three-week timeline for renewal of passports and six-week timeline for fresh applications. However, as of September 2023, there were well over 204,000 unprocessed applications.

Acting Comptroller General of Immigration, Caroline Wuraola-Adepoju who explained the reasons for the increased backlogs, said the urge by young Nigerians to move out of the country, popularly referred to as the “Japa Syndrome”, led to increased applications since 2021.

Notable Nigerians and staunch critics of President Bola Ahmed Tinubu administration have come out to praise the Minister of Interior, Hon. Olubunmi Tunji-Ojo for his record performance in the Nigeria Immigration Service.

The minister of interior had earlier issued a directive to the Nigeria Immigration Service (NIS) to clear the backlog of passport applications amounting to over 204,332. On October 1 2023, it was all over the news that the entire backlog had been cleared.

“My assessment: this Minister is setting a good record early in his job. This is how public officials should approach their task: Service delivery. My late father Isaac Moghalu was Nigeria’s first Chief Passport Control Officer in the Ministry of Foreign Affairs from 1961-1963.”

The minister has reiterated his commitment to deliver his 8-point promises in line with the #RenewedHope agenda of President Bola TInubu.

Not being a depositors’ bank, AFREXIM is unable on its own to raise the $3B loan it agreed to provide to the NNPC Ltd in August, Empowered Newswire can now authoritatively reveal.
The money, – the $3B- it is said in official FG circles, besides supporting NNPCL, is also meant to help with foreign exchange liquidity as a strategy of stabilizing the Naira in the FX market. The NNPCL came up with the idea in what was deemed a brilliant concept just as the Tinubu administration terminated the Dual Foreign Exchange policy two months ago in a bid to sanitise the FX market.

But sources said AFREXIM can only raise $500m by itself and therefore the financial institution-has resorted to seeking out the money as a loan to it from some other global banks in the US, Singapore, India, and other parts of the world.

uthoritative sources in New York financial circles confirmed that staff and agents of AFREXIM have been shopping for funds and financial instruments in the US in the last few weeks and discussing raising funds from top-notch American Banks like JP Morgan Chase and Citigroup among others.


A member of the Board of one of the banks who pleaded anonymity told Empowered Newswire over the weekend that some of the US banks are raising questions about the strategy of Nigeria using a third-party non-deposit financial institution and broker. “It raises credibility issues,” he said


He added that Nigeria has top notchers and executives who are Nigerian citizens in the New York financial markets and across the world who could easily provide a more credible and cheaper means to raise the funds for Nigeria. In New York alone there is Mr. Bayo Ogunlesi and Mr. Jide Zeitlin.

While Ogunlesi, an investment banker is currently chairman and managing partner at the private equity firm Global Infrastructure Partners (GIP), Zeitlin is the immediate past CEO of Tapestry — the parent company of international luxury brands such as Coach, Kate Spade, and Stuart Weitzman


Outside New York, there is Kase Lawal, a Texas-based oil business guru and the chairman of Unity National Bank of Texas


Besides seeking funds from US banks, AFREXIM is also reported to be shopping for money from international oil traders

But industry watchers here in the US are also concerned that the option of engaging a broker instead of a deposit bank could raise the level of risk involved in the loan since AFREXIM would have its own charges besides those of the eventual financiers it may manage to enlist.


In August, the Nigerian National Petroleum Corporation Ltd (NNPCL), announced it has secured an emergency $3 billion loan from the pan-African financial institution, African Export–Import Bank (Afreximbank), to improve its services across the entire petroleum value chain


According to the NNPCL, the loan which will be repaid using a limited amount of future crude oil production – will enable the company to settle taxes and royalties in advance while supporting the Nigerian government to stabilize the local currency from devaluation against global major currencies

"A strengthened Naira as a result of this initiative will lead to a reduction in fuel cost. This means that if the Naira appreciates in value, the cost of fuel will drop and further increases will be halted,” the NNPC said in its press statement.

Afreximbank, a development bank, has a mix of shareholders drawn from public and private entities divided into four classes and consist of African governments, central banks, regional and sub-regional institutions, private investors and financial institutions, as well as non-African financial institutions, export credit agencies, and private investors

The bank, according to public records “provides loans, guarantees, letters of credit and advisory services to sovereigns and private-sector entities. As part of the mandate, it also extends countercyclical loans to assist its member states in tackling the negative economic impact of external shocks


The bank operates in 52 African countries who are among its shareholders. It also has offices in few other parts of the world including the Caribbean Islands

Unlike other MDBs, however, AFREXIM has a profit-driven business model, which focuses on trade finance and most of its loans have fairly short maturity and self-liquidating nature.

President Bola Ahmed Tinubu has said that for the next six months, an average low-grade worker shall receive an additional N25,000 per month.
The president said this in his nationwide broadcast as part of the programme of events marking Nigeria’s 63rd Independence anniversary celebration.

“Based on our talks with labour, business and other stakeholders, we are introducing a provisional wage increment to enhance the federal minimum wage without causing undue inflation. For the next six months, the average low-grade worker shall receive an additional N25,000 per month,” he announced, while outlining measures being taken to relieve the stress on families and households after the removal of fuel subsidy and unification of exchange rates.

President Tinubu said his government was doing all it could to ease the load, stating, “We have embarked on several public sector reforms to stabilise the economy, direct fiscal and monetary policy to fight inflation, encourage production, ensure the security of lives and property and lend more support to the poor and the vulnerable.”

The president said THAT commencing this month, the social safety net was being extended through the expansion of cash transfer programmes to an additional 15 million vulnerable households.

He added that the government had set up an Infrastructure Support Fund for states to invest in critical areas to ensure better grassroots development, stressing, “States have already received funds to provide relief packages against the impact of rising food and other prices.”

President Tinubu said the government had also opened a new chapter in public transportation through the deployment of cheaper, safer Compressed Natural Gas (CNG) buses across the country, adding that “These buses will operate at a fraction of current fuel prices, positively affecting transport fares.

New CNG conversion kits will start coming in very soon as all hands are on deck to fast track the usually lengthy procurement process. We are also setting up training facilities and workshops across the country to train and provide new opportunities for transport operators and entrepreneurs. This is a groundbreaking moment where, as a country, we embrace more efficient means to power our economy. In making this change, we also make history.”

The president said his administration was providing investment funding for enterprises with great potential to boost employment and urban incomes.

He added that the government was equally “increasing investment in micro, small and medium-sized enterprises.”

President Tinubu, who restated the reasons behind the ongoing reforms in the country, appealed for more understanding from citizens.

He said, “I said bold reforms were necessary to place our nation on the path of prosperity and growth. On that occasion, I announced the end of the fuel subsidy.

“I am attuned to the hardships that have come. I have a heart that feels and eyes that see. I wish to explain to you why we must endure this trying moment. Those who sought to perpetuate the fuel subsidy and broken foreign exchange policies are people who would build their family mansion in the middle of a swamp. I am different. I am not a man to erect our national home on a foundation of mud. To endure, our home must be constructed on safe and pleasant ground.

Reforms may be painful, but it is what greatness and the future require. We now carry the cost of reaching a future Nigeria where the abundance and fruits of the nation are fairly shared among all, not hoarded by a select and greedy few; a Nigeria where hunger, poverty and hardship are pushed into the shadows of an ever fading past.

“There is no joy in seeing the people of this nation shoulder burdens that should have been shed years ago. I wish today’s difficulties did not exist. But we must endure if we are to reach the good side of our future.”

On his pledge of a thorough housecleaning of the den of malfeasance the Central Bank of Nigeria (CBN) had become, President Tinubu said, “That housecleaning is well underway. A new leadership for the Central Bank has been constituted.”

He added that his special investigator would soon present his findings on past lapses and how to prevent similar reoccurrences, stressing, “Henceforth, monetary policy shall be for the benefit of all and not the exclusive province of the powerful and wealthy.”

The president, who said his administration shall always accord the highest priority to the safety of the people, stated that inter-service collaboration and intelligence sharing had been enhanced.

He said service chiefs had been tasked with the vital responsibility of rebuilding the capacities of our security services.

Tinubu also commended security forces for their gallantry.

The president congratulated the National Assembly for its role in the quick take-off of his administration through the performance of its constitutional duties of confirmation and oversight and the judiciary as a pillar of democracy and fairness.

He also thanked members of civil society organisations and labour unions for their dedication to Nigeria’s democracy, saying, “We may not always agree, but I value your advice and recommendations. You are my brothers and sisters and you have my due respect.”

How about getting a meteorologist, geographer, or environmental/space technologist to lead the team?

Our problem in this part of the world is that we are too emotional. When people become emotional, reasoning becomes totally useless.
