The people supporting Buhari are the biggest liabilities to Nigeria,the moment one man feels he's a god and can do no wrong that moment everything he does whether good or bad starts looking right in his eyes. U dont defend any criticism of a govt for the sake of it, what we have in Nigeria is now a 'we vs them' mentality,the APC and its supporters see any critic of this admin as a non-patriot and pro-corruption crusader they are now so glued to this mentality that they dont even realize when they are guilty of the same things they preach against.

extra-judicial killings

Nepotism

if all the above listed are not examples of corruption then pls what is corruption? oh i forgot Nigerians are still mistaken stealing as the only kind of corruption. i have not heard the self-proclaimed Mr incorruptible come out to condemn this corrupt acts, oh i forgot, he's actually the mastermind and he cant be guilty cos according to his supporters/worshippers he can do no wrong

the year 2015 was an election year and this periods have their own economic peculiarities as this are periods when investor speculations are at an all time high,new investments tend to carry a higher risk premium than subsequent years especially in a developing third world economy as fears of political instability are heightened and coupled with weak institutions it is almost impossible to maintain stability in the economy as efforts of government will be geared towards conducting a peaceful and credible election and if peradventure a sitting president is also among the contestants as the case with Nigeria then it is almost likely that economic deliberations will get less attention. investors therefore withhold investible funds pending the conclusion of the electoral process and the inauguration of the new government. The expectations of investors from a new government is to provide its economic roadmap so that investors can key into it and also show some level of zeal in implementing the roadmap.
upon assumption of office this current administration rather than provide a roadmap for the economy decided to start playing blame games and even went further to bash the economy with their words. No investor takes such economies serious which is why the economy is in shambles today even after 8 months of the APC govt.
The whole foreign exchange brouhaha can only be well managed with the right fiscal policy,the CBN has done its best in trying to minimise the fall of the naira using monetary policy but monetary policy has very little impact on foreign exchange. A good Fiscal policy has the greatest impact on exchange rate and the the ministry of finance and the ministry of trade and investment are the key ministry with the powers to fashion out and implement fiscal policy. it took buhari 5 months into his admin b4 appointing ministers to man this ministries and up until now we still dint have a clear roadmap on what fiscal policy direction this government is embarking on.

I'll stop here

my advise to fellow Nigerians is to stop seeing Nigeria as a PDP/APC affair and start speaking truth to power cos from my own personal 'amateurish' economic forecasts i see harder times ahead if we keep supporting this govt to handle economic matters as it is currently doing

A bridge which was meant to have been completed before 2015 was still at an infant stage of construction as at handover in mid-2015. Femi describes the project as still being in the 'architectural design stages.' Femi (just like everyone else) obviously must have seen pictures of the construction even before he made his statement; if you have even the most basic secondary school education, you would have understood his statement to be a hyperbole or a figurative statement. Unfortunately, I do not know your level of education or understanding, hence you couldn't understand what I meant. Go and enjoy your Friday, but next time, learn to discern comments before you jump into hasty conclusions.

Of course it is the typical tradition of all Nigerian leaders to hoodwink Igbos during elections with 2nd Niger bridge. Femi Adesina has told a lie. The Spokesman to President Muhamadu Buhari made comments that Goodluck Jonathan never started work on the second Niger Bridge, referring to the status of the project as an ‘architectural drawing’. In an Interview with Continental FM, Femi Adesina said:

“The second Niger bridge is on the budget in 2016. Let’s recall that the last president [Goodluck Jonathan] sometime in 2011 said that he would complete that second Niger bridge before 2015. He didn’t even go beyond the architectural drawing.”

Adesina also said the second Niger Bridge was included in the 2016 Budget which we have found to be a lie.

Since the Nigerian 2016 budget has gone missing, we will not be surprised to see it included when it is found.

You keep talking as if the Niger Delta is automatically the same as Tompolo et al. Buhari is not applying any force on the Niger Delta but he has vowed to crush the lawlessness any criminal may ferment - rightfully so because lawlessness and impunity must stp in Nigeria. It is not the Niger Delta Buhari is fighting but men who stole the commonwealth of the people. They cannot and must not hold Nigeria to ransom. Militants fighting for fair play and justice for the people is very different to asking the people to get behind you when you are fighting to evade prosecution over vast sums of money you looted that they never saw a kobo of. GEJ, Allison-Madueke, Tompolo, Asari Doku-Orobo, Orubebe and many leaders of the NDDC are merely crooks who stole the commonwealth of the people. If the same people want to be fighting for these looters to escape justice for impoverishing them then that is tragic.

500% INCREASE IN REHABILITATION COSTS FOR NIPSS FROM LAST YEARS BUDGET
• OSINBAJO HAS A BUDGET FOR BOOKS BUT BUHARI DOES NOT. WHAT DOES THIS MEAN?
• STATE HOUSE BUDGET FOR ELECTRICITY CAN ELECTRIFY 121 COMMUNITIES IN NIGERIA


THE PRESIDENCY

I’ll begin this series with the Presidency. The amount budgeted for the Presidency stands at 39,124,978,811; 19,969,489,292 goes to Recurrent Expenditure while 19,155,489,519 have been set aside for Capital Expenditure.
So as not to confuse the reader, I’ll like to make it a point of note, that the Presidency doesn’t just mean the Office of the President and that of the Vice President. There are numerous agencies that find themselves under the Presidency and they are as follows: State House HQTRS, State House Operations (President, Vice President), Office to the Chief of Staff to the President, Office of the Chief Security Officer to the President, State House Medical Centre, State House Lagos Liaison Office, Office of the senior Special Adviser to the President-MDGs, NIPSS, BPE, NEMA, EFCC, BPP, NEITI, NAEC and Office of the Chief Economic Adviser to the President. I’ll pick items from these agencies to analyse (Note that I might not pick from all agencies).

1. One thing I noticed under the budget for the State House HQTRS is that 1,832,558,638 is budgeted for ‘Rehabilitation/Repairs-Electricity’. What I want you to understand about this amount is that in the budget of the National Rural Electrification Agency, approximately same amount can be used to electrify 121 communities in Nigeria; 23 communities in Ondo, 15 communities in Lagos, 30 communities in Ogun, 6 communities in Bauchi, 27 communities in Benue, 5 communities in Anambra and 15 communities in Enugu. But yet, this huge sum is what will be used to rehabilitate and repair electricity at the State House HQTRS.

2. The State House HQTRS also plans to spend 5,746,755,700 to repair and rehabilitate office and residential buildings. As usual, let’s put this into perspective; the Rivers State government House, which is arguably one of the best government houses in sub-Saharan Africa, cost approximately 4,000,000,000 to build and equip. let us also not forget that the State House HQTRS is ‘Repaired/Rehabilitated’ yearly.

3. There also seems to be a really wonderful relationship between the drafters of the State House HQTRS budget and expensive “Cable connections”. They plan to spend 322,421,971 for the “Linking of Cables to Driver’s Restroom at Villa Admin”. I have never been to the Villa, neither have I been to the “Driver’s restroom at Villa admin”, but they must be watching some pretty interesting shows there (that’s if the cables are meant for cable tv), probably why the drivers are always in a hurry when on our roads, they most definitely want to catch up to a new episode of “Chai! Chai! Diaris god o”. Well, it doesn’t end there. There is also a provision for the “Linking of Cables from Guesthouse NO.9 to Generator House” I have no idea what this is, but a whopping 213,873,953 was budgeted for it. You are probably wishing you were a ‘cable’ right now, but I’m sorry, you aren’t.

4. On a lighter note, I find it quite befuddling that the total budget for the Vice President (321,797,095) is just a few millions more than ONLY the “Honorarium/Sitting Allowance” for the President (307,644,034). I’m also amused by the fact that the drafters of the budget found it necessary to budget for “Books” for the Vice President, but none for the President. Maybe the President doesn’t read.

5. The State House Medical Centre budget seemed to be properly made and was going well, till I stumbled upon an item that kept me confused. “Additional Earth Fillings at the Recently Acquired at SHMC” Err don’t ask me what I mean, because that’s exactly what was put in the budget. Despite the line item not making any sense whatsoever, 77,580,000 was earmarked for it. I hope they “amend” that part and probably correct the typo, that’s if it is actually a typo in the first place.

6. For the Office of the Special Assistant to the President-MDGs, the total budget is put at 124,115,498 which are all meant for Recurrent Expenditure. A calculation of every item on the list puts the total at 110,514,762 which when compared to the total amount being said to be budgeted, leaves a difference of 13,600,736 unaccounted for. Although 13,600,736 might look like a small amount, it shouldn’t stop us from asking where that amount will end up and for what purpose.

7. In 2015, the NIPSS budgeted 25,545,096 for “Rehabilitation/Repairs-Housing”. In the 2016 budget the President presented to the Senate, that figure was jacked up by over 500% to a rather outrageous 134,353,377. In a period where the President and his team have continued to preach “austerity” and have asked citizens to “tighten your belts”, some figures displayed in the 2016 budget seems more like an insult to Nigerians, with the 500% increase in the line item mentioned above being one of the mildest, of the numerous intelligence/common-sense targeted insults.

8. One thing that I don’t quite understand with this budget, is why the National Institute For Policy And Strategic Studies (NIPSS) will budget the sum of 294,460,000 for “Research and Development”, more than what the Defence Industry Corporation of Nigeria (DICON), an agency whose mission borders on the manufacturing of arms and ammunitions for our security forces. This shows how poor our “Policy” makers (probably the job of the NIPSS in the first place) are.

9. The budget for the National Emergency Management Agency (NEMA) is put at 1,344,510,145. Note that NEMA’s says its mission is “to coordinate resources towards efficient disaster prevention, preparation, mitigation and response in Nigeria.” When you read this mission statement and compare with the numerous disasters and the amount given to this agency, it paints a very nice picture of a country that knows what to do, right? But here’s the thing; the capital expenditure from this amount is just 499,297,941. At this point you’re wondering what this amount can achieve considering the task NEMA is saddled with. Now here’s the bombshell; the 499,297,941 set aside for Capital Expenditure was budgeted for “Construction/Rehabilitation of Office Buildings” that’s it! Annoyed yet?

10. This government has put the fight against corruption on the front burner, and it seems to be the only thing they want to do, even at the detriment of other areas of national development. From the vigour with which this government have pursued alleged corrupt individuals (accompanied by impunity and disregard for the judiciary and the rule of law), you would expect the budget of the EFCC to reflect this stance. With a budget of 11,222,214,471, a 25% increase from the budget of the previous administration, I felt we were on track. But like I’ve come to see in this 2016 budget, we are very far from the stadium, talk less of the track. First, the EFCC plans to spend as much as 407,159,103 for “Local Travel & Transport: Others”, 2,550,003,881 for the “Purchase of Office Buildings”, a separate 77,912,910 for the “Construction/Provision of Office Buildings” and 220,600,000 for the “Purchase of Motor Vehicles”. As ridiculous and hope sapping as these items may seem, nothing beats their lack of thinking than the fact that a meagre sum of 111,043,392 was what was set aside for “Legal Services”. How does the EFCC plan to get the best lawyers, fund, pursue and get good results from cases against politicians and public office holders accused of corruptly enriching themselves with monies running into billions of Naira with this budget? The truth is that, they can’t. The budget for the EFCC is just as unserious and uninspiring as this government.

11. Fellow Nigerians, the Bureau for Public Procurement with a total budget of 1,951,945,646, and a capital expenditure of 935,576,570 has decided to spend 559,189,312 on “Computer Software Acquisition”. That is over 3000% (Three thousand percent) increase from what was budgeted for same item in the 2014 budget, and almost 700% (Seven hundred percent) increase from the 2015 budget. If this isn’t a waste of public funds and an avenue for corrupt dealings, in a period of low oil prices, I do not know what is.

12. Well, we’ve come to the end of the first part of this budget series which focused on the Presidency. And as you anticipate the next piece in this series, and try to make sense of this government and what they stand for, let me leave you with a little information that is “terrifyingly alarming” as someone put it: N40, Forty Naira, that is the amount budgeted for the “Rural Electrification of Umuezeala-Nsu, Ehime Mbano LGA, Imo”…It is put as item NREA0101021037 under the National Rural Electrification Agency. Please let remove sentiment and stand for a great Nigeria. Just imagine your loved one or bread winner had died because he was forced to the war front ill-equipped how will you feel or imagine you are engineer told to climb a tower with a bad. Ladder or a banker told to count billions of not without a machine yet you will be punished for errors.

Stop trying to appeal to sentiments,the fact that innocent lives were lost and many others displaced does not mean the scam allegations are real, if in doubt tell EFCC to tender that as an evidence in court. This is why I see this whole thing as a sham and a media trial, all APC wanna do is appeal to the sentiments of nigerians and use that as an excuse to haunt perceived enemies.

For more than four months and still counting the media has been awash about the ‘alleged’ $2.1bn arms deal scam been investigated by the EFCC, ever since no day passes without news of the alleged scam making the rounds on every news media outlet, with new ‘revelations’ been churned out every day. Nigerians more than ever have shown interest in this particular issue as we all have agreed that corruption is a disease that must be uprooted from the system of our dear country if we must see it attain the heights we set for it. Fighting corruption is a task that must be done and every citizen including the former president Goodluck Jonathan PhD if called upon to assist relevant anti-corruption agencies in whatever capacity to help in the fight against this ‘disease’ should see the call as a call to ‘serve’ for the general good of the Nation.
That been said, it is worthy of note for any citizen to know when he or she is actually going to be serving the interest of the public or the interest of a ‘cabal’. When the probe into the $2.1bn arms deal started it appeared like it was indeed borne out of necessity for the public interest in the pursuit of probity and accountability but alas, as it lasted the true intentions of the exercise has been self-revealing and it takes only a wise and well calculated mind to be able to deduce this and not fall into the web of propaganda which is the key driving force of this probe.

Reasons why Goodluck Jonathan Should Still Maintain silence

1) He is the main target of the probe: it is very obvious that the main purpose of this whole probe is to put him in bad light and hereby tarnish the good image he’s enjoying both locally and internationally which have been evident before, during and after the elections. Before the elections the APC using the media levied a whole lot of spurious allegations against him such as the subsidy scam, oil theft, $49bn oil proceeds diversion, terrorism sponsorship et al, during the election periods the APC further levied more damning allegations against him some even treasonable such as plotting a coup and plans to hand over to a military regime, after the elections and successful handover to the now ruling party the APC further leveraged on their attacks on his personality accusing him of aiding corrupt activities to the tune of $150bn and the icing on the cake happened when the current administration declared that its war on corruption will be limited to the previous administration of Goodluck Jonathan. So this and many more gives credence to the fact that any probe by the current administration is targeted at Goodluck Jonathan
2) He would only be satisfying the interest of the APC and their media gang: The APC currently run the government and knows it can only hold that position at the mercy of Nigerians, since it’s now clear to them that they don’t have the capacity to deliver on the phantom promises they made to Nigerians they have found a way to completely distract Nigerians from their evident failures and appeal for sympathy from the populace, little wonder their slogan since May 29, 2015 has been Jonathan, PDP and Corruption. Their intent is to completely decimate the opposition and still appear ‘saintly’ and ‘heaven sent’. They intend to create a one party state in a multi-party system. They have successfully distracted gullible Nigerians from pressing national issues they have ‘fumbled’ in attending to such as the extra-judicial killing of Shiite Muslims and Igbos, the agitation for secession in the east, the bleeding economy, monumental job losses, missing budget and the presidents act of tyranny. If Jonathan speaks he will become the new topic of discuss and will be assisting the APC in their plot to distract Nigerians from pressing issues
3) It will further heat up the polity: The polity as it is is currently heated due to the inexperienced manner in which the APC government have handled governance. Any word from Jonathan either for or against will further heat the polity because of his status, ethno-religious sentiments and politico-social differences in the country
4) He might not get a fair hearing: The disposition of the current administration towards due process and the rule of law calls for worry as the president in his words sees rule of law as an obstacle to the actualization of his ambitions. Buhari has made it clear that he is only favourably disposed to the rule of law when it favours him. This is not a good omen and it will be ill advised for the FMR president after taking note of these to still offer to lend his voice in this alleged probe as it could be a bait set by the government to rope him into it.
5) The EFCC already has all it needs: The EFCC already has all it needs, if after arresting almost a dozen suspects in the scam they still don’t have a clue to the level of involvement of the fmr president then it means they have no evidence of the scam, ill advise they just dust their boots and embark on a new probe maybe this time of APC bigwigs.

Has Jonathan Been Quiet?
When people say the FMR president should speak up on this alleged scandal, I pause to ask them two questions 1) is it that you were deaf when he spoke? or 2) he has not yet said what you wish he should say? The FMR president already gave account of the role he played in the whole issue when he visited the US last year. read his submissions below.
“I did not award any $2 billion contract for procurement of weapons” Mr. Jonathan stated categorically querying, “Where did the money come from?” and repeating emphatically that “I did not award a contract of $2billion for procurement of weapons”.

What else is there to say beyond this? even if he honours an invitation by the EFCC today he may not need to say beyond this ‘cos anything further from this means he knows something about it.

What Jonathan Should Rather Talk About
FMR president Jonathan should rather talk about pressing national issues like the inconclusive elections now prevalent in the life of this administration, the violence and riggings perpetuated by the APC in the Bayelsa elections, the dwindling fortunes of the economy, the extra-judicial killings of innocent citizens, the inconclusive budget et al cos this are issues that affects the life of the common man.

In closing I’d like to state it clear that if after running government for 8 months the APC still believes the only way forward is to keep looking back and throwing stones at the shadows behind them they should kindly admit they are failures and ask for help. Governance is continuous and not static and nobody moves forward by looking back.

Three former Heads of State who defended one of their own, the late Gen. Sani Abacha, against the common belief that he looted the treasury were under fire yesterday.

Generals Ibrahim Baban-gida, Muhammadu Buhari and Abdulsalami Abubakar were hit by a hail of criticisms for describing the claim that the late Gen. Abacha was a thief as a fairy tale. They spoke in Kano at the 10th anniversary lecture in memory of the late Head of State.

But those who reacted to the comment yesterday said the ex-leaders were standing a fact of history on its head.

The Action Congress (AC) described the party’s comment as "a disgusting case of revisionism." In a statement issued in Abuja by its National Publicity Secretary, Alhaji Lai Mohammed, the party said it was ridiculous and curious for the former Heads of State to have waited 10 years before finding their voices to defend Abacha.

The AC also said the suggestion by Gen. Abdulsalami that past administrations should not be probed smacked of self-preservation rather than patriotism. It added that heeding such advice would thwart all efforts to enthrone the rule of law, due process, probity and good governance.

According to the AC, Nigeria would need to return looted funds repatriated by some foreign countries and apologise to those countries as well as the Abacha family, if the ex-leaders’ comment were of any value.

Only last week, the government of Switzerland said it had returned all of the $505million (N59.05billion) looted funds stashed in its banks by the late Gen. Abacha. The repatriated money is part of an estimated $3billion of public funds believed to have been stored up by the late Head of State in banks in Singapore, Hong Kong, Dubai, Britain and Luxembourg, besides Switzerland.

AC said yesterday: "We are sure that those countries will be laughing at Nigeria now. What a shame! If the former leaders’ comments that the late Abacha ran one of the best administrations in this country were to be taken seriously, then the trial of (Abacha’s former Chief Security Officer, Col. Hamza) Al-Mustapha and others for atrocities allegedly committed during the Abacha regime should be stopped forthwith, while the accused should all be granted national honours to mitigate the suffering occasioned by their prolonged trial.

"We are worried by the aggressive but belated defence offered by these leaders, who incidentally all passed the batons of powers among themselves – the late Abacha inclusive! We are compelled to ask: what is their agenda? What are they up to?


"Where were they when former President Olusegun Obasanjo was telling whoever cared to listen how billions of dollars in public funds were spirited to foreign bank accounts by the late Head of State? Why have they suddenly found their voice now that Obasanjo has left office?’’

The party noted that Gen. Babangida and the others were close to ex-President Obasanjo, either as co-former military leaders or as members of his party, the Peoples Democratic Party (PDP); "yet none of them dared raise a voice against the allegations of massive looting of public treasury which he levelled against Abacha." It advised the former leaders, by virtue of their highly-respected positions, to take care in their utterances so as not to send wrong signals to Nigerians and the world community.

The Lagos State chapter of the AC described the former Heads of State’s comment as "a desperate attempt by former despots to buy the reprieve of history for one of their ilk, together with whom they ruined Nigeria."
