The way I see it is that this Jury twist came about because viewers complained of bandwagonism and the predictability of the show with voters having absolute powers. The organizers response to this was the jury. But then the jury are humans with connections to the housemates on the chopping block, so the sentiments would still come into play.

Even if the jury is made up of non ex-HMS, you might still discover they are ex or current fans. So it is what it is.
