The tragic incident occurred at about 06:24hours in Alabarika Community of Ogidi area, in the Ilorin South Local Government of the state. Spokesman of the Kwara State Fire Service, Hassan Adekunle, disclosed in Ilorin on Saturday that a distress call was put across to the fire service by one Engr Tunde Kannike, the Chairman of the community. He said, “Firefighters conducted a rescue operation and tragically discovered the lifeless body of an unidentified man, approximately 43 years of age, in an abandoned fish pond. “It is believed that the cause of this unfortunate incident was that the man accidentally slipped into the pond, which was concealed by overgrown grasses. “He was near the pond, attempting to gather herbal leaves, when the accident occurred,” the spokesman further stated. Hassan disclosed that following the successful recovery operation, the Kwara fire service personnel handed over the deceased to the authorities at Nigeria Police G’ Division in Oloje, Ilorin, for further investigation and necessary procedures. The three tiers of government – the Federal, States and Local Government Councils (LGs), shared a total of N4.37 trillion from the Federation Account as statutory revenue allocations between January and June 2023. This is contained in the latest report by the Nigeria Extractive Industries Transparency Initiative (NEITI) on the Federation Account revenue allocations for the first half of the year. Dr Orji Ogbonnanya Orji, Executive Secretary, NEITI, who announced the report on Thursday in Abuja, said total distributable FAAC allocations to the three tiers of government in first and second quarters (Q2) of 2023 stood at N2.32 trillion and N2.04 trillion respectively. The NEITI quarterly review revealed that inflows into the Federation Account in Q2 of 2023 declined by 23 per cent which affected the distributable revenue which fell by 12 per cent when compared with the total revenue disbursed in the first quarter. “Each tier of government received more than N1 trillion over the six-month period,” he said. The report showed that a breakdown of the revenue receipts showed that the federal government received about N1.78 trillion, or 40.7 per cent, while the State governments received N1.5 trillion, or 34.5 per cent. According to the report, the Local government councils received N1.08 trillion or 24.8 per cent of the total distributable revenue for the period. It further disclosed that a comparative analysis of the total allocations on a year-on-year basis in the corresponding quarters of 2022 and 2023 showed that the distributable revenue of N4.366 trillion shared was higher by 16.7 per cent from about N4.05 trillion shared in 2022. Consequently, it revealed that the allocation received by the federal government over the period under review increased by 19.8 per cent to N1.78 trillion in 2023, from N1.48 trillion in the corresponding period in 2022. Similarly, the report noted that allocations to the State governments grew by about 11.2 per cent to N1.42 trillion in 2023 from N1.26 trillion in 2022, while allocations to the LGs rose by 16.8 per cent to N1.08 trillion in 2023, from N926 billion in 2022. The increase in half-yearly allocations in 2023 was consistent with an upward trend from the previous period where the distributable revenue for the first half of the year rose by 16.7 per cent, from N3.47 trillion between January and June 2021 to N4.05 trillion in the corresponding period in 2022. Also, allocations to the federal, States and LGs increased across board by 8.8 per cent, 26.5 per cent and 14.2 per cent, respectively. However, compared to the same period in 2022, the report showed that FAAC distribution in Q2 declined in absolute value with total distributable revenue of N2.02 trillion being less by 13 per cent than about N2.16 trillion distributed in the second quarter of 2022. It said further analysis of the disbursements to the States showed that Delta State received the highest allocation of N102.79 billion in the second quarter of 2023, followed by Akwa Ibom’s N70.01 billion, Rivers N69.73 billion, Lagos N60.64 billion and Bayelsa N56.34 billion. It said the total disbursements to these five States (N359.5 billion), or 35.9 per cent of the total FAAC allocations, was more than the total allocations to the next 15 States (N349.3 billion). It said the cumulative allocation to the five States was also more than the share of allocation to 19 other States put together, adding that the bottom 10 States received 17.3 per cent of the revenue shared in the second quarter of 2023. According to the report, Nasarawa, Ebonyi, Ekiti, Gombe and Taraba States received the lowest allocations of N16.71 billion, N16.84 billion, N16.95 billion, N17.22 billion and N17.45 billion, respectively. It said four of the five States with the highest allocations, except Lagos, received a significant share of 13 per cent derivation revenue allocated to oil-producing States. It said the total disbursements to these five states SN359.5 billion), or 35.9 per cent of the total FAAC allocations, was more than the total allocations to the next 15 states (N349.3 billion), while the cumulative allocation to the five states was also more than the share of allocation to 19 other States. It added that the bottom 10 States received 17.3 per cent of the revenue shared in the second quarter of 2023. It stated that the bulk of the revenues to the federation account came from remittances from the three main revenue-generating agencies. It listed them as the Nigeria Upstream Petroleum Regulatory Commission, the Federal Inland Revenue Service (FIRS) and the Nigeria Customs Service (NCS). These revenues, it explained, came through earnings from the different revenue streams, including oil and gas royalties, petroleum profit tax, company income tax, value added tax and import and excise duties. “Also, revenue remittances of about N1.84 trillion in Q2 2023 came from mineral and non-mineral sources, comprising N809 billion, or 44 per cent from mineral revenue (mostly oil and gas) and N1.03 trillion, or 56 per cent from non-mineral sources,” it stated. The report further revealed a huge gap between revenue disbursements from the oil and gas and solid minerals sectors, pointing out that this was a reflection of the perennial underperformance of the latter over the years. “In terms of debt service obligations and the impacts on States’ net allocations, the report showed that Lagos topped the list of 36 States with a total deduction of N9.03 billion in the second quarter of 2023, followed by Delta (N6.76 billion), Ogun (N6.10 billion), Kaduna (N5.63 billion), Osun (N5.60 billion and Imo (N5.51 billion). “Jigawa, Anambra, Nassarawa, Kebbi and Enugu States had the lowest deductions of N1.16 billion, N1.29 billion, N1.45 billion, N1.51 billion and N1.88 billion respectively. “The nine oil-producing States, namely Abia, Akwa Ibom, Anambra, Bayelsa, Delta, Edo, Imo, Ondo and Rivers received allocations relative to their share of the oil and gas as well as other minerals extracted from their domains,” it said. It projected that with efficient, prudent management and utilisation of the savings of N3.6 trillion from subsidy payment in the first six months of 2023, Nigeria’s balance of payments would be boosted as demand which was served entirely by product importation would be curtailed. It said the drop in demand would inadvertently trigger a corresponding reduction in the dollar volume needed to pay for premium motor spirit (PMS), which constituted the largest single import product by value. The report welcomed with high expectations, the unification and the floating of the exchange rate policy recently introduced to strengthen and stabilise the economy. “The average exchange rate of N713.69 to US$1, which is about 55 per cent higher than the rate of N460.52 to the dollar recorded during Q2 will significantly raise the value of export earnings remitted to the Federation Account by more than 50 per cent. “Also earnings from the new exchange rate through exports will also increase the value of foreign capital inflows, including investments, loans and grants,” it recommended. Also, the report urged the Central Bank of Nigeria to prioritise policies to stabilise the exchange rate to facilitate the effective implementation of the deregulation policy and stabilise foreign exchange-dependent inflows into the Federation Account. The Economic and Financial Crimes Commission (EFCC) has facilitated the return of $26,000 to Christine Brown, a British national and a victim of internet fraud. The EFCC spokesperson, Wilson Uwujaren, said this in a statement in Abuja, adding that the Benin Zonal Command handed over the money to the victim on Monday. According to him, Brown expressed gratitude to the Commission for its efforts, which she said had brought some succour to her after losing her life savings to the fraudsters. He said that the 70-year-old had petitioned the Commission after being defrauded by an internet fraudster through a romance scam. “Narrating her ordeal, Brown said she became a victim after she met a purported John Barrowman, an entertainer and citizen of America online. “Unknown to her, he was a fraudster. Brown said they became romantically involved, and the fraudster began to demand money which she sent to him through wire transfers, Bitcoin and gift cards,” Uwajaren said. “Kanu Idagu, the Zonal Commander, while handing over the recovered fund, said the Commission will continue to discharge its mandate to the betterment of the society. “We are doing a whole lot in ensuring that victims of fraud are restituted where possible, and we will continue to do more,” he said. Operatives of the Uyo Zonal Command of the Economic and Financial Crimes Commission, EFCC, have arrested 17 suspected internet fraudsters at different locations in Uyo, Akwa Ibom State. The suspects were arrested during a sting operation following a series of intelligence reports linking the suspects to all kinds of online criminal activities. The Commission confirmed the arrest in a post on its Twitter page. The newborn baby boy rescued from a pit toilet in Otuocha, Anambra East Local Government Area, is dead. PM NEWS earlier reported that the mother of the child, Nwaedoka Chidimma, 20, from Izzi, Ebonyi State, was alleged to have deliberately thrown the baby into a pit. After it was reported to the relevant authorities, Anambra State’s Commissioner for Women and Social Welfare, Ify Obinabo, directed that the newborn be taken to Chukwuemeka Odumegwu Ojukwu Teaching Hospital, Amaku, in Awka, for treatment. PM NEWS learnt that all efforts to resuscitate the baby, including the administration of oxygen and fluids with cardiopulmonary resuscitation, could not save the baby. The Minister of the Federal Capital Territory, FCT, Nyesom Wike, has dared the leadership of his party, the Peoples Democratic Party, PDP, to suspend or discipline him. Wike stated this on Wednesday during his interview with Channels Television’s Politics Today programme. PM NEWS recalls that the immediate past governor of Rivers State and a member of the major opposition party, PDP, was sworn in as minister of FCT some days ago under the admiration of President Bola Tinubu of the ruling All Progressive Congress, APC. Addressing the backslash he received following his appointment, Wike said he informed PDP leadership before he took the ministerial offer of President Tinubu. Wike, however, said he has not seen any PDP chieftain that will suspend him from the party. Two hundred and ninety-eight stranded Nigerians in Libya have been repatriated back to the country in separate chartered flights early this week. The National Emergency Management Agency disclosed this on Monday in a statement. NEMA’s Lagos State Territorial Coordinator, Mr Ibrahim Farinloye, explained that the returnees were sent back to the country directly from Libyan prison aided by the International Organisation for Migration (IOM) and the United Nations (UN) under their Migrants’ Protection and Assistance Programme. The first batch of 161 returnees arrived in Nigeria on the 21st of August, 2023, while the second flight with 137 landed on Monday. The second batch of returnees was brought back aboard an Al Buraq Air Boeing 737-800 with registration number 5A-DMG, which touched down at the Cargo Wing of the Murtala Muhammad International Airport (MMIA), Ikeja at about 5:38 p.m. on Monday. “They all came back into the country with sad tales of bitter experiences in Libyan prisons”, Farinloye said. Famous Nigerian Catholic priest, Rev Fr Chinenye Oluoma has berated Nigerian youths who are into fraudulent activities on the Internet, saying they may not end well. In a video posted on his official Facebook page on Tuesday morning, the priest who spoke during a sermon, lamented how the internet fraudsters defraud innocent people of their hard earned money, stating that it would have been better if they target politicians. Fr Oluoma said although some music artistes sing to endorse Yahoo, such lifestyle cannot be justified. He said, “When you pursue wealth at the expense of fellow humans, you are trashing people to get a treasure that will be a trash in your life. “I don’t understand when people who steal and dupe others get angry when ministers condemn it. Yahoo means a set of people who will just lock themselves in a house, look for somebody who is vulnerable using their computers and dupe the person everything he laboured for. “Then the person becomes so broke after 30 to 40 years of labouring. You steal everything the person has and the person is dying of depression, High Blood Pressure and heart attack and you are comfortable. “That some musicians even sing to endorse that kind of lifestyle means to you that it is normal? “If Yahoo means tricking people, defrauding them of their hard earned money, leaving them penniless and they die of heart attack, how do you want to end well? “Some people even consider it as a legitimate hustle. How can stealing be a legitimate hustle? Gunmen suspected to be bandits who abducted over eight National Youth Service Corps, NYSC members have demanded the sum of four million Naira as ransom to secure their freedom. The terrorists were reported to have kidnapped the eight Corps members along a highway within Zamfara State last Friday. The young people were said to be travelling with an Akwa Ibom Transport Company, AKTC bus from Uyo, Akwa Ibom State capital to Sokoto State, to take part in the mandatory National Service when the bandits attacked their vehicle and abducted them. The father of one of the kidnapped victims, Emmanuel Eket said through a telephone interview that his daughter, Glory Thomas had been giving them updates on the latest development in the bandits’ camps. He said the bandits phoned with her number to inform him about the abduction of his daughter and asked him to pay N4 million ransom for the release of his daughter. “They called me with her number, demanding the sum of N4 million. They allowed me to speak with my daughter because I asked how they wanted us to pay and my daughter said we should contact the AKTC,” the man added. “Since that time, they have not called and I have not spoken with my daughter. Anambra State Police Commissioner, CP Aderemi Adeoye, has vowed that, in the days ahead, there will be mass arrests of cultists in the state capital, Awka. There has been a massive rise in cult activities in Awka recently, with cultists killing members of rival groups almost on a daily basis. The state capital has also witnessed the beheading of a known cultist in the town by members of a rival group. But, the state police commissioner, Adeoye, has said that all cult members would be arrested in a clampdown to be launched by the command. The commissioner gave the assurance in a press release by the state police command’s spokesperson, DSP Tochukwu Ikenga, which was made available to journalists on Friday. The CP in the release was quoted as describing cultists as murderers who were not fit to live among decent human beings in the society. He stated that cultists have sponsors, who always came to their aid whenever they were in trouble, but stated that the command would not listen to such a person’s intervention for the release of any arrested cultist. “The Police Command will come down very hard on these heartless cultists who take pleasure in killing people. A 94-year-old man has been nabbed in Adamawa State for allegedly raping a 13-year-old girl. The state police command said in a statement obtained by PM NEWS Wednesday evening that its operatives apprehended the man, Mohammed Abubakar, for committing the act in Tappare, a community in Ganye, headquarters of Ganye Local Government Area of Southern Adamawa. The police said in the statement signed by the command PRO, SP Suleiman Nguroje, that the suspect, a herbalist, has the reputation of deceiving young females by giving them sugar and other sweet items. “It happens that on August 12, 2023, while the victim was passing by the suspect’s house, he called her into the house and took advantage of her by having an unlawful carnal knowledge of her. “Investigation so far reveals that the suspect, while committing the act, rubbed some concoction in form of perfume on the victim, which made the victim ill after the incident,” the statement added. The police on Wednesday arraigned a 27-year-old commercial motorcyclist, Mohammed Amine, before a Badagry Chief Magistrates’ Court in Lagos, for allegedly abducting an Air Force officer. The defendant, of no fixed residential address, is facing a two-count charge of abduction and breach of peace. The prosecutor, ASP Clément Okuoimose, told the court that the defendant committed the offence on August 9 at about 9:40 p.m. in the Badagry area of Lagos. Okuoimose said the defendant allegedly abducted one Reuben Robinson of 653 Nigerian Air Force, Ahanve, Badagry, to an unknown destination against his consent. A Lagos businessman, Akintoye Akindele accused of offering police a bribe of N150 million to escape justice in an alleged fraud has denied committing the offence. Akindele, the Managing Director of Duport Midstream Company, pleaded not guilty to the one count charge at the High Court of the Federal Capital Territory FCT, Abuja on Tuesday. The Inspector General of Police, through his counsel, Mr Simon Lough, SAN had brought the charge against the defendant on the allegations that he offered police N150 million to suppress Investigations regarding a petition against him by Summit Oil International Limited. The charge indicated that Akindele made a partial payment of N50 million to a team of Investigators led by one Ibrahim Ezekiel Sini, of the Federal Investigation Bureau. In the Summit Oil petition, the defendant was alleged to have conspired with others and diverted the sum of $5, 636, 397 and another N73, 543, 764 belonging to the company. However, when the charge was read to him, Akindele denied it and pleaded not guilty. The Police Counsel, thereafter, applied for an adjournment to enable him assemble his witnesses to establish his case against the defendant. However, Counsel to the Defendant, Henry Eni-Otu and Pelumi Olajengbesi from Law Corridor made a strong case for the defendant to be admitted to bail on liberal conditions. Among others, the counsel drew the attention of the court to the fact that their client had been in the custody of Police for more than three weeks over the said petition. Eni-Otu pleaded with the court to invoke Section 158 of the Administration of Criminal Justice Act, 2015 to admit the defendant to bail and assured that Akindele will not breach any of the bail conditions. In a short ruling, Justice Hamza Muazu, acceded to the request of the lawyers and granted bail to their client in the sum of N500 million and two sureties in like sum. The two sureties must, however, be owners of landed property in the Federal Capital Territory (FCT) with verifiable title documents. As of the time of this report, lawyers to the defendant and his friends and associates were on the verge of perfecting his bail conditions. Nigerian rapper and singer, Folarin Falana, aka Falz The Bahdguy, has described his ordeal with knee injury as “a very difficult time.” PM NEWS recalls that Falz underwent a knee surgery on May 2, 2023, at a medical facility in London, United Kingdom. Appearing on Cool FM Nigeria’s programme, The Big Friday Show, hosted by reality star, Tacha, Falz said he had the surgery after damaging his ACL while playing football. He said, “It was a very difficult time for me. I had ACL reconstruction surgery. Your ACL is like a ligament that holds your knee together. What actually happened is that that ligament torn totally. So the knee kind of scattered. “It was an actual football injury. I was just running and the thing just comot like that. I don’t know how it happened because I have been playing football since I was a child. And everything was going smoothly. Maybe on that fateful day, I didn’t stretch well. “But it always happen. It’s a slightly common injury for athletes. I’m glad I’m back. I’m up and running now. It’s a one-time surgery. Now I’m in rehab doing physiotherapy. A statesman and chieftain of the All Progressives Congress, APC, in Kwara State, Alhaji Lasisi A. K. Jimoh, has suggested solutions to high cost of governance in Nigeria. He berated the adoption of security votes by government at all levels in the country, describing it as legalized looting of public treasury. Speaking in an interview with newsmen in Ilorin, he said “If, I have my way, I will want to stop the idea of security votes. I was a civil servant and held positions where I knew how the so called security votes are operated. “It is not subject to auditing but a legalized looting of public fund, because you cannot see billions of naira being spent on security and you cannot see anything tangible done with the security votes. “If it cannot be stopped completely, it should be regulated, there should be a law on the establishment and regulation of the security votes. “If, it cannot be audited publicly, it should be audited confidentially. At least the National or State Assemblies should have a constitutional right to know how the so called security votes are expended.” Jimoh also condemned the culture of long convoys of political office holders in armoured vehicles, and queried who is after their lives. The APC chieftain recommended democratic socialism in form of austerity under the current socio-economic trauma the country is passing through rather than the political office holders living extravagant lives while the masses suffer. He said, “to improve our foreign reserve, we can boycott the boycottable, and stop importation of luxury goods. Why do we need to import so many armoured cars and vehicles into the country? “Each armoured car or vehicle cost more than N100m, why do we need that in this country?” He further queried. On fuel subsidy removal, he commended President Bola Ahmed Tinubu for the decision but faulted the hasty and unprepared manner it was implemented. He compared it to a patient going for surgery, saying anesthesia needs to be applied to kill the pain during operation, hence, the federal government ought to have applied the same method by putting in place socio-political anesthesia for the citizens. Jimoh described palliatives in form of food, vehicles and cash among others as an after thought which ought to have been introduced in the first instance before the removal of the fuel us subsidy. He noted that the labour unions were also not helping matters as they continue to ask for more money which would not improve their living standard. “The labour unions are not helping matters as far as I am concerned, I was a labour activist, I started work in the private sector with the British Petroleum, BP, and was chairman of the workers union, first it was West African Limited, when we joined and later became BP Nigeria limited between 1967-1968. “In those days, our agitation centered on give us more money, and I am surprised that up till now, trade unionism has not grown beyond that level. “I except the unions by now, to be so articulate as to be giving the government guidelines and helping with ideas on how to achieve good governance, not just asking for more money all the time,” he stated. He said what matters “is not the amount of money the workers take home, but the amount of goods and services which their take home can provide, that is what is important.” On the crisis in Niger Republic, the APC chieftain, who condemned the military take over of government, however, called for other options instead of the military force approach to resolve the political impasse.
