I reckon there are scarce resources to truly evacuate every Nigerian at the same time regardless of their mission in Sudan.

So the state of origin approach was the best to ensure a fair evacuation of the citizens of a heterogeneous Nigeria.

In spite of this fair approach, complaints have still come up by multiple sides claiming their own side were left behind.

At least there should be some record now about which states had representation among the evacuated.
