You are right but was caused by Buhari's delay in presenting and padding of last year's budget. Our year is January to December. June to May is born out of the doctrine of necessities.

But Falana has not cited any law that says National Assembly can not increase the budget.

All I know is that he that has the ultimate power to approve can either increase, reduce or reject it outrightly.

How old is your new church and how many branches do they have? You will understand what it means to manage a church with so many districts, sections and local churches when your new church gets to the strength and age of the Assemblies of God church.

If I were some of you commenting here, I will refrain from making derogatory comments on a matter I don't have all the facts.

The Church did not sue Rev Prof Emeka, he sued the church and was suspended, dismissed and excommunicated and after the Supreme Court judgement, he was offered an olive branch to return back to the fold, but instead filed another matter at the High Court, Enugu on a matter already concluded at the Supreme Court.

You are right, the church is thanking God for the sanitation of the church. Rev Emeka's appeal against the Court of Appeal's judgement was dismissed by the Supreme court. This crisis caused so much embarrassments to the church. We must thank God.

I am mindful to reply the OP on the subject above because I am a member of the church and also a member of the enlarged legal team for the church.
The matter is not between Paul Emeka and Rev. Chidi OKOROAFOR, it is matter between Rev Paul Emeka and the church.
The summary of the matter is that
Rev Paul was elected as the General Superintendent the same day other EC (Executive Committee) members were elected also. Assemblies of God does not have a G O like other Pentecostal churches but the GS consults other EC member before decisions are made. Rev Emeka was managing the affairs of the church like G O.

Rev Emeka unilaterally dissolved the governing body of the church's university (Evangel University), sacked all the principal officers against NUC guidelines. When he was cautioned, he refused that nobody can control him or tell him what to do.

This was the beginning of the crises.

The program is not a religious gathering but state official function. Somebody may sue him for discrimination except that this is Nigeria.
He that must eat cockroaches must have an antidote or ready to suffer bellyaches. If you want to lead in a secular Nigeria, be ready to treat all equally or "kuku" stay with your church or mosque Exco positions.

You guys don't understand the point Mao Ohuabunwa was trying to make and I am with him on this. The letter is ambiguous and open to various interpretation.

Yes, we all know what the constitution says and in view of that, Osinbajo is the acting president. But look at it from this perspective: He may give an order or sign a law or budget and someone somewhere will go to court challenging him on the signed law insisting that he was not the acting president and lacked powers to sign such all in a bid to buy time. Please note that the person challenging this knows the outcome already but would want to buy time. He will seek interpretation from the lower courts, then appeal the judgement, and later head to the supreme courts with various court injunctions inbetween and before you say jack, 2 years has elapsed and the culprit is still free because while he is at the courts, all actions will be pending awaiting the court verdict.

This is the lacuna Mao is trying to bring to light. After Osinbajo signs the budget, someone somewhere will spend above the budget next year or next 2 years and when EFCC wades in, he will go to court to buy time, hinging his case on this same thing.

Do not forget that Ngozi Okonnjo Iweala was coordinating Minister under GEJ and we know theirs no powers attached to such portfolio.

The letter could have been innocently scripted, otherwise, it could have been crafted by some mischievous powers surrounding the presidency. Mao is not ignorant of what section 145 says so he knows exactly what he is saying; we call him "Ancient Mao" in Abia North and we have a saying that what an elder sees while sitting down, the youths will not see even if they climb the iroko.
The president can not make him the Acting President, the constitution does even if Buhari addressed him as house boy. Section 145 only requires that he transmits letter to the National Assembly, if he likes he may leave the paragraphs blanks.

But like I said somewhere, the President was smuggled back to the country the last time because the cabals were loosing patronage at Aso Rock (remember how Osinbajo was criticised by my members of his party for performing when he was gaining people's support?) and wanted to continue to use Buhari's presence in the country to rule us but Baba's health was failing, the reason for the word "coordination".

Justice Gabriel Kolawole of the Federal High Court Abuja has declared as illegal the 15-man probe panel constituted by the Inspector General of Police, Mohammed Idris, to investigate the violence that took place during and after the December 10, 2016, National and State Assembly rerun election in Rivers State.

Delivering judgement in the suit filed on January 11, 2017, by the Rivers State Government and Governor Nyesom Wike, Justice Kolawole said “the police panel was unknown to law” because it lacked constitutional backing.

Consequently, the court held that the report of the panel was not valid and of doubtful source.

The trial judge also held that it was wrong for the IGP to constitute a police panel that had the Department of State Security as member.

Justice Kolawole noted that even though Section 4 and 11 of Police Act, allows the police to investigate allegations of crime, the law stipulates that the it will require presidential assent for the police to delegate power to another prosecutorial agency.

Justice Kolawole also said that had the report of the panel been placed before the court, it would have been quashed

In view of this, Justice Kolawole said it remained to be seen whether the Attorney General of the Federation and Minister of Justice, would prosecute those indicted by the police probe panel based on an illegal report.
