Even the article clearly states that not all states of the federation has adopted the child rights act inti their legislation. Here's an article that clearly state that despite the fact that Imo state was one of the first to adopt the child rights act, underaged marriage there is still one of the highest in the state and the reason is because the constitution has that loophole that a parent can marry an underaged child off.
