You are a citizen of any country you possess their passport! Not for an immigrant!!! After spending the required years and meeting the citizenship requirements, you are to apply for citizenship and when you pass, then you become a passport holder, which makes you a citizen of that country!

That's not how the law works, but he could be exempted since he was a senior citizen

He is an immigrant who left Ghana for the UK over four decades ago, he wasn't born in the UK. You don't need to apply for a passport if you're are born in the UK until you want to travel out of the UK, and you must have lived in the UK continuously for nothing less than seven years before you can have a British passport. But in his own case, as an immigrant, once you have stayed in the UK ( on a sponsorship visa ) for five years, you'll have to apply for indefinite leave to remain (ILR) and after that you are qualify to apply for a citizenship. Irrespective of your immigration status in the UK, you have to follow the due process.

You can reside and work in a country and enjoy every benefit that citizens enjoy but that doesn’t make you a citizen!
