He was instead preparing to join his man at Sambisa where they hope to launch devastating attacks on unsuspecting populace.

The reason for budget defense is so that all corrections can be made.

It was not included in the main budget, 50bil was allocated for nothing, NASS had no option but to put the money to good use.
