With a little under 2 022 days until the Qatar World Cup kicks off, the tiny yet hugely ambitious Gulf state will officially unveil the tournament’s first completed venue on Friday. The Khalifa International Stadium — complete with the much-talked-about cooling technology that was central to Qatar’s controversial bid for the World Cup — will host the country’s biggest domestic cup competition, The Emir Cup final. On the pitch it will be a battle between arguably the country’s biggest teams, Al Sadd, skippered by Barcelona great Xavi Hernandez, and Al Rayyan. But off the pitch, the stadium will provide a solid example of Qatar’s progress for the World Cup, a mere 2012 days before the tournament kicks off. “I think it is a source of immense joy and pride,” Nasser Al-Khater, a senior figure at World Cup organising body, the Supreme Committee for Delivery and Legacy, told AFP. “It’s a stadium dear to our hearts, Khalifa Stadium, so we’re happy that it’s the first stadium to be completed. “It’s real, it shows you the progress you’ve been working hard on is actually coming to reality. “And you can see it and you can feel it, it’s tangible. It’s a thrill.” The stadium was first built in 1976 and has just gone through its second refurbishment. It will house 40,000 fans during the World Cup, hosting matches played up to the quarterfinal stage. Significantly, it will also host the 2019 World Athletics Championships. As part of its revamp, Khalifa includes technology that will provide air-conditioning for fans. Approximately 500 jet nozzles will blast out cold air, keeping temperatures at around 23 degrees Celsius (73 degrees Fahrenheit), for fans. Chilled water is piped to the stadium from a cooling centre about one kilometre from the stadium, then once it arrives,cold air is pushed into the stadium. The man responsible for the system, Qatar University’s Dr Saud Ghani, said he believed Khalifa represented a world-first. “There isn’t on earth, one open air, air-conditioned stadium,” he said. Dr Ghani said the system at Khalifa would use up to 40 per cent less energy than other cooling methods Ironically, it may not be used to regulate temperatures for fans during the 2022 World Cup after Fifa decided to move the tournament to Qatar’s winter in November and December. TRIUMPHS AND TRAGEDY Khalifa is the scene of one of Qatar’s major sporting triumphs, the 1992 Gulf Cup victory. It was also the stadium where Saudi Arabia secured their first ever World Cup qualification, with a thrilling 4-3 win over Iran. Khater would not give a figure for the redevelopment of Khalifa, though one estimate puts the cost at $90 million. Qatar is spending up to $10 billion on stadiums and training grounds, officials have said previously. However, Khater denied reports earlier this year that the country has slashed its budget by up to 40 per cent, claiming the original figure needed for stadiums was an estimate only. In February, Qatar’s finance minister Ali Shareef Al-Emadi said the country was spending almost $500m every week on major infrastructure projects for football’s biggest tournament. Khalifa’s rebuild has not been without tragedy though. In January it was announced that Briton Zac Cox died in a fall at the stadium. Maybe the issue of vice president Yemi Osibanjo as the ‘coordinator’ of government affairs is yet to be rested, as the Minister of Information and Culture, Lai Mohammed says they are not sure who will sign the 2017 budget. Before President Buhari left the country on March 7th to seek medical attention in London, he transferred power to his vice. However the letter is still a subject of controversy. Lai who spoke to state house correspondents after Wednesday’s Federal Executive Council meeting said that the decision on who signs the Appropriation Bill into law would be decided when the document is finally transmitted to the Presidency. “When it is transmitted to the Presidency, that decision will be taken”, he said. He, however, said that an advanced copy of the budget has been received by the Minister of Budget and National Planning. Already Nigerians have begun to rejoice about the passing of the budget. This news will dampen the excitement. Although, one wonders how an acting president will ignore the signing of the budget that will help the economy that is recovering from a recession. The fact that the acting president has also not sworn in two ministers, Stephen Ocheni and Suleiman Hassan that have been confirmed by the senate two weeks ago will further raise concern about how far Osibanjo is willing to act. So far the acting president has held two federal executive council meetings, received some security reports and has visited a few states but the weightier issues of budget signing and swearing in of the ministers remain pending. Nigerian social media had a good laugh at the expense of one of the contestants of the Rivers State Golden Jubilee Pageant held in the state two nights ago – a “beauty without brains”. The representative, reported to be from Emohua Local Government, was unfortunately unable to answer a question about ‘arranged marriage’ and ‘love marriage’ to the satisfaction of the judges and Nigerians who came across the embarrassing footage which documents her ‘epic fail’. The contestant was asked to decide whether an “arranged marriage or love marriage” was better, and she went with an arranged marriage. However, her inability to articulate the reasons for her choice led the Internet to label her ‘brainless’. To properly capture this overwhelming perception of the young lady, the infamous phrase ‘beauty without brains’ was used quite a lot. “Beauty without brains.” What does it even mean? If sexism and misogyny were a military operation, the woman’s mind would be their base. I’m going to cut the long story short, then fast forward to the part that is the most problematic of the comments surrounding this issue. The quote above is one that easily yet aptly portrays the disturbing issue that is women engaging in subconscious thought processes, utterances, and actions which see us remain at the level where we think objectification and other such regressive tropes are part and parcel of our existence. Tragically, too many women than is comforting to admit hold themselves to the debasing standards that accompany such sexist, chauvinistic, and immensely nonsensical phrases as the brother phrase of the aforementioned – “beauty with brains”. I mean, it is safe to say that the women whose first and final verdict of the young lady based on her response is that she is a “beauty without brains” are the ones who would receive her preferred brother phrase – “beauty with brains – as a compliment. That’s vent material for another time. Let’s however briefly look into the key elements and aspects that make up why the beauty contestant’s unfortunate incident was believed to be something so bizarrely ‘funny’. We could start with how beauty pageants create the environment for this sort of disheartening comments to thrive in the first place, and look at some of the various cases for and against what they represent and ultimately underscore. But, we’ll skip that part and go to the highly intellectual and pertinent question that started all this. A question which is seemingly still central to every woman’s existence. Especially if you’re beautiful and believe you can “take it to heaven” without first submitting to a man’s supervision. If I were forced to answer, I would say you cannot simply categorise marriages into types as ‘love’ and ‘arranged’, and probably stop there because of time. Otherwise, we might find ourselves debating under what context they mention arranged marriage in the framing of the question. Scholars and experts – and even the media – continuously publish different versions of researches in an attempt to define what ‘good’ marriages are. If anyone of us is familiar with the outcomes of any of these researches (this and this, for example), then we know that some of the couples with the happiest of marriages with bits of wisdom to share can come from both ‘categories’. We also know that in addition to this, the results are mere observations and suggestions and not scientific, absolute or universal formulas for marriages anywhere. Secondly, and more to the issue at hand, it seemed as though the biggest grouse held against the contestant was that she was a ‘slay queen’, and that looking good by any measure automatically renders her mentally incapacitated. This particularly troubled a majority of the womenfolk who went on the comments to conclude that she was a ‘beauty without brains’. It bothers me that they might have no idea how much brain work goes into “slaying”of any kind. More so because slaying just happens to cut across various walks of life and sectors of the economy, and can be professional or personal. The young lady’s response has nothing to do with looks, natural or enhanced. Or, if she were not deemed beautiful as it were, would the responses have been, “It is understandable. She nor kuku fine, so wetin she sabi?” Or something to that effect? Confusing and utterly disturbing. This might seem puzzling or impossible to most, but one, any person of any sex or gender could have been asked that same excuse for a question and still come up short. Two, it is NOT a female thing. Beautiful women are not airheads by default, just as the same standards are not held to beautiful men. It is not new or refreshing to see a woman who is both beautiful and intelligent. Why that combination is surprising and threatening to some, we’ll probably never know. Three, if the organisers of beauty pageants truly cared for judging the intellectual capacities of their contestants, then their selection processes would probably take on a more intellectual form. Also, that segment in their event would then be made fair by asking all contestants the same question. Not the same by random association. A person’s physical tendencies to be a ‘slay queen’ neither increases nor reduces their level of intelligence. Just because you choose not to be a ‘slay queen’ does not mean you’re more or less intelligent, confident, secure, appealing, stylish, and so forth. And it certainly gives you no right to be vitriolic towards your fellow women. Or anyone for that matter. In the face of ongoing political abracadabra and the tagging of coordinating with government,which I don’t see as any difference from the position of acting president. So , the issue of the term coordinator is like crying wolf when there is none and making a mountain UT if a mole hill. Be it coordinating or vice president , it is all about semantics and nomenclature. As we stand today, the buck stops at Prof Osibanjo’s table and he must make good use of the table. Cards are laid down and he should know that he holds that ace. Posterity is watching and how he will be rated ,will be dependent on his capacity to act. And how swiftly he acts and how decision are made . We can’t deceive ourselves that Osibanjo isn’t in charge. He is and he must come to terms with this and so must other people understand that he is the man of the moment. He is in charge and all respect and support must be given to him. Failure to do so can be tagged insubordination. On his part, the acting president must understand the work at hands and roll his sleeves . He mustn’t be seen speaking big grammar everywhere. We totally understand that he is a professor and as academician, they are used to pontificating. This isn’t the time for that. This is the time to talk the walk. Speaking at conferences ,seminars and workshops are good, but, changing the narrative of government is the best. Talking about change if narratives, in his first coming during the earlier part of this year, we saw how the vice president engaged the frayed nerves by visiting the hotspot or the troubled spots of the Niger Delta. He engaged the East. This is the best time to do that . With his antecedent, we can confidently say that he is a man for the job. The Eastern region isn’t smiling at all. He must understand that a region that isn’t happy will be a dent to his political sagacity and gymnastics. He must make appointments and recommendations for appointment from the people that come from the East. There is lot of portfolio that are yet to be filled. To give the Igbo a sense of belonging ,the Igbo group must be carried along. There has been reports that a certain group of people or cabal are holding the government at the jugular. Though, this is doubtful and hard to believe. The concept of cabal is far fetched. But, if there is cabal, the acting vice president must disable their machinery. With his power, he has the right to hire and fire. This must be deployed or a better Nigeria. The Nigerian citizens are tired of living in a country that is being ravaged by inflation. Maybe the vice president doesn’t know that…there is little one can buy with five Naira . Maybe the vice president doesn’t understand that there is no fifty Naira pepper again in the market. Maybe he doesn’t have a minute understanding that people earn 10,000 Naira a month and have this high cost of living to contend with. Nigerians understand that he is a professor of law. That isn’t an excuse, he should assemble a top notch economic team that will take this country out of the woods. If there are ministers that aren’t performing, he should show them the way out. Nigeria economic performance can’t be sacrificed on the altar of political correctness and party affiliation. History will judge and posterity is watching. The acting president , Mr Yemi Osibanjo must demonstrate that he has the well-being of Nigerians in mind. A Federal High Court, Abuja, has granted a request by the Department of State Services, DSS, to keep the chairman, Capital Oil and Gas Ltd, Ifeanyi Ubah, in custody for another 14 days pending the completion of its investigation of the charges against him. Efforts by Mr. Ubah’s counsel to have the Lagos division of the court to vacate the order also failed on Friday as the court said it would not make an order in the face of a “conflict situation”. Justice Y. Halilu of the Federal High Court, Abuja, gave the order for Mr. Ubah’s continued detention following a motion exparte filed on May 10 together with an affidavit in support and deposed to by one G.O.A Agbadua, a senior legal officer with the DSS. The Lagos division of the Federal High Court had on Tuesday ordered the secret police to produce Mr. Ubah in court on Friday. The DSS on Friday took Mr. Ubah into custody on allegations of “economic sabotage” and diversion of petroleum products to the tune of N11 billion. The petroleum products were stored by NNPC Retail in Capital Oil’s tank farm in Lagos under a throughput agreement but went missing under controversial circumstances. At the resumed hearing, Mr. Ubah’s lawyer, Richard Oluyede, reminded the court in Lagos of its order for Mr. Ubah to be brought to court. “The applicant has not been produced. Rather we were served this morning with a notice of preliminary objection and a counter affidavit to the application itself being filed yesterday. “It will appear from the document that after the original processes were served on the 28th of April, the only reaction to that was to arrest the applicant from his house on the 5th of May. “But after we had approached the court for an order for his production with Your Lordship’s order on the 9th of May, the 4th and 5th respondents went before the FCT High Court not for the purpose of preferring charges against the applicant, but merely to frustrate Your Lordship’s order for his production,” said Mr. Oluyede. According to Mr. Oluyede, they did this “by obtaining on the 10th of May an order from the FCT High Court to detain him for 14 days in order to complete their purported investigation. And I submit that the 4thand 5th respondent have acted in a manner that’s in subversion of the dignity of the court.” Mr. Oluyede further stated that “the proceedings taken to the FCT is an abuse of process and also an abuse of power.” The counsel referred the court to the affidavit where he stated that “as soon as the order to produce the 1st applicant, was served on the 4th and 5threspondents, he was placed under additional strictures and began to receive threats that unless he withdrew his action he would rot in the detention and members of his family including his children and wife would be arrested and detained.” According to the document, “he was told that the court’s order would not be obeyed and it was in his best interest to withdraw the action. “After being in custody for over a month, he was coerced to sign some documents. First to sign a document for discontinuance upon threat to family and himself, he was then coerced into signing documents of indebtedness to NNPC and pledging some of his assets to the Asset Management Company of Nigeria, AMCON”. In his reaction, counsel to the DSS, Peter Okerinmode, told the court that “the alleged arrest and detention of the 1st applicant occurred in Abuja on the 5th of May and that no infringement of the 1st applicant’s right occurred in Lagos State.” “The relief sought by the 4th and 5th respondents, challenges the jurisdiction of this court to hear and determine this case and that the court in Lagos State lacks the jurisdiction to hear and determine any alleged infringement of the fundamental human right of anybody in Abuja,” said Mr. Okerinmode. In response on point of order, Mr. Oluyede said: “My learned friend fails to realize that the order made by this court to produce the 1st applicant is extrinsic and their failure itself is a separate proceedings. They have subverted this court order and saying the court lacks jurisdiction but have failed to comply with the order of this court. “The dignity of the court is paramount than jurisdiction and I urge this court to release the 1st applicant unconditionally,” Mr. Oluyede said. Delivering his ruling, Justice Mohammed Idris said he would act with “great caution” in the matter. “From the record of this court, it is clear that the 4th and 5th respondents were served with the order of this court on the 10th day of May, 2017 at 10:00hours. “It appears that on the same date, that is, 10th of May, 2017, 4th and 5th respondents obtained from an FCT High Court an order made by Justice Halilu to have them detain the 1st applicant in the custody of the 4th and 5th respondents for an initial period of 14 days pending the completion of the investigation. “A conflict situation has been created. I will not make an order for the release of the applicant pending the completion of the 14 days,” he added. A cyber security group, Cyber Security Experts Association of Nigeria (CSEAN), has estimated that Nigeria loses about N127 billion to cybercrimes yearly. The CSEAN said the country might face even greater odds in cybersecurity threats this year. It, however, identified five cyber crimes that will dominate Nigeria this year based on the current trends as CEO e-mail scam, ransomware, online-assisted kidnapping, cyber bullying and online impersonation. CSEAN President, Remi Afon, who said that the year 2017 would witness more ransomware than ever seen before in Nigeria, stated that with the rise of ransomware-as-a-service, cyber criminals could now purchase a user-friendly kit they could deploy with little or no cyber know-how from the dark web. He described ransomware as a type of malware that infects a machine when a user clicks on a seemingly legitimate link and unknowingly downloads a malicious file. The virus will then encrypt the user’s files, share drives and servers, leaving them inaccessible unless the victim pays for the decryption key usually in crypto currency. He said: “That kidnapping is on the rise in Nigeria is no news. What many people don’t know is that kidnappers are being assisted by their victims’ social media online activities and geolocation data on their smartphones. Geolocation data is information that can be used to identify an electronic device’s physical location.” According to him, using smartphones’ built-in Global Positioning System (GPS) functionality allows location-based services (or geo-location) to locate and publish information about smartphone owners’ whereabouts. He also identified online impersonation, which he categorised into two, as another top cyber crime to watch out for in 2017. He said while the first category impersonates politicians and religious leaders on social media by creating fake profiles with the aim of scamming their victims, the second usually creates fake profiles with attractive fake pictures so they can engage in what is called ‘romance scam’. The Economic and Financial Crimes Commission, EFCC, is to appeal the ruling today by Justice Olasumbo Olajumoke Goodluck of the FCT High Court, Abuja upholding a no-case submission by a former Head of Service (HoS) and former Chairman of Presidential Committee on Financial Action Task Force, PCFATF, Stephen Oronsaye on the 7-count charge of criminal breach of trust brought against him by the Commission. Orosanye was alleged to have taken undue advantage of his office to receive N190million, part of a N240million grant for the committee by the Central Bank of Nigeria, CBN, and converted same to personal use. The prosecution had after calling six witnesses closed its case setting the stage for Oronsaye to enter his defence. Rather than enter his defence, Oronsaye, through his counsel, Kanu Agabi, SAN, on December 9, 2016 filed a no-case submission urging the court to strke out the charges on the grounds that they are defective and lacks essential elements required to prosecute the defendant. Agabi stated that the prosecution neither specified the amount that was entrusted to the defendant, nor the mandate of the committee he chaired. The learned silk contended that there was no proven offence by the prosecution to warrant the defendant to enter defence. In his counter argument, the prosecuting counsel, Offem Uket, told the court that the prosecution had proved its case. According to him, the prosecution had established a prima facie case against the defendant as to warrant his defence. Uket believed that it was not right to bring up the issue of imperfection of charges at this stage, as it was against the provisions of Sections 220 and 221 of Administration of Criminal Justice Act, (ACJA), 2015. He, therefore, urged the court to refuse the no-case submission by the defence. Ruling on the application today, Justice Goodluck held that, “the prosecution has not put anything before the court to justify the charges for which the defendant is being tried”. He consequently, discharged the accused “of the 7-count charge against him”. The attention of the Comptroller General of Immigration Service, Muhammad Babandede, MFR has been drawn to some media reports of persistent scarcity of Passport Booklets across our Passport Issuing Centre. It has become important to state here that there is no scarcity of Passport Booklets across all our Issuing Centres in Nigeria and our Missions abroad. It would be recalled that on 2nd March this year, the Service did inform the public about a shortfall in the supply of the Booklets in our system. You may wish to note that the situation has since been resolved following government’s intervention and normalcy restored in all the Issuing Centres as contained in our Press Release of 6th April, 2017. The Comptroller General is by this notice encouraging all Passport applicants to approach the nearest Passport Offices to them to process their Passports and avoid patronizing touts/agents who may make the process cumbersome. They may also wish to forward all complaints/challenges on the process to nis.servicom@nigeriaimmigration.gov.ng or call 08119753844 for attention. It is necessary to state that several Booklets have been produced but remained uncollected across our Issuing Centres. Those affected are encouraged to go for collection. The Igbo is known to have this “Igwe by Ike mentality ” a principle of carrying your brother along. I don’t think that the animal Igbo man will be okay staying on his own knowing that he has about 40 million if his brothers across the river or will be comfortable with another tribe rather than his own siblings the Igbo. The same goes with the Rivers state Igbo. So the solution isn’t this. Nigeria as a country has solutions and there is no need to be petrified or develop phobias for Biafra . Biafra hinges on our ability as a race to solve our internal problem maturely. Though, we must agree that African countries with the exception of Ethiopia are white man creations. We lacked the capacity, then to either from our countries or govern ourselves. We were created and colonised by the whites, but today Nigeria must use this buffer to demonstrate that African man has evolved. Nigeria must demonstrate that African man can solve some political issues without killing. Nigeria must demonstrate that Biafra agitation can be solved via dialogue and not on battle Field. The whole world is looking at Nigeria. The whole world is asking , why is the Blackman like this ? Nigeria shouldn’t give the world the answers they want. The economic model that can be used to settle the agitation is simple. It boils down to what has been said all this while. Regionalism! It’s as simple as that. Let the Igbo and the whole Igbo speaking tribes come together and have their region where a greater degree if autonomy is given to them. Something akin to confederation or full federation. They will decide on their own type of democratic process, their own flag, anthem, even police . The education and judicial system can be decided by the region. They will run their own internal affairs to a greater degree and pay a stipend to government at the centre but will use Nigerian passport and be defended by the Nigerian army. Most of the united countries of the world like the UAE, USA, Canada and even Malaysia run this system. They allow the regions to take their decision and have their internal control mechanism intact. This same goes to every region . Regions should be created according to cultural and ideological beliefs. Then make the centre very weak. The presidency should be rotated and also made powerless . The role of the presidency should be ceremonial while power rest on the region. The presidency ,though ceremonial must be rotated amongst the few regions. This would have been the best bet for the country ,but will the love of oil and the docility if the North allow the country to take this common sense approach? Time will tell. Another harsh option is dissolution. It takes guts to do this, but shows maturity. The country can have a bilateral trade agreement between the seceding state. The Biafra can be a client state of Nigeria the way Costa Rica is to USA and Hong Kong to China or Gibraltar to Britain. An arrangement if this kind can be put in place . The agreement will be in visa systems, work and business permits and others. When such agreement is made, there is no need to fret over the issue of Biafra. Because, t just simply means a change of name but not a change of brotherhood or friendship. The agitating and the administrating parties must also look at this option. Ireland isn’t a part of the Britain doesn’t make Irish enemies bro English. They still maintain that oneness and brotherliness. Nigeria must learn from their colonial masters . The Biafra issue, to me isn’t what should give Nigeria headache unless she sees it as so. There is always a way out of seemingly quagmire only if people can look within and factor a way out. The emergence of Biafra or not shouldn’t be seen as a do or die venture. Both should be seen as an evolutionary trend in the way Blackman reasons. He(Biafran) wants to define his destiny and this must be encouraged. One of the arguments that the Biafrans are putting is to redraw the map of Africa that was drawn for African without their consent.
