Currently all the husband's and wife's siblings are working in different states and all efforts to convince either of the two grandmothers to help out has failed.

You already have the solution. Husband and wife work in CMS area. So, relocating the entire family to CMS area shouldn't be a problem.

One other solution is to buy an electric motorcycle, which hubby and wifey can ride to CMS every morning and at no cost, except charging issue, which can be resolved by charging the bike at their working places.
