PoliticsOur Food Import Bill Too High –buhari by Topam(op): 5:57am On Apr 03, 2016
“Our bill for the importation of food and dairy products is very high. We want to cut it as much as possible by developing our local potentials,” the president stated.
Buhari reaffirmed his administration’s commitment to the rapid diversification of the economy, adding, “we developed a mono-product economy and lost opportunities to diversify in the past.
“We have great potentials for agriculture and solid minerals. We are now determined to exploit them to the fullest”, President Buhari said.
According to the president, addressing the past neglect of the two sectors will help to reduce unemployment and make Nigeria a more productive country.
“We will welcome more investment in our agriculture and solid minerals sectors from countries with expertise in the two sectors. We abandoned them for petroleum. Now, we have to go back”, he said.
The president also stated that the federal government would continue to partner other countries in order to further improve maritime security in the Gulf of Guinea.
He said the government was also determined to stop the huge loss of revenue from crude oil theft.
Buhari also hinted that his administration received assurances of international support to curb illegal shipments of Nigeria’s crude oil.
In his remarks, Rasmussen noted that Denmark is a major shipping nation and thanked Buhari for Nigeria’s current efforts towards enhancing security in the Gulf of Guinea.
He assured that the Danes would be very interested in investing in the development of Nigeria’s agricultural sector if the right policies and conditions were put in place.
“We are quite experienced in agriculture. It is an area in which we can cooperate. If you pave the way and remove the obstacles, we will like to come in,” the Danish Prime Minister told Buhari.

PoliticsNigerian Politicians Most Difficult – Jega by Topam(op): 7:14pm On Mar 17, 2016
Former INEC Chairman, Prof. Attahiru Jega, has described Nigerian politicians as the “most difficult to deal with in the world”.
Jega made the remarks at Chatham House in London yesterday in an interactive session after delivering a lecture titled: ‘Challenges of Modernising Election Processes: the Nigerian Experience’.
When I was vice-chancellor, I thought students were the most difficult to deal with”, he said, but added that at INEC, he found out that politicians in Nigeria were the most difficult to relate with.
He said despite efforts aimed at “carrying the politicians along” by keeping them abreast with INEC activities and initiatives, the politicians would later turn round to reject what they approved or accused the commission of trying to favour rival parties if things were not going the way they wanted
.
He said both the former government and the National Assembly approved funds for smart card readers and permanent voters cards, among others, after being convinced of their necessity in ensuring credible elections, but when it dawned on them that they would not be able to manipulate elections as they did in the past, they strongly opposed the initiatives.
Describing Nigerian politicians as dogged and adept at pursuing their interests by “hook or crook”, Prof. Jega said the politicians could easily change tunes and cry foul when they realise that issues do not favour them or they could not manipulate them for their personal gains.
He attributed the huge success of the 2015 general elections to the adoption of technology in both the planning, management and conduct of the elections, and expressed optimism that “transparent and credible elections have come to stay in Nigeria”.
He listed funding, people’s suspicion of technology and aversion to changes by politicians, security of data, qualified manpower, among others, as some of the challenges of using technology in the conduct of transparent and acceptable elections.
He recommended partnerships between nascent African democracies with donor and development partners to make the necessary technological tools affordable, ICT capacity building, quality assurance, specification and standardisation of facilities to make them adaptable by electoral bodies in Africa

CrimeMetuh’s Petition Can’t Stop His Trial Before Me – Judge by Topam(op): 3:23pm On Mar 17, 2016
The judge said, “I want to say on this that I have a circular by my employer, the National Judicial Council, that where there is a petition in a matter seeking the transfer of the case to another judge, that judge handling the case shall continue to preside over the matter until decision is taken by authority the petition was addressed to.
“On account of this circular, I shall continue to preside over this matter until the honourable Chief Judge of this court takes a decision on Emeka Etiaba’s petition‎.”
The Economic and Financial Crimes Commission is prosecuting Metuh and his firm, Destra Investments Limited, on seven counts of fraud bordering on the N400m he allegedly collected from the Office of the National Security Adviser in November 2014 and $2m money laundering cash transaction.
Metuh was scheduled to open his defence today after the judge on March 9 dismissing his no-case submission and declaring that he (Metuh) had case to answer.
But the judge disclosed that a lawyer in Metuh’s defence team, Mr. Emeka Etiaba, had petitioned the Chief Judge of the Federal High Court, Justice Ibrahim Au‎ta, asking for the transfer of the case to another judge.
The judge disclosed this while considering an application by one of Metuh’s lawyer, Mr. Ifedayo Adedipe (SAN), asking for an adjournment due to the absence of the leader of the defence team, Dr. Onyechi Ikpeazu (SAN), who was said to be on a trip to University of Iloring for an eye surgery.
The judge while writing his ruling on the application for adjournment paused ‎to read from his record, by asking Adedipe and the lead prosecuting counsel, Mr. Sylvanus Tahir, if they were aware of the petition.
He said, “Learned counsel for the prosecution and learned counsel for the defence, I want to ask you a question and I want you to respond if you are aware of it or not.
“Are you aware that after the prosecution had called eight witness cross-examined and re-examined and ruling has been delivered on the no-case submission by the defendants, dismissing the no-case submission, one of the counsel, Mr. Emeka Etiaba (SAN), wrote a petition to the honourable Chief Judge of this court asking for the transfer of this case, principally on the reasons that the court gave ruling in favour of the prosecution and that the court also refused to release the ruling and the records of the proceedings to them, and that the first accused person was my classmate in the law school? I didn’t know the first accussed was my classmate, it was he (Etiaba) that said so. Are you aware of the petition?”
In response, EFCC’s prosecuting counsel, Tahir, said he was not aware of it.
He said, “Speaking for the prosecution my lord, I categorically state without any equivocation that until this hour and minute, I am not aware that such petition has been written by one of the counsel for the defendants.”
On his part, Adedipe said, “Any letter written by any member of the defence counsel is a decision of the defence team.
The judge in his ruling insisted on going on with the case until superior authorities directs otherwise.
He also said in his ruling that the records of proceedings comprising of about 212 pages had been released to the defence two days ago.
“This is not the case‎ is not the only case I handle. The court had to suspend every other thing to ensure that the record of proceedings as of March 9 was ready. I had to read and proof read about four times and it has been released to them two days ago.”
The judge also said it was an act of professional breach of the code of conduct for legal practitioners on the part of Etiaba for writing to the Chief Judge without serving same on the prosecution.

PoliticsFG Targets 4,000MW From Nuclear Energy by Topam(op): 6:37am On Mar 17, 2016
The Federal Government is working towards generating 4,000 megawatts of electricity from nuclear energy.

The plan is to start a programme in the coming years that will give the country 1,000MW in the first instance, which will be increased to 4,000MW thereafter.

According to a statement on Wednesday by the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, this was disclosed during a meeting that President Muhammadu Buhari had with the Director-General of the International Atomic Energy Agency, Mr. Yukiya Amano, at the Presidential Villa, Abuja.

Shehu said the ministers who spoke at the meeting gave updates on the country’s presentation for the utilisation of nuclear energy.

The SSA said in the statement, “The ministers of Power, Solid Minerals, Health, Science and Technology, who briefed the meeting, said preparatory steps taken so far included the training of doctors and other medical specialists to prepare for unforeseen circumstances, the establishment of specialist medical centres and the procurement of necessary equipment aimed at protecting the health of the citizens.

“Nigeria, said the ministers, is aspiring to start a programme in the coming years that will give this country 1,000MW of electricity in the first instance, to be increased to 4,000MW thereafter.”

He quoted the President as welcoming the support of the IAEA for Nigeria’s aspiration to generate electricity from nuclear energy.

Buhari said he was happy that the organisation was developing a programme from which Nigeria would benefit.

He urged the IAEA to do more to support Nigeria in view of the long years of its association and support for the nuclear regulatory agency.

Amano said he was pleased to see that Nigeria was taking the correct steps towards a safe usage of nuclear energy for peaceful purposes

PoliticsNigerian Govt. Under Fire For Sidelining Own Regulator, NCC, In N50 Billion MTN by Topam(op): 10:22am On Feb 28, 2016
The Nigerian government has come under a barrage of criticisms after its communications ministry confirmed Friday it had cut a secret N50 billion out-of-court settlement with MTN Nigeria in respect of a N780 billion fine imposed on the telecommunications company.
MTN Nigeria’s Chief Executive Officer, Ferdi Moolman, announced Wednesday that the company had withdrawn its lawsuit against the government over the hefty fine.
He said the company paid N50 billion to the government, as a step towards an amicable settlement of the matter.
The fine was imposed by the NCC in October 2015 after MTN failed to disconnect 5.1 million unregistered subscribers.
But, shortly after Mr. Moolman’s announcement, the Director of Communications, NCC, Tony Ojobo, told PREMIUM TIMES that the management of the Commission was unaware of MTN’s decision to withdraw its court case, and the payment of N50 billion to the Nigerian government.
“We (NCC) are not privy to it (agreement to withdraw a case from court and pay N50 billion by MTN). We do not have any evidence of payment of any money to the Nigerian government.
“There is no invoice to that effect. We have also not gotten any official information or confirmation that they have withdrawn their case in court,” Mr. Ojobo said.
The spokesperson to the Minister of Communications, Victor Oluwadamilare, confirmed on Friday that the N50 billion was actually received by the ministry on behalf of the government as part of the fine MTN was paying.
“I can confirm to you that MTN Nigeria has paid the sum of N50 billion to the federal government as part payment for the fine,” Mr. Oluwadamilare said.
“I am sure during the coming week, further negotiations would hold on the matter. MTN wants to negotiate with the federal government,” he added.
The government’s handling of case against MTN has drawn flak from Nigerians.
The general secretary, Nigeria Labour Congress (NLC), Peter Ozo-Eson, described the development as “awkward, sad and abnormal.”
“Its abnormal for government to bypass an agency charged by law with the responsibility of regulating the communications industry to deal directly with an operator. This is indeed awkward and sad,” Mr. Oso-Ezon said.
“It will definitely erode the authority and independence of the regulatory agency,” he added.
The Lead director, Centre for Social Justice (CENSOJ), Eze Onyekpere, said “going behind to negotiate with MTN and even collect N50 billion on behalf of the Federal government, whether for good faith or not, without consulting NCC is absolutely wrong”.
“The whole transaction was NCC’s business as an autonomous institution that should work in accordance with the law, rules, regulations and procedures. Without a doubt, this is going to hinder the capacity of NCC to regulate the industry in future.
“Now, operators like MTN would know it is possible to break the law and get away with the consequence, since there is someone in the Ministry that they would always run to, to intervene on their behalf.”

PoliticsBoko Haram Defeated, Chibok Girls Rescue Underway, Says Buratai by Topam(op): 9:55am On Feb 25, 2016
Chief of Army Staff, Lt.-Gen. Tukur Buratai says the military has entered mop up phase in the fight against Boko Haram that would facilitate the release of captives, including Chibok girls.
He made the remark in Maiduguri at a meeting with Borno Elders Forum as part of measures adopted to consolidate on the gains recorded in the counter-insurgency operation.
The meeting was held at the Military Command and Control Centre in Maiduguri.
“We were given three major tasks, and we have made efforts toward achieving two.
“The first task is to defeat Boko Haram, and I want to tell you that as at today Boko Haram has been defeated.
“When I say defeat, it doesn’t necessarily mean that there won’t be hitches here and there. We have entered the mop-up stage of our operation,” he said.
He explained that the mop up phase would facilitate the release of those held captive by the insurgents, including the Chibok girls.
According to Buratai, the second part of the first task is to rescue those who are held hostage at some marked locations by the insurgents.
Buratai noted that the second major task in the military’s north-east operation was to facilitate the restoration of normalcy in affected areas and provision of relief materials to displaced persons.
He said the military had aided civil authorities in the return of displaced persons from Bama, Gwoza and other communities.
“The second task is to support the civil authorities in caring and protecting the Internally Displaced Persons and to help the civil authorities in restoring normalcy and rebuilding those areas that have been liberated.
“It has already commenced in places like Bama, Gamboru Ngala, Baga, Mongonu and most of those areas are deserted because they are afraid that they could be attacked.
“So, we will embark on confidence building to encourage them to come back by assisting the civil authorities, he said.
He said some challenges initially encountered in the course of operation had been addressed, stressing that the operation was progressing according to projections.
Buratai acknowledged the support of the elders and urged them and the entire Borno people to be patient with the military particularly on measures initiated to tackle the insurgents.
He said measures such as the closure of markets and curfews were all taken to address gaps observed in the military operation.
Chairman of the Borno Elders Forum, Amb. Gaji Galtimari appreciated the efforts of the military in containing the menace of insurgency in the north-east.
He said that the military had succeeded in decimating the insurgents to the extent that the regular bomb and gun attacks were limited in parts of the region.
Galtimari said Borno elders were in support of measures adopted by the military in finally ending the menace of Boko Haram and pledged to do more to support the military

Crime$2b Malabu Scam: Stop Maligning Me, Go And Clear Your Name, Atiku Tells Adoke by Topam(op): 6:52am On Feb 24, 2016
BARELY 24 four hours after writing a comprehensive letter to Vice President Yemi Osinbajo, exonerating himself of any infraction in the controversial Malabu Oil scam, the immediate past Attorney General , Mohammed Adoke, has been asked to face his problems and stop dragging others in the mud.
Former Vice President, Atiku Abubakar, issued the warning in response to Adoke’s claim in the letter that he (Atiku) was among those behind his travails for not helping them to get a share of the $2 billion as ‘shareholders’ of Malabu.
In the letter to Osinbajo on Monday, Adoke had alleged that the aggrieved individuals including Atiku, who is posing as Lawal Abba were behind the smear campaign against him for not extending the proceeds of the deal to them.
Adoke said: “I was also informed that these individuals had enlisted a notorious online media to smear my name with allegations of corruption and bribery and that some agents of the Abacha family and one Lawal Abba acting for Alhaji Atiku Abubakar, a former Vice President were behind the scheme.
“They claim that they were shareholders in Malabu Oil and Gas Limited and had been short-changed by the main shareholder of the company, and that I had refused to use my official position as Attorney General of the Federation to help them get their dues from the main shareholder.
“It is apparent from these publications that the intention is not necessarily the clarifications sought by the EFCC but a carefully orchestrated plan for my assured unjustified persecution, humiliation and disgrace by a known group with interest in the Malabu matter that are aggrieved over my official role in the resolution of the case.

HealthUCH Writes Off Ibadan Quintuplets’ Bill by Topam(op): 7:58pm On Feb 23, 2016
Relief came to the parents of the Ibadan quintuplets as the management of the University College Hospital, UCH, has waived all incurred bills.
The cheering news was made known by the hospital’s Public Relations Officer, Mr. Deji Bobade, who said the Chief Medical Director of the teaching hospital, Professor Temitope Alonge, had approved the waiver.
The babies’ father, Alfa Yussuf Rasaq, and his wife, Shakirat, will not have to pay for drugs, investigations, tests, surgery and all the facilities used for their babies throughout their admission in the hospital.
Bobade told Vanguard yesterday: “As part of its Corporate Social Responsibility, UCH, Ibadan management, waived the total hospital bill incurred by the five babies and their mum.”
When asked what prompted the action, Mr. Bobade explained that the management took the step when it discovered the economic situation of the family.
He said: “In our clime, it is not common to have five babies at once. It now behoves on the hospital to give him a waiver and that includes investigation, tests, surgery and other costs incurred.
“We have told them to compile all the receipts issued to themý so that the hospital can refund it. In addition, the waiver also covers all other tests and investigations that will be done throughout their stay in the hospital.”
Rasaq rejoices
Father said: “Thanks to the management of this hospital. The doctors and other medical personnel have been so wonderful. I thank God we came to this hospital. Before now, I was afraid. But now, I can heave a sigh of relief. I thank God for all these gestures of the management and other Nigerians.”
Despite the goodwill of well meaning Nigerians, the father of the babies said he still entertains fear of what happens when the babies leave the hospital.
He said: “What becomes of these children after leaving the hospital? ýWe live in a one room apartment at 23, Akeem Street, Ijokodo, Ibadan. It is difficult for me to realise N500 per day with the type of work I do. How will I feed seven babies three times a day?”
He said he would be prepared to go into business if he has the money.
‘How the babies came’
Speaking on how the babies were conceived, the Quranic teacher said: “After two children, I told my wife that we had to plan our family. I told her we have to pause and when we are financially okay, we will have more.
“She went for family planning. After three months, we decided to have another baby. But, there was no pregnancy for about a year. She started visiting a private hospital at Apete, Ibadan.
“After sometime, something unusual started happening to my wife. Normally, she does not spit during pregnancy. She suddenly started spitting and we later confirmed that she was conceived of five babies. I did not believe it at first. Now, here we are now.”

PoliticsI Made APC Attractive To Nigerians, PDP Will Witness Same Magic – Sheriff by Topam(op): 7:36am On Feb 23, 2016
Sen. Ali-Modu Sherif on Monday in Abuja assumed office as National Chairman of the Peoples Democratic Party (PDP), and decried calls for his resignation by PDP Rescue Group.
Sheriff, in an interview with newsmen after he took over, said he was not going to resign his appointment as the chairman of the party.
“The leadership of this party in their wisdom asked me to lead.
“If the National Executive Council (NEC) of this party collectively asks me to leave, I will leave.
“I will reposition this party and take it to election within a time frame decided by the leaders of this party to conduct a credible, effective congress that will stand the test of time,” he said.
The News Agency of Nigeria (NAN), recalls that the PDP Rescue Group during a press conference on Sunday in Abuja, asked Sheriff to resign as PDP National Chairman.
On when his tenure as PDP National Chairman would elapse, Sheriff said that the party’s leadership would take the decision.
Sheriff also made clarification on his appointment contrary to the party’s constitution that for anybody to be appointed or elected as PDP official, he must have spent three years in the party.
He said that PDP had earlier granted him a waiver on the matter.
Sheriff added that he did not regret all the political parties he was part of its formation including the All Progressives Congress (APC).
“I was the founding father of the UNCP, and I was also one of the founding fathers of APC.”
He added that he left the APC because he is a man of principles.
“There are issues that I cannot discuss on the pages of newspapers because I am an elder statesman.
“I am a man of principles and I stand by my principles.
“The same instruments we used to make APC attractive to all Nigerians, we are going to use it for PDP now.”
He added that his assignment was to talk with every founding father of the party and those who had left because they were aggrieved.
Responding on the allegation of his link with Boko Haram, Sheriff said nobody in the position of authority who knows the truth has ever accused or linked him to the sect.
“No court of competent jurisdictions has ever linked me to Boko Haram.”
Sheriff added that he was not only the first target of Boko Haram, but his younger brother was also killed by the terrorists.
Earlier during the handover ceremony, Sheriff called for the support of all PDP members and leaders.
He said that the PDP could still be the largest party in Africa if all members decided to work together. (NAN)

CrimeImmigration Tragedy: EFCC Detains Moro, Two Others by Topam(op): 8:55pm On Feb 22, 2016
The Economic and Financial Crimes Commission (EFCC) on Monday detained a former Minister of Interior, Comrade Abba Moro, a former Permanent Secretary and a director over N650million immigration recruitment scandal.
The three suspects were re-invited by the EFCC ahead of their arraignment in court on Tuesday.
The fate of a former Comptroller-General of Nigerian Immigration Service, Mr. David Parradang, was however unknown.
About 6.5million applied for 5,000 immigration jobs, but the conduct of the test in March 2014 led to the death of several applicants during stampede in Abuja, Port Harcourt, Minna.
Each applicant paid a non-refundable application fee of N1, 000.
Although Moro recently blamed the former Immigration boss for the incidents, those loyal to Parradang had earlier traced the tragedy to Moro and his alleged business partners.

PoliticsNigerians Pay Highest Tariff Per Kilowatt In Africa’ by Topam(op): 7:05am On Feb 22, 2016
CONSUMER Rights Advancement Organisation (CRADO) has raised the alarm over the recent hike in electricity tariff, lamenting that Nigerians pay the highest tariff per kilowatt in Africa.
A statement signed by CRADO’s President, Mr. Adeolu Ogunbanjo, made available to Daily Sun, observed that before the latest hike in electricity tariff, Nigerians had been paying higher than countries with stronger economies.
‘‘Incontrovertibly, before this increment, Nigerians have been paying the highest tariff per kilowatt in Africa and contiguous regions. We pay higher than Egypt and countries with stronger economies,’’ the statement said.
Recall that Nigerian Electricity Regulatory Commission (NERC) had on February 1, commenced the implementation of new electricity tariff for residential and industrial users across the country.
Under the new tariff regime, R2 customers covered by the Abuja Electricity Distribution Company (AEDC) who currently pay N13.91 per kilowatt-hour (kWh) will witness an increase by N9.60.
Consumers under the Eko and Ikeja electricity distribution areas who currently pay N12.87kWh and N13.61kWh respectively will witness a N10 and N8 increase respectively in their energy charges. Electricity consumers covered by Kaduna and Benin Discos who currently pay N16.90 kWh and N12.54 kWh will witness an increase of N11.05 and N9.26 respectively in their energy charges.
For commercial consumers in Ibadan and Enugu who currently pay N25.18kWh and N24.01kWh respectively, their energy charge will increase by N12.08 and N13.35 respectively. CRADO maintained that in view of the fact that metering is the contract equipment between the Electricity Distribution Companies (Discos) and electricity consumers, the Discos have continued to exploit Nigerians by the estimated and crazy billing system for majority of consumers, while deliberately refusing to make available prepaid meters.
‘‘As there has been no significant improvement in service delivery, most consumers are also not metered in accordance with the signed Memorandum of Understanding (MoU) of November 1, 2013, which stipulates that within 18 months gestation period, all consumers must have been metered.
There are meter manufacturers in Nigeria producing all types of meters, various types of smart meters and transformers with the approval of the Standards Organisation of Nigeria (SON). It is highly unlawful and a flagrant abuse of consumer rights, for electricity consumers to pay the new tariff before getting the meters.
“Why should electricity tariff increase when the extant law for such increment was not followed in consonance with Section 76 of the Power Sector Reform Act, 2005,” CRADO queried.
In view of the above stated reasons, CRADO called on the Minister of Power, Works and Housing to obey the subsisting No Increase in Electricity Tariff court order of May 28, 2015 by Justice Mohammed Idris of the Federal High Court, Ikoyi, Lagos. The consumer rights group equally called on the Minister to dialogue with financial institutions to increase their investments in the power business so that electricity generation can hit 7,500mw while ensuring that all electricity consumers are metered

CrimePic:burglary Goes Sour As Suspect’s Head Hooks During Operation In Jos Shop by Topam(op): 7:27pm On Feb 11, 2016
Solomon, the suspected burglar, with his head trapped in the burglary proof at a shop in Jos
Luck ran out of a suspected burglar when his head was hooked up in a burglary proof during a dramatic operation in a laundry shop in Jos, capital of Plateau State.
He was however lucky to escape an extra judicial action, as a team of armed policemen saved him from the hands of an angry mob which was only waiting for him to be freed.
“It is an established fact that this young man tried to burgle a shop, but his head was hooked in the burglary proof where he remained there all through the night till morning when the shop owner discovered him there,” state police spokesman, DSP Emmanuel Abuh told Daily Trust, yesterday.
The incident happened Wednesday morning when the suspect, who gave his name only as Solomon, was found hooked in chambers of the burglary proof – his head trapped inside of the shop, and the rest of his body outside, eyewitnesses said.
He was there between 9pm of Tuesday, when he tried to break into the shop, to the morning of Wednesday when he was found trapped through the burglary proof at the door of Zebra Barbers and Laundry located at Plateau Club along CBN Road.
“My staffs resumed work by about 7:30am, to find this man trapped in the burglary proof. They raised alarm that attracted concerned persons to try and free him. I came myself to help, but we were unsuccessful to free him. We had to go round the town to look for a welder, who came with his instrument and sawed him out,” David Dum, the owner of the shop, told Daily Trust.
He told Daily Trust that the suspect was held up by the burglary proof, just metres away from a pile of clothes he was suspected to have attempted to steal.
“He entered through the ceiling, and found the way into the first section of the shop. He tried to enter the main shop through the burglary proof when his head got hooked up there,” Dum said.
An eyewitness said the suspect could not stand upright after he was freed, but added that a an angry mob that waited patiently for him to be released, refused to listen to appeals not to set fire on him and burn him.

PoliticsFashola To Senate: Don’t Change Our Plans by Topam(op): 8:35am On Feb 11, 2016
THE Minister of Power, Works and Housing, Babatunde Fashola, yesterday urged the Senate Committee on Works not to change the ministry’s plans as presented in the 2016 budget proposals.
He spoke when he led a delegation to continue its budget defence.
The minister, in his presentation of the main thrust of the Medium Term Sector Strategy 2016–2018 budget proposals, explained that the objective would ensure that projects in the six geopolitical zones were completed.
He said: “Some members of the committee have pointed out that they wanted to see a plan. There is a plan before you and it is a plan that l appeal that you should look at in more detail. It is perhaps different from what has been done before, and if we have done this budget method where we put X Naira in the budget and every constituency takes a part of it in that budget year and it doesn’t lead us to the conclusion of a project, I think the time has come to try something new.
“ I am proposing something new but we not are inflexible about what we are proposing and as l have said in my previous meetings with the chairman and the vice chairman, give us a chance, to change the way things have been done, then hold us responsible to the plan that we agree with. But as parliament, when it comes to Budgetary Appropriation matters, you have the yam and you have the knife and you can choose to cut as you wish, Sir. Mr. Chairman, we have brought a plan to you Sir, it is different from what has been done before. The purpose of that plan is to address first, economic roads as the Second Niger Bridge, the Lagos-Ibadan Expressway, the Ilorin-Jebba road so that, a section at least can be completed.”
Fashola noted that if there was a clear cut plan as being proposed, each lawmaker could explain to their people on the schedule of their areas within such a plan.
Explaining that it was impossible to have come up with a 10-year plan in less than 100 days of being in office as suggested by one of the senators, the minister explained that it was important to come up with a proposal for implementation to avoid the danger of losing the dry weather while making elaborate plans.
Fashola noted that the time had come for the senators to insist on what will make meaningful impact in the life of the citizenry by endorsing the ministry’s proposal unlike what was done in the past.
“Let us also not forget that there are some contractors who were at work last year. The budget of N19 billion passed through this National Assembly last year, l wasn’t here. And perhaps that was the time to have put our foot down. We have another opportunity now to put our foot down and l hope that we do not miss it. In doing so my suggestion is that you trust us with this plan and you hold us to it subject to modifications that we may make and subject to the leadership responsibility that we will take in our constituencies that next year, this is what will happen in this part of the country, in year three, this is what will happen in this part of the country, “ he said.
The Chairman of the Senate Committee on Works, Senator Kabiru Gaya, hailed the minister and his team for the depth of work done within a short period, adding that his committee would work with the ministry to come up with a final budget to help achieve the objectives of the executive and legislature
