you don't have a health problem as far as i know. you are probably suffering from static electricity build up in your body. Our bodies are made to accumulate and discharge electricity.
Static electricity shock seems to affect some people more than others, so i guess your case is one of the extreme ones.
Your shoes make a big difference: rubber shoes are insulators which allows static to build up. Leather shoes allow you to discharge static through the soles of your feet.
