My point exactly. The CIA is a foreign intelligence service. There's a legal prohibition on activities in America. That's the FBI's primary domain. They're more or less the Federal Police. They can investigate the CIA if they operate on American soil and American citizens unlawfully. If they have to, they'd need legal oversight of the FBI. If the CIA breaks American laws abroad,perhaps for torture, they can be investigated by the FBI. CIA are a swashbuckling agency. The FBI are the moral ones. They even investigate the NSA.

It's not about security clearance. The FBI is the policing agency of the CIA. They keep them in check. And can investigate them, leading to prosecution.
