This is misplaced priority meant to tunnel public funds into few private pockets.
If the FG wants to be honest, with that $11Bn, they can build a Dangote sized refinery of 650,000 bpd and employ hundreds of thousands "gainfully", while making healthy profit that can help build another such refinery or start a more feasible and realistic rail project.
