ok, op, your point is noted:

Wisconsin Abortion Ban Would Allow Father To Sue For Emotional Distress

Wisconsin Gov. Scott Walker (R) said this week that he would sign a ban on abortions after 20 weeks of pregnancy that does not contain exceptions for rape and incest victims, if the bill reaches his desk. The measure also contains a less-discussed provision that would allow the father to sue the doctor for "emotional and psychological distress" if he disagrees with the abortion, regardless of his relationship with the woman having the procedure.

Wisconsin Assembly Bill 237 would ban abortions after 20 weeks "postfertilization," which doctors would measure as 22 weeks of pregnancy since pregnancies are usually measured from the woman's last menstrual period. If the bill becomes law, doctors who perform an abortion after this time could be charged with a felony and fined up to $10,000, or face up to three and a half years in prison.

In addition to those penalties, the bill would allow the father to sue the doctor for damages, "including damages for personal injury and emotional and psychological distress," if the doctor performs or attempts to perform an abortion after the 20-week limit. The man does not need to be married to the woman or even in a relationship with her to sue her doctor, as long as the pregnancy is not a result of sexual assault or incest. The bill also says the woman can sue.

Walker and the co-authors of the bill, state Rep. Jesse Kremer (R) and Senate President Mary Lazich (R), did not respond to requests for comment. The Wisconsin House and Senate are expected to vote on the bill next week.

According to the Guttmacher Institute, a research organization that supports reproductive rights, 6 of the 11 states that currently ban abortion at 20 weeks postfertilization -- Alabama, Arkansas, Idaho, Kansas, Nebraska and Oklahoma -- have similar language tucked into their respective laws that allow the parents to sue a doctor who performs an abortion after that point. In Kansas, the provision applies to the father only if he is married to the woman who had the abortion.

So far, the 20-week ban is not standing up well in court. The 9th U.S. Circuit Court of Appeals struck down Idaho's law last week, ruling it "unconstitutional because it categorically bans some abortions before viability." The Supreme Court decided in Roe v. Wade in 1973 that states cannot ban abortions before the fetus would be viable outside the womb, which is estimated to occur between 22 and 24 weeks of pregnancy.

Republican supporters of the bill argue that abortions should be banned after 20 weeks because fetuses can feel pain at that point -- a theory that has been refuted by the mainstream medical community.

"Whether you're pro-life or not, that's a good time to say that shouldn't be legal after a time when an unborn child can literally feel pain," Walker told reporters this week.

Opponents of the bill point out that less than 1 percent of abortions occur after 20 weeks, and the women who seek them have often discovered severe medical problems with the fetus that were not clear in earlier tests. Marcy Stech, a spokeswoman for the progressive women's PAC EMILY's List, said the Wisconsin bill is "extreme, outrageous and profoundly wrong."

"A woman’s right to choose is hers and hers alone," Stech said. "Scott Walker is the last person on earth who should be telling women how to make their deeply personal decisions."

seriously though, why are women from the SE spearheading publicity about rape or rape matters?

Is there a higher incidence there?

just wondering.

In cases where the man is innocent or framed by the female, what legal recourse will he have and what measures are in place to definitely prove one person's word against the other's ?

A simple example is how they summon us Nigerians to their threads.

"So and so come in here".

Or like this thread, it's a perfect example of epic Axum.
Elyas refers to himself more definitively than axum.

For example, he'll say "I'm gracing you with my presence" or something like that. "You are honoured to have me here", "I am magnanimously allowing you to chat with me by posting or opening a thread", etc etc.

whereas axum just starts off by throwing insults left right and centre, neither does he build any impression or references to himself personally.

However, I'll go through axum in particular's posts again since I don't usually read what he types due to the immature and weird content.

I met someone few days ago. No way would she be below 27years, a graduate, a Nigerian graduate oo who told me that she didn't know, never heard that there is a state called Gombe state in nigeria.
She had never travelled out of her state until now! Born, raised, schooled in her state of origin and didn't know anything existed outside her state! I was shocked. Still shocked too
she knows the former state Gombe was carved from (Bauchi), is what she meant.

They actually type a lot alike. Use the same/similar words
Elyas is more courteous (if I can use that word for him) than Axum. Once again, in his own Somali way, which is different from the west African one.

Axum is ruder and more impetuous- traits of a younger person.

Axum is capable of sounding mature when he wants to.
I doubt they sound the same even so. Can you provide examples from both?

a quick passage of bills, all introduced by Senator Ita Enang
hmmm.

Ita Solomon Enang (born 23 August 1962) is a Nigerian politician who represented the Itu and Ibiono Ibom Federal Constituency of Akwa Ibom State in the House of Representatives from 1999 to 2011. He was elected Senator for the Uyo (North East) Senatorial District of Akwa Ibom in the 2011 Federal elections.

Enang became a councilor in 1987, and a member of the Akwa Ibom State house of assembly in 1992. He was elected to the House of Representatives in 1999. He served three terms as a member of the House of Representatives. His election to represent the Ibiono Ibom/Itu Federal Constituency in April 2007 was nullified in December 2007 by an Election Petition Tribunal sitting in Uyo.He was eventually reelected on 20 January 2010.

Enang worked toward abolition of the onshore/offshore dichotomy, ensuring that his state of Akwa Ibom became the highest earner of oil revenue in the country. As the federal representative for Itu/Ibiono, Enang was appointed Chairman of the House Committee on Business and Rules

Ita Solomon Enang was born on 23 August 1962. He attended the Presbyterian Teachers Training College, Ididep, Akwa Ibom State (1974-1979). He was admitted to the University of Calabar, Calabar in 1980 where he read Law, graduating in 1984. He went on to the Nigerian Law School, Lagos and was called to the Nigerian Bar in 1985. He then entered private practice with his own law firm

well, you may be right but I don't think he's axum.
