The Senate has approved the establishment of six new campuses of the Nigerian Law School across the six geopolitical zones of the country, in addition to the existing seven.

The 13 schools exclude that of the Federal Capital Territory, Abuja.

The lawmaker representing Kogi West Senatorial District, Senator Smart Adeyemi, sponsored the bill.

Approval of the new law schools followed the consideration and adoption of a report by the Senate Committee on Judiciary, Human Rights and Legal Matters on the Legal Education Act (Amendment) Bill, 2021.

Accordingly, the Senate approved the Jos Law School Campus, Plateau State; and Kabba Law School Campus, Kogi State for the North-Central geopolitical zone.

The chamber also gave the nod for the Yola Law School Campus, Adamawa State; and Maiduguri Law School Campus, Borno State to serve the North-East zone.

In the North-West, the Senate approved the Kano Law School Campus, Kano State; and Argungu Law School Campus, Kebbi State.



In the South-East, the chamber gave approval for the Enugu Law School Campus, Enugu State; and Okija Law School Campus, Anambra State.

The Senate also approved the Yenagoa Law School Campus, Bayelsa State; Port Harcourt Law School Campus, Rivers State; and Orogun Law School Campus, Delta State for the South-South zone.

In the South-West, the chamber approved the Lagos Law School Campus, Lagos State; and Ilawe Law School Campus, Ekiti State.

Chairman of the Senate Committee on Judiciary, Human Rights and Legal Matters, Senator Opeyemi Bamidele, said creation of the six law schools was a legislative intervention to address “the exponential increase in the number of law graduates from our universities and foreign ones, coupled with the backlog that existed over the years.”

Bamidele added that the “existing campuses are overstretched and the infrastructures are not enough to accommodate thousands of law students graduating from the universities.”

The senator observed that the United States of America, with a population of over 350 million people, has about 237 law schools.

The lawmaker noted that some countries such as Canada and Australia, with far fewer population than Nigeria, have 24 and 38 law schools for a population of about 38 million and 26 million people, respectively

Bamidele explained that the provision for additional campuses in the six geopolitical zones of the federation was appropriate as it does not tamper with the seven existing campuses established by administrative responsibilities of the Council of Legal Education

The lawmaker, therefore, advised the Federal Government to, as a matter of priority, provide adequate resources for the funding of the Infrastructural needs of the law campuses across the country.

Workers in Osun State under the aegis of the State of Osun Joint Labour Movement have written the Governor, Adegboyega Oyetola, demanding payment of outstanding arrears of salary and pensions.

The letter dated February 7, 2022, co-signed by Joint Negotiating Council Chairman, Bayo Adejumo; Chairman, Nigeria Labour Congress, Jacob Adekomi; and the Chairman, Trade Union Congress, Adekola Adebowale; and obtained on Tuesday, was addressed to the governor.

The labour movement also demanded payment of four months cooperative deductions which form part of monthly salaries of some categories of workers for the month of June 2019, April, May and June 2020.

Parts of the workers’ demands also include giving financial effect to workers’ promotions starting from November 1, 2021, and implementation of nominal promotions and conversion.

The letter read in part, “The movement note with concern the non payment of cooperative deductions of monthly salaries which form part of monthly salaries of the affected workers for the month of June 2019, April, May and June 2020.

“The immediate payment of the deductions shall be appreciated. It is worthy of note that the government through the attached circular agreed to implement nominal promotion for “2019 and 2020” as contained in paragraph 2 same, yet up till now the issue has not seen the light of the day.

“In view of which the joint Labour Movement hereby call for ‘immediate release’ of circular for the implementation of nominal promotions and conversions spanning 2019 – 2021.



“Workers and pensioners in the state have been noted by the Joint Labour movement to be extraordinarily resilient having endured the non-payment of outstanding arrears of salaries and pensions which this government has agreed to commence defrayment with effect from 1st November 2021.”

The Nigeria Union of Teachers on Tuesday in Abuja engaged in prayer sessions following the delay by the regime of the President, Major General Muhammadu Buhari (retd), to grant assent to the bill on the new retirement age for teachers.

The apex teachers’ association also prayed for federal and state governments to implement the N30,000 minimum wage and implement all the welfare packages approved for Nigerian teachers.

The PUNCH had reported that the government, during the year 2020 World Teachers’ Day, had announced a new welfare package for teachers some of which included the introduction of new retirement age for teachers, new salary scale, among others.

The President had also during the 2021 World Teachers’ Day reiterated his stand on the promise. The Minister of State for Education, Emeka Nwajiuba, in December 2021, had said teachers would begin to enjoy a new salary scale by January 2022 but that has not happened as of the time of filing this report.

The prayer session organised by the union in Abuja and led by Khalid Aliyu and Adebayo Osijo had the following prayer points outlined;

“Pray for the presidential assent to be granted to the bill on the retirement age of teachers at 65; Pray for the Federal and State Government to implement the N30,000 minimum wage and the consequential adjustments for both junior and senior workers at all levels in the states awaiting its implementation.

“Pray for the implementation of all the welfare package approved for the Nigerian teachers by President Muhammadu Buhari; pray for greater attention to the welfare of our teachers e.g payment of salaries and promotion for primary and secondary school teachers; Pray that the Federal Government does not increase the pump price of the Premium Motor Spirit in the country.”

The Peoples Democratic Party Minority Caucus of the Nigerian Sentate has nominated Sen. Shuaibu Isa Lau (Taraba North) as Deputy Minority Leader.

The post became vacant following the recent
defection of Senator Emmanuel Bwacha (Taraba South) to the ruling All Progressives Congress (APC).

He was subsequently received by President Muhammadu Buhari at the State House last week.

Senate President Ahmad Lawan read a letter from the National Chairman of the PDP, Dr Iyorchia Ayu, announcing the choice of Senator Lau as the new Deputy Minority Leader of the upper chamber.



He was thereafter officially recognised as a member of the APC amid congratulations from members of his new Party.

Lawan had directed the Chief Whip, Senator Orji Uzor Kalu, to take Bwacha to his new seat on the section of the isle reserved for members of the ruling party.

Kalu promptly carried out the instruction even as members of the minority PDP kicked against the development.

Lagos State Governor, Babajide Sanwo-Olu, has signed a bill regulating real estate transactions in the state.

The governor signed the bill at the Executive Chamber at the Lagos House in the Ikeja area on Monday.

Present at the signing were the Commissioner for Housing, Moruf Akinderu-Fatai; the Attorney General and Commissioner for Justice, Moyosore Onigbanjo; the governor’s Special Adviser on Housing, Toke Awoyinka-Benson; amongst others.

Sanwo-Olu said the law to regulate the real estate transactions in Lagos State will help to protect the citizens; the unsuspecting Lagosians who fall prey to many real estate professionals, adding that the law will also help players in the real estate sector to know what is expected of them and for government to be able to track who is doing what in the sector.

“It is really around ease of doing business and ensuring that we can continue to attract private sector investments into the real estate space. We believe this law will be the very first in the country that has taken a deep dive into what is happening in that space and it further strengthens our intervention in housing through the Ministry of Housing,” Sanwo-Olu said.

The governor also signed two other bills into law to provide for the registration of Cooperative Societies in Lagos State; and law to regulate ownership, licensing and sales of pets and to prohibit and restrict people from having in custody dangerous animals in public places.

Sanwo-Olu said the new bills he assented to would strengthen government and citizens’ engagement and relationships and for residents of the State to continue to live in an atmosphere where the rule of law is enshrined for people and to know what is expected of them.



The governor commended the Speaker of the Lagos State House of Assembly, Mudashiru Obasa, and the state lawmakers for seeing the need to pass the bills into laws.

He said the law to provide for the registration of cooperative societies in Lagos State would make it easy to regulate the operations of thousands of cooperative societies in the State for harmonious cooperation.

The governor also noted that the law regulating the ownership, licensing and sales of pets, prohibiting and restricting people from having in custody dangerous animals in public places, would further strengthen all the deliverables in the Ministry of Agriculture, especially issues that have to do with pets and animals.

The former Emir of Kano, Muhammadu Sanusi II, on Monday, said Nigeria “is living on extra time,” declaring that the country would be facing deeper challenges from 2023.

Sanusi warned presidential aspirants to be prepared for the numerous challenges confronting the country.

Sanusi who is the former Governor of Central Bank of Nigeria and leader of the Khalifa of Tijaniyya sect in Nigeria,
spoke in Abeokuta, Ogun State, at a reception for him (Sanusi) as part of activities marking the 80th birthday of Babanla Adinni of Egbaland, Chief Tayo Sowunmi.

Sanusi said, “To be honest, we are living on extra time. In 2015, we were in a deep hole. In 2023, we will be in an even much deeper hole than in 2015.

“Those struggling to be President, I hope they understand that the problems that they are going to face are multiples of the problems that were faced in 2015. All of us have to be ready for difficult decisions and if they are taken, we are all going to pay for them.

“But the solution is not for all of us to jump into politics. This country needs good politicians. It needs imams, pastors and bishops who are going to stand up and remind them (politicians) of the fear of God. It needs technocrats who are going to critique their policies. It needs traditional rulers who are going to speak as the conscience of the people. Everyone has a role to play and we should try to play that role to the best of our ability.”

Sanusi, however, denied eyeing the presidency seat in 2023, saying he’s content being the spiritual leader of the Tijaniyyah.



He noted that he had served in various capacities both in past and present “and I will forever be grateful to Allah.”

The Federal Government’s school feeding programme is collapsing with food vendors no more turning up in schools, The PUNCH has learnt.

Findings by our correspondents in Benue, Cross River, Akwa Ibom, Ogun, Enugu, Bauchi and Kano states showed that vendors because of non-payment of their funds had stopped providing food in the schools.

In some states, teachers and pupils told The PUNCH that when the programme was in operation, it was epileptic with few of the schoolchildren getting food when the vendors turned up.

Our correspondent, who visited some schools in Makurdi, the Benue State capital city, gathered that since the beginning of second term in January, the programme had not resumed.

We were fed only three days in 2021 – Benue pupil

A primary four pupil of the LGEA Primary School at Idemekpe, Makurdi, Terry Orduen said that throughout 2021, the schoolchildren were fed for three days. “Since the inception of this second term we have yet to see the cooks in our school. In 2021, we were fed for three days,” he added.

Corroborating the pupil, a teacher at the LGEA Primary School at Wuruku, who spoke on condition of anonmity, asked if the programme still existed.

“Is the programme still on? For the past few months, I have not seen the cooks in this school. I cannot remember if our children were fed last term, “the teacher said.



But some of the food vendors said that they had yet to be paid for second term.

We were paid last in Sept – Food contractor

One of them who identified himself as Agbo attributed their inability to feed the pupils to the Federal Government’s default in the payment of their funds.

She stated, “We have been following up on why we have not been paid and why the contractors supplying us the items failed to do so.

“They have made us undergo revalidation and we have completed the process, and what we are waiting is the release of funds so that we can start feeding the children.”

The state Focal Person, Dr Damsa Terries, however debunked the claim by food vendors that they being owed.

He added, “Cooks do not use their money to cook. The Federal Government gives them money first so it is not possible for cooks to say they are being owed.

“You don’t cook when money has not been given. It is when you get alert in your account that you know number of pupil’s you are going to feed.”

Feeding programme stopped in Enugu on November – Teacher
In Enugu State, the programme stopped in November 2021, findings by one of our correspondents revealed.

The correspondent, who visited some schools in the state capital, learnt that the children were fed only three months in the whole of 2021.

Some of the schools visited within the state capital include Emene Practicing Schools 1, 2, 3 & 4 in the Enugu East local Government Area. Other schools visited are Construction Primary School, Asata in the Enugu North Local Government Area and Idaw River Primary Schools 1, 2, 3 & 4 in the Enugu South Local Government Area.

A head teacher in one of the schools, Mrs Christiana Ogene, told our correspondent that since November 2021, middle of first team she had not seen the contractors. “When I called one of the food vendors, she told me that she had not been paid and unless she was paid, she could not cook.”

In 2021, I was only paid for three months – Food contractor
One of the contractors, Mrs Ndidi Ikenta told The PUNCH that she was only paid for three months in 2021.

She stated, “They (Government) usually pay us every month to cook for the children but in 2021 they only paid me for three months. The last time they paid me was in November 2021 and when, the money finished I stopped.

“They pay me N100,400.00 to feed the children from one month and the money was not even enough considering the high rate of inflation in the country.”



Programme suffers setback in Kano, cooks hardly bring enough food

A staff member of the state Universal Basic Education Board, who spoke to The PUNCH on condition of anonymity, said although the programme was still ongoing, it was not being implemented effectively.

He said that while some schools were getting the meal, which is supposed to be given to the pupils once daily, others schools hardly got the meal in time and the food did go round most of the time.

“For example the cooks hardly bring enough food. The food is always inadequate to serve the number of pupils in the school.

“The food is always inadequate and when you ask the cooks they will not give you satisfactory answer as to where the problem is,” he said.

He said lack of proper supervision and monitoring was among the problems bedevilling implementation of the programme and called on both the state and the Federal Government to come up with effective mechanism with a view to checking the excesses of contractors and cooks.

Effort to speak to some teachers by our reporter who visited, Dandutse and Giginyu primary schools in Kano metropolis proved abortive as they declined to comment on the programme for fear of being victimised for speaking to journalists.

Our funds slashed into two, C’River food vendor alleges
The school feeding programme in Cross River State has also suffered a setback due to lack of funds.

A vendor, who confided in The PUNCH, said the programme was “very epileptic. They are not releasing funds. Even when they release the funds, they divide it into two. For instance, throughout this term, they have not made funds available. Last term it was only once.

“The population of a school determines what is paid to vendors. Some receive N100,000, some N80,000, some N120,000.”

He alleged that the money was usually slashed by half, adding that he received N60,000 instead of N120,000.”The programme is almost dying. At times they give us a crate of eggs and a chicken for a whole term,” he said.

Another vendor in Obudu said he collected N40,000. He said he collected the amount twice last year.

Funds have not been released – C’River Coordinator
Reacting, the Coordinator of the programme in Cross River, Gabe Okulaja, said funds had not been released this term.”Abuja has not released funds to anybody,” he said.

He said the programme was also affected last term because “civil servants were on strike for a long period.”

In Akwa Ibom State, The PUNCH learnt that the programme had stopped in some primary school despite the revalidation carried out by the office Home Grown School Feeding programme in the state.



Sources at the Lutheran Primary School Urua Ikpa Junction and the Presbyterian Primary school, Idiot visited by our correspondent confirmed that the Federal Government had stopped feeding the children.

A teacher at the Presbyterian Primary School, Idiok, Itam in the Itu Local Government Area, who spoke to our correspondent on condition of anonymity, said the since four years ago there had not been feeding of pupils in the school.

She said, “Since 2018 ,we have not heard of anything like school feeding in our school. They came and did revalidation and capturing of the pupils but since then we never seen or heard anything like that again.

The situation was not different from that of the Lutheran Primary School Urua, Ikpa Junction as a pupil, who Etim Inyang said that there had never been anything like school feeding for a very long time.

“They used to come here from time to time to feed us but for a long time there has been nothing like that again and we don’t know the reason” Inyang said.

However, one of the vendors who spoke on condition of anonymity complained of funding from the Federal Government.

“For a long time now we have been having the challenges of funding in the state. That is the major reasons why they programme is not going in some schools in the state.”

Visits to some schools in Abeokuta , the Ogun State capital revealed that home- feeding programme was no more operation.

Some of the schools visited included the Community Model Primary School, Oke Lantoro, UAMC, Eleja, ijemo and the Abeokuta South Local Government Primary School Ijemo.

Some vendors who spoke with our correspondent complained of being owed .

The vendors said they were owed some months before the exercise was suspended.

Attempts to get a reaction from the Commissioner for Special Duties , Femi Ogunbanwo whose ministry is in charge of the exercise in the state, did not succeed. declined comments .

Ogunbanwo neither answered calls to his mobile nor responded to the text message sent to his mobile line .

In Katsina, government officials said since schools resumed for the second term in January, the food contractors had not turned up.



On his part, the Bauchi State Governor, Bala Mohammed, the distribution of empowerment materials to selected beneficiaries in the Dambam Local Government Area of the state under the Kaura Economic Empowerment Programme, r said that the Federal Government’s social investment programme including the school feeding programme was not working.

He said that it was a means through which government officials siphoned public resources.

But the Coordinator of the NSIP, Dr Umar Bindir, dismissed the governor’s allegations saying “the unsubstantiated statements credited to the Bauchi State governor are manifestly false, and have absolutely no bearing to the realities on ground.”

But in a media statement, the Special Adviser on Media to the Bauchi State governor, Mukhtar Gidado, said the state government was not aware of the selection process of the beneficiaries of the NSHIP.

He said that the figures supplied by Bindir simply did not add up and the discrepancy could not be wished away.

FG making payments for school feeding, ministry insists
The Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development insisted that the Federal Government was still making monetary provisions for the school feeding programme.

An aide of the humanitarian minister in the public affairs department, Halima Oyelade, said payments for the programme had not stopped, stressing that the ministry might start sending statements whenever such payments were made.


She, however, told our correspondent on Sunday that she would consult the head of the school feeding programme to confirm if there was any issue with the payments to states.

“I know the government through our ministry has been providing for the feeding programme and this has not stopped, but I can’t give a detailed response on it now,” Oyelade said.

She added, “However, I will talk to the cluster head for the school feeding programme because they will have all the figures and everything.

“We’ve been making payments for the school feeding programme, to the extent that we wanted to start issuing statements every time that we release money to the states.”

On why the ministry was considering issuing statements, Oyelade said, “It is so that all these concerns where you hear people say they’ve not been paid or given money will be addressed. This is being worked on.

“But let me talk to the cluster head about your question, because maybe there is an issue with a particular state or something else, for they will be in a good position to shed more light.”

The external reserves have fallen below the $40bn mark to the lowest point in over three months, figures from the Central Bank of Nigeria have revealed.

The reserves dropped to $39.82bn on February 2, 2022 from $40.53bn as of December 30, 2021.

The country’s external reserves had jumped from $39.82bn on October 15, 2021, to a high of $41.83bn on October 29, on the back of Eurobond inflow and the International Monetary Fund’s Special Drawing Right.

The country’s external reserves rose by $5.12bn last year from $35.37bn at the end of 2020, according to CBN data.

At the first Monetary Policy Committee meeting this year, the Governor, Central Bank of Nigeria, Godwin Emefiele, said, “Members also noted the continued improvement in the external reserves despite ongoing foreign exchange market pressures. The reserves stood at $40.2bn as at December 2021.”

Emefiele had earlier noted that the external reserves rose to over $41bn in October 2021, supported by demand management measures, Eurobond inflow of $4bn and the IMF’s SDR.

A former President, Association of National Accountants of Nigeria, Dr Sam Nzekwe, said a lot of money came from the diaspora by November and December.


He said insecurity had affected investments in the country and productivity was low.

According to him, the productivity level must rise in the country before it can have a significant impact on the external reserves.

The police have arrested 33 suspected criminals, including members of different kidnapping gangs terrorising motorists and travellers on the Lagos-Ibadan Expressway.

The suspected kidnappers, who were arrested by men of the Oyo State Police Command, included those operating at the Onigari section of the expressway, where some wedding guests were recently abducted.

The Commissioner of Police, Ngozi Onadeko, who briefed journalists on Thursday, gave the names of some of the suspects as Aliu Umaru, Isiaka Ibrahim and Tambaya Usman.

The CP said, “Owing to the rising cases of kidnapping along the Lagos-Ibadan Expressway and the ugly incident of a case of kidnapping/murder that happened at the Onigari section of the Lagos-Ibadan Expressway on January 7, 2022, the Oyo State Police Command immediately swung into action through the swift deployment of intelligence and tactical assets.

“This led to the arrest of one Bashiru Abubakar, alias Maku-Maku, a member of the kidnapping gang terrorising the Lagos-Ibadan Expressway on January 14, 2022 around 3.30pm.

“During interrogation, the arrested suspects mentioned Babuga Umaru, one Bellel, one Ibrahim, one Buyo; Habu Kosoko, one alias Ontop; and one Danliti, now at large, as the ones who carried out the kidnapping operation that caused the death of one Oluwatosin Anwajoye, 45, at the Onigari area of the Lagos-Ibadan expressway on January 7, 2022.”


“He confessed that he used his motorcycle to convey Bellel and Ibrahim on January 6, 2022, around 8pm, and they arrived in the bush at the Onigari area of the Lagos-Ibadan Expressway before they struck on January 7, 2022.



“He also confessed that he was the person who supplied the syndicate with food and hard drugs, while they were in the forest.

“Preliminary investigation of all the suspects arrested so far in the case revealed that they all have knowledge of the kidnapping operation that took place on January 7, 2022 and the forensic analysis of their phone numbers linked them up with the crime and there is a nexus between them and the suspects at large.”

The CP added that members of another gang of kidnappers operating on the same road were also arrested by her men.

She gave the names of the suspects as Tambaya Usman Shehu, 27; Aliyu Umaru, 20; and Isiaka Ibrahim, 28.

Onadeko stated, “This is another kidnap syndicate operating along the Lagos-Ibadan Expressway. The proactive measures adopted by the command to flush out and abate kidnapping in the state and painstaking effort led to the arrest of one Aliyu Umaru and one Isiaka Ibrahim.

“The interrogation of the duo led to the arrest of one Tambaya Usman Shehu at his hideout in the Akimbola area of Bodija, Ibadan on January 27, 2022, around 2.30am, who also belongs to another syndicate of the kidnapping gang terrorising the Lagos-Ibadan Expressway.
