The Nigeria Immigration Service on Tuesday in Abuja reacted to a global ranking that placed the Nigerian passport 98th out of 199 countries; below other African states such as Malawi, Niger, Chad, Zimbabwe, Uganda and The Gambia.

It said although it welcomed the ranking, it is more concerned with Nigerian passport’s compliance with the global standards of the International Civil Aviation Organisation.

According to details obtained from Henley & Partners, a London-based global citizenship and residence advisory firm, the passport index published quarterly is based on exclusive data from the International Air Transport Association, which maintains the world’s largest database of travel information.

The recently published Q1 2022 index cross-examined the passports of 199 countries with 227 travel destinations; and ranked these passports based on global access and mobility.

Each passport is scored based on the number of destinations that the holder can access visa-free. This also applies if passport holders can obtain a visa on arrival, a visitor’s permit, or an electronic travel authority upon entry.

Japan and Singapore topped the ranks with passports gaining access to 192 countries. The United States and the United Kingdom ranked seventh while Yemen, Pakistan, Syria, Iraq and Afghanistan settled at the bottom five.

Despite emerging 28th globally, the Seychellois passport ranked the highest in Africa, having visa-free access to 152 countries. Botswana and Namibia ranked second and third with 86 and 78 countries, respectively.

Malawi (76th), Niger (90th), Chad (90th) The Gambia (75th), Uganda (76th), Zimbabwe (78th) and Sierra Leone (80th) all ranked above Nigeria and Ethiopia, which tallied at 98th. Despite Nigeria’s position on the list, it rose five places compared to the Q4 2021.

Reacting to the report, the spokesperson of the Nigeria Immigration Service, Amos Okpo, argued that visa-free mobility is largely a reflection of bilateral agreements between countries and within regional blocs.

Speaking with our correspondent on Tuesday, he said, “While we appreciate the work done by Henley & Partners, we are more concerned with deepening our passport technology to meet up with the standards of the ICAO; ensuring that our passport complies with ICAO guidelines.”

Okpo argued that Nigeria has been a Public Key Directory of the ICAO since April 2009 and, therefore, sits in a respectable position in the comity of nations.

According to the ICAO, “the Public Key Directory is a central repository for exchanging the information required to authenticate electronic Machine-Readable Travel Documents such as e-Passports, electronic ID cards and Visible Digital Seals.”

The directory which acts as a central broker for this information ensures that information adheres to the technical standards required to achieve and maintain interoperability.

Asserting NIS’ position on Henley’s ranking, Okpo said, “What we put more emphasis on here is our standing in the ICAO. When ICAO alerts us of any lapses with our passports, we get to work. Nigeria has been part of the Public Key Directory since 2009 and it took us complying with several passport security specifications to be reflected on that directory.

“This (Henley & Partners) ranking is based on passport admissibility. And that is largely a function of mutual understanding, reciprocity among countries which does not necessarily reflect the true strength of a passport. A good example is the European Union and the ECOWAS,” he said.

He also noted that when Nigeria joined the ICAO’s PKD, there were only 13 member states; New Zealand, Singapore, the United Kingdom, Japan, Canada, the United States of America, Germany, the Republic of Korea, France, China, Kazahkstan and India.

So far, the directory has 82 participant countries, with Mongolia joining in December 2021.

TL;DR: I was diagnosed with Herpes. I have a constant itch that now looks like ring worm circle on the upper left side of my ribs and I also have hook pain on the lower left side of my abdomen, just below the ribs(spleen region). I've gone to the hospital but doctors said it's nothing. What's the cause and what can I do?

I recently got diagnosed with Herpes and I'm currently on aciclovir. The thing is, before I did this herpes test, I have been having itch from the inside of the left side of my body for like months now and when I looked at it at the mirror, it has this circle like ring worm like. Though it isn't really visible but it's something I can notice and it has this slight dark coloration.

Now, I've been having this hook pain too for a while on the lower left side of my abdomen, around the spleen region, just below my ribs and it's usually prevalent at night. Mind you, I've gone to the govt hospital to complain about this and the doctors are saying I should not worry that it's nothing.

The way kidney infection news is flying here and there, I don't wanna be caught on the web.

Please Doctors and other health practitioners, what can I do? What kind of cream can I apply to the rash and what should I do as regards the hook pain too and what's the likely cause of this?

Please help!!!

National Union of Road Transport Workers, Lagos State Council’s chairman, Alhaji Musiliu Akinsanya, aka MC Oluomo, has announced the withdrawal of members of the state’s council, including himself, from the national body.

He made the announcement at the state secretariat, Agege on Thursday.

This is coming a few hours after NURTW headquarters suspended Akinsanya for alleged insubordination.

Oluomo in his address titled, ‘Crisis in NURTW’, MC Oluomo said, “There has been some crisis in our umbrella body, NURTW. All attempts to have an amicable resolution have failed. In fact. we have protested to the Lagos State Government about the State of affairs in our Union.

“Being law-abiding and responsible citizens, we have decided to explore all avenues for peace in the interest of all, we will not support any action that can threaten the peace that we cherish so much in Lagos State.

“Therefore, I, Comrade Musiliu Ayinde Akinsanya, on beha|f of the State Administrative Council, State Executive Council members and the entire union rank and file members of the National Union of Road Transport Workers, Lagos State Council with over 200 branches and zones hereby resolve to immediately withdraw our membership and operation from the National body of NURTW for peace to reign in Lagos State; write to Lagos State Governor, Lagos State Ministry of Transportation and other relevant agencies about our decision.

“It is important to state that our action is in line with section 40 of the constitution of the Federal Republic of Nigeria 1999 (as amended, which provides as follows – Every person shall be entitled to assembly freely and associate with other persons, and in particular, he may form or belong to any political party, trade union or any association for the protection of his or her interests. This means that every person shall be entitled to join an association and exit freely without molestation.

“In view of this and the crisis at hand, Lagos State Government is hereby invited to consider its white paper on Transport Union activities, 2004 section 5C, which states that the Government should take over the management of any garage or motor park where there is a crisis until such is resolved by the consultative committee.

“We hereby call on Lagos State Government to take over the running of the affairs of the Union with the Constitution of a Park Management Committee for Motor Garages and parks in the state, thereby ensuring peace and tranquility, pending the determination of the matter in the interest of the good people of Lagos State.”

The Attorney-General of the Federation, Abubakar Malami; the Minister of Transportation, Rotimi Amaechi; the Minister of Labour and Employment, Chris Ngige; and other political appointees believed to interested in elective offices will not be able to participate in the All Progressives Congress primaries expected to begin in May unless they resign.

This is the state of things following the rejection of the Electoral Act Amendment Bill by the Senate on Wednesday.

However, elected officers including governors, deputy governors, the Vice-President and members of the National Assembly and the state legislature will be allowed to contest and participate in the primaries.

The President, Major General Muhammadu Buhari, while signing the bill into law last month, called on the National Assembly to amend Section 84 of the Electoral Act which bars political appointees from voting at any convention, congress or primary of any political party. He subsequently sent a bill to the National Assembly to that effect.

Section 84(10) of the Act specifically reads, “No political appointee at any level shall be a voting delegate or be voted for at the convention or congress of any political party for the purpose of the nomination of candidates for any election.”

It further states that where a political party fails to comply with the provisions of this Act in the conduct of its primaries, its candidate for election shall not be included in the election for the particular position in issue.

Buhari had subsequently asked the National Assembly to amend the bill, arguing that it was at variance with the constitution.

But the Senate, on Wednesday, unanimously rejected the President’s amendment proposal.

The executive bill failed to pass when President of the Senate, Ahmad Lawan, put the motion for its adoption for second reading to a voice vote.

After the Majority Leader, Yahaya Abdullahi, moved the motion for the bill to be read a second time, Senator Adamu Aliero had urged the Senate to step down amendment of the Electoral Act.

Raising a point of order, Aliero made reference to the provision of Rule 52(5) of the Standing Orders of the Senate.

Order 52(5) provides that, ‘Reference shall not be made to any matter on which a judicial decision is pending, in such a way as might in the opinion of the President of the Senate prejudice the interest of parties thereto.’

Aliero, therefore, advised the Senate to step down consideration of the bill pending the vacation of the ruling by a Federal High Court in Abuja on Monday.

The senator pointed out that going ahead with the process would be sub judice.

Lawan, while ruling on Aliero’s point of order, insisted that the move by the Senate to amend the Act was to exercise the constitutional duties of the legislature.


After Abdullahi led the debate on the bill, the Minority Leader, Senator Enyinnaya Abaribe opposed the proposed deletion of Section 84(12) of the Act.

Abaribe said, “There are certain things that we see which we think we don’t even have to come here to debate. One of those things is the fact that in every democracy, all over the world, there are certain rules which we don’t need to be told about. One of those rules is the fact that you cannot be a referee and a player on the same field. It is either you’re a referee or a player.”

Also, Senator Smart Adeyemi opposed consideration of the bill saying, “Indeed, it is a settled matter in law that you cannot be a judge over you own case.”

Adeyemi added, “In any election, where people have the added advantage of holding executive power, either by proxy or directly or by appointment, for such people to have access and compete with others who came from the street, I think is an unjust society.

“Therefore, I disagree with all the arguments on the need to consider a decision that has already been settled.”

Efforts by the Deputy President of the Senate, Ovie Omo-Agege, to sway the opinion of the lawmakers were unsuccessful as the senators voted overwhelmingly against the bill.

The development swiftly became a trending topic on social media as many Nigerians described it as “the beginning of the end” of Malami’s political ambition.

Attempts to get a response from the AGF’s Office proved abortive as his Media Adviser, Umar Gwandu, did not respond to an inquiry.

The National Assembly has been divided over the ruling by a Federal High Court, Abuja, stopping Buhari; Minister of Justice and Attorney-General of the Federation and the parliament from tampering with the Electoral Act 2022.

The Senate had insisted on going ahead to consider the request by the President, Major General Muhammadu Buhari (retd.), who asked the federal parliament to delete Section 84(14) of the new electoral law but the House of Representatives said it would obey the court.

The Chairman of the House Committee on Media and Public Affairs, Benjamin Kalu, while addressing journalists on Tuesday, argued that the chamber would obey the Rule of Law principle.

The Federal Government has banned any direct purchase of farm produce involving indigenous farmers and foreign nationals.

The new regulation which is to ensure that Nigerian farmers are not shortchanged now mandates all foreign nationals to go through licensed local buying agents to do business with the farmers.

The Minister of Trade and Investment, Niyi Adebayo, disclosed this to State House Correspondents shortly after Wednesday’s virtual Federal Executive Council meeting presided over by Vice President Yemi Osinbajo at the Council Chambers of the Presidential Villa, Abuja.

According to him, FG has okayed appropriate mechanisms to ensure competitive prices for commodities of indigenous farmers in a bid to protect them from exploitation and also ensure that they have the appropriate incentives to guarantee their continued participation in their trade.

Adebayo said he presented two memos on behalf of his ministry; one of which was for the promotion of agribusiness in Nigeria through the right farm gate pricing and ban on foreign nationals and their representatives from purchasing agricultural commodities at the farm gates.

He said, “We finally got approval from FEC today for only licensed local buying agents who must be registered by the relevant national commodity associations, they are the ones who now will be able to buy goods directly from the farmers and sell to the foreigners. This way, the farmers will no longer be cheated by these foreigners who just throw money at them and can buy their goods.”

The Minister also disclosed that he presented another memo to FEC for the approval of the Trade Policy Action Plan themed “Unleashing Nigeria’s Development Potentials through Trade and Investment.”



He said the Action Plan also approved by Council was formulated to utilise trade as another means of generating revenue outside oil whose revenue is plummeting.

“The whole idea is that because we’re not making as much money as we used to from the sale of oil, and because of reduction in the money that comes from that aspect of Nigeria’s revenue generation, we want to utilize trade as a means of generating revenue for the country.

“So, the action plan aims to utilise the existing national trade policy to facilitate effective use of international trade and investment as tools for economic growth and poverty reduction in the country.

“We’ve got approval to engage with all the ministries, departments and agencies involved in trade and revenue generation, and also the organized private sector and civil society organisations to ensure a successful implementation of the trade policy action plan,” he said.

He explained that the ministry would now inaugurate a committee to look into the existing trade policy which was last updated in 2002. He added that the ministry will also draft an investment policy. Both policies would be ready before the end of 2022, he affirmed.

On his part, Minister of Communications and Digital Economy, Dr Isa Pantami, said FEC approved the introduction of another layer of quality assurance certificate in government digital services above the N1bn mark.

He revealed that before now, all federal public institutions have been mandated by law to obtain IT Project Clearance before embarking on any information technology project.


Pantami said “There are so many benefits of that, this is provided for in NITDA Act 2007, Section 6, under Article A and the federal government has re-emphasized that through a circular on 31st August 2018.

“So many federal public institutions have been complying with this and the report is very commendable. We presented the report before the Federal Executive Council today. The report covers January 1, 2021, to December 31, 2021. This is a copy of the report; IT Project Clearance Performance Report for Government Digital Services 2021.

“This report captures all the IT projects in the country, particularly towards our government digital services for the whole year. It is mentioned that 282 major projects were submitted for clearance. Out of this number, 258 were cleared and 24 were rejected and the total amount submitted seeking permission to implement the project was over N213bn by many federal public institutions.”

He said NITDA cleared around N154bn and saved the government over N24bn. The minister also emphasised that the ICT Projects Clearance is meant to save costs and fight corruption.

Pantami explained that after his presentation, FEC also approved another regulation mandating projects running up to N1bn to obtain quality assurance certificates from the National Information Technology Development Agency after completion.

He explains, “The reasons for introducing this layer are many, but some of them like number one, we discover that sometimes an approval or clearance could be granted in the cost of implementation, some of the specifications will be changed and if there is no quality assurance certificate, we will not be able to know whether the project is implemented according to the clearance or not.

“Second, it is part of building a system. Some of the stages of building a system include feasibility study, preliminary investigation, system analysis, system design, system coding, and also system implementation, and also system testing. So, it is through system testing we will be able to certify and confirm the quality of that system, whether it’s assured or not.



“Henceforth, any ICT project that is up to N1bn, after obtaining the clearance, at the end of the project, that institution is required to look for a quality assurance certificate, so that we will be able to derive the maximum benefit of that government investment”.

NEW data from the World Poverty Clock on Tuesday revealed that over 70 million Nigerians are currently living in extreme poverty.

The figure represents about 33 per cent of the nation’s estimated population put at 215,353,968. It accounts for less than 50 per cent of the entire population figure.

The exact statistics of those living in extreme poverty, according to the World Poverty Clock was pegged at 70,677, 758 at a poverty threshold of $1.90.

The World Poverty Clock is an initiative of the World Data Lab. It provides real-time projections on income levels and pictorial descriptions of how every individual across the globe is escaping from extreme poverty through deliberate policies of respective nations across the world.

t indirectly helps monitor the attainment of the Sustainable Development Goals (SDGs) of the United Nations set at 2030.

The situation of being in extreme poverty is often considered the most severe type of poverty. It is also described as abject poverty, deep poverty, absolute poverty, and in some cases penury.

Extreme poverty, according to the United Nations Department of Economic and Social Affairs Inclusion is “a condition characterised by severe deprivation of basic human needs, including food, safe drinking water, sanitation facilities, health, shelter, education, and information.

“It depends not only on income but also on access to services.”

The World Bank uses a similar benchmark of $1.90 per day per person to measure people who are living on the global extreme poverty line.

Some of the indices also include access to clean water and good health care system, which Nigeria lack.

For instance, in November 2021, the country was ranked first globally in open defecation.

Earlier, in September same year, the Financial Derivatives Company (FDC) Limited disclosed how Nigeria had maintained its position as the poverty capital of the world.

Some of the challenges confronting the country, according to several experts, include inflation, unemployment, insecurity, corruption, infrastructure deficit etc.

Gunmen have killed 19 security personnel, including 13 soldiers, in Kebbi State, a security source and residents said Wednesday.

The battle erupted late Tuesday in Kanya, a village in Danko-Wasagu district, just a day after dozens of members of a self-defence militia were killed in the same area.

The PUNCH had reported that about 57 vigilantes were killed in nearby Sakaba on Monday in an ambush by heavily armed criminal gangs known locally as bandits.

Hundreds of gunmen invaded Kanya, engaging a combined military and police detachment in a three-hour gunfight, the source and residents said.

“The death toll stands at 19. They include 13 soldiers, five policemen and one vigilante,” a security personnel, who did not want to be identified, told AFP.

He said eight other security personnel, including four soldiers, were hospitalised with wounds.

“It was an intense fight that lasted more than three hours. The terrorists had the upper hand because of their sheer number.”



Military and police did not immediately respond to a request for comment on the incident.

Local resident Musa Arzika, who gave the same toll, said the attackers came on “around 200 motorcycles riding three on each” and laid siege on the village.

“The bodies of 13 soldiers, five policemen and one vigilante killed in the fight were taken to Zuru this morning,” he said.

“We believe they were the same bandits who killed the vigilantes that attacked our village,” he said.

Northwest and central Nigeria have been terrorised for years by criminal gangs who raid villages, killing and abducting residents for ransom after looting and burning homes.
