March 18, 2025 Press Statement PDP Rejects Emergency Rule in Rivers State …Insists Tinubu has no Powers to Suspend a Democratically Elected Governor The Peoples Democratic Party (PDP) and indeed, Nigerians listened with dismay the national broadcast by President Bola Ahmed Tinubu in which the President, in utter violation of the 1999 Constitution pronounced an imposition of a state of emergency in Rivers State The PDP outrightly rejects this attempt by the President to override the Constitution of the Federal Republic of Nigeria, 1999 (as amended) and undermine the votes and Will of the people of Rivers State by seeking to depose a democratic government and foist an undemocratic rule in the State. The unconstitutional declaration by President Tinubu of the suspension of the democratically elected Governor of Rivers State, Governor Siminalayi Fubara and appointment of an unelected individual, Vice Admiral Ibokette Ibas (rtd) to govern the State is a clear attack on our nation’s democracy, an abrogation of the votes and democratic right of the people of Rivers State to choose their leader under the Constitution. The action of Mr. President therefore clearly borders on attempt at state capture. It is the climax of a well-oiled plot to forcefully take over Rivers State for which the All Progressives Congress (APC) has been bent on stoking crisis to ensure that democracy is ultimately truncated in the State. Nigerians are invited to note that the situation in Rivers State and the reasons adduced by the President cannot justify the declaration of a state of emergency in the State under the 1999 Constitution, rendering the declaration completely incompetent. The PDP alerts that the unwarranted imposition of emergency rule in Rivers State is part of the larger vicious plot to foist a siege mentality across Nigeria, decimate opposition, impose a totalitarian one-Party State and turn the country into a fiefdom In any case, nothing in Section 305 of the 1999 Constitution relied upon by the President in the declaration grants him the exclusive powers to declare or execute the declaration of a state of emergency without recourse to the statutory approval of the National Assembly. For the avoidance of doubt, Section 305 (2) provides that “The President shall immediately after the publication, transmit copies of the Official Gazette of the Government of the Federation containing the proclamation including the details of the emergency to the President of the Senate and the Speaker of the House of Representatives, each of whom shall forthwith convene or arrange for a meeting of the House of which he is President or Speaker, as the case may be, to consider the situation and decide whether or not to pass a resolution approving the proclamation”. Mr. President should recognize that his order to an unelected individual to forthwith take over government of Rivers State is illegal and a clear recipe for crisis, threat to the peace and stability of not only Rivers State but the entire nation. For emphasis, Governor Fubara was democratically elected for a tenure of four years which tenure cannot be unconstitutionally abridged. The PDP therefore cautions Vice Admiral Ibokette Ibas (rtd) to respect the Constitution and ensure that he does not take any action or step which is capable of derailing smooth democratic Governance in Rivers State. Tinubu’s Authoritarian Attack on Democracy in Rivers State By Farooq Kperogi In the wake of a Supreme Court-triggered crisis in Rivers State —masterminded by Nyesom Wike, whose outsize influence over the judiciary has earned him the fittingly dubious distinction of being the de facto head of Nigeria’s “judiciary” — President Bola Tinubu has, with a stroke of imperial presidential pronouncement, declared a state of emergency and suspended democracy. In a twist as darkly ironic as it is emblematic, he has chosen to replace elected officials with a retired military officer by the name of Vice Admiral Ibok-Ete Ekwe Ibas, effectively reviving the tired and dangerous fallacy (actively nurtured and propagated by Nigeria’s past military dictators) that when civilians falter, only soldiers can "restore order." This move reinforces the infantilization of civilian governance and reduces democracy to something that must be periodically "rescued" by the men in fatigues. Interestingly, in May 2013, Tinubu himself condemned the declaration of a state of emergency in Borno, Yobe, and Adamawa as a dangerous assault on democracy and a ploy to rig the 2015 election. “The body language of the Jonathan administration leads any keen watcher of events to the unmistakable conclusion of the existence of a surreptitious but barely disguised intention to muzzle the elected governments of these states for what is clearly a display of unpardonable mediocrity and diabolic partisanship geared towards 2015,” he said. Now, with his own state of emergency in Rivers, two years before the 2027 election in which he will seek a second term, the question writes itself: Is this, too, a “display of unpardonable mediocrity and diabolic partisanship geared towards 2027”? Or do the rules of democracy shift when the emperor changes robes? One hopes Tinubu has fully considered the ramifications of his decision. He based his suspension of democracy in Rivers on the Supreme Court’s tendentious declaration that “there is no government in Rivers State.” Well, for the millions of Nigerians already struggling under the weight of his government’s reckless economic policies, “there is no government in Nigeria” right now. Governance, for most, is an abstraction at best and an illusion long shattered at worst. Should the military intervene to restore governance?

Adeleke Neglects Primary Schools In N159bn Infrastructure Plan As Govt Fails To Capture 10 LGAs OVER ten local governments in Osun State were not captured in the 2025 Osun Infrastructure plan, findings by OSUN DEFENDER revealed. Governor Ademola Adeleke, on Tuesday, announced a new N159 billion infrastructure plan aimed at addressing deficits in road construction, healthcare, and education in Osun State. Meanwhile, some of the communities captured for the projects fall under Ife, Ilesa, Irewole, Iwo, Bopripe, Ede, Odo-Otin, Osogbo, Ejigbo, Ifelodun, Ila and Atakumosa local governments. Other LGAs sidelined in the plan are, Irepodun, Orolu, Ayedaade, Isokan, Olaoluwa, Ayedire, Boluwaduro among others. OSUN DEFENDER reports that Adeleke had on October 27, 2023, unveiled his administration’s first phase of infrastructure plan of N100 billion, which focused on the construction of five flyovers and major township roads across the state. However, none of the flyovers have been completed as at the time of filling this report. Speaking at the Exco Lounge, Governor’s Office, Abere, Adeleke disclosed that in the new Infra plan, one hundred and one billion, seven hundred and ninety-nine million, nine hundred and nine three thousand naira (N101,799,993,595.05) is earmarked for road and lightning. While one billion, nine hundred and eighty-nine million, four hundred and thirty-three thousand naira (N1,989,433,956.69) was billed for the education sector, the health sector will gulp two billion, seven hundred and sixty-three million, one hundred and twenty-four thousand, three hundred and sixty-four naira (N2,763,124,364.50). The governor said, “The grand total for the infra plan is one hundred and fifty-nine billion, one hundred and fifty-six million, three hundred and ninety-two thousand naira (159,156,392,674.20)” Meanwhile, reactions have trailed the governor’s new infrastructure plan,, particularly in the area of education and road construction. OSUN DEFENDER observed that in the N159bn infrastructure plan, the state government under Adeleke did not earmark any funds for public primary schools in the state under the education aspect. Meanwhile, the document released by the state government showed that four secondary school halls would be renovated with about N300m. According to the document shared by the state government after the meeting, the new infrastructure plan budgeted N50,276,412,52 for the renovation of Ede High School hall and pavillion. Also, the sum of N56,720,181.00 was budgeted for the renovation of Community High School hall, Ilesa, while the renovation of a school hall at Ataoja School of Science, Osogbo, will cost N97, 234,520.00. The government also earmarked the sum of N98,239,569.25 for the renovation of a block of school hall at St. Mark’s Commercial High School, Osogbo. In the education aspect, the state government will also spend over N898 million for the renovation of 42 classrooms in different secondary schools in the state. While a block of four classrooms at C.A.C. Grammar School, Ede will be renovated with N171,580,936.43, the state government disclosed that another four blocks of classrooms at St. David’s Grammar School, Ile-Ife, will be renovated at the cost of N30,880,593.06. Also, 2 blocks of 8 classrooms and an examination hall at Ogedengbe School of Science, Ilesa will be renovated with N137,047,772.40, while 2 blocks of 6 Classrooms and another 2 blocks of 8 classrooms at Islamic High School, Ikire, and St. Augustine’s Commercial Grammar School, Ikire will be renovated at the cost of N178,280,175.80 and N171,580,936.43 respectively. Similarly, 2 blocks of 8 classrooms at Unity School, Iragbiji, will be renovated at the cost of N40,246,657.61, while a block of 4 classrooms at Ekusa Community Grammar School, Ekusa, will be renovated for N171,129,179.76. Meanwhile, the examination hall at Seventh Day Adventist Grammar School, Ile-Ife will also be renovated at the cost of N81,841,871.60. In the health sector, Adeleke’s government earmarked two billion, seven hundred and sixty-three million, one hundred and twenty-four thousand, three hundred and sixty-four naira (N2,763,124,364.50) for the complete renovation of the remaining 124 Primary Health Centres in the state. Reacting to the latest infrastructure plan of the state government, the Coordinator of the Centre for Social Justice and Public Protection (CSJPP), Akin Akanji, said there was nothing to applaud Adeleke on about the plan, especially on the education aspect. Akanji, in a statement sent to OSUN DEFENDER, said there was nothing earmarked for Primary Schools in the state, noting that most of the primary schools, especially in the rural areas, are not in good shape. He said the money the government wanted to use to renovate secondary school halls could be used for the upgrade of some of the dilapidated primary schools in the state. He urged the state government to adjust the infrastructure plan and incorporate primary schools, which will resonate more with people at the grassroots. He said, “There is nothing to applaud in the infrastructure plan by the state government. What I see is a governor who wants flamboyant projects. Let’s leave the other sector and face education; how will you draft a plan without incorporating the primary school, which is the first point of contact for our future leaders. “Also, look at most of the schools the Adeleke’s administration penciled down for renovation, how many of them are in the rural areas? This shows one thing, the government is not really concerned about those in that area. “How will a government budget about N300 million for the renovation of four secondary school halls while a lot of primary school buildings are dilapidated. Maybe I should believe that an updated version of the plan will come out. “The schools we are even talking about are faced with inadequate teachers, and the government, two years after coming on board, is yet to recruit a single teacher. This is totally absurd. “Adeleke should not take Osun people for a ride. We gave him the mandate and we expected more from him than what he is currently giving out.” A political analyst Abimbola Oyadomi, while speaking with OSUN DEFENDER, said Adeleke has not stopped his obsession with the construction and renovation of roads in his hometown, Ede, against other towns. Oyadomi said despite the huge amount of money spent on Ede roads in the last infrastructure plan, Adeleke has again earmarked three roads in the town for dualisation. “Adeleke is the governor of Osun State and not Ede. His over-concentration on Ede when it comes to road infrastructure is becoming another thing. I read the new infrastructure plan and it was stated that more than N21 billion will be used for the dualisation of roads linking Ede. “Are there no bad roads in other towns in the state? Our farmers are crying about bad roads in the rural areas, and the governor is only focused on dualising, constructing, and renovating roads in Ede. Protest Erupts Over Wike's Controversial Statement on Ijaw Pride and Late Pa. E.K. Clark Bayelsa, Nigeria — Tensions soared in Bayelsa State following the latest remarks made by Former Rivers State Governor and the FCT Minister- Nyesom Wike, which sparked a major protest led by the Ijaw National Frontiers. The protest was in response to Wike's controversial statement that described the Ijaw ethnic Nationality as Minority in the South. Wike's comments were perceived by many in the Ijaw States in the Niger Delta as an attack on the pride of the Ijaw people. In a speech made earlier this week by Barr. The Ijaw Nation condemned Wike's statement, calling it "an insult to the Ijaw people" and "an affront to the dignity of our ancestors." The protest which saw thousands of people gather in the heart of Bayelsa's capital, Onopa-Yenagoa to demand an apology from the FCT Minister- Wike and a public retraction of his comments. In a speech, Presented by Mrs. Peremor Opiah (Spokesperson, Ijaw National Frontiers) emphasized that Pa. E.K. Clark’s contributions to the Ijaw nation could not be belittled by any individual, regardless of their position or status. She said, “Pa Clark’s legacy is etched in the history of our people. His work transcended generations and will continue to inspire. Any statement that seeks to diminish that legacy is a direct attack on the pride of every Ijaw man and woman.” By the termination of the protest, the group submitted a letter to the President, Federal Republic of Nigeria - His Excellency, Bola Ahmed Tinubu through the commissioner of Police, Bayelsa state.
