Pushas:A common misconception when deleting files is that they are completely removed from the hard drive. However, users should be aware that highly sensitive data can still be retrieved from a hard drive even after the files have been deleted because the data is not really gone. Files that are moved to the recycle bin (on PCs) or the trash can (on Macs) stay in those folders until the user empties the recycle bin or trash can. Once they have been deleted from those folders, they are still located in the hard drive and can be retrieved with the right software. Any time that a file is deleted from a hard drive, it is not erased. What is erased is the bit of information that points to the location of the file on the hard drive. The operating system uses these pointers to build the directory tree structure (the file allocation table), which consists of the pointers for every other file on the hard drive. When the pointer is erased, the file essentially becomes invisible to the operating system. The file still exists; the operating system just doesn't know how to find it. It is, however, relatively easy to retrieve deleted files with the right software. The only way to completely erase a file with no trace is to overwrite the data. The operating system will eventually overwrite files that have no pointers in the directory tree structure, so the longer an unpointed file remains in the hard drive the greater the probability that it has been overwritten. In essence if the militants start again or other countries increase their production then we are back in recession... we need to truly push for less dependency on oil else the country is screwed economically in the foreseeable future. Most countries are pushing for green energy to power engines and that may be the end of the oil economy as we know it. We need future thinking leaders who can see these coming events and prepare appropriately to improve and safeguard the future of what would have been a greater nation. |
I do not claim to know what former President Goodluck Jonathan meant exactly by the "now famous" statement accredited to him (ok yes he said it... with a lot of other things that are not reported) that "stealing is not corruption" but I believe in looking at all sides of the coin and not just jum into conclusion based on an obviously skewed media. I will describe myself as apolitical but I know you will have your views and I do not expect your apologies so don't expect mine. It is a fact that respondents on the "invisible" social media can be brutal in their submissions but "it is what it is". Jonathan and his team made a fundamental error by not having a counter narrative when the news breaks and in public relations (I'm no expert) it matters what you put out there. Nepotism is another form of corruption. Employing only family/tribal/political members to the detriment of the country where better candidates are available for the task (aka MAN KNOW MAN - MKM). That is corruption. There are some "foundational" issues (aka corruption) that will never make this country develop (or at best slow this country) Issues like your flawed QUOTA SYSTEM is corruption. QUOTA SYSTEM that mandated the best regional leaders to be rulers instead of the best overall to be leaders will sometimes (probability) give very bad leaders. There will be no need for quota system if we have an EQUITABLE system where the best thinkers and movers will be at the helm of activities irrespective of race, tribe, politics, belief or family. The argument that the quota system ensures that power is devolved to all regions of the country for peace to reign is political hogwash. If the people see development they would not complain that the man/woman of another tribe is blessing them too much with too much development. There is usually an outcry where there is a grievance afterall no smoke without fire. Bribery is not stealing (in normal cases) but Bribery is Corruption Bribery is the act of giving money, goods or other forms of recompense to a recipient in exchange for an alteration of their behavior (to the benefit/interest of the giver) that the recipient would otherwise not alter. Please read on... _____________________ Socio-Economic Rights and Accountability Project (SERAP) has sent an open letter to the Attorney-General of the Federation and Minister of Justice Mr. Abubakar Malami, SAN urging him to use his “good offices as a defender of public interest, and exercise your powers under Section 174(1) of the Constitution of Nigeria 1999 (as amended), to urgently institute appropriate legal actions to challenge the legality of states’ laws permitting former governors, who are now senators and ministers to enjoy governors’ emoluments while drawing normal salaries and allowances in their new political offices.” The organization also asked Mr Malami to “seek full recovery of over N40bn of public funds that have so far been received from those involved; and to begin to take these steps within 7 days of the receipt and/or publication of this letter, failing which SERAP will institute legal proceedings to compel the discharge of constitutional duty and full compliance with Nigeria’s international anticorruption obligations and commitments.” In the letter dated 14 July 2017 and signed by SERAP executive director Adetokunbo Mumuni the organization said that, “Public interest is not well served when government officials such as former governors, deputies supplement their emoluments in their current positions with life pensions and emoluments drawn from their states’ meagre resources, and thereby prioritising their private or personal interests over and above the greatest happiness of the greatest number.” The letter read in part: “SERAP considers double emoluments for serving public officials unlawful, as the laws granting those benefits take governance away from the arena of public interest, and creates the impression that former governors acted contrary to the best interests of the general public. The fact that these laws are signed by former governors in the exercise of their functions as public officials and now benefiting from the entitlements under such laws while serving as senators and ministers raises serious conflict of interest issue under paragraph 5 of article 8 of the convention.” “We believe that the current Code of Conduct for Public Officials Act is outdated and entirely inconsistent and incompatible with the object and purpose of the UN Convention against Corruption, which requires Nigeria to adopt a comprehensive code of conduct for the performance of public functions and implicitly to prohibit double emoluments and large severance benefits for public officials such as former governors.” “SERAP notes the resolution of the UN General Assembly to the effect that every state has the duty to carry out in good faith its obligations arising from treaties and other sources of international law, and it may not invoke provisions in its constitutions or its laws as an excuse for failure to perform this duty.” “As such, your government is mandated to challenge the legality of double and large emoluments states’ laws and bring them in line with Nigeria’s international obligations including under the convention. Others are six brand new cars replaceable every three years; furniture allowance of 300 percent of annual salary to be paid every two years, and a close to N2.5m as pension (about N30m pension annually); free medicals including for his immediate families; 10 percent house maintenance; 30 percent car maintenance; 10 percent entertainment; 20 percent utility; and several domestic staff.” “In Rivers, state law provides 100 percent of annual basic salaries for ex-governor and deputy, one residential house for former governor anywhere of his choice in Nigeria; one residential house anywhere in Rivers for the deputy, three cars for the ex-governor every four years; two cars for the deputy every four years; 300 percent of annual basic salary every four years for furniture; 10 percent of annual basic salary for house maintenance.” “In Akwa Ibom, state law provides for N200m annual pay to ex governors, deputies; pension for life at a rate equivalent to the salary of the incumbent governor/deputy governor respectively; a new official car and utility-vehicle every four years; one personal aide and provision of adequate security; a cook, chauffeurs and security guards for the governor at a sum not exceeding N5m per month and N2.5m for the deputy governor.
