Politics / Buhari Appoints 4 New Judges For Supreme Court by Turakee2(m): 12:27am On Aug 15, 2020
President Muhammadu Buhari has approved the appointment of four Supreme Court Judges from Northern Nigeria.

Chief Justice of Nigeria, Tanko Muhammad, made the announcement in a statement, adding that those appointed include Hon. Justice Tijjani Abubakar (North-East Zone), Hon. Justice Mohammed L. Garba (North-West Zone), Hon. Justice Abdu Aboki (North-West Zone), Hon. Justice Mohammed M. Saulawa.

Three heads of court, 11 judges for state high courts and four Kadis of Sharia Court of Appeal were also appointed.

SaharaReporters gathered that in October 2019, the National Judicial Council recommended the appointment of four justices of the Court of Appeal as justices of the Supreme Court of Nigeria but President Buhari refused to forward their names to the Supreme Court for confirmation because the North-West geopolitical zone did not have a candidate on the list at the time.

One of the newly confirmed judges, Justice Mohammed Garba, headed the 2019 Presidential Election Petition Tribunal and that his inclusion on the list is said to be a compensation for his role in ensuring that Buhari returned elected.

It was also reliably gathered that the newly appointed judges will now be on same level with those from the Southern part of the country as a result of this development.

The construction of the $2.6 billion Ajaokuta- Kaduna- Kano gas  pipeline (AKK) project, will  be flagged  off on June 30.

The Minister of State for Petroleum, Timipre Sylva, disclosed this in an exclusive interview with THE WHISTLER.

“The construction of the AKK line will be flagged off on the 30th of June, and why the AKK pipeline is very important to us as a country is that it is going to create a development backbone,” Sylva said.

AKK and the NLNG Train  7 are two ongoing projects of the Nigerian National Petroleum Corporation (NNPC) and its partners which have opened  the oil and gas space to Foreign Direct Investments (FDIs). 

The flag-off of the AKK is  coming despite the negative  impact of COVID- 19 on the world economy.

The AKK project is a  40-inch, 614 kilometre  gas pipeline that will traverse  Ajaokuta,Abuja, Kaduna and  Kano. 

 The AKK pipeline at completion will deliver gas to the planned Abuja (1350MW), Kaduna (900MW) and Kano (1350MW) power plants which will generate additional 3,600MW to the national grid.

The additional power will increase the nation’s generating capacity to over 10,000 MW, up from 7,000MW.

The pipeline will also  catalyze major industrial growth through fertilizer, petrochemicals and other related gas- based industries.

The AKK pipeline will also link up with the  Trans Saharan gas pipeline that will take Nigerian gas to Europe through Algeria.

The Whistler gathered  that haulage of 40″ line pipes to Ajaokuta and Kaduna stack yards were  in progress by both contractors – Oilserv and Brentex. 

Also, 1 024 linepipes (about 50%) have been delivered to the respective stack yards in Ajaokuta and Kaduna. 

The contractors Oilserv and Brentex/CPP have also  commenced detailed engineering designs, ROW route and Geotechnical survey works. These activities are in advance stages of completion.

The National Bureau of statistics has released its report card on the best and worst performing state governors in the 36 states including Abuja. The criteria for the ranking is based on the 4th quarter and full year 2019 internally generated revenue which the states were able to attract within the period under review. The Internally Generated Revenue (IGR) is a critically indicator of the economic and development strategy which the governor of the state is implementing to diversify the states revenue sources away from the monthly FAAC allocations -Federation Account Allocation Committee. Hence, it is unpleasant fact that Borno despite years of insurgency led Ebonyi which has experiences peace and tranquility. Ebonyi also ranks 4th worst in the Poverty Head Count index behind Sokoto, Taraba and Jigawa.
Two states in the top 10 that have made great strides from the NBS report are Kaduna and Kwara states. This are states which previously relied heavily on federal allocations but are now evidently making great strides to wean their states away from the federal government. It is a strong indication that Gov. El Rufai and his counterpart Gov. Abdulrazaq are executing the right policies that is attracting investment to the state. .

A geo-political analysis shows that the top 10 states are from

Lagos (1) and Ogun (4) –SW

Rivers (2),Delta (5)and Akwa Ibom (cool – SS;

Kano (7) and Kaduna (6) – NW

FCT (3) and Kwara (10) – NC

While only Enugu (9) represents the SE, the NE is completely absent which can be attributed to the devastating effect of the insurgency.

A further analysis reveals that the bottom quarter of this scorecard include the following states:

Adamawa (29),

Ekiti (30),

Katsina (31),

Yobe(32),

Borno(33),

Ebonyi (34),

Kebbi (35),

Gombe (36)

and Taraba (37).

Ekiti State has the unenviable record of being the only SW state at the bottom quarter position on this ranking. Gov. Fayemi has his work cut out to reposition the state for improved internal revenue generation. Lest we forget that he once served as governor in the immediate past and has had ample time to review and improve the structure of his government agencies to attract the needed investment. He is therefore, in a similar position like Gov. El-Rufai who is in his second term.

Taraba state is firmly rooted to the bottom of this scorecard. Gov. Darius Ishaku who was re-elected for another 4 year tenure, spent 87 days away from executive duty without handing over to his deputy. The bottom position of the state is an indication that the governor has not succeeded in improving their lot in terms of revenue and may find appealing the regular federal allocations it gets.
Another state that is expected to be at the top is Bayelsa state. The state is ranked 21 on this list it is a sad reflection of the failure of successive leadership which has not be able to fully utilize the huge federal allocation it gets regularly from the federal government.

It is hoped that with the NBS report on the state performance on IGR from the states, government officials will be uncomfortable enough with their position to begin conscious implementation of measures to perform better in subsequent reports. The elected governors have a responsibility to formulate policies that must justify the trust reposed on them during electioneering by the masses

BEFORE YOU COMPARE HISBAH WITH AMOTEKUN
Since the declaration of the South Western Nigeria Security Network (AMOTEKUN) as illegal by the Federal Government, a lot of people especially from the South West, have been trying so hard to compare the outfit with Kano State's Hisbah Corps.
I just thought that I should share the below information.
1. The Kano State Hisbah Board was created through the Kano State Hisbah Board Law No.4 of 2003 and the Kano State Hisbah Board (Amendment) Law No.6 of 2005 by the Kano State House of Assembly, which were duly assented to by the then Governor of Kano State, Malam Ibrahim Shekarau.
Now, what Law created AMOTEKUN, by which House of Assembly, and who assented to it?
2. Under Section 7 of the Law No. 4 of 2003, Hisbah Corps were established with the duties and responsibilities set out under subsection (4) of that section, some of which include:
" - Rendering necessary assistance to the Police and other Security Agencies especially in the areas of prevention, detention and reporting of offences;
- Handling non-fire-arms for self defence like batons, and other non-lethal civil defence instruments;
- Assisting in traffic control;
- Assisting in any other situation that will require the involvement of Hisbah be it preventive or detective."
The Law that established Hisbah Corps was categorical in not allowing them to carry fire arms or any lethal weapons for self defence.
What about AMOTEKUN? What does the law establishing it say, if at all one exists?
3. The Government of Olusegun Obasanjo through the Inspector General of Police Mr. Sunday Ehindero in a press briefing on 7th of February, 2006 declared the Hisbah Law and the operations of the bodies created by the Laws as unconstitutional and illegal.
Is AMOTEKUN even backed by any Law?
4. On 8th February, 2006 the same Inspector General of Police Sunday Ehindero ordered his officers and men to effect the arrest of the Chairman and Commander General of the Hisbah Corps, Mallam Yahaya Farouk Chedi and his Deputy Mallam Abubakar Abdulkareem Rabo. They were arrested in Kano and immediately taken to Abuja where they were detained.
Has any Commander of AMOTEKUN been arrested, despite the fact that they are not backed by any known law and are made to carry fire-arms?
Would the atmosphere not have been more volatile by now if such has happened?
5. The same Government of Olusegun Obasanjo through the Minister of Information, Mr Frank Nweke Jr. in another press briefing made serious allegations that the Hisbah had sought foreign assistance from Libya and Iran for training as a terrorist group.
Has there been any such or similar allegations by the Federal Government against AMOTEKUN, even though the outlawed notorious Yoruba Ethnic Militia (OPC) with history of violent crimes against other ethnic groups and even the police, are integral part of the outfit?
Despite all the blackmail by Obasanjo Administration against HISBAH, no insults or overheating the polity were seen.
Northern Leaders and Intellectuals did not use emotion and blackmail to handle the unwarranted assault by the Obasanjo led Federal Government.
Northerners did not accuse Obasanjo and Ehindero (both Yoruba) of executing a Yoruba domination agenda.
Northern Muslims did not accuse Obasanjo, Ehindero and Nweke Jr. (all Southern Christians) of executing a Christianization agenda.
Rather, common sense prevailed and the Attorney General of Kano State took the matter to the Supreme Court where it was resolved.
Now, if the Yorubas believe AMOTEKUN is legal or created by any law and that the duties and responsibilities of the outfit (including the issue of holding fire-arms or lethal weapons) does not contravene any provision of the constitution, what is stopping them from approaching the Courts for settlement of the matter?
Why can't our Yoruba brothers pursue the issue of AMOTEKUN based purely on its merit and without joining HISBAH which differs in legitimacy, structure and functions, into their agitation?
Why can't they go about the matter with maturity and without insults or emotional blackmail against the Northerners especially and anyone of them who has reserved public commentary aligning with their agitations?
Is the group of South West Governors not made up of at least a lawyer? Rotimi Akeredolu the Governor of Ondo State is not only a Senior Advocate of Nigeria but also a former President of the Nigerian Bar Association. Why has he been unable to provide legal advise to his peers on the legal implications of setting up AMOTEKUN the way it was done?
Is this an indictment of his legal credentials or simply a well orchestrated move?
