The insecurity in Nigeria may have elevated to a mere storm in a tea cup to a real storm beyond a flash in pan. The ongoing crisis in the south eastern State of Ebonyi may have reached the point of no return. This is judging by new information recently made available to 247ureports by a consortium of sources within Ebonyi State which indicate the crisis has taken a new turn following the weighty discovery made by the army stationed at Effium as they repelled an attack by would-be attackers at a village near Effium called Inikiri Bernard.

Today, February 17, 2021 in the morning at about 6:30am – while repelling an attack on a village by name – Inikiri Bernard – the home of the Chief Justice of Ebonyi State -the military engaged the attackers who had laid ambush against the military. Amidst the exchange of fire, the military dropped on the attackers. The gunned down attacker turned out to be a Fulani youth armed with AK47 and charms.

“Fulani was even among the machineries brought by the Uffiomites to fight Ezzas because one was killed today by soldiers at Inikiri Bernard when they went for an attack.” – lamented a source from the government house.

In continuation of his efforts to take the message of Islam to armed Fulani bandits and to explore dialogue as the only means of addressing the uprising associated with killings and kidnappings, Sheikh Dr. Ahmad Abubakar Mahmud Gumi has accepted the invitation of Governor Abubakar Sani Bello of Niger State.

The invitation coincidentally came at a time when double tragedy has befallen the state; first with the abduction of over 30 passengers in a bus belonging to the state transport service and the latest kidnapping of school children and their teachers in Kagara. Niger State has suffered most worst bandits attacks in the last three years.

On arrival at the state capital, Sheikh Gumi had gone into a close-door meeting with his host, Governor Bello. DESERT HERALD reports that during the brief meeting on Wednesday, Sheikh Gumi had emphasized to the Governor the importance of dialogue especially in a society where government did not have the capacity to fully protect lives and properties from incessant attacks. He advised Governor Bello to use part of the money his government is spending on security to address some of the major concerns and grievances of the Fulani herdsmen. Governor Bello had thank Sheikh Gumi for the visit and for his endless sacrifices across the country. He said having tried the military option alone without commensurate success, he is now convinced more than ever before that dialogue and teaching the armed Fulanis about their religion and integrating them into the society as the Sheikh always admonishes government is the only way to address rampant cases of insecurity particularly in his state. Governor Bello told Gumi that his administration is ready for constructive engagement and dialogue with the armed Fulanis and acknowledged that over the years Fulani herdsmen were forgotten by governments at all levels and that there has never been any provision in previous budgets for their welfare in the past. Both Gumi and Governor Governor Bello are in total agreement that given out ransom to the rampaging herdsmen is not the option and that government will resist it and that instead provision of basic amenities like schools, water for human and animal consumption, clinics and job creation will be prioritised for them.

A few days ago, the Buhari administration rose to the mantle to the uncharacteristic pronouncement of naming the new head of the Economic and Financial Crimes Commission [EFCC] Abdukrasheed Bawa to the replace the disgracefully sacked former head of the EFCC Ibrahim Magu. The announcement was generally received with applause and relief. The youthful age of Abdulrasheed Bawa from hope to the youthful population of Nigeria.

247ureports congratulates the arrival of a youthful, educated and bright fellow to the realm of affairs at the foremost anti-graft agency in Nigeria. At the age of 40years, he is the youngest person to have been tagged to serve as the Chairman of the anti-graft agency.

Abdulrasheed Bawa’s curriculum vital is reported to be rich and impressive. Most importantly, he is not a policeman – or a product of the Nigerian Police Force [NPF]. He is the product of the EFCC. He was trained at the training center of the EFCC in Jabi, Abuja. He specialized in special investigations. And, that will be a first for the EFCC – to have a specialist lead the Commission.

He has got his work cut out for him.

The EFCC, in its present condition, is too filthy to function as a real anti-graft agency to be taken seriously. It is over filled with blinding corruption. Over the years, the place has become a cesspool of men and women without integrity.

The statement further said that the Governor was outrightly wrong to have demanded for such a humongous amount, accusing him (the Governor) of doing so for selfish purposes.

The federal university at Kashere in Gombe State offers a pitiful illustration of the corrupt activities elaborated by Burga to the EFCC. Documentary evidence obtained through sources within the ministry shows how companies and/or contractors fronting for the minister or his close relatives are escorted by the minister’s relatives to the director of procurement – Mohammed Gambo Aliyu – for the purposes of mopping up the contracts available at the federal university at Kashere in Gombe State.

The attention of the Bauchi State Government has been drawn to reactions from various members of the public to His Excellency, Governor Bala Abdulkadir Mohammed’s speech, at the closing ceremony of the Press Week of the Correspondent’s Chapel of the NUJ in Bauchi State, last Thursday.

During the speech, the Governor used the occasion to weigh in on the contentious issue of clashes between herdsmen and farmers, particularly against the background of the eviction and other forms of restriction orders issued by some state governments and non-governmental entities.

The primary objective of the Governor was to avert the dangerous prospect of nation-wide backlash as tempers were flaring up and given that the phenomenon of inter-ethnic migration, is a national pastime involving all ethnic groups in Nigeria.

The telecoms find themselves in a bind. They cannot verify fingerprints ti enable them complete the process of sim swap. The NCC server cannot handle the additional task. So they end up telling the people gathered outside their gates that there is no network. And the situation has kingered for over a month without remedy.

When the situation was getting out of hand at the mtn head office in Maitama Abuja because of the agitated populace who had waited over weeks without being attended to by the mtn, the federal minister drove into the office with an entourage of mobile police for his protection. This was on Monday. He did not address the people at the gate.

The people, Nigerians, waiting at the gate as refugees begging for relief, just stood at the gate leaning and shoving each other to get a glimpse of the insides of the office. It was a sad sight.

In the meantime, the federal minister is off to launch another campaign. He is launching a project that will replace BVN with nin. This is while his nin project continues to wreck havoc.

Those familiar with the workings of the communication ministry allege that the impetus towards the nin project is money. Selfish interests of highly placed individuals within the leadership structure of the ministry who are focused on depleting the large budget earmarked for the nin exercise.

It is truly sad.

In the Kaduna State axis, reported security breaches in January alone total up to 17 persons kidnapped, millions of Naira paid in ransom and three persons killed. These exclude mass highway abductions of commuters in the area. In the latest incident, the terrorists descended again on the peaceful Adara Village of Kujeni in Kajuru LGA on Saturday 6/2/2021, burnt down all houses and killed five persons in a senseless orgy of unprovoked violence. Consequently, the above settlements have joined the infamous long list of displaced and or occupied villages. The modes of operations of the invaders are becoming more open, undisguised and more confident because it is clear even to government that the killers are on top of their game. In all these incidences and many others, surviving victims affirm that the perpetrators are Fulani. And at last, Governor El-rufai and others are have belatedly owned up to this wornout truth. Therefore, the pertinent questions are no longer who or how but why?

We shall therefore boldly say it for the umpteenth time that these preventable security challenges are deliberate efforts to inflict terror; deprivation; impoverishment; social, religious and economic destabilization and displacement of indigenous populations to bring about demographic restructuring. These are to ultimately pave the way for full Fulani elite imperialist hegemony being surreptitiously orchestrated by government. We are just waiting for the inevitable implosion that is being triggered by numerous government acts of commission and omission intended to culminate in the suspected climax. That is why weeks, months, and years are painfully but sluggishly passing by without any genuine and decisive action by our Local, State and Federal governments to end this lawlessness and chaos. All we see and hear are occasional and puerile ritual statements that follow some of the dastardly terrorist acts. Meanwhile, government security agents take pleasure in shows of strength on peaceful, helpless, traumatized and panicking citizens. The sight of lawless gun trotting Fulani teenagers has now become the new normal in Kaduna and other states. Peasant farmers can only teal their farms or harvest their crops at the pleasure of Fulani occupiers.

Saleh Ibrahim Bature’s rejoinder must have not passed through the desk of a superior media officer. If it did, it would have not been allowed to pass. His 1130 words of near diatribe failed to achieve its desired aim. It failed to explain why the Minister’s wife received over N50million from the arrested Vice Chancellor of University of Gusau in Zamfara, Prof Magaji Garba – whether it was a gift or payment or plain bribe? The write up also did not deny the wife of the minister receives at a minimum 10 award letters from UBEC.

Saleh Ibrahim Bature may want to preempt the investigations of 247ureports and tell the reading public why the former executive secretary of TETFUND Bichi Bappa walks around today a free man after the Honorable minister had accused him of engaging in corrupt activities and had called the attention of the anti-graft agency. Saleh Ibrahim Bature may be kind enough to explain why the honorable minister backed off the claim against Bappa Bichi. Could it be that the minister had a rethink? Or could it be Bappa Bichi threatened to release documents to the public concerning the minister’s own corrupt activities?

While the whirlwind of corrupt activities inside the Malam Adamu Adamu’s led federal ministry of education continues to filter into the public arena, the parastatals under the education ministry continue to receive monies from the Federal Inland Revenue [FIRS]. According to information made available to 247ureports.com, the sum of N500billion was recently paid into the accounts of the Tertiary Education Trust Fund [TETFUND] on the last week of January 2021.

According to constitutional stipulation, the FIRS collects education levies on behalf of the ministry and forwards the collect monies directly to the concerned parastatal. The said monies are to be used for the development of tertiary institutions in Nigeria – the universities, college of education and polytechnics. Particularly, new tertiary institutions that require infrastructural projects.

However the TETFUND, of late, have been turned into a private cash cow for the immediate family members of the federal minister of education, Malam Adamu Adamu who according to sources have set up a web of fraudulent contract schemes to milk the TETFUND of it funds.

The leader of the proscribed group by the name the Indigenous People of Biafra [IPOB] made the statement February 4, 2021 following a siege in Orlu inside the south eastern state of Imo between the men and women of the Nigerian security forces and the members of IPOB. The siege had resulted in the killing of police officers and other security members of Nigeria. The IPOB claimed none of the members of IPOB were killed. But corpses of civilians were seen littered on the streets of Orlu. The leader of IPOB stated that the corpses were of innocent citizens killed by the Nigerian security forces.

We the Indigenous Peoples of Biafra, IPOB, ably led by Mazi Nnamdi Kanu, wish to salute the courage of South East Governors for heeding our Leader’s call to ban open grazing in the region. We received with delight the news of a statement credited to the Chairman of South East Governors’ Forum, Dave Umahi, to the effect that open grazing has been banned in all states of the zone.

IPOB wishes to acknowledge the wisdom of the governors to respect the people’s will for the first time. If the governors had not been seized by useless fear and trepidation over the Fulani before now, our region wouldn’t have been in this mess.

Exclusive: Adamu Adamu In Trouble As EFCC Makes Arrest, Opens Investigation On Education Ministry
http://247ureports.com/2021/02/exclusive-adamu-adamu-in-trouble-as-efcc-makes-arrest-opens-investigation-on-education-ministry/

Following the recent publication by 247ureports.com on January 21, 2021 titled How Minister Of Education, Adamu Adamu Uses Gangs Of Corrupt Aides To Swindle Education Ministry where it exposed the cesspit at the federal ministry of education under the direction of the federal minister, Adamu Adamu, the Economic and Financial Crimes Commission [EFCC] arrested one of the culprits of the corrupt cesspit on Thursday January 28, 2021. The vice chancellor of the federal university of Gusau, Professor Magaji Garba.

Further investigation by 247ureports.com showed the arrest may be a tip of the iceberg.

It uncovered more disheartening practices orchestrated by the Minister and his relatives in a web that includes the Governor of Yobe State, Mai Male Buni, the Governor’s younger brother, Adamu’s wife, Hajiya Ladi Adamu, Alhaji Gambo Muazu and others.

The arrested vice chancellor of the federal university of Gusau, Prof. Magaji Garba who presently is detained at the holding cell of the EFCC in Abuja is reported to be working in cohorts with the federal minister of Education to execute the contract scam he was arrested for – which was for the construction of perimeter Wall Fence around the university, phase one of the project – for the cost of N3billion.

According to available information, the Governor of Yobe was the original candidate penciled to execute the fencing contract. He was personally penciled by the Minister of Education. The Minister told the Vice Chancellor the fencing job was to be reserved for the Yobe State Governor who also doubles as the interim National Chairman of the All Progressive Congress [APC]. The younger brother to the Yobe State Governor alongside Ibrahim Adamu [the younger brother to the Minister] were to pose as fronts for the Yobe State Governor to execute the said N3billion perimeter fencing contract. “The minister told the VC that the job is not his own”.

The younger brother to the Yobe State Governor – in the company of Ibrahim Adamu visited the Vice Chancellor. The Governor had given N200million to the Vice Chancellor through his brother, as bribe.

But the Vice Chancellor who is a childhood friend of the Minister acted to swindle the Yobe Governor and three additional contractors on the same reported fencing contract [EFCC arrests Gusau university VC for N260 million contract scam].

One of the contractors, according to a petition submitted to the EFCC, Alhaji Shehu Sambo, owner of Ministaco Nigeria Limited paid the Vice Chancellor the sum of N260million in cash in return for the award of the said fencing contract. Another contractor [name withheld] paid the sum of N108million directly to the Vice Chancellor for the same contract with the promise the fencing contract will be awarded to his company. Interestingly, the Vice Chancellor collected the sums of money “without having the clearance from the ministry to award the contract” –

[See letter – stating contract was still at the funding stage].

The above letter was rejoinder to the ministry of education’s request for information following EFCC’s inquiring on the status of the project – following receipt of a petition from an aggrieved contractor…
Both contractors have since petitioned the EFCC.

Sources close to the Minister believe the Vice Chancellor was not acting alone. “He was collecting the monies for the folks in Abuja”. 247ureports.com is not certain who the monies were being collected for. This is as a family member of the Minister revealed the Vice Chancellor recently gave the wife of the minister, Hajiya Ladi Adamu, the sum of N50million.

Meanwhile, the vice chancellor’s troubles began trickling into the public arena when a former close confident, Aliyu Burga fell in the hands of the EFCC last year following a brief stint at the federal university of Gusau as the acting director of procurement. Aliyu Burga had worked at Ahmadu Bello University [ABU] Zaria where Prof Magaji Garba was then a senior lecturer at the pharmacy department. Aliyu Burga was seen as a devote Muslim and was active at the local Mosque. Prof Magaji Garba took a liking to him. When Prof Magaji Garba became the Vice Chancellor at University in Gusau, Aliyu Burga lobbied for the position of director of procurement. Prof Garba could only appoint him as the acting director of procurement “because Prof thought Burga was not qualified”.

In the brief period Burga served as the acting director, he amassed ungodly wealth and commercial properties in choice locations within Northern Nigeria in places like Kano, Kaduna and his hometown, Azare in Bauchi State. He spent lavishly publicly. He displayed his ill-gotten wealth in a manner that caught the attention of Nigerian anti-graft agencies. He was unaware he was already being monitored. Coincidentally, “a substantive director was appointed – and he was removed. He felt betrayed”.

Shortly after his removal, he was picked up by the EFCC.

While at the EFCC custody, he struck a deal with the EFCC – and began talking to the EFCC about the fraudulent transactions at the federal university at Gusau. “He revealed the fraud that lead to the arrest of the VC by the EFCC”. According to our source, the information given to the EFCC by Burga matched the petition submitted by one of the contractors [Alhaji Shehu Sambo, owner of Ministaco Nigeria Limited] who paid the N260million to the Vice Chancellor.

The arrest of the Vice Chancellor showcases how the Minister, his relatives and cohorts, Ibrahim Adamu, Umaru Adamu, Dauda Abdul Hamid, Abdul Mumini, Alhaji Kaulaha Aliyu, Salisu Mustapha, Hajiya Ladi Adamu have converted the federal ministry of education into a personal/private cash cow for a select few to swindle the resources of the education ministry.

It is understood the Vice Chancellor may have been presented as a sacrificial lamb in order to protect the Minister and his gang.

In the meantime, the gang continues their looting.

The younger brother to the Minister, Hon. Umaru Adamu who is not on the employ of the education ministry or any of its parastatals is reported to be in charge of all the contract emanating out of the UBEC and other parastatals. “He is the sole contractor”.

Inside the education ministry, Umaru Adamu is considered a “Stakeholder” – which translates to meaning each contract awarded will result to the contractor having to pay a certain sum of money to Umaru Adamu because of his status as a “Stakeholder”. He was paid N30million by the arrested Vice Chancellor, Prof Magaji Garba – as a stakeholder.

At the education ministry, all contracts emanating out of the parastatals are pre-awarded before it is made open for bidding. “To access projects, you have to bribe” revealed one of the senior officers at the education ministry. The source explains that it is the education ministry that submits list of contractors to the parastatals and schools awarding contracts.

The contractors would then be awarded the contracts as fronts for relatives of the minister. ‘Most of the contract would be left unexecuted”.

Members of House of Representatives would submit names of contractors to UBEC under the guise of constituency projects. “They will collect the money and never complete the project”.

At TETFUND, the same is the case. A director who goes by the name, Buhari is reported to be the one in charge of disbursing contactors to the various tertiary institutions. He sends contractors to the tertiary institutions for the heads of the institution to award the supposed contracts to. These dispatched contractors who are acting as fronts will in turn pay monies to the “Stakeholders” and remit the remainder to the ‘real’ owners of the company. “Through this measure a single company can/will collect contracts from three universities and not execute the job”.

At the ministry, the [now retired] Director of Procurement, Gambo Mu’azu supervised the corrupt operation.

Alhaji Kaulaha Aliyu from Azare – once a running mate to Ahmed Muazu as deputy governor and was unceremoniously removed following accusation of having stolen money belonging to government – is said to have joined Adamu Adamu to help him execute dirty jobs. “He came to help Adamu Adamu execute some dirty jobs”.

Shortly after arrival at the ministry, Aliyu summoned all directors of the ministry telling them that the minister did not have a house of his own – and that he needed money to purchase a house for the minister. Gambo Mu’azu was the one who supervised the release of an estimated N450million. A house was then purchased in Maitama for the minister.

While at the director’s office, Gambo Mu’azu – almost singlehandedly awarded all contracts – including a controversial contract worth N5.5billion to Alhaji Garba Noma to print ‘examination papers’ for NECO and additional materials for NTI. Alhaji Garba Noma was the Bauchi State PDP chairman and a current card carrying member of the PDP. On the same strength, another company from Jos, Plateau State fronting for the younger brother of the minister, Umaru Adamu was awarded a printing contract for the sum of N4.32billion.

The minister’s wife, on her part, “receives at least ten [10] contract award letters every month from UBEC” – of which she uses the help of her younger brother, Dauda Abdul Hamid to execute the contracts. Dauda Abdul Hamid is currently serving as a special assistant to the minister.

Recently, Dauda Abdul Hamid purchased a large piece of real estate in a highbrow area of Bauchi State behind Sa’adu Zungur primary school inside Bauchi city. The area is a government reserved area. His younger brother reside at one of the properties.

Dauda Abdul Hamid often boasts to the hearing of his friends that “this is our time to shine”. He brags, “There is little the minister can do to stop us because the minister is also stealing money”.

A source within the EFCC hinted the anti graft agency have begun monitoring the activities at education ministry.
