Your question here is a very simply one to answer, the book of Tobit is in the old testament before the earthly existence of Jesus Christ therefore salvation then is largely dependent on works and sacrifices of which alms giving is a part of it. There is absolutely nothing wrong with that passage
You saying it means one can buy salvation with money is your own misinterpretation because alms giving does not always deal with money.
