Iran’s media reported on Friday that the country has started talks with India over increasing Iranian oil exports to the country as well as retrieving the petrodollars that have been blocked in New Delhi due to US-led sanctions against Tehran. IRNA, quoting officials inside Iran’s Oil Ministry, reported that the talks were held in the Indian capital last week. However, it said no details on the exact agenda of discussions between the two sides have been publicized. “Iran and India hold regular meetings to discuss oil,” said Mohsen Qamsari, the director for international affairs of the National Iranian Oil Company (NIOC). “India is among the top traditional clients of Iran’s oil and had already voiced interest in increasing its imports from the Islamic Republic,” Qamsari has been quoted as saying by IRNA. India imported an average of 249,000 barrels of oil from Iran over a period of seven months starting April. The figure shows an increase of 5.6 percent compared to the same period last year. India is seen as Iran's biggest oil client after China. However, New Delhi was forced to slash crude purchases from Iran due to the US-led sanctions which hit Iran’s energy sector back in 2012. Indian refineries should pay some $6.5 billion in outstanding oil dues to Iran that have been blocked in New Delhi banks as a result of the sanctions. The landmark nuclear deal reached between Iran and the P5+1 group of countries – the five permanent members of the Security Council plus Germany – has paved the way for releasing Iran’s blocked petrodollars. India has already starting the proceedings to make the outstanding payments to Iran in several installments each valuing at several hundred million dollars. Army killed and secretly buried 300 Shiites - Human Rights Watch The Human Rights Watch, HRW, has alleged that no fewer than 300 members of the Shi’ia sect were killed and secretly buried by the members of the Nigerian army. The body, in a statement signed by its African Director, Daniel Bekele, called on President Muhammadu Buhari to halt the human right abuses being perpetrated by the Nigerian military, stressing that, “The killing of hundreds of Shia Muslim members of the Islamic Movement of Nigeria, IMN, by Nigerian soldiers from December 12 to 14, 2015, appears to have been wholly unjustified.” The statement read further, “Human Rights Watch interviewed 16 witnesses to the killings and five others, including local authorities, who said that Nigerian army soldiers fired on Shia Muslim members of the group at three locations in Zaria, in northern Nigeria. “The army said its confrontation with the Shia sect members who had erected a makeshift roadblock near a mosque resulted from an assassination attempt on the army chief of staff, Lieutenant General Tukur Buratai, whose convoy was passing by. “In an internal military document seen by Human Rights Watch, the army said protesters appeared to be taking up positions near the back of the convoy.” “The Nigerian military’s version of events does not stack up,” adding that the reaction from the presidency, that the situation is a military affair is most appalling. Bekele continued that, “It is almost impossible to see how a roadblock by angry young men could justify the killings of hundreds of people. At best it was a brutal overreaction and at worst it was a planned attack on the minority Shia group,” “Characterising this terrible carnage against Shiites in Zaria as ‘a military affair’ is shocking. Oil prices fell for a seventh straight session on Monday, coming close to 11-year lows, on growing fears that the global oil glut would worsen in the months to come. Brent crude fell by 3.4 per cent to below $36.70 a barrel for the first time since December 2008 and U.S. West Texas Intermediate (WTI) sank 2.5 per cent below $34.70 a barrel. Brent traded less than 50 cents above the lows last seen during the 2008 financial crisis of $36.20 a barrel. “Oil is coming under pressure as the lack of OPEC cuts mean incessant oversupply continues,’’ said Amrita Sen from Energy Aspects think tank. Both benchmarks have fallen every day since the Organization of the Petroleum Exporting Countries (OPEC) on Dec. 4 abandoned its output ceiling. In the past six sessions, they have shed more than 13 per cent each. OPEC has been pumping near record levels since last year in an attempt to drive higher-cost producers such as U.S. shale firms out of the market.
