Civil society groups in Nigeria have called for an investigation after the State Security Service, SSS, brazenly violated the federal character principle in its latest recruitment of cadet officers. PREMIUM TIMES had reported how the domestic secret service, SSS, conducted a shockingly lopsided employment with wide disparity in the number of slots allocated to the 36 states and the Federal Capital Territory. While the agency commissioned 479 cadet officers, Katsina, the home state of President Muhammadu Buhari and the Director-General of the SSS, Lawal Daura, alone had 51 slots, more than the total of slots for states in the South-south (42) or South-east (44). The presidency claimed in an unsigned statement that the skewed allotments were to correct observed lopsidedness in the staff structure of the organization. Several civic groups have condemned the recruitment procedure by the SSS, and have called for action. Armsfree Ajanaku, media and civic engagement manager, Resource Centre for Human Rights and Civic Education CHRICED, called on the government to look at the lopsided recruitment exercise carried out by SSS and other uneven recruitment exercises across the country to ensure that justice is done. “For us at the Resource Centre for Human Rights and Civic Education, the recruitment scandal at the DSS reflects the impunity that continues to characterize government business, notwithstanding the change mantra of the president. “Developments like these give ammunition to those who whip up sentiments aimed at dividing Nigerians. It appears to us that there exist multiple centres of authority within government such that agencies can afford to act as they please without recourse to anti-corruption values the president is attempting to get Nigerians to accept. “This kind of lopsidedness and cronyism will kill confidence of citizens and erode the modest gains of the anti-corruption fight,” Mr. Ajanaku added. In his reaction, Lanre Suraj of the Civil Society Network Against Corruption, CSNAC, said the matter should be taken up at the highest level. “We will meet the Federal Character Commission, things don’t just change, the character of people who occupy office never changes. We have to be extremely vigilant and ensure that we do not allow public office holders to get away with this,” Mr. Suraj stated. “People are not thinking about the country. It is actually a matter we are going to take up with the President, Federal Character Commission and also the National Assembly. “We are going to demand investigation and if we do not get satisfactory response or action from the responsible authorities, Federal Character Commission and also the presidency, we will go to court because it’s a constitutional breach,” he added. Kola Banwo, programme officer, Civil Society Legislative Advocacy Centre, CISLAC, also said the matter should be investigated with urgency, for three reasons. “The first is, issue of federal character which is a constitutional thing. “If we are fighting corruption and talking about change, we must ensure that people who undermine the Constitution should not get away with it because you can’t fight corruption when impunity surrounds you”, he stated. “The second is related to issues of perception the government appointment has been lopsided. This country has been treated unfairly in terms of appointment. “With the data I saw, it shows that certain parts of the country have three times what some other people have. It brings suspicion, if nothing is done about it. It is difficult to believe that the president is aware of it and if he did not do anything about it, it will undermine our unity as a nation and that will not be good for his administration for the rest of his two years. “Thirdly is that this same issue has occurred in several parastatals and nothing has been done about it”. Liborous Oshoma, a lawyer and public policy analyst, condemned the development, reiterating that the matter should be investigated. He called on the anti-graft agencies to carry out their duty on the matter, stating that those that undermine the federal character principle should be prosecuted. “This is a clear fact, a committee does not need to be set up to look into the matter because this is a breach of the Constitution”. In one fell swoop, South African telecoms firm, MTN, on Friday sacked 280 of its employees in Nigeria, in a major job cut that affected about 15% of the company’s entire Nigerian workforce. Those affected by the move include some 200 permanent employees and about 80 contract staff across various cadres, ranging from new graduates to senior managers, multiple sources told PREMIUM TIMES. Many of those sacked spent up to 15 years with the company having joined MTN as it opened its business in Nigeria in 2001. Our sources said affected workers were given a dismal severance of 75% of their gross monthly income multiplied by the number of years with the company. “Given that the company is about 16 years old in Nigeria, the severance package brought pain and discontent among the affected staff,” one source said. “With the payoff structure, senior managers with 15 years of service were left with about N15 million. Most of the staff got less than N5 million.” MTN Nigeria recorded nearly $1 billion in profit in 2016. However, the telecoms firm was heavily fined by the Nigerian government for failing to disconnect 5.2 million unregistered subscribers. The spokesperson for the company, Funso Aina, could not be reached for comments on Monday. But a source familiar with the latest downsizing said 200 of those affected had earlier agreed to leave the company voluntarily. The source said the sackings were as a result of “the changing dynamics of the telecoms industry in recent times”. The source said the company introduced the voluntary severance scheme, VSS, to provide a window for one week in April, for persons who have served in MTN for five years and above to take up. Those who decided to leave under the VSS were to be paid the equivalent of their three weeks gross salary for every year they worked with MTN. “What it means is that if one worked in MTN for five years, one would be paid three weeks of their gross salaries times five,” the source said. insiders in the Presidency have told SaharaReporters that President Muhammadu Buhari is being fed intravenously as he has had severe difficulty eating and drinking fluids for several days. The sources also disclosed that, although President Buhari's health had held up for a while after his return from an extended medical vacation in the United Kingdom, his condition has deteriorated in the last several weeks. They pointed to Mr. Buhari's eating and drinking problems that have left him too frail to leave his official residence at Aso Rock Villa to attend any official functions. Mr. Buhari has been unable to attend the weekly Federal Executive Council (FEC) meeting three weeks in a row. Last week he also failed to attend the Friday Juma'at prayers because he had to undergo urgent medical treatment that had him confined to a medical room secretly set up inside the residential area of the villa. President Buhari was also conspicuously absent from the wedding of his influential personal aide, Tunde "Idiagbon" Sabiu in Kaduna. The wedding, which was attended by political movers and shakers of the Nigerian society, became a scene for curious political power play. It became clear at the wedding that Vice President Yemi Osinbajo was treated in a different light by opposing political interests present at the wedding. While some of them showed deference to Mr. Osinbajo, others seemed to pay him scant attention, even to the point of shunning his presence. However, our sources revealed that the medical team advised that the president should immediately return to the United Kingdom to begin what they described as a slow, complex and long-term treatment that could prolong his life. Four weeks ago, SaharaReporters disclosed that an advance team from the Presidency traveled to the UK to prepare for Mr. Buhari's imminent arrival there for medical treatment. However, following moves by a cabal opposed to their potential loss of political influence, the advance was recalled to Abuja. Our sources named Chief of Staff Abba Kyari as the anchor of the cabal which also includes Mamman Daura, a businessman, and Mr. Buhari's kinsman. A week later, members of the Presidency's advance team were once again issued with fresh tickets to travel via Ethiopian Airlines, with the plan that Mr. Buhari would depart to the UK on April 15th 2017 for a four-month-long medical sojourn. However, members of the cabal that wields enormous power in the Presidency, have so far frustrated the president's trip. The Nigerian president and his handlers have declined to reveal the nature of the ailment that has hobbled Mr. Buhari over several months, rendering him incapable of attending to matters of state with any regularity much less vigor. However, different sources close to him told Saharareporters that, in addition to prostrate issues, Mr. Buhari is also dogged by Crohn’s disease, a medical condition that has affected his digestive system. Our various sources have said that Mr. Buhari's Crohn's disease has had a devastating impact because of the president's age. One source stated that Mr. Buhari, whose official age is 74, may well be much older. At any rate, his bouts of illness have had a telling effect on him, leaving him gaunt, emaciated, feeble and debilitated. One of our sources knowledgeable about President Buhari's condition alleged that there was a massive coverup orchestrated by a few aides and cronies of the ailing Nigerian leader to fool the Nigerian public. "They feel that if he [President Buhari] travels abroad, they will lose the power and influence they wield when he is town," the source said. However, the source accused the cabal of being myopic and shortsighted, adding that they were fast-tracking the president's demise by blocking his trip for treatment abroad. The Indigenous People of Biafra has bestowed the Ekiti State governor, Ayodele Fayose with the title of honorary governor of Biafra Republic . The group said that was in recognition of his solitary to their leader, Nnamdi Kanu and show of courage at the court sitting in Abuja, where the IPOB leader was granted bail. IPOB stated this in a statement made available to our correspondent in Awka, Anambra State. The statement was signed by the media and publicity secretary of the group, Comrade Emma Powerful. It said, “We also acknowledge the immense contributions of the honorary Biafran Gov. The Lagos State Government on Thursday said it would partner with the state governments in the northern part of the country in a bid to stem the influx of beggars into the state and address street begging. The state’s Commissioner for Youth and Social Development, Uzamat Akinbile-Yussuf, said this at the annual ministerial briefing in commemoration of Governor Akinwunmi Ambode’s second year in office. According to her, the menace of street begging and the influx of beggars into Lagos has become a recurring decimal. “The state government is not resting on its oars to ensure that Lagos streets are rid of beggars, challenging as it may be. “On the issue of influx of beggars into Lagos and street begging on our streets, it is something we are concerned about, and we’re leaving no stone unturned to ensure that we nip the matter in the bud. “Government cannot do it alone. We need the collaboration and cooperation of everybody. “On our part, we will be partnering with the northern states’ government where they come from, so as to agree on modalities as to how we can stop this influx. “It is clear that most of these beggars come from the northern part of the country into Lagos, thinking that they will have a better deal here,” Mrs. Akinbile-Yussuf said. She said the state government would try to convince the northern leaders to, perhaps, make adequate provisions for them, so as to reduce their influx into Lagos. “Our facilities are overburdened as it is already, and even if we continue to build, they will still continue to come,” she said. On achievements by her ministry, she said 466 youth benefitted from various livelihood vocational skills training sessions to address unemployment and promote self-reliance/entrepreneurship in the state, in the last two years. Also, on capacity building, she said 25 caregivers from correctional homes across the state benefitted from a five-day Train-the-Trainer workshop under the World Bank Assisted Expanded Public Sector Response, as part of Lagos State response to the HIV epidemic. The commissioner said the ministry also addressed unemployment by training a total of 16,645 youth in various vocations ranging from shoe making, makeup/makeover and ‘gele’ tying, hairdressing, photography, skin care products, computer training, tailoring, amongst others. I think one of the reasons the Muhammadu Buhari administration currently seems overwhelmed and isolated is because the honcho and those close to him bought the hype that he was the only man that could change Nigeria. There is no doubt that a man, especially one widely touted to be of exemplary disposition can lead a revolution to change the lives of a people irreversibly but it is delusionary for anyone to imagine that only him and a select group of people around him are enough to change a country. It is a fallacy that democracy will never accommodate. Change that endures can only occur when the people buy into the vision and pursue with vigour as their leader. And the measure of effective leadership is how much you succeed in transiting your vision to others, it is only then that change can be achieved. One of the most phenomenal stories of the rebirth of nations this century is that of Singapore under the leadership of the inimitable Lee Kuan Yew. Although the father of Singapore sometimes tended towards benevolent dictatorship, he never allowed himself the indulgence of being seen as the lone motivator of the improvements that visited his country under his watch. He, in fact, used every opportunity he had to speak about his deliberate efforts at raising social consciousness and gaining the understanding and support of his people through mass mobilisation in every major reform attempt. For Yew, his government’s “greatest asset was the trust and confidence of the people.” That is one skill at that which Nigeria’s leadership is deficient. From what we have seen, this government believes that not many people possess the morality to join the President in the very urgent task of turning Nigeria around. And they would go any length to establish that. For instance, behind Buhari’s acquiesce to the cheeky suggestion of former British Prime Minister, David Cameron, that Nigeria was a fantastically corrupt country was from a deep sense of self-righteous contempt for the people. Not even members of the federal cabinet seem to have the benefit of the President’s absolute confidence as he once referred to them as mere “noise makers” ahead of their appointment. This would also be why most ministers are said to have access to the President only during the weekly meeting of the Federal Executive Council. But members of the executive at least have it relatively good with the President. Until last week, when the Secretary to the Government of the Federation, Babachir David Lawal was suspended from office, no member of the executive could be said to have tasted of the President’s obvious distrust of the average Nigerian public office holder. This has been copiously demonstrated with the other arms of government. Take the National Assembly, set up by the 1999 Constitution (as amended) to make laws for the good governance of the country as well as check and balance the activities of the executive. As it were, it would be impossible to achieve any serious transformation without the collaboration of this group of men and women and the President. But what have we had for the past two years? A battle, first over sharing the booty of the electoral victory of the ruling All Progressives Congress. Rather than utilise the first 100 days of the administration to cultivate the legislature and lay the foundation for collaboration, the Buhari Presidency alienated the legislature and then finally went into a full war to impugn the reputation of not just the leadership but the institution. The result is an almost irredeemably damaged relationship between the two arms. This accounts for the delay in the passage of the government’s two budgets so far and the refusal of the Senate to even consider the list of prospective Resident Electoral Commissioners. The executive has also succeeded in bringing the National Assembly into disrepute in the reckoning of a lot of Nigerians. The people do not only see their representatives as corrupt, they also consider them as inconsiderate and selfish. As a matter of fact, the National Assembly is literarily the synonym for everything anti-people currently such that two or three members have almost lost their lives to mob actions lately. The system has sown the hate seed in the people. However, a legitimate question to ask would be what exactly has the National Assembly done against the Nigerian people that members of the federal executive have not? The next group that has been targeted by the government is the judiciary. Before last September’s midnight visit to seven senior judicial officials by the Department of State Services on allegations of corruption, the President had mouthed the lack of cooperation from the judiciary in the war against corruption that Nigerians already labelled the judiciary, “enemy of the people number two.” Then, the arrest and the final disrobement of the judiciary of the little honour left happened that September midnight. These days, virtually all judgments emanating from our courts, especially once they do not favour the executive, bear the sign of judicial compromise in the eyes of Nigerians. It is a very untoward place for the judiciary of the nation to be and we have the executive to blame for it. And now, the fourth estate of the realm is coming under attack. It would have been possible to dismiss Monday’s inexplicable expulsion of Lekan Adetayo, correspondent of The PUNCH from the Presidential Villa by the Chief Security Officer to the President, Bashir Abubakar, as the mere exuberance of an over-indulged officer but the revelation that he had called State House reporters to a coaching session a few days before this action indicates that the Presidency may be succumbing to temptation for paranoia and intolerance. It is true that this is an isolated case; it is also true that Buhari’s media office has clarified that he would not approve the harassment of any journalist, but who needs this President’s approval here? Two things show that the President would need to quickly clip the wings of his overzealous staff and, by all means, avoid a repeat of this sad event. The first is that the CSO did not see wisdom in discussing his summary expulsion of the journalist with the media office. And the second is the insinuation that the reports which incurred the wrath of the security man were sponsored by politicians apparently seen as hostile to the President’s interest. If the CSO could, for 2019 projections, treat a journalist this way, at this time when his principal is still struggling to fulfil the promises he made for his first term, what will he do as the 2019 elections get closer and allegiances become clearer? In any case, nothing can be more injurious to these folks’ 2019 calculations that the antagonism inherent in picking on democratic institutions and whittling down their influence and reputation serially. ABUJA-Again, President Muhammadu Buhari on Wednesday stayed away from the meeting of the Federal Executive Council, FEC, currently holding at the Presidential Villa, Abuja. Similarly, the Council Chamber, venue of the meeting was also scanty with about 20 out of 36 Ministers equally absent. Vice President Yemi Osinbajo is chairing the meeting. Reasons for the President’s absence has not been officially ascertained as at press time. The same applied to that the absentee Ministers. Meanwhile, the preliminaries of Wednesday’s meeting were not short of what played out penultimate Wednesday when the already seated Osinbajo and the Ministers who were expectant of the President, appearing to preside over the meeting got disappointed as Buhari failed to show up. But at exactly 11 am, the time for the meeting, Osinbajo got whispers from the State Chief of Protocol, SCOP and thereafter called for the National Anthem and opening prayers, signaling the commencement of the meeting. Journalists were later excused from the meeting which got underway. Meanwhile, the acting Secretary to the Government of the Federation, SGF, Dr. Habiba Muda Lawal was at the meeting. Residents of Solar Power Drive, Igbo Olomu, in the Ikorodu area of Lagos State are in shock after a landlord in the community, Omolaja Sodipo, allegedly stabbed his wife, Titilayo, killing her. Sympathisers, friends and family members of the mother of four, trooped to their bungalow on Monday, where Titilayo laid in a pool of blood. The husband was said to have fled the scene. Community leaders reportedly alerted policemen from the Owutu division, who removed the corpse and deposited it in a mortuary. Our correspondent, who visited the scene, observed residents discussing the incident. The police had locked up the building. Although most of the neighbours refused to comment on the tragedy, PUNCH Metro gathered that the couple had been married for over seven years. The relationship was said to be fraught with disagreements, which usually resulted in domestic violence. A resident, who did not want to be identified, said the disagreements always bordered on the welfare of their four children. He said, “They came into this community some years ago after building their house. The man, who was formerly dealing in telephone accessories, had been jobless for some time. His wife worked with a private school after giving birth to their fourth child two years ago. “But they were always at loggerheads, which led to the man beating up the wife. The man is short-tempered and it appeared the frustration of his joblessness also got into him. We always heard their voices anytime they were quarrelling. “Last night, we heard them fighting again. In the morning, we discovered that the woman had been stabbed in different parts of her body. She was lying lifeless in a pool of blood.” A community leader, who spoke on condition of anonymity, said the victim’s mother lamented that her daughter had been complaining that her husband was always beating her. A female resident, who did not want to be identified, told PUNCH Metro that she sighted the suspect walking away from the house around 8am. PUNCH Metro learnt that the eldest of the couple’s four children is only five years old. A member of the Women Arise for Change Initiative, Obatungashe Adebayo, who spoke for the President, Dr Joe Oke-Odumakin, called for justice for the deceased, urging women in violent relationship to quit before it was too late. He said, “This is the reason we have been campaigning against gender-based violence. It is becoming rampant. Marriage is not by force. It is certain that before this incident happened, the woman must have been seeing signs that the man could take her life. If you are engaged in a relationship that threatens your life, you should quit.” The state Police Public Relations Officer, Olarinde Famous-Cole, said, “We are still searching for the man. As the United Kingdom prepares to open its first sex robot brothel, real life commercial sex workers have kicked against the idea. It has only been a few months since Lumidolls set up its first doll brothel in Barcelona, Spain. But they say they’re already looking for an investor in the UK. The far-right female National Front leader will go head-to-head with the 39-year-old favourite to win the presidency. Who is Emmanuel Macron? Few could have asked for a better start to a political career than the French presidential candidate Emmanuel Macron. The current frontrunner is a graduate of elite National School of Administration, which produces the country's top civil servants and counts three French presidents among its alumni. Macron will be hoping to make it number four in May. As things stand he looks best positioned to fend off the far-right candidacy of Marine Le Pen, who he is predicted to easily beat in a second round runoff - if the polls are correct. After graduating, Macron worked as a financial inspector at the Ministry of Economy before joining Rothschild & Cie bank as an investment banker. Politically, he was a member of the Socialist Party for three years, before becoming an independent politician in 2009. The 39-year-old's first roles came under Francois Hollande as a member of his personal staff and later as a minister of economy, industry, and digital affairs under the government of Manuel Valls. As the western world turns increasingly to the far right, Macron is unabashedly centrist in his outlook, appealing to French citizens who are familiar with the chaotic aftermath the election of Trump in the United States and Brexit in the UK caused. His policies are the status quo, with a nod to the progressive currents emerging in the US and Britain. Unlike several of his opponents on the left and right, Macron has avoided making pronouncements against Muslim dress codes and is a fierce defender of an open immigration system. In February, he condemned France's colonial legacy in Algeria as a "crime against humanity", earning rebukes from many on the right. Nevertheless Macron stood firm, apologising only for the offence caused and not for the actual comment itself. His sober brand of politics, youthful looks, and the implosion of competitor Francois Fillon's campaign have seen him rise to about 27 percent in the polls - enough to secure him a place in the second round. However, his challenge remains in energising an increasingly apathetic electorate, for whom his centrist platform offers little else but an alternative to Le Pen. As an economic liberal, he has fiscal policies that differ little from the economic consensus built in the decade since the global crash that started in 2007. On the European Union, Macron is also an unashamed supporter, a standpoint likely to cost him votes on both the Eurosceptic left and right. If Macron can convince the large apathetic segment of the population that he offers more than just not being Le Pen, there would be little standing in his way to taking up residence in the Elysee Palace. Who is Marine Le Pen? In March, Marine Le Pen emerged from a meeting with the Russian President Vladimir Putin in Moscow to deliver a proclamation to the reporter's gathered: "A new world has emerged." The leader of France's far-right National Front (FN) party hopes that she will be a leading figure in this radical reordering of the global elite, which already counts the election of US President Donald Trump and the British vote to leave the EU among its successes. Once considered an unrealistic prospect, Le Pen would cause shockwaves just as large as Brexit or the Trump victory if she were successful in the upcoming presidential vote. She currently sits on about a quarter of the first-round vote, a position which, unlike her rival candidates', has barely shifted over the past few months. Second-round voting against her likely rival Emmanuel Macron puts Le Pen considerably behind on 40 points to Macron's 60, but those who followed Trump's election know better than to write her off on the basis of polls. The youngest daughter of far-right stalwart Jean-Marie Le Pen, Marine was born in 1968 and followed in her father's ideological footsteps by joining FN at 18. In the coming decades she practised law while increasing her standing in FN, contesting several regional elections along the way. She picked up several minor political roles in regional and municipal councils in her early 30s, and her most significant as a member of the European Parliament in 2009. Her biggest break came after her father stepped down as FN leader in 2010, after which she took over the reins of the party. In the followings years, Le Pen sought to shed the party's far-right image, distancing herself and the party from her father's Holocaust denial and racist outbursts, eventually expelling him from the party in 2015, making the FN more palatable to French conservatives and a coming generation that had little recollection of far-right rule under the Nazis . However, while the language has changed, the issues remain largely intact, with Islam, the EU and immigration dominating her platform. On France's large Muslim minority, Le Pen has been unequivocal. "We do not want to live under the rule or threat of Islamic fundamentalism," she told supporters, further condemning the hijab, prayer rooms in workplaces, the construction of mosques and pork-free options in school lunches. On the EU, Le Pen has threatened to withdraw France from the eurozone and hold a referendum on the country's continued membership of the bloc. A Le Pen in the Elysee Palace would cut immigration , ban birthright citizenship, and the automatic right to nationality for the spouses of French citizens. Unlike her competitors, Le Pen seems unperturbed by a corruption scandal or questions over her ties to Putin's Russia . Former England and Aston Villa defender Ugo Ehiogu is in hospital after collapsing at Tottenham's training centre on Thursday. The 44-year-old, who is Spurs' Under-23s coach, received medical treatment on site before being transferred to hospital by ambulance, the Premier League club confirmed. "Everyone at the club sends their best wishes to Ugo and his family," Tottenham added in a statement. Ehiogu has been at Spurs since 2014. He made over 200 appearances for Aston Villa between 1991 and 2000 and then spent seven years at Middlesbrough. He won the League Cup with Villa in 1996 and also with Middlesbrough in 2004. A Saskatchewan woman has been charged with human smuggling following a months-long cross-border investigation. Royal Canadian Mounted Police (RCMP) arrested and charged Michelle Omoruyi, 43, as part of an investigation into asylum seekers crossing illegally into Canada. She was stopped after crossing at the Saskatchewan border in a vehicle carrying nine foreign nationals. Those nine people from West Africa have since made refugee claims in Canada. US migrants seek refugee status in Canada Canadian police said on Wednesday they seized evidence and "a significant amount of cash" from a Regina home searched after Ms Omoruyi's arrest on 14 April. The arrests are part of an ongoing joint four-month investigation by Canada and US authorities into organised human smuggling. Jason Evert, with the Canada Border Services Agency, said during a news conference on Wednesday that investigators uncovered evidence suggesting human smugglers were facilitating illegal border crossings in the area. United States Border Patrol also made several arrests on Friday in relation to this investigation. They have yet to release the details of those arrests. A growing number of asylum seekers have been crossing illegally into Canada from the US in recent months, mostly into the provinces of Quebec, Manitoba and British Columbia. The trend continued in March, with 887 people caught border-jumping last month, up from 658 in February. Ms Omoruyi, from Regina, faces a charge of human smuggling and a charge of conspiracy to commit human smuggling.
