President of the Nigeria Football Federation Amaju Pinnick has been appointed the President of the Organising Committee for the Africa Cup of Nations, a position previously occupied by ex-Confederation of African Football president, Issa Hayatou. The appointment was announced on Monday at the inaugural meeting of the new CAF Executive Committee in Manama, Bahrain, where the 67th FIFA Congress begins on Tuesday. It is the first time in CAF’s 60-year history that a Nigerian would head AFCON’s LOC. Pinnick was also named the president of CAF’s Media Committee, which was vacated by Benin Republic FA boss, Anjorin Moucharafou, who the Nigerian floored at the CAF elections in Ethiopia in March to become a CAF Executive Committee member. President of the Zimbabwe Football Federation, Philip Chiyangwa, is the deputy president of the AFCON committee. Also on Monday, Ghana FA boss, Kwesi Nyantakyi, was named CAF Executive Committee’s 1st vice-president, with Omani Constant Selemani (DR Congo) the 2nd vice-president. A 26-year-old man has reportedly stabbed his 18-year-old girlfriend in a hotel room in Yenagoa. The man took to his heels when the wailing of the victim attracted the attention of other guests in the guest house who came to her rescue. The victim was identified as Faith Pius The guest house is located at Biogbolo area of Yenagoa. One of the guests told NAN that the suspect escaped when other guests and residents in the neighbourhood rushed to the scene. The source, who pleaded anonymity, said the incident happened on Friday night. NAN gathered that Ms. Pius was rushed to a private clinic where she was treated and the wounds stitched. “But she developed complications on Saturday and she died on Sunday morning,’’ the source said. The state police commissioner, Amba Asuquo, who confirmed the incident, said it was first considered as a case of assault occasioned by harm. “Initially, it was treated purely as a case of assault occasioned by harm but now that the girl has died, we are now treating a case of murder against one suspect. “We are in the process of ensuring that the suspect is arrested because after committing the crime he ran away. “I know some people are associating it to ritual killing but we cannot conclude,” he said. Youths of Biogbolo community took to the streets to protest the death of the girl from knife cuts allegedly inflicted on her by her lover boy. The youth were said to have attacked shops and vandalised vehicles reportedly owned by the kinsmen of the lover boy along some streets in the area. It took the intervention of detachments of riot police officers to disperse the aggrieved youth. The incident caused panic as residents ran in different directions while operators of business outfits closed shop and fled. Stephen Pius, an elder brother of the victim, alleged that the suspect cut his younger sister twice each in her stomach and her heart region.

ABUJA—FORMER Minister of Housing and Urban Development, Chief Nduese Essien, has taken a swipe at South West leaders, accusing them of insincerity in the call for restructuring of Nigeria. Reacting to a particular reference to last week’s opposition by the Leader, House of Representatives Femi Gbajabiamila, to a motion, which urged companies operating in oil producing areas to relocate, Essien noted that leaders of the South only support restructuring when it favoured them and kick against it when it didn’t. Essien, a former member of the House of Representatives and a delegate to the 2014 National Conference, said: “I begin to wonder whether the South-West is sincere about its agitation for restructuring. ‘’South West leaders, at every forum, over the years, propagated the restructuring of the Nigerian federation but each time an opportunity comes, they renege on restructuring. ‘’When their son, Chief Olusegun Obasanjo, was the President of the country for eight years, the clamour for restructuring went dead. That is because they were in control of the unstructured federation, with its attendant benefits to them. “As soon as they lost control of the Federal Government, the restructuring jingles came alive throughout the period of President Goodluck Jonathan’s administration. The jingle sounded so loud that a national conference was convened in 2014.” “A good number of delegates supported restructuring. We ended up recommending that the country should be restructured. Luckily for us, after the conference, former Vice President Atiku Abubakar, revived the call. “Last week, South West leaders all spoke in favour of restructuring. An Indian student said Monday she was made to remove her bra in public by school authorities over exam cheating fears, minutes before sitting a crucial test. Authorities issue strict dress codes to tackle widespread cheating on the entrance test for India’s prestigious medical colleges. But there is no mention of bras on this year’s prohibited articles list which includes dark clothes, long sleeves, brooches, badges, closed shoes and socks. The student, who has not been identified, told media she was at the test centre in Kerala state on Sunday when a metal detector started to beep during a security check. “At that time, they told that without removing my innerwear I cannot enter the exam hall since they (bra hooks) are made of metal. So, I took off my bra there itself and gave it to my mom, she was waiting outside,” the student told NDTV news network. The girl was quoted in The Times of India as saying that she lost all her “confidence and composure when I was asked to remove it in front of everybody”. Another student’s parent said his daughter was forced to remove the button on her jeans after it set off the metal detector. “She was sent back, she came back and told me ‘Papa, the jeans button has to be removed, the button is an objectionable item’. Promptly I removed the button,” the father told NDTV. “Then I went to a shop about three kilometres from the exam centre and bought a new dress for her after getting the shop opened.” The school principal said he was unaware of the student’s underwear ordeal but admitted his school stuck to the rules. “We have clear instructions that if the metal detector beeps, no one can be allowed inside. Whenever it beeped, we told students to remove what they have,” Jalaluddin K. told NDTV. Cheating in exams is common in India including paying large bribes to buy test papers, although there have been more elaborate ruses. A civil servant, Victoria Igbo, on Monday told a Nyanya Customary Court, Abuja, that her pastor hurried her into marring the wrong man. Victoria, who filed a petition seeking dissolution of marriage her, said that her pastor did not give her enough time to make up her mind before marriage. “My husband proposed to marry me the same time he met my pastor and asked my hand in marriage. “I told my pastor that he should give me three months to think about it. “But my pastor said that three months was too long to think about it. He then gave me only two weeks to pray over it which I did; after which I told my pastor that I agreed,” she said. Victoria said that since she married her husband, it has been one trouble or the other. “My husband keeps acquiring debts and most times when he gets into trouble as a result of that, I have no other option than to pay,” the petitioner said. She also said that she was not aware that her husband had several children before the marriage. “My pastor told me that he had only one child out of wedlock, but after the marriage, I realised that myhusband had several children “One of the women came to our house one day, dropped one of his children and absconded, I went through stress taking care of the child,” she said. The petitioner also told the court that her husband beats her always. She said that she had to move out of the house because she was tired of the marriage. She also begged the court to dissolve the marriage. Joseph Igbo, the respondent, who was present in court, denied all the allegations, and begged the court not to dissolve the marriage. The judge, Jemilu Jega, advised the couple to go back home and try to reconcile. He adjourned the case until May 16, for hearing. The scarcity of the e-passport booklets may not abate soon as the Federal Government has yet to reach an agreement on the new pricing of the travel document with the vendor, Iris Smart Technology Saturday PUNCH learnt that ISTL had reduced the production and supply of the 32-page passports since last year following the foreign exchange crisis in the country which had reportedly increased the production cost of the booklets. This is as investigation by the House of Representatives Committee on Interior revealed that the Federal Government made arrangements for the production of just 10 million passport booklets for the country in the past 10 years. It was also discovered that the e-passport project had gulped over N25bn in the past 10 years. The first contract awarded to ISTL, a Malaysian firm, on March 1, 2007, was for the production of three million passports and embedded substrates under a public-private-partnership agreement at the cost of $138.4m. The production agreement between ISTL and the Ministry of Interior for the e-passport project was due to expire on May 7, 2017 (tomorrow). In addition, the Federal Executive Council on April 20, 2011 approved the award of another contract to ISTL for the supply of additional six million passport booklets at a cost of N4.2bn. On May 27, 2014, a second addendum to the 2007 agreement was signed for the production of one million 64-page Machine Readable Passport booklets and embedding of substrates. But investigations by the House of Representatives Committee on Interior could not establish whether the firm supplied the first set of three million passport booklets as stipulated in the first contract before the subsequent contracts for supply of additional seven million passports were awarded to the firm. The report of the investigation into the outsourcing of travel documents, international passports, residence permits and border surveillance and patrol by the Ministry of Interior and the Nigeria Immigration Service dated September 2016 was obtained exclusively by our correspondent on Thursday. The committee, led by Adams Jagaba, had held a two-day public investigative hearing on March 23 and 24, 2016 into the Combined Expatriate Residence Permit and Aliens Control, e-passport project, payment platforms and border management. The probe found a number of security breaches including the fact that the passport database containing the biometric information of all Nigerian passport holders was still under the firm control of the Malaysian company. The committee described this as a serious national security breach. It was learnt that the e-passport booklet is produced in South Africa, the chip by a Netherland-based company while the lamination of the data page is done in Malaysia. It said, “The database which contains the biographical and biometric information of the holders of e-passports is still domiciled with the vendor and controlled by Iris Smart Technologies, the vendor. This has serious security implications. “The Country Signing Certificate Authority and the public key infrastructure is also domiciled with the vendor. With this situation, the vendor can issue passports and alter biographical and biometric information of passport holders without the knowledge of the Nigeria Immigration Service.” It noted that the project cost of $138.4m was divided into three phases with phase one costing $62,881,800; phase two, $53,337,470 and phase three, $62,881,800. The House probe found that the e-passport project also included provision of 5.5 million wafers and laminates to be supplied over three phases for incorporation into the back cover of booklets, System Architecture of Electronic Passport Management. The scope of the project also covered the Architecture of Electronic Passport Management System which consists passport enrolment and issuance system, automated fingerprint identification system, passport personalisation system, immigration border control system and immigration reporting system. The committee found that the agreement between ISTL and the Interior ministry stipulated that the company shall bear, pay and shall thereafter be reimbursed by the ministry for all withholding taxes, VAT, duties and levies connected with the execution of the agreement. It also found that the 2007 agreement, which was for 10 years, did not contain any clause for subsequent renewal. The passport booklets, the report said, were to be supplied at a unit price of N6,900 for three million copies totalling N2.070bn. The settlement of the company’s invoice were to be made from 30 per cent of the revenue generated from the sales of the passports while the Interior ministry made an advance payment of 25 per cent of the project cost. “Also, a separate maintenance agreement was made for the booklets signed,” the report added. The committee’s investigation also revealed that the Country Signing Certificate Authority, which is the anchor of trust for the Nigerian passport, would expire on May 31,2017 with grave implication for the integrity of the documents. “The implication is that since Nigeria issues five-year passports, all passports issued after June 2013 will still be valid while the CSSA would have expired. There might be a need to mass recall these passports for re-issuance of new ones to the holders,” the report noted. It explained that the International Civil Aviation Organisation required that a new Document Signer Certificate must be used every three months or after 100,000 passports, but all Nigerian passports, the report said, had the same DSC in clear violation of International Civil Aviation Organisation standards. The lawmakers also found out that compliance auditing of the e-passport in line with ICAO security requirements had not been carried out 10 years into the project. The probe also discovered that the auto gates that were installed and paid for at the Lagos, Kano and Port Harcourt airports had never functioned since installation. It recommended a probe of the contract by the Economic and Financial Crimes Commission “with a view to taking appropriate action to recover the cost of the project.” The committee said when ISTL was asked during its public hearing why the passports were still being produced in Malaysia, the firm claimed action had been initiated to establish a passport booklet production factory in Nigeria which would commence operations within one year. It frowned on the contract awarded to IPTELCOM Network Ltd., for the electronic management of data generated by the NIS in the process of providing international passports. For this contract, the INL was paid N200 per passport, but the House committee found that the services purportedly provided by the firm were part of the responsibilities of Iris Smart Technologies. The 20-member committee stated that evidence from its investigative hearing showed that the PPP agreements did not serve public interest, noting that there was no effective project management schedule between the Interior ministry/NIS and the companies to ensure strict implementation of the agreements. The report blamed the ministry for interfering in the NIS operations without seeking professional advice from the immigration service. When asked to respond to the issues raised by the committee, the NIS Public Relations Officer, Sunday James, directed all inquiries to the interior ministry. “Please, talk to the ministry in respect of all inquiries into the passport issue, they signed the agreement with the manufacturers and are in a position to give all necessary information,” he said on the telephone. But the ministry spokesman, Willy Bassey, referred questions on the project to ISTL, saying the firm was in a better position to address all issues bordering on the e-passport production. The ISTL Public Relations Officer, Deji Oye, declined comment, saying he was not in a position to speak on the matter. “I am not the Managing Director of Iris Smart Technologies, so I can’t comment on it. Go to any immigration office, you would see our desk there, talk to them,” he said on Friday. Findings revealed that many African countries print passports in their own country. According to the Department of Home Affairs, South Africa, Permanent South African passports and travel documents are printed only in Pretoria, South Africa, from where they are dispatched to the offices of application. A Kenyan punter who won a $2m (£1.6m) jackpot after correctly predicting the outcome of 17 football matches doubts he will ever bet again. Samuel Abisai, 28, won the jackpot after placing about $2 on two separate picks, betting firm SportPesa says. Mr Abisai plans to give some of his winnings back to society, including supporting his local football team in the western region of Kakamega. A woman who suspected that her husband was cheating with the wife of their family friend took matters into her own hands by slashing off his manhood.
