Because one is expected to be a virgin on their wedding day, young women in Tunisia have resulted to having hymen reconstruction surgery to avoid been sent back to their parents after the wedding. According to BBC, young Tunisian women are tuning to hymenoplasty, a short procedure that promises to reconstruct her virginity surgically. The young women save and spend as much as &400 for the procedure to prevent future shame. One such woman who has decided to turn to science to regain her lost virginity is 28 year old woman Yasmine. Yasmine lost her virginity while living abroad to one man but now is afraid her husband will find out she is not a virgin after they get married. Though she has agreed to the surgery, she considers this procedure a lie and one day the husband might suspect or find out about the sham. "I consider this to be deception and I'm really worried," says Jasmine whose wedding is in two months. BBC reporter Sihem Hassaini who accompanied Jasmine to the clinic for the procedure was shocked to discover a bunch of other women waiting for the 30 minute procedure to reconstruct their hymen. Jasmine took months to save for the procedure while keeping every detail secret from her family. According to Rashid, the doctor to carry out the surgery on Jasmine, most of his young patients are driven by the fear of bringing shame to their family and relatives when discovered they are not virgins. The doctor said though many doctors refuses to do the surgery, he does it because he disagrees with those who make virginity a sort of sacred thing. The annoyed doctor said he blamed the male-dominated society that hides in some religious principles. “I mean it when I say its male dominance and I'll continue to wage an all-out war against it," he says. Tunisia is regarded as a leader in women's rights in North Africa but religion and tradition here dictate that young women have to remain virgins until they are married. There is also provision in Tunisian law for divorce in cases where women are discovered not to be virgins. Many have termed Tunisia culture hypocritical as a woman doesn’t necessary have to have relations with a man to lose her virginity. Hymens can tear for other reasons too, including tampon use, cycling among other things. A Nigerian identified as Taiwo Quadri allegedly defrauded a Canada-based company, Allan Dodds, of over $20,906, an Economic and Financial Crimes Commission witness, told an Ikeja Division of the Lagos State High Court on Friday. Mr. Quadri allegedly conspired to defraud the company alongside one Oladeji Ramoni and Modupe Adekunle, both of who are still at large. The witness, Otefison Emmanuel, a bank worker, said his institution received a letter in September, 2013, from the EFCC requesting for all the Western Union transactions documents carried out by Mr. Quadri. “They also requested for the statements of account document and the account opening document of the suspect. “He approached the Dopemu, Lagos branch of Fidelity bank at several intervals to receive monies sent to him from Allan Dodds, a firm in Ontario, Canada and each time he approaches the bank, I give him a form to fill, which includes the state and country he is expecting the money from. “As at the time of this transaction, the western union control number which is usually 10 digits is given to the customer to come with to the bank to claim the money. In that form, he supplied the 6 of the 10 digits and after which I gave him another form to input the remaining 4 digits which is for control purpose. “Mr. Taiwo was paid cash and in the United states dollars,” said Mr. Emmanuel. Mr. Taiwo, alongside Mr. Ramoni and Ms. Adekunle are facing a 33-count charge bordering on conspiracy to obtain money by false pretence and obtaining goods by false pretence. The EFCC said their actions went contrary to sections 8(a), 1(3), 1(1) (a) and (b) of the advance fee fraud and other fraud related offences Act No. 14 of 2006. Following the killing of two policemen in a robbery at a Zenith Bank branch in Owerri, Imo State, some men and officers of the Nigeria Police Force have decried the alleged abandonment of their family members by the police authorities. The operatives, who spoke with our correspondents on condition of anonymity, lamented that meager welfare package, poor equipment and absence of a good insurance policy discouraged them from giving their best to the Force. Many of them said they would never lay their lives on the line. PUNCH Metro had reported that a four-man gang attacked the bank on February 22, 2017, and shot the three cops on duty. While two of the policemen, Sergeant Chukwudi Iboko and Sergeant Sunday Agbo, died from gunshot injuries sustained during the incident, the third policeman, Sergeant Otu Attang, lost one of his eyes. The incident, however, gained public attention early June when footage of the bank’s Closed Circuit Television camera, which captured the moment of the robbery, was released to the public. The 2.58 minutes video, which immediately went viral on the social media, showed a courageous Chukwudi engaging the robbers in a gun duel from a security post at the bank’s entrance. One of the robbers, later identified as Ikechukwu Opara, was shot dead while advancing to the security post. Soon after, Chukwudi could be seen running out of the security post as one of the robbers shot in his direction. He was said to have died the next day, following gunshot injuries he sustained during the attack. In an interview with The PUNCH Newspapers, Chukwudi’s widow, Rose, lamented that one of their eight children, Chukwuebuka, died from shock during the burial of the father. The Imo State Commissioner of Police, Chris Ezike, however, announced on Tuesday that Zenith Bank had decided to compensate the families of the affected cops with scholarships, allowances, among others. He promised on behalf of the police that the entitlements of the cops would be paid on time. Some Nigerian policemen said the attitude of the police to the plight of the cops and their families had discouraged them from giving their all to the job. A police inspector in Lagos said he saluted Chukwudi’s bravery after seeing a clip of the robbery. He said, “Honestly, some of us are ready to do the work, but once you die on duty, nobody cares for your family. Even in the barracks you live, your family will be thrown out. Many policemen run away when they see robbers because they know that if they die, their family will suffer. It is not as if we are not trained to confront robbers. “The police authorities need to do something that will encourage officers to serve the country well. The policemen died in the course of duty and deserved special rewards. “The police don’t have working life insurance scheme. It is only the Lagos State Government that considers such for policemen that die in the course of duty. The police only have N300,000 to give to your family members and it may take years before it gets to them. Our salaries are nothing to write home about. A police constable earns between N40,000 to N45,000. As an inspector, I don’t earn up to N70,000 and I’m almost two decades old in service.” A divisional police officer serving in the Kwara State Police Command said unlike some other security agencies, remuneration and welfare packages for policemen were poor. He said, “It takes the fear of God to be a good policeman. When policemen and officials of the Department of State Services were killed in Nasarawa State, the DSS gave the family of each of its slain officials N10m, while the police paid N500,000 to each policeman’s family. When the public cried out, the then Inspector-General of Police, Mohammed Abubakar, increased it to N1m. The DSS also built houses for the families of those officers; nothing like that from the police. “A lot of policemen have died with nothing to show for their gallantry. There is no review of our welfare package. If you are a policeman, always pray that you are not harmed on duty. And in the Nigeria Police, it is zero feedback; you dare not complain. “When I read in The PUNCH that the hero policeman, Chukwudi, had seven children, I pitied his family. He died as a hero, but without the media, he would have died in vain. There is nothing bad if the children are absorbed into police schools. The Zenith Bank should come to the rescue of the family by empowering the widow and securing the future of those children. “The morale is low already; but you dare not talk. An Assistant Commissioner of Police gets about N250,000 per month. A CP collects about N300,000, despite his rank. As a CSP, my salary is around N160,000. Meanwhile, a lot of people look up to you as a big man and depend on you.” A sergeant attached to a police division in Oyo State, also lamented that it was customary of the police to abandon operatives killed in active service, adding that he wept when he read about the plight of Chukwudi’s family. “It is the custom of the police. Once you die, your family will be abandoned. That is why many policemen are not courageous enough to confront criminals, especially armed robbers. There is no life insurance. Apart from the N500,000 for burial, the police won’t give your family anything. And it is hellish for your family to get your pension from the police,” he added. A divisional police officer in Lagos State said there was no motivation for policemen to work. He said, “There is no motivation to do police work. No policeman is ready to die because once you die, there is no hope. It is not true that policemen are not insured. They are, but the compensation differs. The least, however, is N500,000. The payment differs based on rank. We are not equipped to fight crime. To resolve the problem of motivation, the government should be ready to spend more on the police.” A police corporal in Lagos told PUNCH Metro that most of the rank and file preferred to be posted to offices where they would not face any risk. He called for a review of the salaries of policemen. He said, “What can a police sergeant do with N50,000 as salary? A police corporal collects N44,000. A constable collects about N39,000. Did you know that the last time police salaries were increased was in 2007 during the administration of former President Musa Yar’adua? Almost 10 years after, nothing has been done to review the salaries despite the situation of the economy. Besides, policemen do not have any mortgage scheme to acquire at least, a small portion of land. “To be truthful, for the past 15 to 20 years, policemen are working on the logic that nothing is worth dying for. Most policemen restrict themselves to administrative and office duties, where they can work with ease and return home in peace. “Are you aware that a rank-and-file policeman who loses his life in active service gets at most N1m? Is that what someone will die for? And before his family can even collect that money, some of the people in charge must have slept with their widows. It is like going through the eye of a needle to receive that money. The families of some policemen, who died as far back as 2005, have not received that money till today. “Go to the barracks across the country and you will have a true picture of the living condition of Nigerian policemen.” He also lamented that most times, policemen used their money to buy pens, statement forms and files for cases, saying it was the reason the responsibilities were usually passed down to complainants. The Force Public Relations Officer, CSP Mashood Jimoh, said it was not true that families of policemen who died in active duty were neglected, adding that every cop was insured. He said, “There is life insurance for policemen and officers by the Federal Government and it is working. The Force equally has a policy of paying death benefits, burial expenses, among others. Life insurance covers policemen that die in active service. Even those that die natural death have something to benefit. It is not correct for anybody to say we neglect our men. “There is no delay in the payment of entitlements. Everybody gets the entitlement as and when due. There is also the contributory pension scheme, which is outside the Force. The insurance is equally outside the police. It is only the death benefits and burial expenses that are within the police. “Recently, the Inspector-General of Police distributed cheques to hundreds of beneficiaries and periodically, when the cheques come up, AIGs, commands and DPOs are directed to give them to relatives of deceased officers. There is no delay on the side of the police.” Meanwhile, the GoFundMe account opened for the family of Chukwudi rose to over $20,000 on Wednesday. Police, CBN partner to curb bank robberies The Imo State Commissioner of Police, Ezike, and some officials of the Central Bank of Nigeria and 50 regional and branch bank mangers on Wednesday held a meeting in Owerri, the state capital, on how to fortify banks against robberies. The meeting was held at the CBN office in Owerri. Ezike, at the end of the deliberation, said the meeting was about securing and safeguarding bank assets and customers in the state. He said, “The meeting was to get security feedback from stakeholders on how to render quality services in terms of securing banks, bank users, and the security of Imo State, among others. “We equally deliberated and raised awareness on the integrity of bank workers, security personnel in banks and the duties of the banks to the people.” The police boss noted that there was a need to ensure that equipment with high grade integrity were used for banking services. Asked if the meeting took note of bank robberies that had occured in the recent past, Ezike said such cases were also reviewed. The Manager, Banking Operations, CBN, Owerri, Mr. G.C. The Court of Appeal sitting in Abuja, on Wednesday, nullified the decision of the Code of Conduct Tribunal, CCT, which found former Minister of Niger Delta Affairs, Elder Godsday Orubebe guilty of allegation that he falsely declared his assets in 2007. Orubebe In a unanimous judgement, a three-man panel of Justices of the appellate court led by Justice Mohammed Abdul Aboki, voided Orubebe’s conviction on the premise that the CCT verdict occasioned a miscarriage of justice against him. Orubebe had in his Notice of Appeal marked CA/A/633c/2016, urged the appellate court to not only set-aside judgment the Justice Danladi Umar-led tribunal delivered against him on October 4, 2016, but to equally discharge and acquit him of the charge. The tribunal had in its verdict, said it was satisfied that Orubebe shielded his ownership of Plot 2057 Asokoro District, Abuja. Justice Umar who maintained that there was merit in the one-count amended charge the Federal Government entered against the former Minister, held that the said property should be forfeited to the government. The tribunal noted that though Orubebe claimed that he had already sold the land before he submitted the assets declaration form, the title documents still had his name six years after. Even though the tribunal confiscated the land from the defendant after it found him guilty of the offence of false declaration of assets contrary to section 15 of the CCB & Tribunal Act, Cap C15, Laws of the Federation of Nigeria 2007, it however declined to ban him from holding any public office. Meanwhile, dissatisfied with the verdict, Orubebe, through his lawyer, Mr. Selekowei Larry, SAN, raised three grounds he said the appellate court should consider and nullify his conviction. He prayed the appellate court to determine “Whether the tribunal was right in convicting the defendant for false declaration of plot 2057, Asokoro District, Abuja. “Whether the tribunal was right in holding that the said plot 2057 remained or remains the defendant’s property despite exhibits D1, D2, and D3 being documentary evidence of transfer of interest executed in favour of one Divention Properties Ltd by the defendant. As well as, “Whether the tribunal was right in suo motu raising the issue of non registration of Divention Properties Ltd’s title in respect of plot 2057 Asokoro District, Abuja and convicting the defendant thereon without granting party opportunity to be heard thereon”. The embattled ex-Minister prayed the tribunal to allow the appeal on the premise that the prosecution woefully failed to prove the false declaration of assets against him. According to him, “The said plot said not to be declared in the charge on September 26, 2007 was not yet given to the appellant as at then. “The appellant did not make any declaration of assets on June 29, 2011 as alleged on the charge. He only made a declaration on June 28, 2011, by which time he was no longer the owner of plot 2057. The plot 2057 Asokoro District, Abuja, was a gift of empty land by the respondent (FRN) which he received on June 13, 2011 and parted with the same day. “Having sold the said plot and executed D1, D2 and D3, he could not be reasonably expected to still declare it as his assets. “That the tribunal based its decision on an issue that was not put before it, but raised suo motu by it without giving parties opportunity to be heard, thereby rendering it a nullity “Accordingly, that the decision of the tribunal be set aside, the conviction quashed and the appellant be discharged and acquitted”. While upholding the appeal on Wednesday, the appellate court panel held that the tribunal went beyond the case that was brought before it by the prosecution. The court held that Orubebe’s trial was not based on his none declaration of title deed of the said property, but his alleged false declaration of his assets. It stressed that as such, the unregistered instrument of transfer of the said property was admissible evidence in proof of the payment of purchase price, which showed that the property was already acquired by Divention Properties Ltd. The appellate court stressed that the appellant could not have declared the same property he had parted with. The court faulted the CCT for raising the issue of non- registration of title deed of the property suo motu (by itself). “On the whole, it is our view that this appeal succeeded on its merit and is therefore allowed. A new superstitious belief has emerged in some areas of Mozambique - that bald men have gold in their head. However, the head has to be taken to a witchdoctor who will use magical powers to extract the gold - and make them rich. As a result, police say five bald men have been killed in central Mozambique - two in May in Milange district, close to the border with Malawi, and three this month in Morrumbala district. Two young people have so far been arrested over the killings. Mozambique police spokesman Inacio Dina said a team had been sent to the remote region to investigate the murders: “This is not different from the previous belief that people with albinism had magic powers to enrich other people. Now, criminals here have ceased to target albinos. They are now after people who are bald," Mr Dias said. The two bald men, one of whom was found with his head cut off and organs removed, were killed in the central Zambezia province, AFp news agency reports. "Last month, the murders of two bald people led to the arrest of two suspects," national police spokesman Inacio Dina said at a news conference in the capital, Maputo. "Their motivations come from superstition and culture - the local community thinks bald individuals are rich," he said. The BBC's Jose Tembe reports from Maputo that some people hold the false belief that bald people have gold in their heads. The phenomenon of targeting bald people in ritual killings had not been reported before, he adds.
