A convicted kerb crawler drove into a city centre and prowled the streets for a vulnerable victim before he raped a young teacher. Oluyesi Oni, 36, dumped his victim at a McDonalds "in a state of shock" having raped her twice. She later found out she had been given a sexually transmitted disease and was pregnant. The housing association worker took the 23-year-old back to his bedsit in Liverpool and attacked her. The Liverpool Echo reported that the victim went to police before learning she had an STI and was pregnant. She later had an abortion. Oni argued they had consensual sex but was found guilty after a trial of two counts of rape by a 10-2 majority. The woman today told Liverpool Crown Court: “I thought things couldn’t get any worse and then I found out I was pregnant. “I couldn’t believe this was happening. How can this happen? Raped. Chlamydia, Now pregnancy. “I have always wanted to be a parent and hope to have my own children in the future with someone I love. “But I had to disassociate myself from this feeling, the feeling of having my first pregnancy ripped away from me. “I just wanted to be held by my dad and cry but instead I had to sit for hours waiting to have an abortion.” David Polglase, prosecuting, told the jury the woman went on a night out with two friends last year but they became separated in Concert Square. Nigerian national Oni had driven into the city centre alone in his silver BMW. CCTV cameras showed him meeting the drunk woman in Newington and picked up the registration of his car. After waking up without any clothes on and being dropped off, the victim rang her mum and a friend, telling them she remembered saying ‘no’. When arrested by police Oni told officers: “I know what this is about”. But then he repeatedly claimed in interviews they never had sex. However, the victim suffered sexual injuries and DNA evidence proved he was lying, leading to him suggesting it had been consensual. Oni has a previous conviction for soliciting prostitutes in 2007 and was jailed for nine months in 2013 for conspiracy to commit fraud. Rebecca Smith, defending, conceded the consequences for both parties – more so the victim – were “devastating and life-changing”. Judge Alan Conrad, QC, said: “The effects on this victim are as bad as I have come across.” He told Oni: “The effects of what you did so far as she is concerned have been extreme and life-changing. “She became pregnant by you. She had to undergo a termination. You passed onto her a sexually transmitted infection and she has suffered severe psychological trauma. “All that in the case of a young woman to whom the sanctity of her body and to whom she gives it is enormously important.” The judge said he was satisfied Oni knew the woman was “incapable of consenting to sex” because she was drunk and made an order confiscating his BMW. He said: “Not only was she incapable of consent, but she would never have consented to sex in those circumstances, with a man whom she did not know and whom she had just met. “You were out in the centre of Liverpool alone in the early hours of the morning as the clubs and bars were emptying and there were people affected by drink and/or drugs on the streets. “Your purpose was clear to me – you were looking for a suitable target. "You found one in this victim who was acutely vulnerable.” Judge Conrad said after Oni dropped the woman off “she was in a state of shock trying to piece together what had happened to her”. He said fortunately “a loyal and sensible friend” took her home and gave her good advice about preserving evidence. The judge jailed Oni for 14 years and told him to sign on the Sex Offenders Register for life. He said: “You are a clever and cunning man who is forensically astute. “You sought to lie your way out of what you had done, changing your account as new evidence became available to the police. “The jury saw through your lies. A 79-year-old retired officer of the CIA, Bill Oxley, has made a series of stunning confessions since he was admitted to the Mercy Hospital in Maine on Monday and told he has weeks to live. He claims he committed 17 assassinations for the American government between 1974 and 1985, including the music icon Bob Marley. Mr. Oxley, who worked for the CIA for 29 years as an operative with top-level security clearances, claims he was often used as a hitman by the organization, to assassinate individuals who could represent a threat to the goals of the agency. Trained as a sniper and marksman, Mr. Oxley also has significant experience with more unconventional methods of inflicting harm upon others, like poisons, explosives, induced heart attacks and cancer. The 79-year-old operative claims he committed the assassinations between March 1974 and August 1985, at a time when he says the CIA “was a law unto itself.” He says he was part of an operative cell of three members which carried out political assassinations across the country and occasionally in foreign countries. Most of their victims were political activists, journalists, and union leaders, but he also confesses to assassinating a few scientists, medical researchers, artists and musicians whose ideas and influence “represented a threat to the interests of the United States.” He claims he had no problem with going through with the assassination of Bob Marley, because “I was a patriot, I believed in the CIA, and I didn’t question the motivation of the agency. I’ve always understood that sometimes sacrifices have to be made for the greater good.” But Mr. Oxley confesses that Bob Marley remains unique among his victims, as he was the only victim he “felt anything for.” “The others were assholes. Bob Marley was Bob Marley. I was no closer to being a long-haired hippy back then than I am now, but I must admit Bob’s music did move me. It held some power over me.” He claims to have “mixed feelings” about Bob Marley’s death. On the one hand, Marley was “a good man, a beautiful soul” with “profound artistic gifts” who did not deserve to have his life cut short. But according to Mr. Oxley, Bob Marley was also placing the goals of the CIA in jeopardy and threatening the existence of the United States: “He was succeeding in creating a revolution that used music as a more powerful tool than bullets and bombs. Bob Marley in 1976 was a very serious threat to the global status quo and to the hidden power brokers implementing their plan for a new world order. President Donald Trump on Wednesday got behind a bill to drastically cut legal immigration and replace current employment based visas with a point system. The plan mimics systems used by Australia and Canada, which Trump has often praised, in awarding points to potential immigrants based on broad categories. The 140,000 visas available annually under this system would be distributed to the highest point-getters first. Under the plan -- if approved by Congress, which will be a heavy lift -- the highest point-getting candidate, for example, not including special circumstances, would be a 26- to 31-year-old with a US-based doctorate or professional degree, who speaks nearly perfect English and who has a salary offer that's three times as high as the median income where they are. Have an Olympic medal or Nobel Prize? That will help too. A candidate must have at least 30 points to apply. Here's how the points would be doled out: Age Priority is given to prime working ages. Someone aged 18 through 21 gets six points, ages 22 through 25 gets eight points and ages 26 through 30 get 10 points. The points then decrease, with someone aged 31 through 35 getting eight points, 36 through 40 getting six points, ages 41 through 45 getting four points and ages 46 through 50 getting two points. Minors under the age of 18 and those over the age of 50 receive no points, though people over 50 years old are still allowed to apply. Education Points are distributed based on the highest degree a person has achieved. One point is given for an applicant with a US high school diploma or the foreign equivalent. A foreign bachelor's degree earns five points, while a US bachelor's degree earns six points. A foreign master's degree in STEM fields earns seven points while a US master's earns eight points. A foreign professional degree or doctorate earns 10 points and a US equivalent earns 13. English ability Points are also given out for English ability, as determined by standardized English test. Anyone with less than a 60th percentile proficiency gets no points. Between 60th and 80th percentile is worth six points, someone in the 80th to 90th percentile range earns 10 points, someone with a 90th percentile proficiency or above earns 11 points, and someone in the 100th percentile range earns 12 points. Job offer? The only point scale that factors in whether an individual actually has a job offer in the US comes in the form of salary in an effort to boost wages. Five points are awarded if an applicant has a job offer that will pay at least 150% of median household income in the state where he or she will be employed. That goes up to eight points if the income is 200% the median income, and 13 points if it's 300% the median. Nobel Prize There are bonus points available for "extraordinary achievement," mainly reserved for major international awards. The system grants 25 points to someone who has won a Nobel prize or something "comparable." Olympics Fifteen points would be given to someone earning an individual Olympic medal or relatively competitive international sporting event. Investors The bill would eliminate a category of visas that spurred foreign investment in the US, the EB-5 program, which was used by Trump's son-in-law Jared Kushner's family businesses to build major real estate projects. That concept is represented by awarding six points to an applicant who invests $1.35 million into a "new commercial enterprise" in the US, maintained for three years and with that individual holding management of that business as his or her primary application. The points go up to 12 if the investment is $1.8 million. The man in charge of Kenya's computerised voting system has been found dead just days before the 8 August elections. Chris Msando, an electoral commission IT manager, had gone missing on Friday. "There was no doubt he was tortured and murdered," said IEBC chairperson Wafula Chebukati. Tension is high as the presidential election is expected to be a close race between incumbent Uhuru Kenyatta and long-time opponent Raila Odinga. Police said on Monday that the bodies of Mr Msando and an unidentified woman had been found in the Kikuyu area on the outskirts of Nairobi and taken to the city mortuary. The only question in our mind is who [killed him] and why he was killed a few days to elections," Mr Chebukati said. Kenyan newspaper The Star reports that Mr Msando's body was found with one arm missing. Today was supposed to big a day for Chris Msando - he was to oversee the public testing of the voting system which has been vaunted by the Independent Electoral and Boundaries Commission (IEBC) as key to eliminate vote rigging and to deliver a credible election. The Kenya Integrated Electoral Management System (KIEMS) will be used to identify voters and transmit results. A similar electronic system that was used in the 2013 election failed spectacularly, leading to manual counting of votes which some have argued allowed for voter manipulation. Mr Msando had only been on the job for two months, having taken over after his predecessor was suspended for refusing to cooperate with an audit firm which was cleaning the voters' register. His death will do little to assuage growing concerns about the IEBC's election preparedness and questions about its credibility. On Twitter, his name and #RIPMsando are trending, with many expressing shock and disgust at what to them looks like a targeted elimination. This news also comes at a time when the government has denied allegations by opposition parties that it is planning to deploy the military to swing the election to its favour. With only a week to the election, this is no doubt another testing time for Kenya and it can only emerge from this tense moment by holding credible elections and arresting and prosecuting Mr Msando's killers. Some fear there could be violent clashes between rival supporters after the result is announced, with the losers refusing to accept defeat. However, few expect the type of violence which killed more than 1,200 people in ethnic, post-election violence 10 years ago. Following the clashes, the International Criminal Court charged President Kenyatta and his deputy with instigating violence, but the charges have since been dropped due to a lack of evidence. One man’s penis enlargement surgery has turned fatal, and he has become a cautionary tale, with doctors warning those desiring to enhance their manhood to forget their plan. A healthy, 30-year-old man in Stockholm wanted to increase both the girth and length of his genitals using a process where fat is transferred from his belly to his penis. The man was one of 84,000 people worldwide who seek to enhance their girth every year, even though many doctors warn men against doing it. A description of the case in the Journal of Forensic Sciences explained that surgeons had finished the elongation portion of the surgery and were in the enlargement part, which involved injecting the patient with two fluid ounces of his own fat cells, when things went wrong. The fat leaked into his veins and traveled to his lungs, which resulted in a lung embolism, rupturing his blood vessels. The patient, who was found to have no prior heart conditions, ended up having a heart attack on the operating table. Despite attempts from doctors to perform CPR, the man passed away two hours later. The conclusion of the study said, “This is the first described case where a seemingly simple and safe procedure of penis enlargement by autologous fat transfer caused sudden death in a healthy young man.” It also suggested that the surgery was riskier, since it combined two procedures. A change to foreign student visa policies being discussed at the United States Department of Homeland Security would require international students to reapply annually for permission to stay in the United States, according to the Washington Post. The change being discussed would attach an end date to a student’s study programme. Under current federal regulations, a foreign student’s immigration status is valid as long as he or she is enrolled in college or university and follows the rules. Students can transfer from one educational institution to another and many remain in the country for years without having to reapply, the Post said. The proposal also would require students to reapply for permission to stay in the United States if they move from one programme to another, such as from undergraduate to graduate school. Foreign students who need more time to complete their studies could also be required to apply for an extension. Foreign students pay a one-time fee of about $200, but that could change if the proposal moves forward, the Post reported. The Post noted that the idea, far from being a done deal, would require regulatory changes, which could take at least 18 months. Citing two unnamed Department of Homeland Security or DHS officials, the Post said the proposal was prompted by concerns that current federal regulations for student visas are too open-ended. A DHS report released last month found that students were among those most likely to overstay their visa. An estimated 2.8 per cent of the more than 1.4 million student and exchange visa holders in 2016 overstayed their visas, more than double the national average for visitors. DHS spokesman David Lapan confirmed to the Post that the agency “is exploring a variety of measures that would ensure that our immigration programmes — including programmes for international students studying in the United States — operate in a manner that promotes the national interest, enhances national security and public safety and ensures the integrity of our immigration system”. The change, if implemented, could be expensive for universities and would likely dissuade more foreign students from studying in the United States. Enrolment trends The US Supreme Court has agreed to hear arguments this autumn on a Trump administration plan to ban travel to the United States from six Muslim-majority countries. A recently released survey of 112 US colleges and universities by the Institute of International Education found that undergraduate enrolment trends for autumn 2017 remain steady, while a similar survey by the Council of Graduate Schools found that nearly half of deans of graduate schools reported declines in the number of accepted students who have committed to attend. More than one million foreign students were earning academic credit in the United States in 2015 and the jointly contributed more than $35bn to the US economy, according to the Institute of International Education, a non-profit organisation in New York. DHS was established in 2002, in the aftermath of the terrorist attacks on 11 September 2001, to coordinate federal efforts to protect homeland security. Some of the attackers had used student visas to gain entry into the United States but never showed up on campus. Now, DHS’s Immigration and Customs Enforcement tracks foreign students through its Student and Exchange Visitor Programme. Institutions that host international students are required to monitor and report on the status of those students’ enrolments through the Student and Exchange Visitor Program. Enrolments in US universities dipped slightly in the years after the attack, but they have returned to record levels. The new DHS plan, as described by the Post, was called “duplicative and unnecessary” by Jill Welch, deputy executive director for public policy at NAFSA: Association of International Educators. O.J. Simpson, the former football star who was imprisoned nearly a decade ago for a bungled Las Vegas robbery, was granted parole Thursday. Simpson has served the minimum of a nine-to-33-year sentence at Lovelock Correctional Center, a medium-security prison northeast of Reno. He was convicted in 2008 of armed robbery and other charges related to a botched sports memorabilia heist in a hotel room. Six teenagers from Burundi taking part in a robotics competition in the US have been reported missing, police say, four boys and two girls - aged from 16 to 18 - disappeared during the First Global Challenge tournament in Washington DC. The DC Police Department says they were last seen on Tuesday - on the closing day of the competition. Reports say two of the teenagers have since crossed into Canada but this has not been confirmed by the police. On Thursday, the DC Police Department posted fliers of the missing group on its Twitter page, asking members of the public to get in touch if they had any information. The teenagers were identified as Don Ingabire, 16, Kevin Sabumukiza, 17, Nice Munezero, 17, Audrey Mwamikazi, 17, Richard Irakoze, 18, and Aristide Irambona, 18. Competition organisers say they alerted police after Burundi's team supervisor was unable to find the teenagers. In a statement, First Global Challenge spokesman Jose Escotto said "the proper reports have been submitted to the police who are investigating the case", according to the Washington Post. The three-day robotics competition saw teams from 150 nations compete against each other. The event aims to inspire young people to pursue careers in science, technology, engineering and maths. However, it made the news earlier this month after a team of girls from Afghanistan were initially not allowed to attend the competition because of visa problems. But US President Donald Trump stepped in at the last minute and the girls were able to travel to the US and participate.
