Because they are not passing laws now. Qatar/Dubai uses Sharia law. China has not woken up and started chasing gays all over China - if they did they would be in trouble with many nations - who may throw sanctions. Kenya also discriminate on gays - and make homesexual sex illegal. But it's bad law nobody cares to implement. And better our parliament is busy on important things than to double down on discrimination of gays.

What you're attempting to do is outrageous. We already know gays in Ghana have it rough. Why make it more legal to discriminate against them. Is that the biggest problem in Ghana now...people having anal sex?
I said you guys are not independent thinker, you just ask the same question again, the same question that can be found on popular internet from pro gay defender . Even larry ask the Ghana MP this lame question. The correct and scientific answer to this is. There is a factual evidence in Ghana that HIV are common among gays than the straight guys and it is causing the nation about 200 million in purchasing of subside drugs to cater for people living with this sickness ( such amount will have been piloted on important infrastructure assuming we don't have such a mess here . So to save our nation of this continious expenditure, we would have to reduce the spread of the virus which is known to common among gays than straight guys .

And again to your assertion about Dubai and Qatar. The whole 5 rich gulf state will never adopt it and clearly the West understand where they can exercised their power . Saudi arabia and uae citizens run UK economy ( their expensive estate like kensington and Chelsea are full of Arab millionaire, even their own english citizens can't afford it) so they know their limit of bullshit.

[s]Kenya has always recognise customary - why would you think otherwise. Majority of the marriage are customary. You are allowed to marry many wives, get marriage certificates and during divorces - customary law apply - there are 42 tribes in kenya - so in court they call traditional experts to determine if marriage is valid and how to divorce.

Kenya also recognize Islamic marriage and we have Kadhis court that deal with marriage and personal issues through Sharia law. Unlike Nigeria - Kadhis are strictly for personal cases.

Kenya also recognize Christian marriage - Pastor in Kenya marry you and give you certificate - it follow christian law - BIgamy is disallowed. You cannot be polygamous.

We also have Kenya gov marriage - civic marriage - conducted by gov officials - and because it's also based in greco-roman culture - as our law in common/English - polygamy is disallowed.[/s]

The right to sexual orientation and gender identity is universal human right

ALL HUMAN BEINGS ARE BORN FREE AND EQUAL
IN DIGNITY AND RIGHTS
– ARTICLE 1, UNIVERSAL DECLARATION OF HUMAN RIGHTS
I am a pragmatic thinker, provide evidence for this .

A universal right is based on the assumption of having equal right regardless of gender, religion or ethnicity. Which means in every condition my persived acceptance right should be equal to my fellow human.

Therefore a certain character I choose which my society persived to be abnormal is not right on them as it is not a demand on my society to accommodate me in such a manner as to make me feel better about myself or more welcome in difficult situations -- that is my personal responsibility.

Ghana is not obliged to hold LGBT individual own headache. We don't want it simple.

So you are proud member of UN - but somehow UN declarations become forced on your or western?

Once again - pass the anti-gay law - but remember countries will not accept their money - either in loan or grants - to be used in countries that discriminate gays or lesbians. Citizens of those countries will also be warned that they risk being arrested for LGBT and related by primitive Ghana if they visit.

So you're going to end with very few friends - like maybe North Korea.
why are you so dumb as this? Why is this agenda not force on equal rich country like Qatar, Dubai or saudi arabia? Or even china. Why interested in a weak Ghana?

My grandfather married traditionally according to our customs and paid dowry.

There are universal human rights that are natural and inviolable. This right to life, bla bla. These are universal - mean applies to every MAN in the world. If you violate them without good reason - the entire world will say NO. If you kill people without any reasonable justification - the world will say NO.

Marriage and such are secondary if not tertiary right. Nobody really cares about that outside ghana. In Kenya we recongize all sort of marraige - christian, muslim, traditional, african, common
Then why are you saying otherwise? I think kenya law does not support customary marriage according to the locals tradition of her people . In Ghana, our law support it and it is given the same equal right as christian or orthodox marriage .

LGBT aren't universal right unless you can substantiate it with fact and evidence. It even violate life,as it is against life continuation.

No one has the right to kill himself even if it is based on his interest

Marriage is not universal human rights. Gayism is. Marriage is just partnership. Gays will still get married if they want to - they just wont get gov recognition - or whatever that is.

My grandfather had two wives - and he did not have any marriage certificate - but he sure was married.
According to my society tradition, both akans and Yoruba . Such lifestyle of your grandfather is absolutely ilegal and the children from such marriage are called bastard because their father and mother did not go thru some form of acceptance unionism before they copulate. That is our society perceive moral values and we judge base on it .

Human right should be able to passed thru the touch stone of knowledge and not emotion or personal preference .

Our society failed to tolerate it because it is not our standard moral practice here. We all have our laws based on our custom and tradition .

Mkenya2019:
Again west or east - any society that abhors discrimination, embrace diversity, allows greater personal freedoms, allows consensus based leadership like through democracy with regular election rather a forced dictatorship - is a happy thriving society.

The rest are really details. Once you evolve to be a modern man (not a stone age relic) - you will understand what live and let live mean.

For now you're as primitive as a typical uneducated Ghanian. You cannot box all Ghanians into one box - 30m - each one of them diverse - need their personal space and freedom - to live and pursue their happiness in the lives. If they want to enjoy anal sex - let them go for it. If they want to terminate their own pregnancy in their own body - why interfere? With technology - you can carry a baby as well - if you love babies.

And most important when it come to universal personal freedoms and rights - you cannot pass a law to discriminate others - just because the majority wants it. Even if 99 percent of Ghanian oppose gays - it doesn't matter. This is not subject to democracy - you cannot vote to kill or not kill someone.

These are universal human rights..that are natural and inviolable. That is why Ghana will be crushed by many countries if it was to vote to discriminate Ghanians just because 99.9 percent of Ghanian want it. Human rights are UNIVERSAL.

Human rights are a universal right that people have because they are born as humans. Human rights are not given to a citizen like other rights. They are a part of every person in this world. It is not the government who creates these rights, they only recognize them.
Another kindergarten understanding, so what is the essence of marriage that provide a certificate that does not necessarily support the right of couples as it is enshrined in marriage right?.

In a law govern country such as Ghana, a pragmatic debate must be tailored that applying the word "marriage" to some relationships and not to others is not unequal treatment, and thus not discrimination. This is because we are not hypocritical like the West who just give the certificate of marriage to same sex but doesn't enshrined their right like opposite sex.

Well, if your free human right advocate can argue that unequal treatment of things that are not the same isn't automatically wrong to discriminate per se. I will see how they will win it.

And again human right don't determine right or wrong. Their persived interest might not necessarily be logical or scientific.

Otherwise we shouldn't complain anymore about global warming , wearing of face mask which to some people is depriving them of their essential human right etc. It is disallowing them to Carry out their day activity.

Right or wrong is not determined by two or more people. It is determined by pragmatic thought which is influence by society perceive moral values .

That is why they normally ask the same question every time. It is same repeated question. Verbatim to verbatim.

Mkenya2019:
There is nothing western or eastern about universal human rights; about progressive ideals of democracy, personal freedoms and such.

These is why nearly all these ideals are endorsed by the United Nations.

LGBT+ should be allowed to live their life without any discrimination - based on their sexual orientation or gender.

The same for abortion - the UN - describe it rightly as discrimination against women. Unless you're a woman - we should let women decide who/when/why they should carry pregnancy on their own bodies or even terminate it.

Bottomline: Women & Gays & all queer people deserve to live their life without your intrusion or your opinionated ideas on how best they should live. You are free to live your life as male straight-man. Let everyone be allowed as much personal libertiy and freedom as possible - if they enjoy anal sex - how is that affecting you. If they decide to terminate a pregnancy living in their body - it's their body. You cannot force them to carry it to full term.
You are so naive with western propaganda, The acceptance of lesbianism/gay is really more of a question of fact, not of human right .

You mean we should support what is baseless in our marriage constitution and be hypocritical like the West ? , what is illogical ?

Do you even know in western world where LGBT rights is enshrined , there is actually no right of marriage to the same sex because their marriage right only exist among opposite sex. Which means same sex marriage doesn't enjoy the privilege of marriage like opposite sex couples.

Anyway I have no buisness to what anybody is doing in his or her bedroom. But I i am against illogical thought that willl end up not protecting human concent and right as it may be. It is crucial to notice that including gays/lesbianism marriage laws into ghanaian legal system will mean the revision of your marriage right . In order to offer the status of marriage to couples of the same sex, the very meaning of marriage has to be changed. In which case, what same-sex couples will have will not be the same as what differently sexed couples now have.

This why some academia are advocating that the sanction for human rights has to be rescinded in favour of moral and political philosophy. I.e. jurisprudence due to this kind of notion you brought forward.

Benin - progressively - move to allow abortion - while Ghana is busy with retrogression

Under the new law, passed late Wednesday, women can terminate a pregnancy within the first three months if it is likely to "aggravate or cause material, educational, professional or moral distress, incompatible with the woman or the unborn child's interest."
when it comes to rule of law and enforcement, I think Ghana is a progressive Nation. And it is well pragmatic in it .

According to Ghanaian law, abortion can be legal in cases of rape, incest , fatal abnormality etc. There are even clinic who offer legal abortion and they advertise it on their bill board. So proud of it. So benin is just a learner.

As for LGBT , we are pro-life . We Will never support it , let the West take their propaganda to dubai and Saudi Arabia and let see what come of it .

No country has developed on a foundation of flea market. Your informal retail and wholesale need to give way to formal retails - I mean supermakets and malls - because it benefits the consumers, the retailers, the manufacturers and gov better when things are organized. With a supermarket - a manufacturer knows he can get large order so they produce more - the consumers will get very low prices (this what is drawing kenyans away from small retailers) because discounts in there are bigger and shopping way better experience - the retailer hire more people and generate more profit selling more - the gov get way more taxes - than trying to chase a million informal traders around town.

The same for all other sectors - agricluture, services, industries, ICT, housing, name it - they need to formalize - because of ECONOMIES OF SCALES - if not you should at least try cooperatives - which give you communism like bargaining power.
You are systematically calling for unemployment and hunger.

It is a fact, no country has totally eradicate informal sector, in middle and low income country together with country having advance economy.

For example, sale or barter. Self-employed street vendors, taxi drivers and home-base workers exist all over the world and they are largely on informal run economy. Having supermarket and malls is a culture not a tool to economic success. Here in Ghana for instance , buying items in the open market is more economical than buying from the malls , maybe that is not the case in London.

They are lot of ways to target informal market as a manufacturer, retailer or the government. Electricity consumption rate, cash out circulation and even internet data rate are some of the few I can mentioned. Your Government just have to be very proactive, You can't eliminate a source that produces income to about 70 percent of your population on the ground that it is not registered nor it doesn't pay taxes,it is naive.

Goverment should rather support the system by providing an equitable education among boys and girls, you should know some people operate in informal sector not because of choice but a lack of opportunity in the formal space. And likewise there should be a streamless process of obtaining funds.( Ghana has master this plan very well, read about Susu money on wikipedia) and in education, Ghana has already started.

Here in Ghana , there is free education in both liberal school and vocational institution. In less than 10 years coming , we will soon enjoy the policy.

People criticize france unfairly but having them control forex mean no french colony with pact with France Central Bank has really experienced hyperinflation. Yes countries using Franc have limited monitary tools to deploy - but for a typical african country - allowing them to mint their own money is almost irresponsible. They will simply print money from thin air and create hyperinflation that will take forever to fix.

How do you fix Ghana? How do you fix Zambia? How do you even start fixing Zimbwabwe or even Somaliland where money is carted in wheelbarrows.

Money is measured on Kilos.

https://www.youtube.com/watch?v=iCDQpm6f_pU

Some of these serious responsibilities Africans were not ready to take - it would have been better for African countries to allow London to mint money - than have Idi Amins just ordering central bank to print money.

Kenya is very luckly - the Kshs is very stable - apart from 1993 small hyperinflation - Kshs all those years has depreciated from around 7-10shs to a dollar at independence to 100shs now.

Ghana is not the only country with the informal sector as the backbone of her economy,in fact I'm sure 85% of sub-Saharan African countries depend on the informal sector and their capital cities doesn't come off as market centres like Accra.None of the countries ghana claim to look up to look like market centres,I mean Singapore and Norway grin. The informal trading are always cramped in big market places like you have kejetia. Accra metropolitan authorities should look to build such big markets in every District of the city to take off these mess from the street. This concept isn't alien to the cities you claim to be more developed than. If you want develop, do it like the rest of the world, don't claim development when you are still doing things like you have in stone age. Accra should depict herself as the been the administrative centre of an oil and gold rich nation not looking like open air market.
most of west africa capital city has Accra similar outlook . From balogun in Lagos to kumasi in Abidjan and makola in Accra all have the same semblance . Unless you are not being honest. This are market area that is basically know for doing business in the open .

What we have in kejetia is called indoor market , it is an alternative to open market . Ghana is the only country with such a huge indoor market in west africa and probably sub saharan africa .

Singapore and Oslo started from somewhere, they didn't just rise in a day, there is blueprint in which those aforementioned countries followed, Accra has started from somewhere , kejetia has been built in Kumasi , that is a good model, the second phase is expected to start soon . The system will soon spread over the country. Ghana isn't rich as singapore nor Oslo but there is model of development here and it is expected to work . And if you have checked Ghana history long enough you will realised Ghana has always strive to be first in almost every good indices . For instance, Ghana is the first country in sub saharan africa to first halve her poverty ratio way ahead of the global deadline in 2015.

Development in Ghana is cut across, Accra shouldn't win it all,... City such as Tamali and takoradi are fast rising. I will not be interested in one city development here as we have in some africa city . Development should cut across every regional capital and not necessarily the administrative capital only.

Infrastructure wise, Accra is already developing. They're ongoing project just everywhere in the city . From flying over to new road or expansion of the old ones

Mkenya2019:
No country develop by growing informal sector - informal sector grows almost by default as poor people need to eke a living either way.

The way to growth is support informal sector to become micro-enterpises (SME) then to grow to medium enterprises then eventually to companies and hopefully to have them expand regionally or export - become multinationals.

Unless Ghana has a plan to convert informal trader to own a formal shop - that shop to become small supermarket - that supermarket to become small chain store - eventually national chain of stores - then expand regionally to say Togo or Nigeria - you're going nowhere.

Informal traders should be supported by providing them with credit, savings training and necessary support to grow.

The best way to do this is to organize them into cooperatives - like Kenya is doing. I can give you many examples of kenya cooperatives in many sectors - that have given small iinformal traders - the bargaining power or economies scales of big coorporation - have mobilized savings - provided credit - and have improved the fortunes of those traders - with some eventually become medium, large and even regional players.
Ghana already pass those stages . We are already formalizing the economy in many ways without eradicating or eliminating informal sectors. Value added tax is one key method.

Your country will need to come learn how informal sector works in Ghana and how Goverment support make it resilient amidst Covid-19.
