Lollypee: Towards ending the ongoing ASUU strike, the Federal Government has committed to spending N200 billion in the 2014 budget on the universities as well as on each of the next three-four years until the universities are brought to world-class standard. This is in addition to the N100 billion dedicated and already made available for 2013.

The government has also increased to N40 billion as a first installment, funds for the payment of earned allowances to the striking lecturers, an improvement from the N30 billion previously released.

This information is contained in an internal Federal University of Otuoke statement by Professor Bolaji Aluko, its Vice-Chancellor, seen on Wednesday night by SaharaReporters.

On the earned allowances, he explained, “Government will top it up with further releases once universities are through with the disbursement of this new figure of N40 million, so Vice-Chancellors are urged to expedite this disbursement within the shortest possible time using guiding templates that have been sent by the CVC,” the circular said.

Professor Aluko said the development followed meetings on September 19 and Oct 11 of representatives of the Association of Vice-Chancellors of Nigerian Universities, led by CVC Chairman, Prof. Hamisu of ATBU and ASUU Representatives led by its President, Dr. N. Fagge with the Vice-President of the Federal Republic of Nigeria, Arc. Namadi. Sambo, Minister of Education Barr. N. Wike and others.

Of great interest to stakeholders, Vice-President Sambo, appealing to ASUU to call off the strike, apologized for the "take-it-or-leave-it" comments credited to the Minister of Finance, Dr. Ngozi Okonjo-Iweala at the onset of the strike. The Minister did not seem to have been involved in either meeting, perhaps as the government’s way of soothing the feelings of the university teachers.

Other points of agreement at the meetings include the following:

Project Prioritization: Universities will now be allowed to determine their priorities and not be “rail-roaded” into implementing a pre-determined set of projects with respect to the NEEDS assessment. Decisions are not to be centralized.
TETFund Intervention: Government assured that the operations of the TETFund will not be impaired, and that the regular TETFund intervention disbursement to Universities will continue, unaffected. So the NEEDS assessment capital outlays are in addition to regular TETFund intervention.
Project Monitoring: A new Implementation Monitoring Committee (IMC) for the NEEDS Assessment intervention for universities has been set up to take over from the Suswan Committee. The new one is under the Federal Ministry of Education and chaired by the Honorable Minister of Education. In addition, to build confidence and ensure faithful implementation and prevent any relapse as before, the Vice President will meet quarterly with the IMC to monitor progress.
Blueprint: ASUU was mandated to submit a blue print for revitalizing the Universities to the Vice President.
Prof. Aluko further stated that a signed document will soon be issued to itemize the full issues on which the consensus he had outlined here, as brokered by AVCNU, was reached.

by unknown people who later demanded money

A six-year-old girl, Mariam
Adeniji, is currently in shock after
witnessing the killing of her
father, Rafiu Adeniji, who was
allegedly shot dead by policemen
on Sunday.
The little girl, who spoke to
PUNCH Metro while trying to fight
back tears, said her father was
killed after challenging policemen
over an accident along the
Mangoro end of Lagos-Abeokuta
Expressway.
She said, “My daddy was driving
home when someone hit his car.
He went to see the policemen;
they just brought out their guns
and shot him. They then ran
away.”
Another occupant of the vehicle,
Lateef Okesola, who expressed
shock at the incident, said it
occurred in broad daylight.
He said, “Adeniji, Mariam and I,
were all in his Honda car; Adeniji
was driving. We were headed
towards Agege when we saw a
white police patrol vehicle with
the inscription, OPS Attack,
chasing a commercial bus. So,
Rafiu swerved to the side and
allowed the vehicle to pass.
“We continued on our journey
but after a while, we found
ourselves behind the same bus.
Suddenly, the driver of the bus
applied his brake.”
Unfortunately for Adeniji, he
couldn’t stop his car fast enough
as his vehicle was said to have
hit the bus from behind, causing
Okesola to sustain a bruise on
his head. An argument was said
to have ensued between the bus
driver and Adeniji after the
motorist demanded payment for
the repair of the bus.
The deceased allegedly told the
bus driver to blame the
policemen for causing the
accident.
“The policemen were parked on
the side of the road and when
Rafiu approached them to
discuss what had happened, one
of them alighted and shot him in
the chest before fleeing.
“It was the sympathisers who
gathered, that flagged down
another commercial bus to take
us all to the Isokoko Police
Division,” Okesola added.
After obtaining a police report,
Adeniji was taken to the Lagos
State University Teaching
Hospital, Ikeja, where he was
confirmed dead.
Not long after his corpse was
taken to his family home at
Oshodi, Adeniji was said to have
been rushed to a private hospital
after a sympathiser claimed he
saw the corpse move.
However, Adeniji was confirmed
dead again at Jericho hospital.
When our correspondent visited
Adeniji’s mother’s home located
on Samura Street, sympathisers
were seen coming in droves to
condole with his aged mother
said to be in her 70s.
PUNCH Metro gathered that
Adeniji was an employee of
NAHCO. His colleagues, who came
to sympathise with the family,
described him as a hardworking
man.
Elder sister of the deceased,
Titilayo Akintunde, described the
incident as a nightmare, saying
there was a need for the
government to curb the excesses
of policemen.
She said, “One wonders why it is
those that are paid to protect
lives and property that “continue
to add sorrows to our lives in
this country.
“My brother was not a thug. He
was gainfully employed at NAHCO.
He had a wife and two children.
Unfortunately, his life was cut
short in his prime.
“The case is even more pathetic
because he was killed in the
presence of his six-year-old
daughter and she has refused to
eat since the incident. It is a sight
that she will never “forget. We
want justice for him. Imagine
what our mother is going
through right now?”
When contacted on the
telephone, the Deputy Police
Public Relations Officer, Damasus
Ozoani, said, “There was a
shooting in Agege area which
led to loss of life. The patrol team
within that area has been
arrested and their arms have
been taken for ballistic
examination.”

i think we’ve all heard about
the ALUU killings..? The ALUU
killings which went viral
online few months ago…. its
a barbaric and extremely
shameful are the words I
can use to describe the
gruesome killing of four
UNIPORT students.
The deed has been done, but
are we sure that would be
the last, would there not be
a repeathuh Are we just
going to talk about it till it
becomes stale?
There are lessons to be
learnt. I have some to offer:
A FAILED POLICE FORCE
1) We have lost faith in our
Police Force, if we still believe
in them, the boys would
have been taken to the
Police Station, and everyone
would be rest assured that
the case would be handled
well. Can you imagine, the
Policemen on ground
complained that they didn’t
have enough bullets to scare
the mob away? The Police
has failed us, Aluu is not a
remote village, and this
barbaric act lasted for about
four hours.
- We need a total overhaul of
our Police Force, an a re-
introduction of it should
carefully mapped out.
LACK OF VALUE FOR LIFE
2) Life has little or no value
in Nigeria. It is a normal
thing to hear about deaths
in different parts of Nigeria
on daily basis. Yet the
stinking aroma of unconcern
is everywhere. We have
become so used to the news
of death, that it no longer in
any way, affects us. As far as
none of our relatives were
killed, its none of our
business. We have become
lovers of that part of the
bible which says ‘a thousand
shall fall by my right hand
and ten thousand by my left,
but none shall come near
me’. We have become silent,
beaten into intimidation by
recurring death news.
- Its time we use our mouths
and shout at the top of our
voices, then we would be
heard. Use every platform
available, facebook, twitter,
bbm, let them know that, in
our own little way, we are
noisemakers…and can make
a lot of noise.
SOCIAL MEDIA – A DEADLY
TOOL
3) Many have complained
that the killing should not
have been videotaped. I
totally disagree. Whoever
taped it and uploaded it
online did the whole world a
favour. The video brought a
different side to the killing.
Many watched it and
vomited, others recoiled in
horror, others cried. The
video was the main evidence
in the hands of the Police. It
motivated people to join the
cause and take a stand. Many
top govt officials actually
watched, and were not just
told the story.
- Now we can see the power
of social media. The video
immediately became popular
with so many hits on
youtube. Those people who
someone called the idle and
idling, twittering, collective
children of anger the
distracted crowd of
facebook addicts, the BBM-
pinging soap opera gossips
of Nigeria are the ones
actually pushing for justice…
(I think we need a new
name).
LEADERSHIP
4) If this had happened in
‘Oyimbo’ land. John Maxwell,
popular author on issues
about leadershipwould have
written a book on how to
handle crisis as a leader. It is
sad and painful, that there
was actually a man, who
could have done the right
thing. The Community Leader
or Community Killer, Chief
Hassan Walewa, refused to
be a leader at such critical
moment and became the
lowest follower…what a
shame. He stood back and
allowed such a thing on his
turf.
- People who are in
leadership are supposed to
be calm, and think straight
when everything and
everyone around them is
burning up.
LEAVE JUDGEMENT TO GOD
5) I agree that our judicial
system also has a part to
play in this brouhaha. The
mob must have felt that the
court process of convicting
the boys would be slow and
corrupt, and so decided to
pronounce judgement. Even
if the boys were guilty, What
gave them the right, are
they, themselves pure and
holy. Remember, ‘let not the
kettle call the pot black’. No
wonder God decided to take
full control of the jurisdiction
of judgement.
- I believe in the law and
state. I believe in the
judgement of the court.
Though, mistakes are
inevitable and sometimes,
the innocent cry and the
guilty laugh, but it is still a
better bargain when
compared to jungle justice.
Even animals are not treated
that way.
MISGUIDED ANGER
6) It is very obvious that the
people who committed the
beastly act were frustrated.
They were fuelled by poverty,
a failed system,
unemployment, insecurity,
and so they pounded the
boys with their frustrations.
Listening carefully to the
sound from the video clip,
you would hear the
villagerstalking about how
rich the boys were. A hint of
jealousy is very much
obvious. To them, what they
were doing was justified.
They were killing the rich
and corrupt people…(The
Robin Hood Idea). They were
ridding the country of the
bad eggs..very funny.
- If only they had known…if
only they had known. The
real corrupt people do not
send their children to
schools in Nigeria. They
wear white agbada and
white cap to match. They are
heads of conglomerates, and
are always awarded National
Honours. Their anger was
misplaced, misguided and
directed at the wrong
people. We complain about
our failed state, let’s talk to
the government, let’s
demand for our rights, let’s
tell them that we don’t have
jobs, we don’t feel safe, let’s
shout it out with one voice
and not keep shut and
wallow in painful silence,
then pour out our pain on
helpless individuals. Yet we
kill ourselves and feel good
about it.
Our future is bleeding.
