As it appears countries are taking steps at easing coronavirus restrictions this week, some that are further along in the process are battling clusters and upticks in cases, as the World Health Organization (WHO) released new guidance on reopening schools and workplaces.

The WHO today also warned that disruptions related to the COVID-19 battle could hurt the battle against HIV. Today global cases rose to 4,159,377 from 187 countries, and 284,883 people have died from their infections, according to the Johns Hopkins online dashboard.

At a media briefing today, WHO Director-General Tedros Adhanom Ghebreyesus, Ph.D., said the good news is that there has been a great deal of success in slowing the virus and saving lives, but the world got a glimpse of new challenges in some of the countries that have had success:

Wuhan, China's original epicenter, reported its first cluster since its lockdown ended, with five cases from the same residential compound, Reuters noted. China also reported another cluster of about 12 cases, family-related, in the Jilin province city of Shulan.
South Korea today reported 35 new cases, 29 of them linked nightclub clusters in Seoul's Itaewon district, according to the Korea Center for Disease Control and Prevention.
Germany, which recently took its first steps in easing restrictions, reported that its reproduction number, which shows how many people a single person can infect with the virus, has risen to 1.1, hinting at the exponential spread.

Lebanon lifted some of its restrictions last week and is reporting a rise in cases, its highest in a month, and government officials will meet to tomorrow to discuss the possibility of re-imposing some of the measures, according to Reuters.

China, Monday, threatened to retaliate against a US rule that tightening visa restrictions on Chinese journalists, in an escalating row after Beijing expelled more than a dozen American reporters. Citing China's treatment of the reporters, the US Homeland Security Department issued new regulations on Friday limiting visas for Chinese journalists to a maximum 90-day stay, with the possibility to request an extension.

Until now, visas for Chinese journalists lasted for the duration of their employment in the United States.

"We express our strong dissatisfaction and firm opposition to this wrong action by the US side, which is an escalation of the political crackdown on Chinese media," Chinese foreign ministry spokesman Zhao Lijian said at a daily press briefing.

"We ask the US to correct its mistake immediately, otherwise China will have no other option but to take countermeasures," Zhao said, without providing more details about the possible retaliation.

The tit-for-tat actions against journalists have added to searing diplomatic tensions, with the two countries trading barbs over the coronavirus pandemic and US President Donald Trump threatening to impose fresh trade tariffs on Beijing.

In the face of the untold hardship by the lockdown, thousands of informal workers and small-scale entrepreneurs in Nigeria, who have been rendered jobless as the lockdown continues in different parts of the country, are counting their losses as the government struggles to contain the spread of Coronavirus.

They are very worried about the decline in their income and the attendant hardship. They have decided to beg the government to relax the lockdown or grant them palliatives to survive the period.

Already, there is growing concern that another extension of the lockdown could lead to hunger, frustration and unrest.

Informal workers affected by the lockdown include event planners, caterers, local food vendors, artisans, street traders and other small-scale business owners, who rely on daily income to feed themselves and their families.

The informal sector contributes immensely to Nigeria’s economy.

Economic measures put in place by the federal and state governments have been faulted because of its coordination and implementation.

Many workers and families complained that they received nothing from the government.

The informal workers spoke in separate interviews with us on Tuesday.

Event Manager of Tana Explixi narrates her ordeal, who simply introduced herself as Toyin, said she had to decline job offers due to the lockdown.

She also said that clients were becoming afraid of patronising them as they may get exposed to the virus.

She said, “In spite of the lockdown, some people still wish to surprise their loved ones but there is no means of transportation to get to the locations.

“Some of our clients had to cancel our job because they are afraid of being infected.

“People working with me are unable to get paid because the company’s funds have gone down since we have not been able to work.”

A British mother was reunited with her daughter who was stuck in Liverpool, in the UK, for more than six weeks due to coronavirus-imposed travel restrictions thanks to Dubai police.

Twenty-one-year-old Emily is a British psychology student who was studying in a Liverpool university when the COVID-19 travel restrictions kicked in just as she was getting ready to head back to Dubai, where her mother Jenny Sutton lives, for Spring break.

According to Sutton, Dubai police responded to her plea to return her daughter to the UAE when she contacted them. 

“I was worried about her health as she couldn’t leave her room in Liverpool. Police heard about her case and decided to help and returned her. Police were so amazingly wonderful. I’m extremely happy that my daughter returned to Dubai,” Sutton said.

“We had so much support from all the authorities in Dubai, I want to cry of happiness.”

A sermon on Iraq, immigration, or same-sex marriage will keep parishioners involved; a sermon about love and goodness will put practitioners to sleep. The church with the music survives; the church that asks its flock to sacrifice fails. It’s not rocket science.

Serious religious practices have all but disappeared. Ask most any Catholic if they are familiar with the contemplative saints, and you will get a blank stare. “What miracles did they perform?” they will ask, in anticipation of being entertained and finding more reasons to simply believe without doing any work. Ask most Buddhists about deep meditation, and the same blank stare will result; it’s much easier to make merit by gathering socially at the local monastery and offering food to monks.

In this day and age, who would consider any kind of austerity in order to become a better person, notwithstanding the great religious icons of the past, i.e. the Buddha and Christ, who warned people of this exact thing – deflecting their religious ideals and fervor into worldly dramas. The Christ and the Buddha were not social, nor did they seek power, but it’s as if we can no longer relate to this because we have no one that we can legitimately look up to that would convince us to look within, rather than look without. Religion is failing.

True spirituality has been replaced by economics and politics. We bicker constantly about how we can either hold on to what we have and make sure nobody else gets it or how we can get more; greed rules. Hatred as well, because we hate those who don’t believe as we do or don’t have the same political ideals or systems, and we become delusional in all of this, really believing that our opinions are a truth of some kind. And for all of this, we fight to the death.

The world’s biggest cryptocurrency rallied back above $10,000 ahead of a technical event seen by some as having driven the price higher recently.

Bitcoin rose as much as 2.7 percent to a high of $10,070 on Friday in Asia trading, briefly taking it into five figures for the first time since February 24, and was holding just below that level at $9,974 at 10:25am in Hong Kong. That’s before the cryptocurrency’s upcoming halving when the rewards miners receive for processing transactions will be cut in half as soon as May 12, an intentional feature of Bitcoin designed to control inflation.

“Bitcoin trades sentiment-driven at its peaks and valleys, and the post-halving hangover is part of the normal price ebbs and flows on top of Bitcoin’s fundamental value,” said Jehan Chu, managing partner with blockchain investment and advisory firm Kenetic Capital.

The cryptocurrency has more than doubled in price since mid-March, joining a wider rally in global equities since getting rocked by coronavirus-related volatility that’s depressed economic growth, consumption activity and corporate earnings.

“Markets have been bullish since the March lows and this is across asset classes, including crypto,” said Vijay Ayyar, head of business development at crypto exchange Luno. “Money-printing by the Fed and other central banks globally have given a lot of confidence to investors that the economy will be supported no matter what.”

Paul Tudor Jones, Chief Executive of Tudor Investment Corp., said he bought Bitcoin as a hedge against inflation he sees being stoked by massive fiscal spending and bond-buying by central banks to combat the pandemic. Jones previously dabbled in Bitcoin in 2017, doubling his money before exiting the trade near its peak at almost $20,000.

“Bitcoin will likely see sub-$10,000 levels post-halving, but the surge in institutional interest from investors like Paul Tudor Jones is undeniable validation for Bitcoin,” Chu said.

The Supreme Court, on Friday, quashed the judgement that convicted and sentenced the former governor of Abia State, Orji Uzor-Kalu, to 12 years imprisonment.

The apex court, in a unanimous decision by a seven-man panel of Justices led by Justice Amina Augie, held that the Federal High Court in Lagos acted without jurisdiction when it convicted Kalu, his firm, Slok Nigeria Limited and former Director of Finance in Abia State, Jones Udeogu.

It held that trial Justice Mohammed Liman was no longer a judge of the Federal High Court as at the time he sat and delivered the judgment that convicted the defendants for allegedly stealing about N7.1billion from Abia state treasury.

According to the Supreme Court, Justice Liman, having been elevated to the Court of Appeal before then, lacked the powers to return to sit as a High Court Judge.

It held that the Fiat that was issued to him by the Court of Appeal President pursuant to section 396(7) of the Administration of Criminal Justice Act was unconstitutional. Consequently, the apex court vacated the judgment that convicted the defendants and ordered a fresh trial of the defendants. On December 5, 2019, a Federal High Court in Lagos on Thursday sentenced Orji Kalu, to 12 years’ imprisonment for N7.2 billion fraud and money laundering.

In an unprecedented judicial process, a virtual court hearing, Monday, Olalekan Hameed was found guilty of murdering his mother’s employer in 2018 and was sentenced to death by hanging.

A judge at a court in Lagos delivered the ruling to Hameed, who appeared remotely from prison via Zoom, along with his lawyer and prosecutors who also joined the hearing remotely, justice ministry spokesman Kayode Oyekanmi told CNN.

Hameed, who denied the charge, remains in prison, Oyekanmi said. CNN was trying to reach the suspect and his lawyer for comment. The court held the session via Zoom to comply with the state’s social distancing guidelines to curb coronavirus.

Amnesty International Nigeria Director Osai Ojigho slammed the country’s use of the death penalty and questioned why Monday’s hearing couldn’t be delayed.

“We know many courts are exploring how they can continue cases virtually, but the challenge is how much thought has been given to the process for virtual court sittings,” Ojigho said. “In this case, could this sentencing not be delayed to another time?”

“Can we say justice was seen to be done in this case, did the public have access to this session? It’s worth exploring if the processes that led to the virtual sitting followed the principle of natural justice and a fair hearing.”

How Serving And Retired Nigerian Judges Illegally Inserted Names Of Their Children, Relatives In List Of Judges To Be Appointed

A document obtained by SaharaReporters has exposed how serving and retired Nigerian judges are illegally preparing ways for their children and relatives to take over the country’s judicial system in the future.

According to the document put together by Open Bar Initiative, out of the 33 names recently recommended to President Muhammadu Buhari by the National Judiciary Council for appointment as judges in the Federal Capital Territory High Court, only 11 met the criteria set out in the employment guideline of the council.

The NJC had on April 26, 2020 approved the appointment of 33 judges for the FCT High Court.

SaharaReporters gathered that 22 out of the 33 candidates presented to President Buhari made the list only because they were related to serving senior members of the judiciary or close aides and members of the NJC.

Also, states that already have judges in the FCT High Court were reconsidered and given slots while no one was considered qualified for appointment in Ebonyi, a state that has no existing judge.

Section 255 of the constitution of the Federal Republic of Nigeria, 1999 (as amended), pegged qualification for becoming a judge in the High Court of the FCT to a minimum of 10 years qualification as a legal practitioner. 

Also Rule 4 of the NJC appointment of judges’ procedure, indicated only four classes of lawyers, who are qualified to apply and be recommended to be appointed as judges of a high court.

These are legal practitioners in private practice, legal practitioners in public service, who are legal officers, chief registrar of a court, and chief magistrates.

Those listed in the document seen by SaharaReporters among the 33 nominees to be considered as judges by President Buhari but, who are not qualified include Njideka K. Nwosu-Iheme, a Grade 1 Magistrate, who is the daughter of Justice Mary Odili of the Supreme Court and daughter-in-law to Justice Nwosu-Iheme of the Court of Appeal, Agashieze Cyprian Odinaka, a Deputy Director at FCTA whose sister is the Presiding Justice, Court of Appeal in Akure, Ondo State, Fatima Abubakar Aliyu, a judiciary worker, who is the daughter of immediate past President of the Court of Appeal, Justice Bulkachuwa, Kanyip Rosemary Indinya, a senior magistrate at FCT and wife of the President of the National Industrial Court and sister of a member of the National Judicial Council.

Others are Mimi Anne Katsina Alu-Apena, a senior magistrate and daughter of late Kastina Alu, former Chief Justice of Nigeria, Enenche Eleojo, Assistant Director at FCT High Court and Personal Assistant to the Chief Judge, FCT High Court, Madugu Mohammed Alhaji, Josephine Obanor Enobie, Kayode Agunloye, Nwabulu Ngozika Chineze and Abubakar Babashani, who are senior staff of the FCT High Court but have not attained the rank of chief registrar as stipulated by the constitution.

The list also includes one Aliyu Halilu Ahmed, a Deputy Chief Registrar from Adamawa State judiciary, who has not attained the rank of a chief registrar.

The rest are Aminu Muhammad Abdullahi, Nwecheonwu Chinyere Elewe, Ibrahim Mohammed, Sadia Mu’azu Mayana, Aliyu Yunusa Shafa, Mohammed Zubairu, Binta Dogonyaro, Christopher Opeyemi Oba and Hafsat Lawan Abba-Aliyu, all magistrates from the FCT judiciary, who are not up to the rank of a chief magistrate as stipulated in Rule 4 of the NJC appointment of judges procedure.

SaharaReporters also gathered that one Olufola Olufolashade Oshin did not participate in the processes leading up to selection, interview or obtaining a recommendation from a Chief Judge of a state but her name was inserted into the final list transmitted to President Buhari at the instigation of some senior judicial officers believed to be top members of the Supreme Court.

Reacting to the development, Open Bar Initiative said, “The suggestion that judicial service in Nigeria is an inheritance transmitted from parents to children is not supported by the constitution or any other instrument under Nigerian law. 

“This is an abuse of the constitution by those who must nominate judges for an appointment.”

Designated the Noble M14 sports car, the next addition to the Noble line-up of super cars was introduced, in late 2004, at the British Motor Show with a price tag of £74,950.

No expense was spared when it came to the seating, which had a carbon fibre frame, and was covered in leather. The position of the sets was fully adjustable in all directions.

With an eye to the driver, the M14 was fitted with air conditioning, electric windows, a heated windscreen, an immobiliser, and optional satellite navigation.

It had a composite glassfibre body on a steel space frame chassis, and the cabin was constructed with an integral roll over cage for additional safety.

The additional luxurious fitments increased the curb weight from 1080 kg to only 1150 kg.

It used 33 cm AP Racing vented and drilled disc brakes all round, 18 inch alloy wheels, a redesigned steering wheel, and power-assisted steering.

THE ENGINE
Following on from the M12 GTO-3R sports car, the Noble M14 was powered by a highly tuned 3 litre, Ford Duratec V6 engine, fitted with two Garrett T25 turbochargers that produced 0.7 bar of boost, together with two intercoolers, that were positioned behind the rear wheel arches, and helped to produce additional storage space at the rear of the car.

A legal practitioner and rights activist, Malachy Ugwumadu, has taken a swipe on the controversial ‘Control of Infectious Diseases Bill 2020’ sponsored by Speaker of the House of Representatives, Hon. Femi Gbajabiamila.

The bill, among others, seek to give government the power to take over any property including private properties and convert same to isolation centres.

The new bill, according to Hon. Gbajabiamila, makes some controversial regulations for preventing the spread of infectious diseases, and for other related matters.

Recall that the Nigeria Centre for Disease Control said it was running out of isolation centres as COVID-19 cases in the country continues to increase.

In a chat with our reporter, Ugwumadu does not only faulted the provision of the bill but also said the bill cannot negate the provision of the constitution of the country.

According to him, “A bill that is set on a collision course with the express provision of the constitution is bound to succumb to the superiority of the constitution when it’s passed pursuant to S. 1(3) of the 1999 constitution.

“Such right or interest can only be acquired compulsorily for public purposes upon payment of adequate compensation jointly assessed by the government i.e. the acquiring authority.

“If the acquisition is for temporary purposes to deal with examination, investigation or inquiry of COVID-19 cases, pursuant to the provision of the proposed bill when passed, then it will be legally permissible by virtue of S. 44(2)(K) of the 1999 constitution but how much of those powers vested in individual members (Minister/DG) of the executive without a corresponding power of the judiciary to review or check before the acquisition are susceptible to abuse is the fundamental concerns of the public.”

Gbajabiamila had insisted on the passage of the bill, adding that public hearing would not be done before the passage of the bill due to the outbreak of the pandemic.

Nigeria currently has 2802 confirmed cases of COVID-19, 93 deaths with 417 discharged.

The Nobel laureate, Prof. Wole Soyinka, has described the President Muhammadu Buhari-led government as a failure.

Soyinka, who spoke on Sunday while hosting some pupils as part of events to mark his 85th birthday said the administration has failed Nigerians in its inability to the deal with the herders/farmers’ crisis and other security problems plaguing the country.
The pupils, 85 in number were drawn from the six geopolitical zones of the country.
Soyinka turned 85 on Saturday, July 13.

He opined that Nigeria’s problems had overwhelmed the President and called for a national dialogue among all the people across party and ethnic lines.

The rights activist’s comment on the performance of the Buhari administration was in response to a question by one of the pupils on his opinion about governance in Nigeria.

“Governance is a very difficult occupation; Nigeria is a very complex nation for a lot of reasons; its history, the background, the formation of it, the complexity, the culture, balancing here and there and then, you have several complications like fuel, among others.

“Politicians that money has gone into their heads misdirect themselves in terms of priority, they neglect some sections, some of them are nepotistic and some of them alienate themselves from the public which is the people they are supposed to serve and govern and they think they are still colonial masters, especially when we went through the military period,” he said.

Asked to mention the governor he liked most in the country, Soyinka answered: “The major problem that we have is successive governments; it is easier, on the state level, to say that this particular state is doing better than this state, but the central government, I am afraid, has failed and that is my view in the main to really serve the people intelligently, creatively and be even handed in their apportionment of facilities to various areas of the nation.

“Look at what is happening today, how is it possible for me to say for instance that I am pro this government, it is being negligent, look at what is happening with the cattle all over the place. That is a security issue which should never have reached this level.

“I am sure that carelessness and single act which has resulted in hundreds of people being massacred in their farms and their farms taken over; it has wiped away a lot of the positive achievements of the government.

“It is an issue that is so serious and which concerns the welfare of you and me that any carelessness or any failure there is totally unforgivable and unpardonable. It is not that one likes to criticise for the sake of criticising; no! It is just that we believe that there is a minimal level which any government which has been elected to power must achieve to be considered a true representative of the people. So, I am afraid I am waiting for you to grow up and become president.”

Soyinka was supported at the event which took place at his residence in Ijegba, Idi-Aba, Abeokuta, the Ogun State capital, by his younger sister, Prof. Omofolabo Ajayi, and one of his children, Bojode.
