To be honest, considering his age and other factors, I do not see him doing any sort of magic in the Premier League.
The only advantage that can come out of such a transaction is purely of the financial kind. City will definitely make loads of bucks from signing that guy for sure. Think about all the branding, sponsorships and merchandising that could possibly follow a player of that calibre to the Etihad to start with. They won't even have to stress themselves.
But on the field of play... sorry, I don't see him doing anything special cos the factors in the EPL will curb quite a number of his excesses.

Eden Hazards struggles in Spain has absolutely nothing to do with his abilities. I need not say much on that, cos his performances over the years for Belgium and Chelsea already testify to it.
I think, he is yet to adapt to the environment. Cos there's nothing like playing where you're loved and worshipped. Same thing happened with Phil Coutinho. Chip in misfortune with injuries and its easy to see why? But as an EPL fan, who watched him play week in week out, I guarantee that when Eden Hazard becomes fit and firing, Spanish football would not miss Ronaldo.
And as for Liverpool being earmarked to win the league, I think that sounds really funny. Cos not more than 8pts currently separate 8th from 1st. So just a little lapse in concentration, can be very fathal. Mourinho can already testify to that.
La Liga on the other hand, still seems undecided because; its top 2 teams are now in shambles and undergoing rebuild. Thereby allowing other amateur teams to pop up. But on the long run, they will all fall back to where thy belong.
Cos even before the commencement of the season, you and I already know one of the 2 teams to win the title. 
So just put sentiments aside, and admit the truth.

 . I agree with your first 2 statements. However Eden cannot fill the shoes of the great one. One key attribute is adaptability. The GOAT easily adapted in Turin, why cant Eden do same,. A league can produce the best team in the world and still be really poor.
The fact that Ajax are such an outstanding team, doesn't change the fact that the Eredivise is still a poor league.
You need to understand why La liga is called farmers league.
It's only Barcelona and Real maldrid that has won Champions league in laliga. In EPL Liverpool, Chelsea, Man U, Aston villa and Nottingham has won it that is 5:2.
In Europa it's only Sevilla, Atletico and Valencia that has won it, meanwhile Tottenham, Chelsea, Man U, Liverpool, ipswich town and Leeds have won Europa that is 6:3
So which sane person will tell me, La liga is better because Real maldrid and Barcelona are good? No Sir. All together how many times have the won it. Does it exceed titles the few laliga team have own? A bad teacher cannot produce the best student.. Good beget good. Best beget best. Average beget average.
