I dont understand how they will assign over 5 ministers to negotiate with a SM company. Is it that the Ministry of communication can not do this and provide their findings? Or that these Ministers have a lot of free time to do this?

Even Jack Dorsey might not be part of this negotiation, he will assign people to do this.
